All Days Off Canceled?

Forwarded to us and posted in C.O. Books across the city, Admin Fax #102437:
  • Due to the operational needs of the Department, elective time will not be authorized for second and third watch, sworn full duty personnel of the rank of Sergeant and below on Saturday, 14 August 2010. This includes furlough segment extensions and personal days, including requests that have been previously submitted. This applies to all Bureaus of the Department.
And Admin Fax #102438:

But hey, don't worry about that trip to Disney World you've been planning for years with the kids that ran past your furlough segment by a weekend. Your spouse can bring them all home on a second flight Monday morning. It'll only cost you an extra grand or so.

I understand (but don't agree with) why time due is restricted on Saturday, but can anyone shed some light as to why time due is NOW going to be restricted on Sunday?


As it is, I cannot start my furlough early on Sunday (the 1st time in 15 years) because of Bud on Saturday. But now what?

You first touched on this in your "Management By Crisis" thread on Thursday, July 22, 2010. (https://www.blogger.com/comment.g?blogID=13350456&postID=6010724988867026024).

The city knows that they're going to have trouble keeping the lid on things while both the Bud Billiken parade and the Air & Water Show are going on.

The MAYOR's OFFICE OF SPECIAL EVENTS scheduled these things on the same day? Wow. That's some planning.

This will be a Charlie Foxtrot of epic proportion...unless the lowly patrol officer comes to the rescue - again.

For as much as shortshanks seems to hate us, he sure depends on us being there. We're indespensible.

Only if you put in for a personal day more than ten days in advance and it was previously approved. Then you work because you were ordered to do so, your remedy upon winning the grievance will likely be 1.5 pay for the day. That is it.

However, as we near the middle of August be careful of contracting that dreaded Fox River flu that is going around. Symptoms include convulsively moving one's arms back and forth while holding a fishing pole followed by repeatedly moving a small metal can of brewed malt beverage to one's lips.

They are probably doing this due to all the talk of grievances being filed about Saturday. They know that they will eventually have to compensate everyone who had a p slip in at least 10 days prior to 14 Aug and it had been approved.

So, with that knowledge in hand, let's fuck with the blue shirts the best way we can.

If you really need the day off put in a PAR form requesting a non-disciplinary day off without pay. That way you won't be AWOP. I don't think they can refuse this request.

Only if you followed the proper procedure for personal days. The rest the city has discretion.

Get your personal day in 10 days in advance and the city has to prove that you being off adversely affected operations.

The reason it bleeds over to Sunday is someone used their brain and is having some of the planes diverted from the air show to dump ordinance on the biliken parade. Extra manpower needed to collect all the unused garbage cans in Washington Park.

Last time I checked this was a 24/7 job. You will miss holidays, birthdays, etc. And the same reasoning that public safety personnel are a municipality's necessity is also the reason why you get paid the way you do.

So what if the Dept mandates you work certain days. All you lazy, bitching "nancies" should be thankful you have this union job since you sure as hell would fail in the private sector. Make sure you run and cash that duty-availability check and dedmand more, more, more while producing less, less, less.

This is not a 9-5 M-F job, at least for most of us. And if your Boss is a "Boss", you won't miss that planned trip to Disney.

Gather 100k plus and you have complete chaos. Unlike the blackhawks celebration where 1.5 mill "other they" gathered with no problems. Yes liberal minded people there is a difference. LMFAO! Total joke. Lets keep this August 14th event and scratch our heads after the 400 plus missing children, numerous people shot, and of course a homicide or two or three. And maybe next year it will be different if we assign even more policeman to watch 9 year olds bumb and grind to the cat calls of the numerous older, you know who I'm speaking of, law abiding citizens. god bless that cartoon character who is a savior to all. Does anybody else see how ridiculous the concept of this "event" is.

I remember a certain parade on the south side that was told that they would lose all city services because of all the problems that the parade generated. However I don't recall ever seeing time get restricted because of that parade. If Bud generates so many problems that it needs that much manpower, why is it allowed to continue? And exactly what does it cost the city every year to host this child losing event.

African-American parade?

Is the City of Chicago telling its residents that one large congregation of African-Americans is so inherently dangers that it creates a public emergency?

Does any other ethnic parade warrant an equal response?

Is Mayor Daley "basikee" telling the people of Chicago that African Americans are so dangerous that anytime they participate in a large, organized public gathering, it requires a super-staffed police response?

There's only a grievance if somebody with less seniority than you is granted a PD, or if anybody is granted CU, BFD or a VDay and you had a PD in at least 10 days ahead of time. There's already manipulation afoot to give certain people off that day. If NOBODY in your rank is granted any time off in your unit other than their selected/granted furlough segment, there is no grievance. The A&As hold the answer.

Go AWOP, it can be handled by a SPAR. If I am denied time I go absent without permission, if they give me a day I just take another day off and add it to my weekends. This department can't afford to be giving people days off for punishment. If you have disciplinary time coming up take it on Bud Bilikin Day. Fuck this city and department.

I figure this was a great idea on someone's part. Keep the animals at Bud, let the rest of the city enjoy the A&W show. You never know.

Now, on a serious note, they have the ability to do things for 'operational needs' but did no one know during November when we picked furlos? I could have picked anything I wanted, and adjusted accordingly if only I knew at that time...

If they give you an OT slip and tell you to use special event #122-456 (or some such) on it, that means the money for that event is coming from somewhere else, and not the police dept's budget. That is probably the reason events like this never get canceled, the money isn't coming out of the City's pocket, and it actually turns out to be a money maker for them.

It can be denied. That PAR form is used like that when you need the day off and you have absolutely no time of any kind left on the books. Instead of putting you in the negative in CU time, that's how you are supposed to be marked.
The only time they absolutely cannot deny is an approved Family Medical Leave of Absence, and you really need to have documentation for that.

--If you are denied a Pday it is winnable. Did it!
Not sure about the rest but EVERYONE should be bombarding the union with grievance forms. According to contract they can deny for unforseen emergencies. This is known every year way in advance.
They are violating their own general order that says you can take 5 days in front & 5 days in back of furlough. Time to stand together people. Stop giving up your rights!!!

You can't file a grievance until you are harmed. You are not harmed until the day passes that you actually work if you had a previously approved P-Day or furlough extension. So your plans will be fucked up regardless.

Then you file the grievance. And perhaps comment on Blog501 on the new motivational morale boosting techniques put into place by E. Brown.

Just because this department is 24/7 for some and is the only thing in their lives doesn't mean it carries the same weight for all of us.

This is just an 8.5 hour a day job for me. Not a cause, not a grand organization I belong to, not some group of wonderful comrades I rush off to do battle with daily.

Morale and esprit de corps do not exist here. It has become a miserable place to work, run by despicable untrustworthy and dishonorable bosses.

Here is the book definition of esprit de corps, does it fit this place? I think not: consciousness of and pride in belonging to a particular group; the sense of shared purpose and fellowship.

I have a land line. I never answer it. Never It meets the department requirement. No rule says I have to ever answer it. I only answer the cell and don't give that number to the city.

time off is cancelled because we have 2 of the biggest events of the summer. air/water=2 million people in/around lake front. bud billiken= about 200,000. take into account our department's 3,000 police shortage. did i mentioned that officers on furlough, light duty, call back, r.d.o. are not part of the "man power" for that weekend. SEEMS LIKE THERE ARE NOT TOO MANY OFFICERS LEFT TO WORK THE DISTRICTS, LET ALONE THE FESTIVALS!!! GOD HELP US, AND REMEMBER TO BE SAFE!!
