HB 3827 Pulled - for Now

  • House Bill 3827 Update

    State Representative Cross initially introduced HB3827 which would have had a negative impact on the makeup of our Pension Board in that it would have put the Board in the hands of the Mayor and his appointed members while placing our elected members in the minority. Today, Representative Cross pulled the bill out of committee. While this is a victory for the moment, the Lodge and our lobbyists will continue to monitor this particular bill. We will be diligent in protecting our members pension.

    The Lodge would like to extend a hearty thank you to all of our members who called or emailed their State Representatives prior to the Personnel and Pension Committee meeting that was held this afternoon. [...]

    FOP UPDATE:

    Please do not let this victory stop you from coming down to Springfield to sound your voice in the battle that has been waged against our pensions. The Lodge has confirmed 180 officers will proudly be on the buses to Springfield tomorrow. We must let our voices be heard.
If you already planned on going, don't let this dissuade you. A good showing will demonstrate to the politicians we're serious about keeping this bill bottled up.

Cross pulled his pension grabber bill; no casino; his choice for Supt. is a dunderhead; the city is broke; and he has thousands of anarchists coming here to trash the place next May; he has totally alienated the Police & Fire Depts that he will need to preserve order; and the media is starting to lift the sewer lids & expose City Hall scandals. You knew all along that this guy was going to walk around naked screaming eventually, just as he did in Washington.

I wouldn't trust any of these sneaky sell out bastard politcians. They probably pulled this bill because there is way too much heat on Madigan and Cullerton right now. But don't doubt if Racoon Eyes wants this passed they will try later. I still can't believe these cowardly state senators passed the Com Edison legislation. They needed a super majority and got it. Just like Gov. Quinn stated, "You can pour perfume on this bill and it still smells like a skunk". It appears that our Democrat leaders could care less about us as the economy grows worse. I will certainly not forget their concern for us in 2012.

Rep. Pritchard’s comment about a desire for a negotiated solution is something I’ve been hearing more and more these days. Republicans and Democrats want both sides to try to hammer something out. And the feeling is that has a better chance of happening if action is put off until the spring session. Some of the people pushing reform believe that union members will get antsy about having something jammed down their throats, so they’ll push leadership for a negotiated solution. Time will tell.

Reminds me of a smarmy defense lawyer walking into the courtroom and seeing all of the prosecutions victims and witnesses there and asking for a continuance trying to discourage them from showing up.

Watch this bastard reintroduce this bill as soon as all the union members who travel to Springfield to protest, get complacent and not show up. These asshole politician/lawyers have seen this before. We're just temporary, amateur obstructions to them. They'll just f*ck us in the ass next month or the month after that or as soon as they discover that we let our guard down.

Madigan and his cronies are truly the scum of the earth, but THEY will be the ones who ultimately will retire as the real pension abusers!

The Chicago Mercantile Exchange gave Emanual a $200,000.00 donation (Chgo News Cooperative Jan 20, 2011 article)

Donors from the financial services industry made up the largest block of income for the Emanual campaign, totaling at least $4.9 million since October, according to the Chicago Tribune's analysis. (Tribune April 25, 2011)

Meanwhile he wants to "reform" the pensions for middle class teachers, firefighters and police officers.

The Merc donated $200,000 to Emanuel’s mayoral campaign, making it his second-biggest contributor, after Hollywood entertainment mogul Haim Saban. Emanuel is also a former Merc board member.

Absolutely. Let them know we are watching them and intend to vote. Log on to the Illinois Legislature's website and see for yourself what's up. Last time I checked there were 62 bills that came up when I entered "pension reform". You may also want to check other law enforcement topics.

I personally know a retired Sgt who is now into republican politics. I told him what was going on and he immediately got on the phone with republican politicians. After a few conversations with these politicians they started to see the light. Thanks again for your help Sgt.

SCC: I sincerely, respectfully request that you start a countdown to Bill Cozzi's release. Although there will not be an immediate celebration, I am sure that down the road he will appreciate reading everyone's words of encouragement. He served his time in the most unbelievably gallant way...and he will still have tough times ahead.

It's only several days away. Maybe people could offer support, or job possibilities, whatever.

Let's all just reflect for a moment that he spent 28 (?) months in a hellhole of a place without even 1 visit, because he didn't want anyone to go through the aggravation of the process.

Let's not forget, that our own McStupe, just threw another copper under the bus.

Can you please just make a spot for people to comment and simply say, "Welcome Home Brother."

Now we are finding out some of the details of Racoon Eye's push for school zone speeding cameras. Almost 50% of the city will be covered by the legislation in front of the Illinois House and Senate. Yes folks...50%! And just to show that the Mighty Midget is fair the cameras will only operate from 6am to 10pm at night. Huh? What the fuck is wrong with this little weasel. You know what? I'm tired. I feel like I've been kicked and booted about for 25+ years. This job used to be fun. I finally realized, that trying to change things, or worrying about how awful things are, are a waste of time.

I had it explained to me the other day. People pay lobbyists who can deliver influence. Lobbyists are paid by the people they can buy benefits for. This is the way of the world, the way of politics. Illegal shit, influence peddling,illegal contracts, and all the rest, are just how business is done.

So I'm not old enough to retire and get the hell out of here and buy an ostrich farm or get a gov't subsidy for a 'green company' that makes filet mignon out of tumbleweeds...my pension looks like it'll be gone.

I'll end up a hoarder, with 300 cats and a boa constrictor I'll name Pee Wee. I will rock in a rocking chair that squeaks and I'll watch a few sunrises and sunsets with a bottle of jack and a pail to pee in, wondering why I wasted 25 years of my life actually giving a shit when nothing really mattered. Then one day, I'll hear the freight train whistle in the distance and I will go lay on the tracks.

off topic: You know what aggravates me: A police officer is forced into retirement at age 63, 2 yrs before he can get any senior benefits on water or vehicle stickers, and the city does nothing about this. I spoke to my alderman last night and asked him about this and he said to get another job (in this economy). He also said that he would bring it up at the next city council mtg, but they have to figure out how much money the city would lose by doing this.

What? you put in 20-30 yrs or more working for this city,and they make you retire before you are eligible for senior citizens rates. You receive 60 - 70% of your last salary, and are not entitled to reduced rates for water or vehicle stickers. It is mandatory to retire at 63. There are only about 5 or so a yr that are forced to retire. It's not going to cost the city that much to give them a reduced rate on city services & fees for 2 yrs.

I have a crystal ball prediction with regard to CPD pensions.

Regardless to what happens with the passage or non-passage of this bill.

The city taxpayer money that should be going towards the CPD pensions and other things will shortly be used to pay for lawsuits from protestors that are injured while demonstrating for more equity in wages and jobs. Jobs for all of us so that the middle class can make a living wage and afford to pay the taxes that fund our pensions. How ironic eh?

Why?

Oakland PD is an example. They just inadvertently provided copious amounts of video and digital photos to the media and the public with their actions last night that will win the hearts and minds of any jury. Expect similar events here shortly the way things are going.

Like the Rodney King incident I think we can expect to see replay after replay of the 24 year old US Marine Iraqi war vet that ended up hospitalized with a skull fracture from a police projectile.

To top it off when this US veteran was first hit in the head and several people ran to his aid there's several videos out there that clearly shows an Oakland officer throwing a flash grenade into the crowd where the fallen veteran was lying injuring more people.

How in the hell can we as a society place illegal immigrants on a pedestal with the apologetic government apparatus excusing their actions with statements of "they are only trying to make themselves a better life" and then treat our own citizens that are seeking a better life and even veterans the way we are?

Let the war of demonization of the protestors vs the police in the media begin.

All it takes is one person. Just one. One in the crowd throws something and one officer responds, overreacts.

Oakland looked like a third world country run by corrupt dictators. Police in para-military dress wearing body armor against unarmed citizens.

All it took was one person in the crowd to throw something to kick it off and that's when things went down hill.

Amazingly to Oakland PD's surprise I imagine. Not one shop window broken, not one fire set nor car overturned. No looting even after Oakland escalated the confrontations. The lawyers will have a field day with this.

Although I did see someone overturn a trash bin in the middle of the street in one video and about five or six people all ran over to pick up the trash and set the bin straight in less then a minute I'd say.

One of the most moving things that will make you think is where some of the protestors start throwing dollar bills at the officers and begin asking "will you protect us now?"

We should all think about that.

If it's a propaganda war just look who's winning it.

There are a minimum of over 3 billion people on this planet that are living on just two dollars a day. You can yell at them all you want to get a job and that their condition is their own fault. However I don't think that sells anymore. 21st century communications has enabled these people and they will demand something better. One percent of the population deciding how the God given natural resources of this world will be rationed out just won't cut it anymore. There's something going on here.

The timing is extremely bad with the 2012 elections around the corner, police morale in the toilet, the lack of respect for the Mayor's hand picked Superintendent, Obama's 2012 Re-Election Campaign Headquarters in Chicago and the OCCUPY CHICAGO MOVEMENT in Chicago.


With the G8 and NATO Summits coming to Chicago in a few months and the ongoing OCCUPY CHICAGO Protests occuring here now; the Mayor is terrified of a police backlash, that will capture the international news media's attention. This would negate Rahm's ability to become POTUS.

Rahm is a master machiavellian politician! Rahm knows and senses the danger in foisting a pension takeover now. Rahm is no fool, madigan is no fool either!

DO NOT RELAX on this issue, you have won NOTHING!

This HB 3827 will be back when the heat dies down and members become complacent. They might very well attach it as an addendum to some innoxious HB, that no State Representative reads in its entirety.

You are actually a very good writer. A few problems though. You failed to mention a few other important key points:

1) The Oakland P.D. were ordered to clear out the deadbeats because they were getting calls of assaults, battery, and a rape inside their encampment. And if you think that everyone of these protesters is some poor college graduate that can't find a job, then I got some condos to sell you on the Southside.

2) These protests have always traditionally attracted a sleazy criminal element of malcontents that would just like to see the world burn for their own amusement. Selfish lowlifes that were spoiled by their parents.

I'm pretty sure the hippies from the 1960's (when this country supposedly had way more job opportunities) didn't clock in and work a 9 to 5 job before they went out and threw bottles of urine at the police.

Speaking of which, the protesters in Oakland were throwing everything from paint to kitchen utensils at the police which thankfully was also caught on video.

As pointed out on this blog by other commentators, you know as sure as shit that these are the same people that voted for Obama, foolishly believing, like all over educated, but still retarded yuppies, that the government can magically save them!

Sorry to say if it hurts anybody's feelings, but a majority of these protesters need their asses kicked. Just like the naive predecessors from the 60's, they aren't going to change a government built in this country with seeds of corruption since day one. They aren't going to change anything! All they are going to do is create a mess and then cry when they get punched in the face.

The bill was set aside to presented at another point in time. Some published reports suggest that the bill will be presented in the spring closer to contract negotiation time in over to create a sense of urgency.

You know the old sense of urgency trick don't you? Talk to your local used car salesmen as they use it all the time to push someone that is on the edge of making an agreement into making the deal NOW. You know I can't guarantee that this car will still be on the lot if you leave. (don't want you to be shopping around)

HOWEVER, as we all know from personal experience at the CPD -- how many of these open jobs are really "open and available"?

Many go unfilled...in the thousands at CPD alone right?

Do you think that the alleged 3 million so-called job openings are like the CPD jobs that never get filled?

Think about it. Why would a company post a job opening like a position is available when there is no intention to hire anyone. I'll tell you. The manager comes in under budget and gets a bonus. The manager created the image he needed 10 people to do a job and got by with 8. See how good a job he did? These job opening numbers are intentionally inflated so while the reported numbers say that there are 3 million openings the actual numbers are far less.

Don't even get me started on the creating an illusion of a qualified high tech worker shortage by leaving these positions open to justify foreign H1-B visa applications that can be exploited as slave labor at half the wages.

Not unless you retire or resign. The only other way is "sudden and unforeseen emergencies." They will demand complete explanation on these "emergencies" along with support documentation.

What the usual copper strapped for cash might consider an emergency usually will not cut it. It must be something like severe sickness in the family along with inability to carry on financially. You know, a real emergency.

If you take your money out of our 457 plan (defered comp)before you retire and reach age 50 you must pay taxes and a 10% early withdrawal penalty. You must be retired and at leaset age 50 to get the money out without paying the 10% early withdrawal penalty.There may be some exceptions for emergency withdrawal, but I believe they are very limited. It is almost never a wise thing to do.

Nope, but if you commit an act of battery, such as throwing paint, utensils, and other objects to hit the police, you are not only acting stupidly, but you are also acting violently, then yes, you can and will get your ass kicked.

I do not know the marine personally, so I cannot say whether or not he deserved what happened to him. If he was a good guy, then this was a tragedy. However, the uninformed need to realize that when you protest like this, bad things can happen.

Again, the police just didn't shoot these canisters off for their own amusement, they did it because they were facing violence and resistance from the protesters when they tried to infiltrate their encampment to answer emergency calls of assistance for battery and rape.

Thanks for posting the video link but it only shows part of the story. Try to look at things without a narrow view.

You receive 60 - 70% of your last salary, and are not entitled to reduced rates for water or vehicle stickers. It is mandatory to retire at 63. There are only about 5 or so a yr that are forced to retire. It's not going to cost the city that much to give them a reduced rate on city services & fees for 2 yrs.

FOP and PBPA only receive their pension from whatever rank they are.

The FOP president receives deputy chiefs pay and the other 6 FOP officials receive captains pay.

HOWEVER, ALL 7 members that work in the FOP office are paid by YOU the FOP members with YOUR dues from each paycheck.
All monies that they are paid from by the city must be reinbured to the city.

The sergeants PBPA have 2 elected officials at their office on Pershing Road.
They ONLY receive their sergeants pay.
However it's the same thing, they must reinbuse the city for their pay.
The sergeants pay their salary through dues.

The LTs and Captains do not NOT have any office.

To the below question and the response below the question I believe you did nothing to answer the question. All police and fire elected union officials in chicago have their pension based on their civil service rank attained prior to being elected as a union official. Put another way, they receive the same pension that they would have received if they were never elected as a union official. Their extra union pay has never been pensionable and never will be. I think this throughly answers this question.

With the expose of the union leaders getting their city pensions based on the union pay and not their city salary, I have yet to hear about the FOP officials. What is their pension based on? FOP pay ( which is much higher then city pay) or the pay grade of their police department position? I wonder?

FOP and PBPA only receive their pension from whatever rank they are.

The FOP president receives deputy chiefs pay and the other 6 FOP officials receive captains pay.

HOWEVER, ALL 7 members that work in the FOP office are paid by YOU the FOP members with YOUR dues from each paycheck.
All monies that they are paid from by the city must be reinbured to the city.

The sergeants PBPA have 2 elected officials at their office on Pershing Road.
They ONLY receive their sergeants pay.
However it's the same thing, they must reinbuse the city for their pay.
The sergeants pay their salary through dues.

The LTs and Captains do not NOT have any office.

The state found $5.2 million to hand over to multi-millionare Rheinsdorf and the same state can't put a fucking dime into underfunded pensions. And the state wanted this cheap crooked bastard Rheinsdorf to share some of the restaurant profits and he says...no. Close that fucking place down and use it for the homeless this winter. 3813 pulled for now, police and fire amendments to be addressed later. (see Amendments 4 and 5 which were dropped prior to passage) For example: Bill Dougherty -- 9 years of service, 12 years of leave of absence. As it is now, he will not get pension credit for pay at Step 9 only at Step 6 (when his leave started). don't worry guys, Dougherty and Aguilar will make sure that this is addressed, or they will retire before effective date. Hmmm, stay tuned.

If you are close to retirement , please do the math. I have been retired almost 5 years. I moved to arizona 3 years ago. I realize they have an income tax but I save on other items. My real estate taxes are less than half of what I paid in chicago. My auto insurance for 2 cars went down 40%. My biggest electric bill so far has been 267 in august. All told, I sat down and figured I was saving 450 to 500 a month by living in a stress free and beautiful environment. I am sure the florida or tenn. would have been more advantageous but I settled for arizona. It was difficult, especially with the wife and family, but it was the best for us. Just think about staying in chicago-- I left and my real estate taxes were 5600 at my age 60. I imagine that by 70 my real estate taxes would be 9000-- huge percentage change out of your pension.
