Inspectors? Again?

- OT-apps for inspectors-UNREAL! So apparently there is an abundance of Lt's with nothing to do that they would bother to fill these spots instead of getting rid of this position. While the rest of us in districts and units are struggling to get by with barely any manpower and being denied TD. Keep beating us down!
We thought they were saving money, allowing the Field Inspector ranks to dwindle to one. It was the least painful way to cut the number of useless gold stars floating around and reduce the number of take-home rides by the barest of minimums. However....
If we recall, the recently signed and approved Captains contract provides for Field Inspector spots to go to Captains. Since they aren't making Captains anymore, is this a grievance or an unfair labor practice?

The brass of this department is excellent at making the same mistakes, over and over again.
Yeah this will be a loser for the city unless they plan to make any new Inspectors Captains, per their contract. It will be interesteing to see how this pans out..
FYI - field inspectors will be made from the Captains. There will be 5 positions. Inside inspectors - auditors, facilities, etc - will still be lieutenants. I believe there will 2-3 positions. The ultimate goal is to dwindle the captains to nothing, break their union and get rid of the position...again. Also, prepare for a "day" Captain out of the are to become, get this, the "Area Watch Commander". No more 2nd watch watch commanders, only field lieutenants. That'll work.

I understand the need for Inspectors for unit audits, vehicle and equipment checks, but having a LT follow you to your job to see how long you got there?
That idea seems to be outdated, we have Sgts and Field LTs for that.
Is there anything that Jody Weis, Masters, Brust and Daley cannot screw up in the CPD?
The Lt. applications are for inside auditing positions, not field inspectors.
We've gone this long without Inspectors, that should have shown that we don't need them. Why bother with another wasted resource? Oh yeah, some whiny Lt who's afraid of the field needs a spot (right MH?)!

commander of 10th district is a lt. that replaced a captain
maybe he should be replaced with a captain and eliminated the rank of district commander

our last few superintendents were lts. maybe they should be replaced by captains .merit clouted captains were selected because they were the heaviest smartest lts and now want to go back and perform the duties of a lt and receive captains pay .

Sgts. Lt's , and Captains can't keep track of their own personnerl and make sure they are properly attired and where they are supposed to be ? Sounds like a problem with incompetent [political clout ? ] Supervision.

Don't feel too bad for us patrolmen with over 25 years on. Most of us know the system really well and can get along fairly well. In a worst case scenario, I can just retire after an appropriate stay on the medical getting shit fixed up etc.

Here is how I was taught to teach management/supervisors.
1) Catch them doing it right, coach them when they are wrong.
2) Reinforce the good habits, dont only correct the bad ones.
3) Have a plan of action and help a subordinate reach goals.
4) Never alienate a subordinate.
5) Make the work atmosphere fun we are all stuck there together we might as well make the best of it.
6) Teach co-workers to set each other up for success. IE help each other to succeed and when you are passing a prisoner or a job, dont just pass them a pile of dung.
If you are the 1st on an accident scene start gathering info and set the paper car up to be successful.
There are many more tips. CPD is not even firing on one of it's 8 cylinders.
I can count on one hand how many bosses have used any of the above tools in my 15 years on this job. We are still stuck in the 1950's style management. Bosses chew people up and spit them out when they are no longer useful to making them look good. I am not a brown noser, I dont go for the throat. That's why I will never be anything more than a beat cop.
But that's OK, because if being successful is having to be like 90% of the bosses now??? Id rather sling hog poop.
I have never been involved with a bigger bunch of backstabbing babies than I am now. But I guess that's what an education brings.
What will be the Inspector's role? Drive morale down more??

In theory correct, unfortunately the Sgt's just want to be your buddies, so they over look everything.
Field Lt., your joking, right? Talk about a useless spot, when there is one what do they do, it's about as close to being a ghost payroller as you can get while still working.

Could this possible be a cost cutting measure via the suspension of Sgts & Blue Shirts.
If each inspector gets a "HEAD" a tour and that results in a day or forfeiture of a Comp time it would help reduce the Police departments expenses or allow for the promotion of 2 or 3 exempts.
I am so old I recall when Chicago had something resembling a police department. Seems like a distant memory. There sure isn't one now.
three young guys I see every day think they do good police work by writing tickets constantly. On a beat car. No burglars, no stick up guys, damn few felony arrests, if any. Those they do get are traffic related.
That is the police department? Unfortunately, that is what CPD has become. The lawyers have sued the CPD into the police department they claim the CPD should be in court.
It is all going through the motions now. Who in their right mind would take on the immense liability and risk punitive damages to do real police work?
Some screwball was blogging about his "30th lawsuit" and seemed unconcerned and flippant. Phew, one is about all I can take, never again, that is for damn sure.
Think like a lawyer and you will start driving around with blinders on and never do anything unless it is recorded on audio and video.
It is all BS, always has been and always will be.

Amen. Monitoring by patrol supervisors in the districts has never been more dismal. That's why Inspectors will always be around in some capacity.
cpd needs inspectors
most officers don't come to work on time and our wc could care less
uniforms have never looked worse
no hats , no stars worn
sgts don't go after the dogs that spend way to long on assignments
cpd needs 1 inspector in every area on every watch
go after the sgt ,lts and captains that don't enforce any rules
dread locks , beards , worn out uniforms and officers in units leaving early and taking long lunches
inspectors are useless, IF unit/district supervisors do their jobs.....BUT...is the dept. as a whole, legitimate?....how can a lower-mid level supervisor do his/her job with any sense of legitimacy, when the upper echelon of the dept. is morally and intellectually bankrupt, the hiring and promotional system is corrupt, the mayor's office is either corrupt and/or inept (and the mayor runs the police dept.)....here's an analogy....the CPD is the Titanic, J-Fed is the (current) Captain...the ship is heading for the iceberg...J-Fled relies on his staff (Policy Group, with no street experience) to help him steer the ship (they say, strike up the band, the passengers (officers) will like the music (even though they're not enough lifeboats (non-clouted employment/promotional opportunities) for everyone.."re-arrange the deck chairs!" (give a command to someone, give a position to someone else, please make sure that the assignments comport with racial and ethical guidelines, and ensure that it meets with local reverends' approval....who suffers?
The best boss I ever worked for was (ret) Capt. John Dahlberg in
(011)! He is a man who had compassion for the men and women on his watch, while understanding the operational needs of the CPD.
Capt. Dahlberg is a class individual. To put it simple - he understands how to deal with people. Capt. Dahlberg is a dynamic leader. I use the present tense intentionally, because individuals such as Capt. Dahlberg continually display leadership.
The vast amount of the Brass do not get it. Most of the rank and file do an exceptional job. Leaders like Dahlberg should be consulted to give the exempts a better understanding of how to run the CPD. Thanks Boss for having the chance to work for you!

When's the last time you saw a field LT? Rare. Also, you're lucky if you have two Sgt's on the street...who have a million things to do.

As a new Sgt. I can see why we need inspectors . I go on calls and usually have to wait for the assigned car to respond . They don't care , I tell them about shaving and they say the captain don't care so don't worry about it.
Other sergeants on the watch tell me to lighten up .
We need inspectors now . Maybe inspectors should be substitute watch commanders and help us in the districts .
supt weiss , why are you paying lts to work out of grade as watch commanders when you have captain/inspectors.
assign the captain / inspectors to fill in as watch commanders and report the problems in each district . They could review supervisor logs , condition of uniforms , inspect tactical teams,check medical excuses for beards , etc .
Deputy chief could then hold the supervisors on the watch accountable
So if they make inspectors, then they can promote more Captains & Lt's, taking care of friends/business to fill the gap left?

CPD needs merit cloutorious captains assigned as field inspectors asap
make all of them into inspections
most are triple merit promoted and couldn't make the pimple on a field lts ass
merit captains have less respect on cpd then jfled
take away the desk sgt and watch secretary and most captains couldn't run a watch

many of us old time blue shirts were passed over for sgt promotion by merit lts and captains
It's a contractual thing in the Captain's contract. Inspectors are supposed to be Captains.

There are some captains out there that made it up to lt. on test scores. Almost all of the captains were handpicked. So there are a few non-merit captains, and a few non-merit lts. That is what this job hs become. I would say the exempt ranks are almost exclusively merit benfeficiaries; many several times over. That is why the Department is in the shape it is.
