More Hits at J-Fled

Fox News continues to slap J-Fled around.

Word is the Tribune is picking up the bat later today to have a few whacks at the J-Fled pinata.

Now how about a few of the other retired bosses have a go at J-Fled? You know, the guys and gals that got launched out of their spots when the fed-train rolled into town.

OT - New Orleans' Steps to rebuilding the police department

Some good, some bad. Here are some of the high/low-lights and some of my thoughts in parentheses.

Maintaining zero tolerance for untruthful, unprofessional, unethical or illegal behavior of any employee

"Embracing the philosophy of Community Policing" (Ugh!)

Using the weekly accountability meeting to hold all commands accountable

Focusing on proactive policing

Working with local, state & federal law enforcement agencies and (this will never happen here) prosecutorial offices

Streamline senior leadership positions (We'd have to first get some LEADERS here, then trim the fat)

Project Safe Neighborhoods

Significant changes in and expansion of the Crime Lab's ability to process firearms-related evidence (CPD has all but eliminated in-house processing of all but property crimes. Many of the firearms people have retired this year and it doesn't look like they'll be replaced)

Significant changes in the Crime Lab's ability to process and analyze DNA evidence (CPD is at the mercy of the ISP lab and the private labs that they contract out to)

Rebuilding and establishing a fully functional crime lab (Not CPD. We've turned almost all violent crimes over to ISP)

Revitalized its Code 6 Program. The Code 6 Program has detectives conducting a detailed analysis of career criminals. These criminals are assigned a point value to the crimes they've committed. Once they reach a certain threshold, NOPD places them under closer scrutiny, argues for lengthier sentences upon conviction and higher bonds/no bond (We'd need the ASA to help us out on this. Probably won't happen)

New training to all officers on report writing, courtroom testimony, and the obtaining of search and arrest warrants

Identifying and following up on criminals convicted of firearms crimes. Working in collaboration with probation and parole officials. Establishing a "Gun Offender Registry." (Let's take the onus off of legal gun owners and let's PUT AWAY CRIMINALS!)

Renewed focus on truant and curfew violators. (Like it or not, these little bastards are a significant source of victims and offenders)

Purchasing fingerprint kits and supplies and providing training to beat officers on their use, freeing up crime lab personnel to concentrate on violent crimes.

Conducting a comprehensive and exhaustive analysis of staffing and deployment. (Putting cops where they're needed. Hopefully not taking them from what's left of the tax base areas)

Opening accountability meetings to the public

Opening up the process for interviews and responses to media requests regarding NOPD activities, actions and employees

Establishing a citizen call-back system that among other things, provides confirmation on the accuracy of the report.

Opening the crime reporting mechanism to the public and the media

Independent analysis of the automated crime reporting system from a local university

Part II - OT - New Orleans' Steps to rebuilding the police department

Creation of the "Cops, Clergy and Community Coalition" The CCCC is a faith-based community coalition...(So much for the separation of church and state. We have enough "reverends" meddling in CPD affairs as it is)

Establishing a "volunteer" program for those who want to work with NOPD (Not much explanation here. Perhaps they work in CAPS offices, maybe take reports over the phone, handle the call-back system described previously, etc.)

Revised Honesty and Truthfulness policy (Violate it, you're gone. No progressive discipline here)

Revised False or Inaccurate Reports policy (Violate it, you're gone. No progressive discipline here, either)

New Failure to Report Misconduct policy (Rat out your partner!)

New Failure to Cooperate/Withhold Information policy

Expanded "integrity" checks (IAD traps)

No cash payments for off-duty employment

Tracking and documenting off-duty employment

Expanding in-car video

GPS in cars

Revitalizing hiring standards. "NOPD will not be the employer of last resort...NOPD will seek to identify the very best applicants and only offer employment to those candidates that meet the highest standards of education, experience and potential success as a Police Officer." (CPD is considering eliminating testing??)

Expanding and altering the existing annual in-service training program. "The existing annual in-service training fails at providing any meaningful or useful information...(Hey! Ours doesn't either!) In-service training will increase from 26 hours to 40 hours per year, and will "meet industry best practices."

Sergeants and lieutenants to receive leadership training from the Louisiana National Guard

Senior NOPD leadership (their exempts) to receive leadership training through PERF, as well as advanced mediation training (40 hours)

Job Performance Improvement Program addressing unsatisfactory, and/or below standard performance and/or behavior, with a clearly defined timeline for improvement

Transfer Selection Process policy to promote the fair, equitable and transparent selection of applicants for positions within the department (What, no "MERIT"??) This will also provide applicants with a defined set of standards so that he/she can prepare to qualify for these positions

Anonymous communication with the Superintendent (Blog 501??)

Joint case review for homicide, sex crimes and major offenses between the NOPD and District Attorneys Office (ASA). This is aimed at improving the quality of investigations and to raise the rate of prosecution, among other things.

Hello? Testing one, two, three...... I just want to make sure this is on...... Why beat the man down? Hes riding out the contract for his money and Im sure he will leave with a BIG smile on his face knowing he has a huge savings account balance now. The real problem is replacing our Supt. with someone qualified to clean up this mess he will leave us with in a few months. A case report for Theft- $310,000 a year and over (or fraud, theft by Deception, etc) should be made out, with the current "someone" in the Offender box, for failing to perform his duty (For evidence, read a paper, watch the news or just try to walk down your Chicago street at night). The first order of business should be to "FREE COZZI". I dont care about POS cars, getting awards, overtime, side jobs, etc..... I want a wrongly convicted Chicago Police Officer OUT OF JAIL.... I want to wash the dirty stink of these past 2 and a half years off this Department by righting the WORST WRONG of this current leadership. I want COZZI brought closer to home, home confinment would be acceptable, until his case is overturned/thrown out/cleared from his record or whatever has to be done just to get B.C. out of prison. I want a show of unity to begin with this Department and ALL Law Enforcement Agencies to demand change of the laws to protect Sworn Officers from b.s. lawsuits and violations of civil rights of shitheads who attack us/citizens. Civil/Federal courts should screen cases and toss out 99.999% of the bulls$*t cases the bottom feeding lawyers bring against Officers hoping to keep themselves fat while wrongly dragging us through the dirt and taking money out of the good citizens/Police Officers pockets to pay themselves at our cost. I want BILL COZZI rewarded for the wrong doings and the "Systems", and citizens eyes, need to be opened and actually realize Police are here for everyones good. I want to see the list of future candidates for JW's job. Who is going to be his qualified replacement?

FREE BILL COZZI!!!!! I never met the PO but Im sickened everyday knowing that he is in prison due to our current "leader" placing him there..... Id like to know that the next "leader" of CPD can actually care for the people he/she leads and is qualified for the position.....

And for the next Supt, please dont make the royal f**k**g of a decent hardworking Police Officer your first order of business.... It will be a long 3 years with alot of bad publicity for poor/non existent leadership, no backing and constant requests for your resignation.

Too many of the OTHER retired bosses got OTHER jobs from Daley/Alverez/Stroger/Madigan/Quinn after J-FLED forced them out, so you won't hear a peep out of them.

They must keep in line with Mein Fuhrer in order to stay on the gravy train.

In fact, now that I've mentioned it, I'd love to know where they all landed and what sweet gigs they got (eg. Cline as Executive Director at The Chicago Police Memorial Foundation). When FedFled pulled THAT bonehead move, stripping the Dept of its experienced, battle ready gold stars, all of their chinamen were scrambling to find them new gigs with big salaries before one of the OTHER guys got it. The phone lines must have been on fire!

Come on! It can't get more transparent than that, can it?

JFled has clearly and transparently exposed himself as a member and facilitator of the Daley Crime family. Were you expecting him to actually write down the words on paper?

That would look something like this:

I JFled, do hereby swear to oversee the interests of the Chicago Outfit as directed by their selected government liaison, aka the mayor. All the past exempts were products of the patronage system, even Mauer. They all played the race, ethnic, or family card. Mauer and the rest of them could shed so much light on that system. They won't, they'll beat around the bush like an inexperienced 15 year old boy feeling up a girl on his first try. Mauers letter to me is a personal bash against the beady-eyed, melon head, disguised in the form of support for Lt. Andrews. Jimmy, how about specific instances, orders, etc. from the mayor outlining what will be done and who will do it? YOU can still be a leader of the men and women of the very organization in which you hold in regard. Will you do it?

He gets told he doesn't fit in with Jfled's plans and has the choice of being a lt again or retiring. I don't know what qualifies as an "old timer" but I have 25+and was born and raised here.

I am no supporter of the superintendent but to place all the blame at his feet is ridiculous.It ignores our past and suggests that his removal will cause signifigant change. It won't. You will just be working under a new set of unqualified,corrupt,connected care only about themselves cowards just like all the past administrations. Was Cline better? Only if you were connected to him. For most of us nothing changes but the name at the top. Why encourage vitirol from people Weis dumped? They are not us they are part of the chosen and did nothing for us when they had their seat at the table and now they circle like the cur they are waiting for him to fall and praying someone will be annointed who can bring them in from the cold, while we do all the dirty work and try to make it home safe every night.

Since it's inception this city and this department have been politically corrupt. You are kidding yourself if you think things were better before Weis or will be better when he is gone. Chicago is ruled by self intrest and that will never change.

Getting rid of Daley might help some. I already have my doubts about the soon to be new head of Cook County as she has already gone back on her campaign promise of a tax rollback. I do not believe there is one politician in this state who puts the interest of the people above their own, and now you have Chicago in the White House,this country is in deep trouble.

i gotta say it, i'm a neil steinberg fan! and personally, i think mauer lost a little credibility with me when he started taking shots a jody as an fbi agent. i would assume he was pretty decent at his job then, but we'll never really know. his body of work as the boss here is all that really needed to be addressed and we all know how thats going. the other stuff was a little out of bounds. not that i like the guy, im not sayin, im just sayin

But the conniving bastard knew how to navigate the corrupt merit process. He made both of his former flunkees in MLAS, Lucy Moy and William Marose (sic). They are both merit lieutenants and she is now a commander. Geesh! Disgusting.

You want to hear forced out gold stars speak up? Are you kidding? Never happen. maurer has a law suit going so he does not care and he is dead in the water for anything in the future. Not so with many of the others. They got their positions with politics and lost them with politics. No sympathy there. However, I would love to hear some of them , on the record, talk specific incidents and how it was influenced by the pollitical class. have them speak up on how they got their promotions and transfers and who called who. Now that would be great reading.

I will not try to dignify any of the comments made about me with a reply. All I can tell you is that I tried to do my job for the 28 years I was on the Department. If I had clout during my police career, I wish they would have let me know. What I do find interesting is people posting things about me that are inaccurate, slanderous insulting and petty. I find it strange that in 28 years that these people did not bother to say any of this to my face but now that I am retired choose to hide behind anonymous comments on Second City Cop. At least you could tell me who you are and we can meet and discuss in person what you have to say about me. I would enjoy that. George Rosebrock
