Strap In - Here it Comes

Elected on a platform of lies and continuing to feed the media lines of bullshit (which the media savors as if it were the finest steak) regarding manpower that hasn't resulted in anywhere near 750 cops "back" on the street, Rahm has McTool bring out the big knife:
  • Chicago Police Supt. Garry McCarthy said Tuesday he’s been asked to cut $190 million from the Police Department’s $1.3 billion annual budget and would only get halfway there by eliminating police vacancies.

    “We are looking at absolutely everything. There are ways to save money but the question is, how close to the bone do we have to get?” McCarthy said.

    “We have to eliminate about $190 million. We are at a point right now that, if we eliminated all our vacancies, we would save approximately $93 million. That gets us about halfway.”

    There are about 13,500 budgeted positions for sworn officers and about 1,400 vacancies. About 775 officers are on medical leave, a department spokeswoman said.

We expect we're headed to a 10,000, maybe even a 9,000 man department. With anywhere from 3,500 to 4,500 less cops paying into the pension, that's another whole can of worms.

The article says McTool has eliminated "several layers of the command structure." Most of those spots were unfilled or had their occupants moved to other cushy spots.

The FOP trenches better be deep as once again, Alder-asshole Beale targets duty availability and uniform allowances - you know, that duty availability they're all claiming we're about to earn while they cancel the 5B and Fifth period furloughs next year? And the money we took in lieu of Contract raises for so many years since it relieved the City of having to raise pension contributions.

And you better get used to that 120,000 mile hotbox you're pushing from call to call.

Rahm has all the makings of a complete disaster for Chicago.

The phasing out of the Uniform Allowance displaced by a CFD Uniform Swap. No Shift Differencial for the 2nd Watch which was asinine in the first place, and keeping the old squads until 175,000 miles. These were just some of the line items talked about for years waiting for the right time to attempt to implement.

McNutty "removed" several layers of Command structure, but created even MORE Command spots to put those that got shuffled!!! What a complete joke! Much like CPS, this Department is a top heavy, bureaucratic mess. The fact that so many of these triple merit assholes kept Exempt status proves it is STILL all about the votes...especially the Reverends' votes.

It is unrealistic to think for a moment that the City can justify a police department that was 13,500 with a decreased population. We lost 200,000 in the last census and that probably does not count illegal dry wall hangers. We have elected Democrat Mayors for more than 75 yrs., few have had any love or respect for the police. We are getting what we deserve.

#4 Medical roll must be modified.

#5 Additional inside jobs for P.O.'s should be eliminated. Replace them with civilians.

Detail Unit , Crime Lab , ERPS etc
Assign Lieutenants as Watch Commanders , Eliminate Captains ,

Cut the number of aldermen, especially Beale. Cut their office budget. I am glad my husband is retiring with the animals out there knowing the police are at their mercy. If the crazy mayor had a full force police dept, he may be making money on parking tickets, traffic stops and anything else that carries a fine. Right now, when schools let out, all cars are at the schools and other crimes against citizens are ignored. Once he retires we are out of this soon to become Detroit or Gary.
I guess him and his bud the pres, are meant to destroy. His goal is to destroy Chicago, and his bud the pres is to destroy the USA.

Rahm stated that the savings was too small to make any differance, so that's not an options. WTF! $35-$50 million saved is not enough to talk about, but wants to nickel and dimes every other department in the city. He must be taking a lesson from DICK Daly. Instead of cutting all beat copper spots how about get rid of the countless take home cars some coppers have. There are so many coppers using take home cars only to drive to and from work in. What a huge waste of money this is. Fuel, insurance, mileage, etc. etc. Just think of the money we could save by selling these cars or putting them back into patrol. The little things like this can save money.

Next start cutting the overloaded exempt positions. Way too many high paid bosses that just overlap each other.

that 190 million sounds pretty close to what the retro payout was last year--- just wait until november, there is going to be a shit load of guys putting in par forms--- if they don't hire some more coppers right now their will be big problems next year--- you need at least 500 right now--- double shift the academy, 250 in the morning and another 250 at night--- even look at some lateral transfers, there are plenty of laid off coppers around the country right now looking for work---

3 years ago,we had 9,127 sworn officers. They have officers on the active roster who have retired or passed away. We average 500-600 retirements a year. They have stolen from our pension fund for years! Now we have the G 8 & NATO conferences in May 2012..They are intentionally destroying the Chicago Police Department. McCarthy has no integrity or self respect. Boatloads of narcissistic sociopathic tendencies. No self respect because sold his soul to a bunch of scumbag politicians. It was easy for him to do..He has that Federal civil rights investigation hanging over his head. Rahm probably told him:"Ya do what I want and it will go away".

But then, of course, those are the districts that have wards that went to Chico in that sham of an election. It is already common knowledge that you already shortchange those wards in city services.

One man cars on all watches will be the norm in most districts. Officers getting shot at more, shooting more, challenged more, down and undermanned cars will be the norm everywhere and coppers getting seriously hurt and killed will be the norm. As a retired guy, let me comment: I think the availability pay should go to those who work the worst districts and the night watches, not to anyone else. Things are changing, the money is just not there. The teachers will soon have to recognize this as will all public employees. It will be an interesting time for contract negotiations. The Civic Federation is behind these changes. I wonder if Rahm will go to Springfield to get legislation passed which would also limit contracts for all public employees ?

Great Job Garry!!!! Within 6 months of taking over he has brought the department up to full strength. And all the money saved from "reshuffling the upper management" is a bonus. Oh yea that's right, NOBODY was demoted meaning NO COST SAVINGS. DTEB was "demoted" from Deputy Supt to Chief but still makes DS pay. Same with Cuello and Murphy and I still have no idea why Chief Williams reports to Chief Brown. All part of the "Office of Redundancy"

I hate to say this because there are SOME respectable persons (and very few at that) holding these positions, but you can start to eliminate most of the brass positions. Besides, they drain more from the pension fund. Which will be the Mayor's next ordeal.
Eliminate all...

-Deputy Superintendents (*)
Chiefs (**)
-Assistant Deputy
Superintendents(eagle)
-Deputy Chief Positions (Silver
Oakleaf)

Retain WG and 'Lil TB in any capacity!

All of the "Beeuurrows" could be headed by a Commander, who can be paid at a LT or Captains pay. Make all Commanders maintain their pay at whatever paygrade they are at. Just give them a car. This will keep the competition up to make Commander. Tactical and other LTs cars...nix, oh, and by the way, don't allow anyone to take a car home. Come to work like everyone else in this world, in your own car, then pick up your keys. Give District Commanders there own MARKED squad car. Driver's for bosses? If the boss, can't drive him or herself, maybe they should be on the medical?

Trim the brass! Not the Tin.
Make the Commanders of all the Districts and Areas more responsible to LESS people. If there is ever a incident in a District or Area, These commanders
have to text approximately 6 others to let them know what is going on. What a waste. How about texting to an "Assistant Superintendent of Police?"
Besides, show me any of the command staff, (Most Commanders too) who have a combined experience of at least 10 years of actual patrol or investigative experience (street work) instead of administrative work. Some bosses make changes in General Orders or Special Orders, and most have no experience in the policies they are changing.

Geesh! Eliminate the wasteful exempt positions!!

The problem is the City Council will not allow it!!! And McCarthy is merely a puppet in this whole show, quite frankly, the Mayor is too. If the Mayor had any "testicular fortitude,"(Sorry Rod) he would tell the City council to pack sand, and eliminate most of the command staff. Make em all LT's and hit the beat!

Basically, you can retire at LT, CAPT, or Assistant Superintendent or Superintendent's pay.

What about cutting IPRA's budget too. Make any complainant come to IPRA and sign the affidvit before an investigation is begun. ???

Dear God, I know that some of us have warned readers on this blog and fellow citizens that Chicago is headed on the same path as Detroit. But if this doesn't solidify that conclusion, I don't know what will. Manpower in all of the safe neighborhoods is cut to the bone. For example, in 023 personnel is down by 50% to 60%. The criminal element in Chicago is slowly realizing that the best places to rob and steal is the non-busy/slow districts where there is less manpower. When they start swooping in to all of the trendy neighborhoods and safe neighborhoods, the decent tax paying citizens will say good bye to the city.

Oh well. I stated a week ago our dept. would be downsized to that of LA. Everyone thought that was goofy. Sorry to say I was right. You can kiss the medical goodbye also. you will get 2 weeks a year unless it is line of duty. Then they will send you to Dr. Kavorkian for treatment. Good Luck to us all!

Noticed how all the "connected" bosses got their vacation and overtime checks before Mayor Midget decided to end that program. Weiss even changed the rules for compensation so that he and his girlfriend Masters would get a nice fat check before leaving. The connected are always taken care of. Before Daley left there were probably thousands of "understandings" that Rahm agreed to. The folks who have clout will always wind up on their feet no matter what. The rest of us are just trash in the trenches.

I am a young officer (with 5 years on the job). I always cringe when I see other young officers as well as older ones spend money like water. The parking lot is full of Lexus, BMW, expensive sports cars, etc.... Plus they all have the top of the line "smart phones" (what is so smart about paying $80 to $120 per month?). The point I am making is save your money. There may even be lay offs of the police department. The majority of the citizens won't care (the ghetto dwellers will say "YES!" while the yuppies believe "oh there is no crime in Bucktown, Wicker Park, River North, etc...").

Brace yourself folks, this country is about to sink into an economic depression.

Abolish helicopter unit after G8 summit, good by mounted unit.(stables are in shambles) Marine unit will be disbanded and become a part-time summer unit staffed by off duty police (one) and park district life guards. Park district to assume rescue duties with CFD. No more exempts, Lts will be commanding officers in charge. They still wont appear in court for the guys who are shot for morale support, only at police funerals where they can possibly get free publicity so their girlfriends/bimbos can see them.

Supervisors will be lucky to keep the ..45 hrs, especially those not in patrol.

A dick sgt handles no check off, same with IAD,personnel,tact,and unit sgts.

Pension reform. Ure pension should be based on your civil service rank not your appointed merit position. If you didn't earn the position via testing why should you reap the extra benefits? Look at the 19th ward hacks who are robbing the pension blind. Thanks Cline and Rugaui.

This isn't a surprise. Between the lousy national economy of the last five years and the Daleyite/Vanecko etc grifting this city is in deep financial shit.

Here's some advice on saving some money in the PD:

Consolidate some of the districts.

Reduce the number of exempts. Already begun.

Merge the Airport PD with CPD and detail injured PO's to sit in the SUV's and watch the fences at O'Hare and Midway. Better use than the nearly 1000 cops we have on "medical".

Foot beats.

More bicycle patrols.

Unmanned aircraft with Predator missiles to break up gang disturbances. We can hire military vets to pilot them remotely. Hell, Vanecko Predator Associates can be hired to run the program.

Fire McEgo. I'll do the job for the same as the Fire Commissioner gets. About $202,000 a year. I'll even take a paycut from that if I can hire some civilian administrative aides directly from the Admiral Theater.

If you're wondering what the pretext will be for firing him I'll buy him a few Guinness and he'll do the rest by himself.

Put 100 million dollars in "bonus" money into a "lockbox" for CPD sworn members. Deduct the costs of any civilian suits from that lockbox and distribute the rest to the troops. Maybe then the peer pressure will be high enough that the department won't be sued as often for stupid stuff.

I'm not talking about the bullshit suits, which have dropped since the city is now fighting them as a matter of policy, but the legitimate suits. You know like the Latin Lotharios picking up drunk women and the idiots who write bogus parking tickets because of some personal shit.

So endeth the lesson.

If you want anymore lessons please hire some Admiral dancers as "morale boosters" for me. Cause right now my morale is dropping faster than the city's credit rating.

Already short 1400 officers (that they're admitting), and saying that eliminating ALL of the unfilled but budgeted spots will only save HALF the amount that is expected to be cut. Demoting exempts will not necessarily cut the budget unless they actually retire instead of falling back to their Lt or Capt rank (where they may actually earn MORE due to OT and contractual time and a half agreements). So much for the merit exempt recommendations!

1400 vacancies at 75k is 105 million this includes pension contribution and medical added to a salary. Now if you assume the 1400 vacancies were at a patrolman salary of 73k with benefits at 95k per person the total is 95k X 1400 is 133 million. This is the more realistic number. They are using recruit salaries to fool you. No intention of hiring so actually they are ahead of the game at the retirees rate of pay.

I see a Tahoe re-building program just around the corner. Send all the older dept. cars to a private auto re-builder (perhaps D/V auto) and they strip the vehicle to the shell, and re-install all new gear and re-certify all the parts so that the vehicle will run for another 300,000 miles.

Hell, we might even buy back all the Crown-Vic Taxis with 400,000 miles and re-build them back into police cruisers?

How about loosing 75 Gold Star positions? They are pretty much useless anyway, and wasting cars on them is beyond reason.

Cutting the police budget is not where I would start but the city is in a financial mess and it is not going to get better on its own.

Some of the things done in the past will make it much harder down the road. Things like the very generous pensions granted to city employees, among many other things.

It is not just about what has to be paid today, but the costs that will be incurred going forward, five and ten years and twenty years down the road. The numbers are staggering.

Spoke to a Paramedic today, and he was saying that their union has been getting the "Unofficial" word to its members that when the CPD goes to contract talks they the City is gonna play Hard-Ball from the get go. Preparing the Firemen for a rough rough negoiation. Fire is hearing major reductions in benefits including a freeze in pay or even a reduction in pay.

My predictions follow:
Come contract time is they are going to be offering the elimination of 3 holidays, and our Duty-Availability, and uniform allowance(Commisary system to be implemented). The City will NOT be offering raises, but a freeze in wages(at best).

I also think that our senority rights will be on the table also i.e. Under 15 yrs City reserves the right to assign or detail officers WHERE-EVER they feel like. After that you get to bid somewhere you want to go.

Residency may be on the table also. City has looked at other jurisdictions who have some form of residency requirments, and the last 5 yrs(age 58) of the job you will be able to move out of the city.

Medical is going to be revamped to be accrued at a day a month. (Thanks to all you medical abusers)

I find this very disturbing to see our union is still silent in all of this mess. How hard is it to put out the real numbers of police officers hired versus retired since jan 2007 till sep 2011. As of last month we are sitting at 9410 police officers with around 40 to 45 officers resigning a month. In that same time frame the city has hired an estimated 740 police officers with approximately 1900 veteran officers retiring through the end of this year. This number doesn't included the grossly undermanned detective Division and sergeant ranks. How are we to handle a massive riot in downtown chicago when we are not equipped or have the manpower to control even small flash mobs. Now you want to eliminate positions that we desperately need filled, we as a department are not ignorant of the economy we are in, but god help us because we have hit critical mass. Stay safe my fellow brothers and sisters in blue.

I don't understand how this is news. We've been running short without any significant hiring for at least three years along with large waves of retirements. All this is, is the "official notice" that the CPD won't be hiring or promoting anytime in the foreseeable future. As far as the city cutting back our vacation days, medical insurance, duty availability, uniform allowance, medical time etc., those can't be taken without renegotiating the contract. When the contract expires, fully expect the city to drag out negotiations far longer than ever and have more of our benefits on the table. It will be up to the next mayor to deal with it!

As SCC pointed out, expect to run your squad car ragged, shortages in supplies, longer periods between G&O, more overtime cutbacks, more broken equipment, etc.

It's nothing new. Same old song and dance, new ballerina.

I am a young officer (with 5 years on the job). I always cringe when I see other young officers as well as older ones spend money like water. The parking lot is full of Lexus, BMW, expensive sports cars, etc.... Plus they all have the top of the line "smart phones" (what is so smart about paying $80 to $120 per month?). The point I am making is save your money. There may even be lay offs of the police department. The majority of the citizens won't care (the ghetto dwellers will say "YES!" while the yuppies believe "oh there is no crime in Bucktown, Wicker Park, River North, etc..."). Brace yourself folks, this country is about to sink into an economic depression.

It's you who has to save your money kid. I have 21 years on so it won't be me getting layed off it will be you.

Don't laugh at this suggestion. In the mid 90's this program was tried. They were sending out the old box chevy's and having them rebuilt from the ground up. It was kind of cool having the box chevy's back, but someone in the city was lossing money on new car purchases so the program was halted.

Here a clue, take away all the take home cars, this will save money and allow these cars to be placed in the dist or areas. Make everyone drive their personal cars to work and than take a car out if needed. Ther is no need for people at 35th street to have cars or specialize units including the narcotics unit and vice. There are two easy money saving moves that would add up to more than 225K, and they are easy.
1. take cars away cars from everyone, let them drive to work like we do, then get their car. But then they would have to buy gast to drive to golf, pick up the kids.
2. Forensic services prints photographs for all requesters, this cost approx $1.00 per photograph, not counting cost of man hours. The photo section prints more that 250k to 350 k each year. An idea that was floated but shot down was a very secure surver that authorized people can download then print THEIR photo's. And why the hell does each boss need a copy of police involved shooting. The server cost to set up 90k after that it's all savings.

That check was NOT intended as a shift differential. It was only given that designation so that the City could AVOID paying pension benefits on that money. It was a negotiated benefit that SHOULD NOT BE GIVEN BACK. If they try to take it back, we should insist instead that the duty availability benefit be rolled over into our regular pay instead and require them to pay pension money on it.

HISTORY LESSON:

Back in the 70's/80's, it was estimated that EACH copper had control or influence over as many as 10 to 15 votes among their friends and families. With 13,500 coppers on the job, that could mean 135,000 to over 200,000 votes, a very good sized voting block. That's back when we finally got our union.

After Daley got in, he followed his dad's pattern of "dividing and conquering" the police so that we didn't get too powerful. Politically it was a smart move, especially since so few coppers even bother to vote anymore. He has nothing to fear from the complacent coppers.

This is also why Daley began shifting responsibility for citation writing etc. to other city civilian employees. He knew that the first reaction he could expect from the police would be a refusal to provide him with monetary activity.

He was right!

4.eleminated all training and instead make it online training.

They need to tell people that we'll be less safe doing this job with less officers (we did lose five last year) and that makes THEM less safe too. Then they might take notice. You don't keep doing more with less and expect to come out ahead. They tried that in Iraq and look what happened. Shootings in the news every day and no FOP response to take advantage of this?

FOP needs to step the fuck up and soon.This needs to be treated as the war that it is, and the enemy just fired a bad shot at us. We don't have SHIT in the det. div. I buy my own file folders, storage boxes, paper clips, EVERYTHING. It is impossible to do your job with what we are given.

I have also taught myself EXCEL, WORD and ACCESS. They don't train you to do anything--and if you want to be organized, you have to teach yourself.

This dept. blows. I will not make any more arrests unless I absolutely have no choice. I tell my victims horror stories about what to expect from the court system, and they usually just decide to move on, lesson learned, and not sign complaints.

I am officially done. Even though I'm not 55, I've got 26 on and am thinking of bailing--I just have to figure out the financial ramifications before I pull the plug.

For those of you stuck here, I advise you to take advantage of tuition reimbursement so you can have a 'Plan B'.

I like that. Truth be told, I'll bet 90% of the department WANTS to do a good job and be the Police. Absolutely go after the medical abusers and the "do nothings" that sit and watch the workers work. Small businesses are struggling and learning to do more with far less. I certainly see that coming our way. Sort of like the recession, it was bad a year and a half ago and it got worse since then. We all want our jobs and while we may not have taken a pay cut, our jobs have become more work. Whether you're a beat cop riding 99 cause of staffing, you're doing more reports etc. Or whether you're a Sgt/Lt you are being loaned out to more districts on watches that aren't exactly what you wanted. We all are effected in some fashion. The ride to remember made me proud to be part of this team and I still am now. Hang in there, keep your chins up, be thankful for your health, having this job, and the sound of your coworkers responding to your call for back up. Things could be worse, they certainly have been for me.

We all know a couple of really bullshit I.O.D.'s, what ever happened to the so-called medical inspectors? One sergeant got a year I.O.D. last year for a car accident that happened in 2002. Her back started hurting and she knows it is from a small accident 10 years before? It couldn't be from the jogging and running, etc? But, she got away with it!

Nothing will get that money back. We've got to start taking action to recover from the Daley Years.

I do not believe that Rahm's doing the right thing by cutting the police budget, particularly now that G8 & NATO are coming, but you cannot argue with the fact that Chicago lost population in the last census, and stands to lose more population as the continue to slight the taxpayer in favor of "social programs" and being a sanctuary city.

World Class City? Third World City!

Ever call 4-DATA to get one of the computers or printers in the processing room working, or just waiting until 'someone' does it for you? Problem is, GMAC put all the house mice on the street, so 'someone' doesn't work here anymore.

The way the Mayor has been referring to the pension funds as old debt is proof he has no intention of funding them long term. The city can declare bankruptcy.

Creditors (Banks) will go after all the city / employee funded pension funds. Who would try and stop them? I'm sure they would win and leave nothing but crumbs for the little folk.

I can guarantee the CPD can save millions if they put all the useless take home cars back into patrol. Way too many copppers and bosses taking home cars and all they do is drive to and from work in them. Why can't they drive their own cars to work like the rest of the world? Sell the coverts and put all take home unmarks back into patrol. I'm tired of hearing coppers bragg how they never put gas in their personal cars. The bosses make enough money why do they need free cars and gas too?

Yeah look at the money that has gone into all these machines over the years. Machines that have not saved the city a dime, only cost the city. Yeah we need those?
