Massive Retirements

Word from HQ is that almost 100 people retired today.

100. Just today. Among them, 10 captains, 10 lieutenants, and an assortment of sergeants, detectives and officers.

When is this big hiring wave supposed to get underway?

Anyone who has the time to go will likely go soon, or early next. I guess even Danny Dugan pulled the pin today. Boy, did he get a rude awakening about loyalty among the Goldstars.

not only are many guys itching to get the hell out of here but many younger officers are looking for another line of work---- many others are 20 and out no matter how old they are---- 200 new hires in 2011 will be like a band aid on a cut artery--- just wait till next summer when people want off--- good luck, you better start putting in your slips now--- on a seperate note, in my 20 plus years on this job I have never seen such poor supervision--- nobody can make a decision without getting on the phone and calling someone---

How embarassing to get them all in one place and have a KMA ceremony in Daley Plaza...guys waving signs saying "I GOT MY PENSION LET DA CITY BURN."

Color guard, of course, with the fife player doing the old Revolutionary War tune, "The World Turned Upside Down."

Can't really blame them, it used to be fun to show up to work a shift. the machine is probably happy to see more "vets" fly the coop". They'll end up hiring a security agency for way less than the real police cost.

You can be very sure that the politicians will still get Police service. We will have to deal the minimum wage "rent a cops" hired on the recommendations of the pretend revs & the ward office.

Praise the lord and stock up on ammo !

Glad I beat the rush and did it last month. Still can't quite grasp that 'retired' stamped on my i.d., but I'll get over it.

Funny thing is, I still loved the job, but hated what it had become. It was miserable to go to work every day and be surrounded by the extraordinary decline of morale and camaraderie. The climate of mistrust and egocentrism stunk to high heaven. Time to go.

So, what was it? A hundred thirty or so of us, gone, in just the last six weeks? And, boys and girls, the year still isn't over.

Welcome to MY world ladies and gentlemen.

If your experience is anything like mine, expect to be disoriented and for awhile. The best thing to do is get busy doing something... another job, school or a class, a project around the house, travel, SOMETHING. Don't sit around the house idle and bored. Only bad things can come of that!

The transition period between handing in the star and it actually sinking in that the power is gone and you are now just a citizen, is awkward. Instincts and decades of routine will be tested. Former white shirts will particularly notice it.

Married guys might also find their domestic situations tested. Remember that while you were at work, your spouse/partner had their own routine. Now that you're NOT leaving for work, you are invading THEIR space. You may be jockeying to realign boundaries for some time and some relationships will be destroyed entirely.

Just remember that it's all about you, now. You've sacrificed a lot to be society's guardian and garbageman. A sign I've seen by A3 says "People sleep peaceably in their beds at night only because rough men stand ready to do violence on their behalf", a George Orwell quote, I believe. Let me thank you all for your service. I know what it took and I appreciate that there are still rough men at the ready to allow me and my family to sleep peaceably at night.

Hiring wave...? Looks more like a retiring wave. This manpower shortage is really getting along now. Every one is short everywhere. Downed patrol cars, skeleton watches, 911 backlogs hours long! PO's filling in as Sgt's. where possible. Paddy wagons as rapid response cars. Lt's as watch commanders. Where are the Field Lt's? Something has to give here...Nobody move, or this house of cards will collapse!
Oh well at least everybody has two lockers now if they want two..

That may be an addittional burden on the pension fund liability on the order of something like an additional 300 to 500 million dollars.

By burden, I don"t mean the pensions are undeserved.

Heaveans knows, the men and women who put their lives on the line every day for 20-25 years for an average annual salary of $60,000 to $70,000 in a city they have to pay a big chunk of that to send their kids to private schools have earned it.

On the other hand, non- first responders like aldermen, clerks, bus drivers etc., do not.

They ought to be in defined contribution plans like the rest of us in the real world.

The obvious fact is, the people paying for it all, all of us who are working and or purchasing stuff, can't live with being taxed to the extent necessary to provide the adequate cash flow to keep a head of the pension liability curve as it pertains to the surge of retirees in the pipeline.

Even more unrealalistic is tthe additional taxation necessary to close the vast gap in pension funding in relation to the pension obligations which has evolved over the last number of decades.

Short of an economic boom the likes of post WWII, It's just an economic reality that the things going to go dry just like Medicare and Social Security. Look at the population curve of the baby boom generation between the years 1946 and 1964 and it's pretty clear where we are headed.

So to those vested. Get it while you can.

2004 we had 150 retired i a day and we pay for the insurance no 55 and free insurance hell we could have had 300 with free insurance fuck the city

I'm five years away. What you describe above is what concerns me. I was that little boy who never wanted to do anything but be the police. Now, being able to see the dream coming to end, I worry. I've asked myself out loud, "What do I do after this?" Sad, I know. I'm just being honest. Luckilly, I have five years to figure out what to do when this is over.

don't you youngsters get it , most of us that retired today are maxed out , receive a good pension with free health insurance

it's nothing against superintendent weis or mayor daley

we also are police officers that loved being the police without time and a half pay , personal days and other benefits that we fought for , you now enjoy and cannot even arrive for work on time or wear the uniform with pride

Qualify yearly and carry... And investigate the Kahr P380 pistol.
The best pocket pistol available, period. Get the night sights, much easier for old retired eyes. The trigger pull is very light and sweet, maybe even better than that 30 yr. old wheelgun that is now too heavy to lug around. With the shortage of Cops on the street, you need a pocket pistol. Enjoy that retirement, you earned every bit of it !!!

Superintendent Weis , with many captains retiring , consider changing duties of zone captain to an Area Watch Commander .
With an area watch commander Captain the CPD will be at full staff with captains . Captains not assigned to an Area could be assigned as Inspectors to replace Area Captains on Days off , medical or furlough .
Captain Inspectors could also stop by districts to ensure Field Lts. are conducting roll calls properly and hold the field lts accountable for appearance and actions of officers assigned to districts.
This would save CPD millions of dollars and eliminate problem of requiring Lieutenants to work out of grade .

Im hoping to do 20 and get out. I will only be 43 because I was hired young but im hoping my business will take off in the next 8 yrs and I can live on that until my pension(if there is one) kicks in. I suggest we all look for other ways as the city will do everything to fuck you in the future

I understand many of you didnt do much in the later yrs and you earned that right after putting in 25-30yrs of this shit. Unfortunately some of the young college boys dont get what it used to be like. You guys were a wealth of knowledge and information when it came to knowing how to be the REAL POLICE and the department can never repalce that. Rumor has it everyone will be bought out of their pension. You will get your money back that you put into the pension and 3.25 compunded interest. You will receive a check to do with as you please. You can roll it into deferred comp, invest yourself, go into the the new 401 plan or cash it out and pay 50% of it to the government. The bail out money will come from the Washington DC. To pay off employees now working city jobs with pensions the city would need about 5 billion. Those already retired keep their pension with safe gaurds placed to make sure there is enough money to cover all to the age of 92. It sounds very pausible to me with the way our government gives bailouts.

As of two weeks ago there were approximately 425 officers that were maxed out. The top 5 were over 60 w/more than 40 years of service. Can someone help me understand this mindset? The difference between working and retiring is no more than $30k. Add in gas, meals, headaches, bullshit and God forbid something happening to you and it's not worth it.

I work in 019 put in a little time in the ghetto and wound up here couple years ago . Always had back log in the ghetto during watch change and busy nites in summer but never experienced it in 019 now an every day occurrence every morning there rushing us out cuz of the back log or as they call it. Now the rap how bad is shit when ur in a back log in fuckin 019 bullshit calls but none the less shows man power issues are real bad in retirement dist

It took me about three months after I retired to realize I was not just on furlough. Now I went out and bought a big clock that only has the days on it. No numbers because if the neighbors don't put the garbage out, I wouldn't even know it was tuesday. I figured is I worked a 40 hour week, I would be clearing $29.00 an hour. Not bad for just putzing around all day.

The numer yesterday was 68, I saw the roster in the room where everyone had to turn in their stuff. I don't know about other days, and I know people did retire on other days.

100 isnt as shocking as it seems. A few years back, future retirees realized that if you retired on Nov 15, you would get your 1st 3% Cola raise the following December 15 (13 months later) and then an additional 3% Cola the next month on January 1st That is the reason all these guys are leaving on November 15 Because of the additional Cola on that Jan 1 you for the rest of your like will get an additional $1800 to $3500 a year depending on your rank and time on the job
As far as the new hiress, bet that wont take place until next November or December After the December 11 test, has to marked , placed in order, then background checks, power tests, it will take almost a year if not longer The first guys on the Feb 2006 test weren't hired until April 2007

No, after 15 November it is essentially over as far as retirements, unless somebody is asleep at the switch.

All things considered, a member that retires AFTER 15 November and BEFORE 01 January has very little foresight and is a very poor planner or is one step ahead of the law or is one step ahead of being fired!

For us, as far as voluntarily retiring from the job, with all conditions being normal, and regardless of age or service, that period of time is a financial dead zone.

OK, I hope this only makes people smarter, and not more stressed, but what is written above is almost certainly not true. The new Republican house, the fact that all but 2 TARP-voting Senators up for reelection were NOT reelected, the fact that treasury yields are going UP even while the Federal Reserve is trying to drive them down... this should tell you something.

What this tells you is that there is no money coming to save pensions or cities or counties or states. More austerity is coming.

The government is out of money, the Fed and most other central banks are out of ideas, and it looks like nobody has any idea what to do next.

I'm not sure there will be much sympathy for early retirees when the hats get passed around. I am truly sorry to say this, but I'd beg people here to please make sure you are aware of how underfunded your pension is, and how unlikely it is that there is any more help coming from anywhere else.

You are partioally correct. Yes, by retiring on Nov 15, you will get you first COLA increase the following December, but it is on the 30th, 2011 not the 15th. You will then receive the second one on January 30, 2012 That is 2 increases in 2 months. The magic of ritiring on or before the 15th of any month is that you will recieve your first check on the 30th of the following month and it will include the amount from the first two weeks. If you wait until the 16th or after you must wait two months to receive your first check. I know that is probably clear as much, but believe me when you get close, you will understand.

Do you know that cops do not receive social security. It would cost the city more to start to have to contribute towards the social security system for every employee. The pension plan was devised to save the city money by not forcing them to pay into social security system for each employee. They made this system of pension to save them money by having people in place invest(not being robbed by a mayors nephew helps ) . I hope you know your defined contribution with the city matching and now having to pay social security would cost the city more. If you look at Indiana pension system which requires it funding and does not allow states and city's to borrow from it. They do not have the burden on tax payers like Illinois nor are their citizens crying out to remove pensions. But that state (Indiana) likes to try to balance its budget oppose to buying votes with all the free rides to democratic voters. The only thing taking away the pension does is makes politicians look like they have done something. The voter(average citizen) doesn't realize that the cost is now shifted under a new column in the city's costs in account/budget as in the basic cost to any employer to have an employee. It will cost the tax payer more because it has social security costs and benefit costs for defined contribution plans.

Superintendent Weis , with many captains retiring , consider changing duties of zone captain to an Area Watch Commander .
With an area watch commander Captain the CPD will be at full staff with captains . Captains not assigned to an Area could be assigned as Inspectors to replace Area Captains on Days off , medical or furlough .
Captain Inspectors could also stop by districts to ensure Field Lts. are conducting roll calls properly and hold the field lts accountable for appearance and actions of officers assigned to districts.
This would save CPD millions of dollars and eliminate problem of requiring Lieutenants to work out of grade .

NOT true. This misconception comes because some genius decreed it would be shown on the W2 forms. It may just be a matter of time, but there is NO reporting of this as income at this point in time. Check Kiplinger and Snopes for info and variations on this rumor.

Oh, and if it DOES come to pass, sometime down the road, it won't just be taxable for retirees as a 'benefit'; it will be taxable for active members, too.

'I work in 019 put in a little time in the ghetto and wound up here couple years ago . Always had back log in the ghetto during watch change and busy nites in summer but never experienced it in 019 now an every day occurrence every morning there rushing us out cuz of the back log or as they call it. Now the rap how bad is shit when ur in a back log in fuckin 019 bullshit calls but none the less shows man power issues are real bad in retirement dist.'

Random thoughts here...If there's a backlog in 019 on days, then all I can say to that, officer, is that you work with a bunch of LAZY MFers. You guys don't receive enough calls to be in a backlog on any of the three watches once baseball season ends. The supervision in 019 must be awful. How can Weis justify keeping Kenny there as cmdr when he has dumped so many others for alleged 'performance' issues? I'm just saying.

The 'big party' for Weis's eventual departure should be held OUTDOORS, at the beach around the museum campus, of course! That's where the long disbanded 'summer mobile force' used to hold their 'end of beach patrol' parties, and it would be a fitting location to have a huge bonfire, and possibly even burn Weis in effigy! Weis will be here until May (thanks Shortshanks), so the weather might even cooperate for huge spring 2011 shindig! Think about it...I'm sure lots of retirees would make appearances at that one.
And how's this for stupid? Weis has actually sent out LETTERS to all retirees who left before April of this year. It seems he's going to throw a retirement party for those people on his own, and he expresses a 'desire to meet you' at the party. I can't imagine anyone who left this year would want to see, speak with or shake the hand of anyone so seriously incompetent to sail the CPD ship, let alone wear the uniform. Are there any house mice out there from 35th st. who can tell us how many people have actually called Weis's office and expressed a desire to attend this nonsense?

If you don't like the "selection process" then propose one that makes you happy, to both the city and the captains union, since it is a matter up for bargaining.. (the selection process.)

I am 62 1/2 years old and still the first guy through the door. I've been that way since day one and have never changed for the last 42 years. This job is my life and I love it so much. I wish I could stay until I am 100 years old. Hell, I'll pay them to let me stay. Fuck that free health insurance! Why would anyone ever want to retire? Shuffleboard and worrying about my daily shit is not for me. Plus, I cannot stand my old lady. She's a bitch. Oops! Gotta run! But in the right direction! I smell gun powder and a Part I in the air. OT....Today, Minnesota Vikings running back Adrian Peterson was issued a traffic ticket for speeding somewhere up in Nowhere Minnesota. I realize these guys are in the news occasionally for assorted bad behavior and other thug-like antics. But a lot of these guys do some really terrific behind the scenes things such as visiting hospitals, wounded vets, participating in charitable events, so on and so on. The vast majority of those I have dealt with on the street have been class acts.

Im not a Vikings fan, nor awe struck when stopping sports celebrities but I do beleive that unless the guy gives a copper a hard time, or is a perennial police problem, I really think a "play" could be given now and then. Theres nothing that requires a ticket to be issued for each stop; a verbal warning may be sufficient. Im not talking about drunks, UUW offenders or similar stupidity.

Im guessing this is just nonsense limited to small town departments, jealous officers, the munchkin police and certain State troopers of states to our north. Yes, no, maybe?

If insurnace pays a $1,000.00 hospital bill you will have to pay tax on that amount according to some formula. Except if you are an illegal of course, then everything really is free.

I would never be one to give advice as to what you should do, but get yourself set to do something. The day will be here before you know it, trust me. I retired two months ago, and I love it. You do things on your own schedule. Take a class, find a PART TIME job that you want to work, or don't. Fix up the house, take a drive, read a fucking book. But whatever you do, it is your choice.

I am like you, I always wanted to be the police and I was for 26 yrs. It was fun most of the time, more fun some days than others. Less fun most recently. I made a good living, educated my kids, paid off a house. I worked every kind of side job there was, like a lot of people, went to court and worked OT when I could. No real complaints, I did it to provide for my family. I met a TON of great people, also some assholes, but they made me appreciate the good people that much more. Good bosses, bad bosses, good partners and worked with some goofs. But always, always, we had each others backs.

I will miss that rush of adrenaline, and I don't have to explain that, not to other coppers.

I'll be the guy in my own car waving when a squad goes by. I still do that our of reflex, and I hope that reflex never leaves me.

Watch out for each other, enjoy your family, and above all-be safe.

Nov 15 is ALWAYS the big day for retirements. it is the last retirement day of the year in which people get the 35 COLA in the new year and they still get a pension check in this year. there will be near zero retirements for the rest of the year. This always happens. Not unusual.

To be precise the FOP received their dues but not the increases in dues that went into effect. This was, as usual, the City of Chicago's fault.

The City agreed to send out a mailing to all sworn and explaining this and to place it in the CO books of all units citywide.

The City, of course, neglected to do this and allowed the FOP to take the blame. This is how Daley City works.

We can only pray the next mayor does things better. Good riddance to this piece of shit mayor and his good for shit cowardly bastard police superintendent.

Actually, you made it pretty clear. Let me just add the rationale...
If you retire on or before the 15th, the pension board considers you for retirement benefits (approval) at their next meeting, near the end of the month. If you retire AFTER the 15th of the month, they don't put you into consideration until the NEXT month's meeting!
So, unless you're independently wealthy and can wait more than two months to get your first retirement check, retire on or before the 15th.
Oh, and plan ahead and set a little actual cash aside for that dry six weeks.

I am 62 1/2 years old and still the first guy through the door. I've been that way since day one and have never changed for the last 42 years. This job is my life and I love it so much. I wish I could stay until I am 100 years old. Hell, I'll pay them to let me stay. Fuck that free health insurance! Why would anyone ever want to retire? When I retired 3 years ago my monthly take home pay was only $700different. After getting 3 COLA raises it's almost the same money. My partner didn't wait for the city hospitalization offer and is paying $515 a month. So for waiting the 2 years I get that much more than him. Rumor has it everyone will be bought out of their pension. You will get your money back that you put into the pension and 3.25 compunded interest. You will receive a check to do with as you please. You can roll it into deferred comp, invest yourself, go into the the new 401 plan or cash it out and pay 50% of it to the government. The bail out money will come from the Washington DC. To pay off employees now working city jobs with pensions the city would need about 5 billion. Those already retired keep their pension with safe gaurds placed to make sure there is enough money to cover all to the age of 92. It sounds very pausible to me with the way our government gives bailouts.

I retired 15JUL10. I also had $10K from Deferred taken out..just in case, a 1 time lump, albeit small sum.It helped through the transition. I don't plan on touching Deferred for a while yet, and then probably 1K p/month. I am actually "taking home" about $150 more per month retired. I understand I'm not making more...just taking home more. That check from Deferred came about 2 weeks before the 1st Retirement check..It helped.

It's not a dry six weeks. I retired on 15 Jan. Do you really need AT&T cell phone service, or will Cricket or a pay as you use cell phone suffice? How many calls do you really make/receive on your home land line? Get rid of it. Do you still need that guzzler, or are you planning to replace it with a more fuel efficient, smaller car? Do you really need a car at all now? I used to own two cars, one small for work, the other large for vacations. Now I have only the economical one, and I rent a larger vehicle if I want to go out on a road trip for a while. Cheaper all around, no more insurance payments for two cars, when the other car was only driven about 4/5 weeks a year tops. Eat out less, and if you plan to work another job, take your lunch to work with you.
Put up ads in your locker room now to sell off uniform articles that are in good condition, such as your blouse, reefer, raincoat, or just do like I did, get the stuff cleaned and give it away to some of your co-workers who appear to be too cheap to refreshen their uniforms. I worked a new job for a while (about 6 months) until I decided I had worked for enough assholes in my life, and quit, and I haven't looked back. Life is good in retirement!

He/She will change their mind once they discover the "leaving early plan" is flawed, so much so that only a multi-millionaire would find it affordable.

First, leaving with 20 years of service and not yet 50 years of age, they cannot collect until they turn 50, so leaving at 43 means they will not get a check for 7 years. They essentially put there retirement in a dormant status for 7 years.

Second, being in a dormant status is okay if they can afford it, but the money they get when they turn 50 will be 7 years old, in that the pension amount is based on the money they earned in the last years they were in a hired status, which was 7 years back. The value of a dollar can change drastically in 7 years.

Third, there is a hefty penalty of 2.5% levied for each year before 50years of age they are not in a hired status. So having left 7 years early and after waiting 7 years to get a check, their 50% pension becomes a 32.5% pension of money that is 7 years old. Not good.

All in all, it is a bad way to go.

You are incorrect.

The paycheck you received on 16 January, was compensation for the PREVIOUS pay period, 1-15 January. And, because you were retired and did not work in the following pay period, 16-31 January, you did not receive a paycheck on 01 February. If you did, it was a huge error and, essentially, you received a check for work you did not perform.

So, regardless of other money you receive, the six weeks are considered "dry" because you do not receive a paycheck during that time period. Not receiving a "working" paycheck after 16 January and not receiving your "retirement" paycheck until 01March, that time span is considered "dry", as far as a paycheck.

For a number of reasons, if you were under 54 when you retired, choosing 15 January as your retirement date was a smart move, but you are wrong about the six week dry period, as far as paychecks go.

I retired 15 Nov 10...I knew that Doonahue was also retiring on on that date. I did not however see him. When I called H.R. They told me approx 60 retiring, when I arrived at headquarters, the # was 75. By the time I left, I was told the # was 100. To all my fellow brothers and sisters in blue, be safe out there. Actually you didn't account for the thieving politicians that have continually "borrowed" from the pension funds, as well as voting to not fully fund them year after year as they should have. Had the city (and state also) politicians fully funded the pensions and kept their hands out of the pension cookie jar, the funds would be awash in cash and this economic downturn would just be a minor blip, nothing to be concerned about. I hate thieving politicians.

I retired a little over 5 years ago. I can vouch for those saying that there is a rough transition period for some officers. I was physically ill (digestive issues) and had nightmares for about 6 months. After that it went away and then I settled in to the retired life. Nothing to worry about though. The life of leisure takes some getting used to. ;)

Insurance Premiums for Retired Public Safety Officers

If you are an eligible retired public safety officer (law enforcement officer, firefighter, chaplain, or member of a rescue squad or ambulance crew), you can elect to exclude from income distributions made from your eligible retirement plan that are used to pay the premiums for accident or health insurance or long-term care insurance. The premiums can be for coverage for you, your spouse, or dependents. The distribution must be made directly from the plan to the insurance provider. You can exclude from income the smaller of the amount of the insurance premiums or $3,000. You can only make this election for amounts that would otherwise be included in your income. The amount excluded from your income cannot be used to claim a medical expense deduction.

An eligible retirement plan is a governmental plan that is:

a qualified trust,
a section 403(a) plan,
a section 403(b) annuity, or
a section 457(b) plan.

If you make this election, reduce the otherwise taxable amount of your pension or annuity by the amount excluded. The amount shown in box 2a of Form 1099-R does not reflect this exclusion. Report your total distributions on Form 1040, line 16a; Form 1040A, line 12a; or Form 1040NR, line 17a. Report the taxable amount on Form 1040, line 16b; Form 1040A, line 12b; or Form 1040NR, line 17b. Enter “PSO” next to the appropriate line on which you report the taxable amount.

If you look at history, this isn't really much of a surge, there are usually between 350 and 500 retirements each year.
Maybe there will be 600 or 700 this year, we are simply at the upper numbers rather than the lower, it all averages out...but it also corresponds equally to hiring "surges".. the mid to late 70's officers are all past the 29 and a day requirement, by several years... all have contributed 4-7 years longer than necessary to collect a pension.... 1986 was a banner year for hiring, I think they hired 1500 people that year, maybe more... Then, 2000-2002 we were hiring about 1,000 each year... then in 02/05 they started tapering back, then crashed to pretty low levels in 06 07-10... we will probably have to start hiring larger numbers in 2012/2013 or so again, and hopefully our economy takes a little uptick by then ...
Yes there will be changes and suffering/complaints, hopefully we get through them with as little pain as possible...

Actually it is exactly the same, but you have to jump through some hoops ( notify them you are retiring well in advance or by a specific date) to get it... the insurance is the same...

No way, the city doesn't have the cash to start handing out that kind of money to anyone... but there will definitely be changes to those newly hired, and perhaps it might go up to those who aren't vested, maybe to all of us, I don't know, but a couple options, raise the age, raise the years to work (it was 32 and a day not too long ago, and I couldn't believe they changed it to 29, how they thought the fund could afford it) and raise the contribution (although I am sure the city doesn't want to raise their contribution). Count on almost immediate changes for new hires... then, depending on how things go, changes for more of us...

The days of seeing so and so retitred after 40 years are over. 20 MAYBE 25. I would not use the department for ant types of in investing. Go to an outside firm. Dont even put alot of money in the cpfcredit union ,u never know what kind of access the city has to them

It's Kuroski, not Kurowski.

And yes, he did not read it before signing it. He was a nice guy and trusted her. That is on him, but nonetheless, she was the author. And do not tell me she wasn't bright enough to know exactly what she was doing. I know this woman and she is no good. She set him up and that makes her teacherous. If she didn't set him up, then the report would be evidence of her stupidity or naivete' or both, but stupid or naive she is not. She stuck it to him, plain and simple.
