Wow! 44 Officers!

  • Mayor Daley today ordered 44 Chicago Police officers working desk jobs and in the arson unit reassigned to street duty to solve a severe manpower shortage caused by a two-year slowdown in police hiring.

Together with 86 police recruits due to graduate from the police academy on July 14, the depleted ranks will be bolstered by 130 officers by mid-summer, when the homicide rate traditionally rises and violent crime normally reaches its peak.

Fraternal Order of Police President Mark Donahue dismissed today’s announcement as a “Band-Aid.” He noted that 16 percent of officers assigned to police districts were “detailed out” — moved to other units — as of May 25, up from 12 percent a year ago.

16% detailed out. That's a rather large number. Then there's the position that those officers are being counted twice. Once in the District complement and once in the unit of detail. So if you have 300 officers assigned to District 000, that's one set of numbers. And the 48 officers detailed out are counted again in TRU, MSF, Vice, where ever they happen to be serving their time. Then the Department denies officers a chance to bid for those "vacant" spots in the district by claiming the district is "up to strength."

And the Department continues to offer overtime initiatives in lieu of hiring. It's going to get far worse before it gets any better.

Start dumping those alleged narcotic P.O.' Start with 200 ! They walk around like they are the real deal buying a rock a day. They dress like they think they are in the "Mianmi Vice" LOL. In the old narcotic unit on Normal there were 80 coppers !! Tops, did the work of 500.

These legends in narcotics come not find a kilo in the Crime Lab.

Mayor Daley must be CLINICALLY INSANE. This latest asinine move just proves that he is trying to destroy this city.

So he figures on taking 1/3 of the specially trained Bomb and Arson Detectives who ARE STREET DETECTIVES (not administrative or office personnel) and who work on CRIMINAL INVESTIGATIONS ranging from arson/bomb threats to arson for profit all the way to aggravated arsons and murders (arson related) and placing these detectives in the Detective Areas working on things like garage burglaries and thefts or juvenile shoplifters.

What a great idea especially at a time when all indications are that a TERRORIST ATTACK IS IMMINENT and the City of Chicago is a prime target.

By the way Daley, ARSONS ARE NOT DECREASING they are just not being reported as arsons instead they are being reported as NON CRIMINAL FIRES. Arson Detectives are so short handed that arsons are not being investigated immediately, instead they are assigned two or three days later as HANDOUTS where the scene was not protected and the evidence is contaminated before the detective arrives and has no choice but to reclassify the arson as a NON CRIMINAL FIRE.

The real solution to this problem is not to ROB PETER TO PAY PAUL but instead to HIRE MORE POLICE OFFICERS AND PROMOTE MORE DETECTIVES.

Daley continues to play with the safety and security of the citizens of Chicago by cutting the manpower of the Chicago Police Department while he continues to dole out millions of taxpayer dollars to every connected and clouted member of the DALEY CRIME FAMILY.

The 86 due to graduate... aren't they already on the street for a few months now? How do they constitute an 'addition' to manpower?

And the 45 or so still left in the academy (we've lost a few already), well they won't hit the street til it's time to assign them to the Window Detail.

How, exactly, is this a big help to our pitifully understaffed department?

Well, this morning, I advised a family of former Chicagoans not to visit this year,

They planned to come in for the annual July Third fireworks (not happening, because it costs so much), stay at a downtown hotel as a treat for their two young boys (til I sent them a link to the YouTube video of the bullet through the hotel window and wall) and visit with old friends (not one of whom will be in Chicago because of the crowds at Taste and the general thuggery that goes on during that timeframe).

They decided to stay home in Virginia and enjoy a peaceful holiday. And I will be in Michigan, doing the same. I'm so glad the Department is fully staffed. I'm even happier to have enough seniority to be on furlough when it all hits the fan.

I keep hearing that the Shankster has 25 P.O.'s assigned to his security detail. It's ridiculous that he drives around the city in a two car motorcade. He's delusional to think that he is so important that his pathetic ass is in danger and needs so much protection. And then he turns around and tells law abiding citizens that he is making them criminals with his ridiculous gun ban. The Daley's philosophy has always been, "Rule it, or ruin it." That includes John "Downs Syndrome" Daley and Bill "Mr. Potato Head" Daley. The press are willing accomplices in the ruination of Chicago. Whenever he is asked a question that he has to fabricate an answer to, he just does his "girlie giggle" and everyone is appeased by his non answer. At least Nero could play the violin.

ok, just a blue shirt and I know nothing, but 44 divided by 25 districts is less then two additional officers per district? THIS IS GOING TO CHANGE EVERYTHING! Great Job Mayor way to think this one through. You have a solid staff of yes men/women working for you. Keep up the great work. U FOOL!

The mighty midget and j-fled keep stating that we are fully staffed. However, crime especially violent crime, continues at the same pace. Despite putting more police officers in TRU & MSF, adding safe city to the weekends, pulling house mouses out for "back to the streets", Jody's new computerized crime stats and deployments, or whatever spin we are being told. Everytime they try something new it is obvious to any one with half a brain or more that the previous "fail safe" method didn't work, but no one questions them. You may get a reporter who poses a single question but no follow up questions or further investigating. I'm glad that they are adding officers. Any help is appreciated. They need to add more than 44 or 120 depending on what numbers they throw out. When will they admit failure and just hire the aopropriate amount of officers to police this city or when will a real "reporter" expose the CPD for how tragically undermanned it really is. Then keep pressing the issue until something is done. Not for a day or two but until something is really truly done. The Abate video ran for month, Burge is a weekly topic but the media dare not question the low police manpower continuing decline in the public's safety. Someone needs to step up and tell the emperor he isn't wearing any clothes.

Tweet, tweet, the little birdies at Fledquarters are chirping. It seem the 'great 4 & 2' schedule was put in place for reasons other than our happiness.

The "overlap" was a ruse and the endgame is to extend 2nd and 3rd Watches and get rid of 1st Watch. This mean 2nd Watch starts at 5:00 a.m. and has 2 or more roll call which will extend 2nd Watch until 5:00 or 6:00 p.m.. The new 3rd Watch will end at 2:00 to 4:00 a.m.. The idea is to have just a few early morning hours to be held by a few P.O.s, SGTS. and either a Field Lt., or worse, and Area Lt.. That's part of the questions the survey is going to answer.

For you 'who cares' guys: bottom line is they have lied. They have drastically reduced manpower and downsized the Department. It's not temporary and they are playing with your lives. We can't protect ourselves, much less the citizens we are sworn to protect.

Who is the Judas Iscariot who is heading this evisceration of the thin blue line? If you are reading this Downtown, ask a few real P.O.s. This is crazy and will not work no matter how many callback initiatives you implement.

With dwindling numbers of police on the streets, THIS is a story that we will and should be hearing more often this summer:

Man Shot By Resident After Breaking Into Home To Flee Police
June 3, 2010 7:31 AM

"A 26-year-old Chicago man was shot by a the resident of a home whose window be crashed through in an attempt to flee police, officials said."

"The resident had a valid Firearm Owner's Identification Card, and police are not pursuing charges against him..."

http://www.chicagobreakingnews.com/2010/06/
man-shot-by-homeowner-after-breaking-into-home-to-flee-police.html

I would NEVER recommend that the law abiding citizens of Chicago break the law, but I WOULD advise them to obtain a valid FOID card and a handgun to protect themselves in their own homes. Just don't be shooting at the police!

And remember! When seconds count, the Police are only minutes away!

Man flees cops into home, is shot by occupant

CHICAGO (CBS/STMW) ― A suspect being pursued by police fled into a house in the South Austin neighborhood early Thursday, only to be shot by the someone inside.

About midnight Wednesday night, officers from the Mobile Strike Force were involved in a foot chase with a suspect near the 300 block of North Long Avenue, according to police.

The suspect then "crashed though" a window of a residence near the area, apparently to try to hide, and he was shot by an occupant of the home, police said.

A man was suffered a gunshot wound to the left side of his body at the home in the 300 block of North Pine Avenue shortly after midnight, police News Affairs Officer Hector Alfaro. The home is about a block away from the site where the chase started.

The man shot was taken to Mount Sinai Hospital in an unidentified condition, according to Alfaro.

Grand Central Area Chicago Police detectives are investigating.

Let me see if I have this right:
- Lakefront getting out of control; no Summer Mobile Force
- 2nd largest PD in the country; no arson unit, no auto theft unit
- helicopter coverage; about non-existent
- dedicated firearms training facility; none
- 2-man cars; about non-existent.

But...
- MSF, TRU, GEU; tons of guys
- money for OT initiatives but none for hiring; standard
- event numbers and missions; endless,
and...
- overworked patrol division including beat cars, tact and wagons
- overworked detectives; amazing they get done what they can
- dimished supervisory rank; "can I have a watch commander please"
and finally...

a dimished capacity for tru understanding of reality by Shortshanks and J-Fled.

(OT) thanks to SCC fro the great read, and just a question. I am a suburban copper who enjoys this site, the question is yesterday about 1200 hrs I was at Chicago Midway airport, and parked my car in the attached garage. Walked back to my car as i forgot my wallet, there was a Chicago copper by my car placing a parking ticket in the garage on my car. I asked him why? He told me I had no city sticker, I told him correct as I don't live in Chicago, my car is registered where I live, so I asked him if he ran the plate, he stated "yes our mcc ran it and it came back to a 60638 zip code. Ok now I was heating up, the car is registered to the 60638 zip code but it is in BEDFORD PARK,IL. not Chicago.

Now getting livid the copper tells me after showing identification "Sir I am a fully uniformed Chicago police officer, and we have a new quota to measure up to"! Holy shit quotas at an airport? Now being a copper no names but he was short, chubby, bald, male black officer with no knowledge of courtesy or police work. Nothing like a meter maid getting paid a nice salary! I will just pay this ticket $125.00 as the aggravation that I have heard of asking for a hearing in kangaroo court is a waste of time.

Being a brother copper don't worry i will still show courtesy to other coppers no matter but this clown needs a talking to!!

I think that the idiots from shitty hall have their numbers wrong. Its not 44 desk jockeys being reassigned to street duties, it's more like 33 that’s all. The 11 Bomb & Arson Detectives being reassigned to the areas are ALL STREET DETECTIVES. None of them are desk or limited duty office personnel. How does taking almost half of all the working B&A Detectives (who by the way work on actual CRIMINAL INVESTIGATIONS) and reassigning them to work on other criminal cases in the areas make any sense. Is it only me or does anybody else see a pattern here?

Shortshanks is systematically and methodically dismantling the ability of the Chicago Police Department to properly and effectively investigate and prosecute any and all crimes traditionally linked to ORGANIZED CRIME or the CHICAGO MOB as its better known.

First he puts a moron (EB) in charge of OCD (Organized Crime Division) and has him dismantle the GAMBLING UNIT, and then he completely demoralizes the NARCOTICS and the GANG INVESTIGATIONS units my placing complete idiots in charge. Next the stubby one takes the district GANG TEAMS out of the districts and areas that they are familiar with and he puts them in districts where they have no idea who the "players" are so they run around like chickens with their heads cut off.

Now Shortshanks effectively cripples the already shorthanded Bomb & Arson Unit, making sure that ARSONS FOR PROFIT, GANG RELATED ARSONS, ARSON RELATED MURDERS and any other arson related crimes get a FREE PASS IN CHICAGO.

BUT THE DALEY CRIME FAMILY IS NOT MOBBED UP, IS IT????

The citizens should get an FOID card, buy a shotgun and learn how to use it. You don't need to have a handgun if you have a shotgun for home defense. The handgun is still illegal in Chicago and who knows what kind of nonsense Shortshanks will come up with after the SCOTUS rules on he and Byrnes gun registration and ban.

Hey officer, don't pay that ticket! Contest it by mail and include a copy of your registration showing the car is registered OUTSIDE of the City.

It is too bad we have knucklehead police officers who just assume that all 606 zip codes are chicago, most are but some are not. Must say CHICAGO on the registration, not Bedford Park.

We have some real winners here, same as all over, no accounting for inconsiderate morons. I can't begin to recount all the encounters with dumb fuck cops I have had here in 25 years of employment. They make life miserable for all around them.

Luckily I have found a niche where I only see other police once a day for a few minutes and then I go do my work, peacefully and alone.

You are completely wrong. 86 recruits will graduate July 14th. They broke the record of 7 months in the academy and never have been on the street. They will work the taste for ten days. That will leave 60 recruits in the academy. Thirty were hired under a Federal aviation grant and 30 under a CTA grant. that means Thirty veteran officers will be reassigned to the airports and those Thirty recruits will be assigned to the street. The last recruit class should graduate by December. Academy did not loose recruits as they were replaced right away. After all, we cannot lose the grant money.

Perhaps they meant to say 44 officers from each district!! How many sorting tickets, review, community relations, commander's office - at least in the district where I work (018)that comes to approximateky 12-15 oficers shuffling paper that could be better used on the street.

Since when does anyone believe that firemen can handle criminal investagations better that the police? You guys just don't get it. OFI is made up of firemen, who are not sworn and do not deal with the ASA's. They just determine if fires are criminal and if so then B&A becomes involved.Hate them if you want, but they are highly trained and police officers and not firemen. Stick together for once and stop hating. It's US against them.

I was at a birthday party saturday. I met a woman that used to work at personnel in payroll. She was laid off a year ago and replaced with two Female POs that were detailed down there. She made 36g a year. Now it takes two POs to do the job she did at a higher rate of pay. The POs got there due to being preggers. Now the kids are here and Momma is still inside.

And we wonder why the city is broke.

I gotta say on this one when it comes to arson detectives.....
I dont feel sorry...another unit when you call them...they NEVER come out...
Oh they come out all right, in flannel shirts and suspenders. Just the look to walk-up to the arrestee who is admitting to the agg arson and yelling at him "so you tried to kill everybody, huh?". End of interview, these tools could fuck-up the best case in the world. Fu k 'em

I'm surprised that they haven't rolled out the work your district on your RDO initiative.

Would make sense. And if it's at time and 1/2 you would get a lot of takers, especially if you can work your regular car.

Your not that far of rosco, think about this...send the arson dicks to the areas, that frees up a LT. and 6-7 sgts. and at least 3-5 civilians including 1 pompous commanders salary.

If there is an arson in thearea the certified arson dick takes it. noone there? call the next area over.

This is a no-brainer!

No it isn't - it correctly identified the locations of 3 of the last 4 shootings in 14. Of course, so what?

TO: The suburban copper that got the ticket from the ball-less piece of shit copper at Midway

Mail in that ticket with proof of your residency via vehicle registration. That should cure what ails ya.

And sorry to hear that some idiot (probably with a decent amount of time on the job) wasn't smart enough to figure it out and wasn't cordial enough to give you a play even though he was in the wrong.

Rest assured, he DOESN'T represent the majority of us guys on CPD.

I think I know who he is....I'll be sure to bring this to his attention next time I see him.

The only thing that is "no-brainer" is the person that wrote the comment.

The detailing of 11 of 29 arson dicks does not affect any of the white shirts. They are untouched to supervise the remaining 18.

Plus in each area that has an arson detective there will be the need for 2 lockers each (1 for regular stuff like uniform and 1 for fire coat/boots/lights etc.) A dedicated car to carry evidence cans, bags, gloves, shovels, etc.

And if the areas are sooo short of manpower, why don't they recall some of their detailed personnel??

There are many detective assigned to the gang unit who admit all they do is drive in circles. Say there is no gang intelligence developed like years gone by. The detectives there do as much as the police officers. Drive in circles. Make arrests if you want. No need for detectives in gangs.

Same with fugitive apprehension. Police officers do the same work as detectives. Locate and lock up dudes with warrants. Whats the point? Send them detectives back.

bomb and arson screwEd themselves!

U SEE THE D UNIT IS COMING UP WITH NEW WAY 2 IMPROVE THE "STATS."

OFFICER WOULD CALL BOMBS AND ARSON AND WOULD BE TOLD BY THE DESK HACK MAKE THE CASE REPORT A NON CRIMINAL FIRE. NOBODY TRACKS THAT AND ARSON SEEM TO DROP.

THE AREA ARE DOING THE SAME WITH AGG BATS NOW.

NO BLOOD NO FOUL.
ALL THOSE NITWIT HIT WITH STICK AND BROOMS WILL BE MADE INTO ASSAULTS.

J-FLED AND PETERSON ARE PRETTY SMOOTH. NEITHER 1 WILL BE HERE LONG ENUFF WHEN THE FEDS LOOK INTO IT IN TEN YEARS (I.E. BURGE CASE).

SO ALL U DICKS CHANGING CLASSIFICATION A WORD OF CAUTION.
U MAY GET DUMPED TO THE STREET FOR A REWARD BECAUSE U KILLED CRIME.

JUST LOOK AT BOMB AND ARSON.

Well, as a citizen...I feel a whole lot safer!! I mean...44 more police officers! WOW! is right! I guess the police will come to my aid faster when I call them. I guess the streets of Chicago will safer because of the huge increase. Now I can walk the streets of Chicago in total confidence. In fact, I think I'm going go out for walk. LOL!!LOL!!

Any halfway decent Copper in 014 should have been able to do the same thing. It's not magic coming out of the DOC or Fusion Center or CPIC or whatever they call it now. THEY get the information from us, the Beat Coppers. If you rely on downtown to give you your answers, I know a Gypsy that can tell you your future..

To the Suburban Officer:

Yeah we have some knuckleheads on this job... Sorry

See if you can take the ticket to the 8th District to get it non-suited. I believe this needed to be done by a Commander.

Ive done it befor and it is usually just a stock of the pen. You may run into a problem because the officer that wrote the ticket is likely assigned to Midway.

Anyway, Sorry and best wishes. Most of us still have no problem extending a professional courtesy. In your case only common sense would apply.

I will just pay this ticket $125.00 as the aggravation that I have heard of asking for a hearing in kangaroo court is a waste of time.

DON'T PAY IT!!! Request a hearing by mail and enclose a copy of your state registration, case dismissed.............

Can anyone answer, Where is all the money going for the vacant positions?

If the 2010 budget (approved in 2009) had 13,500 positions that includes all ranks and those positions are not filled, and we know there not, where did the money go?

Shouldn't the department be able to fill those positions since they are already allotted for.

We are not asking for new positions to be created just fill the ones that are already in the budget.

I think we have a right to legitimately know first, as officers and secondly, as tax payers.
