Area Strike Team Details

This is stupid.

The Department disbands MSF and TRU, sending a few hundred officers back to the districts. Rahm touts this as "a big deal" putting 1,000 more officers on the streets, even though these officers were already on the streets.

Then the Department holds a round of bidding, opening up 501 spots citywide so people can move places (although something like 400 of the spots were in less than desirable districts). Then they hold a "super-bid" to fill the leftover spots.

Now Downtown Ernie Brown comes out with an order creating Area Strike Teams. Guess who's manning those? Remember all those bodies coming to the districts? Over a hundred of them never made it there. Here's a breakdown:
  • Area 1 - 1 Lt, 2 Sgts, 21 PO's
  • Area 2 - 1 Lt, 2 Sgts, 19 PO's
  • Area 3 - 1 Lt, 2 Sgts, 19 PO's
  • Area 4 - 1 Lt, 2 Sgts, 19 PO's
  • Area 5 - 2 Sgts, 16 PO's
And the truly laughable part? The Area 3 Strike Team? Not one of the Officers nor the Lieutenant are even from Area 3 Districts. Seriously. In fact, 8 of the Officers are from 007. All together, 24 PO's assigned to 007 went to various Strike Teams across the city.

We don't know how much whack it takes to get detailed from 003, 005, 006 and 007 to the Area 5 Strike Team, but 14 of the 16 PO's managed it.

Look, we understand people got the short end of the stick from the Department, but this was predicted years ago and the City was completely within the contract to do so. Were we happy about it? No.

But now the Department Administration is denying officers who might have had opportunities to work in a "specialized" or small team environment the opportunity to do so by once again playing political football with the clouted few. Rahm, Ernie and McEgo are touting their "back to the beat" philosophy on one hand, while detailing people from one end of the city to the other. We thought they were trying to avoid that BS and maintain the appearance of bringing the Districts up to strength, but it certainly looks like business as usual.

And people are still retiring and we still aren't hiring.

Those are the same people that went to those teams when TRU and MSF were detailed back to districts. These same guys are detailed to these teams but had to bid to a district to be assigned to. Don't know what the big deal is now, nothing has changed.

They will perform like circus seals for early ducks, long lunches and plenty of ego stroking. They will risk their financial security, physical safety and possibly their freedom by crossing into gray areas to bring in numbers to satisfy supervisors that couldn't care less what happens to them when they step on their dicks.

They will thumb their noses at the guys who didn't have enough whack to make the cut even though they were extra "tight" while teammates at TRU or MSF. The brotherhood and team mentality that these people bought into eventually turned into "every man for himself"...just like always.

Just like a good street copper knows how to manipulate people and situations for any variety of desired results, so do the Brassholes. They are desperate to create something to make themselves look good to justify their existence.

Some of the people on this job will NEVER figure it out and need to learn the hard way, I guess. Guaranteed, these folks will be the first ones complaining that the next contract is shit. I can hear it now: "Whatdya fuckin' mean, no raise!?!? I made over 100 PCS arrests in this unit, worked every weekend in the summer and volunteered to work Area 2 even though I live in 016... and THIS is how they reward all our hard work?!?!?!"

Allow me to be the first when I preemptively say "Told Ya So".

Not exactly, most of those teams were created when the units were disbanded; most of the teams just followed their Sgts (in most cases) to whatever Area team he got. The order just puts it on paper.

So, Emanuel uses new math, too, just like Daley.

He promised a thousand officers on the street; yesterday he trumpeted that he delivered 'over 500' to the districts.

In actuality, he delivered less than 400 to the districts and he is now going to strip the districts and create some made-up unit.

Then he will disband the made-up unit and claim he ADDED ANOTHER HUNDRED or more to the districts!

We'll be up to full strength by the end of the month!

These are the "Sat" teams that were put back in place when everyone originally got dumped from msf and tru. They've been been in place for a few months already...they've just been renamed. They had to bid to districts just like everyone else, and until the 18th came and went, they probably thought they were going to those districts. This is not as if they are taking more people...they were already there.

The Supe in his infinite wisdom probably realized he needed a special black ops team like ours, as emergency backup, since that hell hole can't seem to go a week without some officer getting sent to callback or the unemployment line.

I do not agree with the way the department is shuffling people around but I also can not agree that we are the "clouted few". Please don't take your department frustration on us. I work very hard and try to be as productive as possible.

Nothing is ever going to change. The beat cops are too smart to do any pro-active policing. I'm not sucking up but Area 5 Deputy dumped a prince of a Lieut and replaced him with a lieut that that has zero personality, never worked on a team and has No clue how to be the police. But he's great with the stats, pie charts, bar graphs and even received an award from the Westside Ministers Coalition which he proudly displays on his desk.

A few weeks ago at the second COMSTAT meeting the new sup asked why Tactical teams are getting details. He stated to that the purpose of the Area teams was to get all the details and let the tactical teams handle the districts.

I heard this too, and didn't believe it. It was reported by the NY Daily News and other NY media. Bloomberg says it's only for the victims families and some politicians. He says there just is not enough room for everybody who wants to be there.

Plan and simple. If they are going to have Sat Teams/Strike Teams, any officers on those teams need to come from Districts within that area.

It's bullshit that teams are mostly comprised of po's outside of the area. No mention in any CO book that the area was looking for po's for theses teams. I am sure there are plenty of po's that work those area that would have put in for these teams.

Regarding Penny, who does she have dirt on? After the stunts she has pulled, she should be working mids in some shithole district after facing 30 days for a Rule 2 violation.

Same with HackyMac; he MFs two ON DUTY POs from a different department over a parking ticket, gets found guilty of Disorderly Conduct, pays a fine and then doesn't face ONE IOTA of discipline from NYPD. If he was here, even he as a command member would have faced something.

Sorry 3: 33am. Been on 16.5 years. Never had the privilage of knowing non clouted personnel in specialized units. Its always been "phone calls" and friends of "phone calls". Granted, you have to make the most of your given opportunity. So please excuse my cynicism and the cynicism of those that have worked just as hard, bringing in the bs paper, money generating citations, multiple narcotic and gun arrests, going to worthless beat meetings, having supervisors that refuse to sign off on well written, non cookie cutter, arrest reports,and still be working a beat car. Its always jr., juniorette, the"god sons or daughters, the so called good looking girl, the boys want to sleep with. Never met a working police officer, get an opportunity to work these units after their 5th year.Seems like the "working police" almost always become members of these "elite" units after only 18 months on the street. Hey, G-d bless you, you got in and stayed on with your own merits, but like SCC kinda points out the more this department changes, the more it stays the same.

What is most interesting about this is the acknowledgement by the Brass, that CPD cannot control crime without a Mobile Unit that is not tied to one district. This strategy goes back to the 70's Spl. Operations Group. And whatever you want to call it, this type of unit is vital, especially with thugs having the hi-tech comm. that they currently have. The difference is that anything that happens now will be controlled by Rhambo and Bill Daley, D.C. Style. Remember, McNutty and Rhambo are claiming 750 of the 1,000 officers have been delivered; yet not one of them is a new hire! Perception becomes it's own reality and the street cop becomes a pawn in the game.

This is not surprising. I am one of the officers who was sent back to the undermanned districts. Since I have been back I have seen at least 5 cars of two to three offucers a piece that are made up cars that are not on any discernsble schedule if they even work in the district, bicycle officers working in yet another district, and daily people going to down cuz their detailed to some other district or to the area. WTF? My conclusion is the districts are not undermanned but a great percentage of district officers are voluntarily working assignments that has zero to do with the district law enforcement. If districts can afford to put two to three officers on multiple cars that work a secret schedule (cuz I won't bust you guys out) then I cannot see why there should be a shortage. Seems like there are too many people then. Maybe all district officers should just work in the freakin district?

All is well just talked to Vince Mackey he is going to run the "strike team," and all will be well! More stupid shit boys and girls wait until your in federal court and dteb and the rest of the exempts are called in and say "I did not tell him/her to do that"! As the judge asks you "state your assets and liabilities," as your family watches in horror, wife/husband cry's, with the children crying,you know if your not off to prison you will lose job/pension/home/savings etc..

I am in the KMA club 2 years to go, in a BLUE shirt writing paper (dam my hand is going to be sore) advising warrants, getting coffee we get 2 personals and lunch, getting fuel to keep the young chargers going, washing the car,getting car serviced the only time I am aggressive is when a copper of their families call for help everything else follow the general orders!

1 thing worked with some younger coppers asked them "maybe we should get some fuel" typical reply "naw we are to busy!" As they race taking a quick lunch eating shit food, racing around to keep the animal in check looking for the 1 bagger! You want to be a KMA vet? Blood pressure normal? You will never tame the animal it has been going on since the beginning of time let the biggest dog win jungle rules!

Yes, this is true, but it's not as bad as everyone thinks.

For the past 9 years there has been a memorial service for family members lost on 9-11 and first responders as a group have not been invited. Until this year, the 10th anniversary, there has not been anything said nor was an issue made of it.

This year there will again be a memorial service for family members but there will also be an additional service where first responders will be invited.

The service is and has always been for the Families of those lost.

Here in the 003rd District we got over 70 new officers assigned - more then half were already here for 90 days.
It was posted in c.o.book that 1st watch was suppose to get 23 new officers. When the smoke cleared, 1st watch got 3 while 20 were detailed to the different areas teams.
WTF. Lot of the officers wanted to come to 003 to work for the good bosses they have here. These detailed guys took bid spots in 003 in case they got dumped later, now a lot of guys are traveling from the north side out to 004 and 005 - traveling at least 1 1/2 hrs or more each afternoon to be treated like shit by shit bosses!!,, 3 is still a shit district, but the bosses on 3rd and 1st watch treat you with respect and they love working officers.

First, we made the choice to go and then to stay on the area teams. We know full well the consequences, we knew them in MSF and TRU. To speak as if some one tricked us or promised us something in return is bullshit. We made our choice because we had the opportunity to work with friends from our former units, people we liked and trust plain and simple. We work; we make petty pinches and we make good pinches, we do so being completely aware of that we may get cr#s, we may get sued we may get hurt. We don't knock the reason why some don't work or why they do the minimum or why some are hard chargers. Every one does what they do for a reason and if negative comes from working let the consequences be our own. And as for the premature "I told you so" save it shine box " we already knew"

I was in MSF and those sgts that went to units made calls to get there and dragged there po's with them even if they were hacks. Some clouted po's who should be behind a desk in a closet counting coat hangers made call and forced their way onto teams because they were scared of police work and not having a teammates paper to jump on. Most of the workers were sent back because they had no clout just a work ethic. You do not need to be in a unit to be elite.

Yes it is very very true. I talked to a few FDNY guys last week and they said that they are not invited. It is a big to do there. But there will be a big surprise for Dickhead Bloomberg on 9/11.

The news media even asked Denis Leary what he thoughtm about it and he said "They weren't invited on that day in 2001 either. They just showed up."

Omg I'm tired of all these cry babies! I would love to hear from an Officer in Areas 1,2, or 4 that can complain about being short on officers. There are so many officers in these areas there are times when there are no cars. Now if your in area 3 or 5 the districts are very low on manpower. This is where the attention should be given not on 20 officers on a sat team. The nicer districts have been short for a very long time. I live in 016 and personally know they are down over 100 officers from 5 years ago. Now that's a problem, tax payers who dont get the proper protection unlike the 007th district

Allow me to correct you ASSHOLE know it all. Lieut DR was the Gang Enforcement Unit (GEU) Lieutenant assigned to Area 5. He worked directly for Commander Leo and was assigned to OCD. Although his area of responsibility was Area 5 (014, 015, 016, 017, 025) he did not work for the Area 5 Deputy Chief of Patrol (get it know it all...PATROL!!!!).
Lieut Dennis turned 63 on Aug 6 and was forced out. The Area Lieut he was referring to came from TRU and was given 2 MSF teams along with a gun team, narc te and some office staff. He is the one that was dumped that 153 is referring to. Good guy. Landed on his feet so don't shed any tears for him. The replacement (SM) is the goof that never worked a team. So there know it all. Consider yourself schooled.

Im wondering how this new "Strike Team" will fare? I have a feeling it will be the same old song and dance under a different name. Personally, I think each district should have a group from each watch that can address problem areas,be them rapid response cars,or clandestine units. The Area Team Idea blows in that they dont stay in any given district to quell the problems.Here today gone tomorrow is not effective use of police resources. While the idea sounds good,there isnt physically enough men and women to do this. And god forbid if Command were to act on any suggestions from us lowly grunts in the streets.
As far as "Chubbie" goes,the guy made a stellar effort in an environment that resisted that effort. Last I heard he is home battling Cancer. Hang tough Chubs.

I could not image working somewhere for 20-30 years just for a paycheck. That is sad. My family roots in Chicago go back to the late 1800's. And I am proud of our city. So, I choose to go out and act within the law and slow the rapid growth of garbage in our city. Does it help? Probably not by at least at the end I can say I tried. Back on my original topic. So! Due to my work ethic I was picked up by a supervisor to go to Msf/tru and further to an area team to which I accepted. This was wrong of me how? How else should I have done it? By making a phone call and knocking on doors for my alderman? My team in Msf/tru ended up all over the place due to personal preference.
We said our goodbyes, told a few jokes and moved on. What contract our we circumventing? Our hours are adjusted the same as if we were in a district. Which for the record are
never adjusted. I will not be a jagoff as an earlier post suggested that officers treat area teams like shit to get their point across. I am.nice to everyone and he only time.I.sticneck.neck out is to help a brother in blue. I go out way my way to help any.member of the cpd. On or off duty, no matter the assignment

I could not image working somewhere for 20-30 years just for a paycheck. That is sad. My family roots in Chicago go back to the late 1800's. And I am proud of our city. So, I choose to go out and act within the law and slow the rapid growth of garbage in our city. Does it help? Probably not by at least at the end I can say I tried. Back on my original topic. So! Due to my work ethic I was picked up by a supervisor to go to Msf/tru and further to an area team to which I accepted. This was wrong of me how? How else should I have done it? By making a phone call and knocking on doors for my alderman? My team in Msf/tru ended up all over the place due to personal preference.
We said our goodbyes, told a few jokes and moved on. What contract our we circumventing? Our hours are adjusted the same as if we were in a district. Which for the record are
never adjusted. I will not be a jagoff as an earlier post suggested that officers treat area teams like shit to get their point across. I am.nice to everyone and he only time.I.sticneck.neck out is to help a brother in blue. I go out way my way to help any.member of the cpd. On or off duty, no matter the assignment

As far as "Chubbie" goes,the guy made a stellar effort in an environment that resisted that effort. Last I heard he is home battling Cancer. Hang tough Chubs.

Ah yes Chubko! The man DID keep the gang and tact well fed.A portion of those arrests made someone a Cmdr in 024 now. Was always there when a PO got in the shit in the jets. He left there under a riot condition and I swear by the look in his eyes,he was gonna take them all out. I hear he is in remission with that cancer too. For as much crap as some talked about that guy,he always had our backs knew his shit and didnt lose too many cases.The guy put together a team that was formidable and yes he did bust his ass there. No slouch at all. I ran across him at the Rich Francis trial. Asked him why HE was there. Told me Rich was always there for him taking the shit heads away it was the least he could do for Rich. THATS respect and the guy isnt even a P.O. Hang in there Chubko. Your work hasnt been forgotten ya crazy bastard!
