Rumors of Promotions

From the comments:
  • Looks like they finaly getting along to a Sgt list. Look for merit packets in the next 2 weeks. They have to use money that was set aside or lose it. Word is enough money for 120 from the last 2 budgets but would expect closer to 75 or 80. Supe wants them to have some time at grade before the G8/Nato summits next summer.

    Budget is the same thing for Dics however Supe wants to wait until all the reorganization is done so not to retrain new promotees again. Probably not gonna happen for a while then get put on hold for the summits.

    GoodLuck all that have been waiting forever.
However, the naysayers are in full force, pointing out that promotions were not mentioned in the City's most recent budget, combining Districts is going to produce an excess of supervisors for existing positions and the lack of hiring translates into a lack of promotional opportunities.

It may just be wishful thinking on someone's part

Even though im on the short list for sgt I almost hope it wont happen. I have a good spot in patrol and have no stress. Yeah that raise is awesome and no I wouldn't turn it down but looking at how messed up this job is now you actually think twice about getting promoted. That's sad.

With the surplus of supervisors arising from the district reorganization, I'm gonna have to call bullshit on this rumor. Rahm isn't gonna waste a squeezed red cent on the CPD that he doesn't have to. Sorry for those waiting in the wings on those dusty promotion lists, but nothing's moving, other than the line of those fortunate enough to retire from this place.

Is it possible??? I highly doubt it.

After going through the City budget for 2012. The Mayor has budgeted 1156 Sergeants for 2012.

Under the thread "FOP Sues Suntimes" (11/22/2011 4:17:00 pm)wrote that as of 11/15/2011 there were 1091 Sergeants left on the books.

If that number 1091 is accurate, that leaves the city with the OPTION of promoting 65 Sergeants for 2012.

Does anyone think that the City is going to be in any hurry to fill those spots?

ANSWER... NOT A FUCKING CHANCE!

By not filling these 65 positions, at an average of $92,000.00. The City saves over $5,980,000. Not including benefits.

So, based on the rumor stating the City is going to promote 80+ Sergeants, I'd say that this information is wishful thinking at best, but most likely complete bullshit.

Which leads to this question... What kind of ASSHOLE gets his jollies making up these false rumors? What a SAD person. Get a fucking life!

I'm more interested in hearing about when they're going to offer a promotional exam that is graded immediately, and is given without HAPA and other organizations having secret study groups. Maybe then we'll have competent supervisors instead of the crappy bosses they've been pushing on us for years.

Not in this life time, NO MONEY in budget! But what happened to all the bugeted money from last year? Our unit had over twenty five budgeted Sgt's last year, this time less than 14 and all vacant spots gone! I'll beleive it when I see the list until than phooey! Oh the same with Dick's now some areas are closing way more than ever needed as the bosses say just to agree with McGruff! Contracts coming next June and the city has no money for any Police or Fire promotions.

I don't understand why merit exists on the CPD. Even if you have large amount of only one race being promoted, The Supreme COurt has said if there is a legitimate business purpose, those results will stand.

The Fire Dept had the black guys successfully sue due to the arbitrary # they had to get on the entrance exam to be hired. The Court said the Arbitray # had no purpose and was arbitray, that's why they won. But when that test can be shown to measure some needed quality then it does not matter what the racial breakdown is.

But still we have 20% merit for detectives and 30% for Sgt and Lt. WHY?????

And some guys take 3 merit spots but yet they have their defenders. I could not even defend myself if I took 3 merit spots. They are not good guys. They might be likeable, but taking 3 merit spots means you are an asshole in my mind. Pass a fucking test. Open a fucking book. Show some fucking pride. SHow some fucking class.

OT - Police: shots fired at off-duty officer

Someone inside a car shot an off-duty police officer in the River North neighborhood near Erie Street and Franklin Avenue about 4 a.m. this morning before leading police on a chase that ended nine miles away at a Jefferson Park gas station.

The officer wasn't hurt and it's not clear what prompted the shooting, Gaines said. It's not clear if the officer or other officers returned fire.

Police took two people into custody after the pursuit near Interstate 90 and Lawrence Avenue, Chicago Police News Affairs Officer Ron Gaines said.

After the first of the year look for the corp council to terminate any one with a rule 14 violation. Integrity of the organization is being challenged thanks to that Goof HOFF on the fire dept for fighting the terminations of the sixty fire inspectors. Rahmbo sees the legal liability and it is going to happen right as contract negotiations begin.plus it will be used as a political ploy open fairness in city government. I can remember so many times in years past that people would post that Mayor Daley would promote a significant number of officers just prior to Christmas. A sort of Christmas present for the troops.

Just how long dose it take for us to wake up. There will be plenty of promotions in the future and as in the past they will be the exempt promotions that never seem to stop.

All of the troops in the blue got nothing going for them unless the word is put in for you by daddy, mommy, or the politician you have been trying so hard to please.

There were always a few crumbs left oveer for those who could score very high on the test but those crumbs are getting to be fewer and fewer.

When it came to the test score if you think that all of the persons that passed are qualified take a good look arround you. It has to be obvious that some of these people were given a good score without ever showing up to take the exam.

I came on knowing this and only hoping to be a good policeman. If you can some how make rank, good for you, congratulations, but if you go on thinking that you have that position because you are the the brightest and the best after a department wide search you are kidding yourself.

If any one out there has the good fortune to be working for a good boss you have to understand that he or she did not get the position based on experience, knowledge, or prior demonstrated performance. It is just the luck of the draw that you have a good person to work for. That is the reason that most of the command staff get no respect from any one who actually is a professional police officer.

Just remember that they also have no respect for you. They don't even want a professional police officer with any experience arround. They know full well that these are the persons who recognize them for the absolute fools that they are.

If you want to you can still make a difference in spite of the goofs that we work for. There are a lot of good and decent people that depend on us. We are their only hope weather they know it or not. We have always done our job in spite of the persons they put in charge. They are the enemy from within.

Keep up the good work and be proud of yourself and each other. Don't expect a reward or a ribbon from these people either. Even the awards have become a hustle.

You still believe the promotional exams are fair. When certain people stop giving secret study groups (invitation only) or have connected relatives that get the exam or have access to exam developers (subject matter experts), then you should and could get rid of merit. give a fair exam!

Totally false. I heard first hand from someone at City Hall there will be no promotions until at least 2014. The department is going to be severely shrunk. That means less supervisors and less dicks.

They are moving to 8500 officers, 800 sgts, 500 dets, 90 Lts., and no captains. That will put the entire department, including exempt, at just over 10,000.

The ultimate goal is to go under 10,000. Expect two more north side districts to merge in 2013.

I think your math is a bit fuzzy. Not promoting 65 to the rank of Sergeant does not save 5.98 million. These people would already have been P.O.'s. Therefore the savings is 65 times the difference between P.O. pay and Sergeant pay. Probably around 650,000 thousand, on average.

When I was promoted the merit picks were 8 Whites 1 Hispanic 1 Black. So merit is not always racial. And no I was not merit.

The city knocked down our budget to 1190 members. We currently have 1121. 94 sergeants retired this year so far. 71 last year. More will probably go after the 1st.

cpd will need 5 less commanders ,
30 less Lts and 90 less sergeants

maybe cpd will promote a class of 25 sgts and next year 50 detectives

rumor is forensic investigators will be assigned to detective division next year , that also frees up a commanders , lt. and a few sgts

Well hopefully if and when they promote the Sgt.'s they actually pay attention to what THEIR JOB is.

For the most part the supervisors on this job SUCK---I DID NOT SAY ALL SUPERVISORS, so before you stupid fucks that troll this blog get ripping on the post AGAIN, NOT ALL SUPERVISORS.

You have sgt.'s that approve shit case reports under the principle "I don't give a fuck what they wrote" i'm just approving it. So now the dicks and state's attorney's are left to un-fuck them.

Any of you Sgt.'s on this job recall when you 1st came on the job and when you had supervisors that actually monitored the men and women that worked for you.

You have Sgt.'s that don't give a fuck about the uniform standards and wear gym shoes with the white stripes, shirts without nameplates, wrinkled like ya just pulled it out of your trunk--so why would we expect the Sgt's or Lieut.(like P. Gill) to corrrect the uniform deficiencies??

Beat tags are another, there shouldnt be a sgt. on this job that don't remember what would have happened if you didnt have a beat tag on your car when a sgt. or lieut. or inspector observed you.

Hair standards, officers blowing off jobs, sgt.'s 19-P'ing 5-10 jobs cuz the dispatcher says we're in a backlog and never actually going to any of them.

So hopefully the promotions will bring about supervisors that will actually supervise and not be afraid to DO THEIR JOB....

1:55 am post the city doesnt save 5.8 mill remember the difference in salary is feom 9161 to 9171. The savings are 92k minus the po salary just fyi. However there will be no promotions this year.

The city can save money by not giving money to merit promotions. If you are a legit sgt or lt, fine you deserve the pay raise. If you are merit (unqualified), you should be paid like a patrolman. You didn't earn the promotion, you didn't earn the raise.
Not a cop, just a city worker that still has my dignity and doesn't kiss @$$ like Rodriquez, Cline, Weisel or Mcphony.

GED to be downsized and merged with GIU. One commander for all of OCD with XO's in charge of each unit.

All dep chiefs in patrol to get commanders as an XO.

No demotions in less your not part of the team (ass kisser or yes men). Many comanders will be moved around. So those that have "their guy" as their commander won't be having them there much longer.

December 4, 2007 was the last class....I don't give a shit what McPudd says about this re-allocation of Dets. and it making it more efficient and effective...It's a crock of shit!! I am not savy enough to come up with the numbers of retirees or deaths of Dets. since 2007, but I'll bet my next paycheck that the Dets. division is under staffed and feeling the pain... I've been under 10 out on the list for this long, and I seriously don't forsee any promotions of sgts. or dets. Whomever keeps toying with peoples emotions, really needs to quit it..
Although, how much longer can the city/department play this game??

When I was promoted the merit picks were 8 Whites 1 Hispanic 1 Black. So merit is not always racial. And no I was not merit.

The above post is an excellent point. Merit was created by Richie Mumbles Daley. He tried to say it was to make the department more etically diverse. He is a shiftly little IP. He knew that would get all the reverends and political heavy weight hispanics to cow tow to the bs merit spot. Then it was business as usual take care of all the clout heavy folks, mainly the white people. Nobody to blame but the people who kept voting this little IP in time after time.

The above poster is correct about saying you wouldn't pass up a merit spot. I agree no one should pass up an opportunity for a merit spot. But after you get that spot you should never beable to take another merit spot. Only 1 merit spot per person would be a lot more fare. The big complaint is that you have the same bs people getting moved up time and time again and we see how well that worked. The department is more screwed up then ever before because the same people got a bite of the merit apple time and time again.

This is just a guess,but I will guess that 90 percent of any person higher then Lt on the job right now was a recipient of the merit spot atleast one time to either make Lt or Sgt. Also, I will bet atleast 40 percent of all lts and sgts have been given answers so they can cheat to get their promotion. I would love it if some one would take the time and prove my guess wrong. So, if no one can prove my guess wrong by facts I will just assume the I am correct.

I was just relaying some numbers that I pulled from the 2012 City budget. These numbers confirmed my suspicions that the original poster of these comments is full of shit. It also solidifies my personal opinion that the City has no intention of offering promotions anytime soon.

But to your point, "My math is fuzzy." Well sir or madam your reading comprehension is shit!

Now Read slowly...
IF the department has a budget calling for 1156 Sgts. and there are only 1091 Sgts. in rank, the department saves approximately 6 million dollars plus benefits by leaving those positions UNFILLED. There is no disputing this fact. The numbers are straight forward.

Now, that all changes if the city does decide to promote. If the City does make promotions the City will now save money from the newly promoted Patrolman's salaries. These savings are less, but still very substantial. All in all the savings just moves from one budget line to another.

Of course this is all predicated on the fact that the City will not replace those newly promoted Sergeants with new hires. Which, I think we can all agree would be the most likely scenario.

There will be no promotions, but quite a few demotions of exempt ranks that really have no clue,except for clout they would be selling scrap metal! Mcnoballs though will not do anything unless rahmbo approves,why do we have a wasted big money paying spot like first deputy? I have been on the job a long time and cannot remember anytime before that the 1st did nothing but shut his mouth and draw a huge salary! Why not close this spot? Would help the "pension suckers" from taking more of the working coppers pension money!

This is the same argument that is always made by those who do not pass the exam .I was invited to one of these secret study groups years ago. We paid to bring in a test developer from Florida. It helped alot and many were promoted. People actually studied. I also went to another study group where they did things the old fashioned way with page after page of questions . The promotional exams are realtively legit, that is why they had to bring in merit. I know I will get a lot of flack for this response.

I WAS GIVEN THE ANSWERS in 1998 when I took the sergeant's exam!!!

I was also given the answers in 2001 when I took the lieutenant’s exam.

It is called a "STUDY GUIDE".
The department gives you a comprehensive list of department directives, laws, ordinances and contracts that you study.

If you have half a brain (at least I used to) you can read and study the material instead of going out to the bar after work and bitch about how much the job sucks and drink yourself into oblivion.

I paid over $1500 to go to study groups THAT YOU CHOSE NOT TO too learn how to tear apart the reading material and learn what questions could possibly be taken from the materials.
ANYONE who is willing to go to the “Roberts Brothers” or “Bernstein’s” study groups can attend.
They are more than happy to take your money.
You can then write the expenses off on your taxes. (yes, once again you need half a brain to do that)

30% of the sergeants and lieutenants made have to suck dick. I made it with the 70% LEGIT because I did not stay in the bars all night crying in my beer like you pal.

that my friend was the start of merit and it was to promote white male sergeants , black male and female sergeants and male hispanics to the rank of lt
many of the 13 merit became merit captains and political appointed
command staff of cpd

before 1995 quotas existed for black and hispanic officers only
no whites promoted under quota system richie changed that

You were part of a study group, nothing wrong with that. Its smart to be in one if you are going to pass legit. The problem lies in the "secret study group", which it does not appear you were part of. While study groups study the orders and practice test questions, secret study groups study the test and memorize the answers. See the difference?

Secret study groups are usually run by gold stars or subject matter experts, both of which have the test in advance. I can recall a couple of admin sergeants in patrol who were in a secret study group for a lts run by some wacko who was chief of patrol. Both are clouted and finished 1 & 2 on the exam and both now have gold stars. Funny.

In another lts test a subject matter expert captain ran a group for her desk sgt's and a couple of dolly friends of hers. All four finished in the top 25. Weird.

Another time an hq admin sgt was supposed to be made merit. The list comes out an she's not on it, many tears followed. The answer? Hook up with the chief of dicks for yet another closed study group. Result? #1 on the list. Go figure.

The point is study groups are not a bad thing. Closed study groups given by subject matter experts are complete bullshit. Its bad enough 30% is taken off the top before go, but we also have to contend with another 30-40% on top of that because some jagoff exempt has to make sure "his guys" are made, just like he was. It is no accident that all those chosen to be exempt also did well enough to be promoted in usually the first promotional class.

That is why this will always be a third rate department and I will never, nor have ever respected any exempt I have come into contact with. I will take their direction, but we all know how and why they are in the positions they are in.

This department is in the state it is in due to merit promotions, bottom line. Goofballs getting promoted because of who they know and not what they know or having proven themselves to be competent leaders. Promoted way beyond what they are capable of. Every gold star scared shitless to make a decision. 30% is an insult to all of us. Why on earth would we want 30% of bosses to be promoted because they couldn't make it on their own? And god bless you for getting in a shooting and taking a bullet ..... but that doesn't warrant a promotion in my eyes. A spot of your choice at your rank and a chest full of medals is enough reward.

This city, county and state make me ill and if I wasn't such a lazy piece of shit, I'd attempt to find greener pastures somewhere far away.

Boss, I don't drink, so that is not what I did. I studied my ass off also. The difference is that people who did sit in the bars all night and didn't study scored better then I did. Thats not because they are superior test takers, that is because they were good friends with a subject matter expert who sat down with them and told them how to answer the questions. So, good for you that you were able to do well enough on the test to make the unclouted list. That still doesn't change the fact that many of our white shirts today were given test answers directly.

I scored under 600 on every test I have taken for sgt and still I have not made the cut off. But, I sure do know quite a few people who didn't score as well as me who made it because they have clout and I also know people who want you believe they scored better then you because they studied, but when you know the truth about how people actually scored better then you it kind of puts you in a bad spot.

So, you go on believing it is all legit if that gets you through the day. But atleast do not try and justify how Fd up this testing process is. You are 1 example out of how many. Do the research and prove me wrong. You getting on here and bragging about how much you studied and making general accusations about po's does not prove that my quess is wrong, it just proves you are a typical chicago pd boss who beilieves they are superior because they wear a white shirt.

I know 8 po's personally that were at the subject matter special meetings and low and behold they are all white shirts now. This is only one example, but it has 8 spots taken by the in crowd. So, I guess my 8 spots trumps your 1 spot about study your ass off.

Yes, you are correct. The difference is when you are studying the entire list vs. you are told by a person in the know of what exactly is going to be on the test makes it a little biased doesn't it. The city gives you over 100 directives and Go's to study. That is alot of material. But, if you are told only study these 20 orders and answer them this way you sure do have an unfair advantage. Also, I was at Bernstein and Roberts study groups for the last test and I don't remember them telling us to only study these 20 orders. Some study groups make it a little unfair and I do not think it was the Bernstein and the Roberts groups that made it unfair. So, you keep believing it is all legit because you got lucky enough to slip through the cracks and score well enough. I forgot Its all legit because you made it because you studied hard. Your right every single white shirt is a superior test taker and they study their ass off, I am just a jealous po who is stupid and drinks to much. Sorry If I forgot, I was probably in a drunken black out. You go and keep drinking the Kool-Aide.

Subject matter experts do not have the questions or the answers and anyone who has ever been a subject matter expert with verify that. Yes, subject matter experts do narrow the range of information for exams and maybe that give some an edge. But, if these exams were so corrupted why did they bring in merit promotions? Better men then me were never promoted and it is a matter of some luck.

Sorry, but your math is still fuzzy. Assuming that there are 65 vacancies for Sergeant the city is in reality only saving the difference between 65 times the difference between Sergeant and P.O. pay becaukse those 65 people are already being paid that amount. It should be obvious, even to fools, that if promotions cost the city an additional 650,000 dollars that is the total saving for not promoting. You are correct thogh, in that if the city hires an additional P.O's to fill those vacant P.O spots then the difference or the saving is in the millions. That will not happen.

Three merit spots? There are a whole bunch that have had 4, 5, and 6+ merit promotions.

In addition, any promotion after a merit promotion should also count as a merit promotion, regardless of how it was obtained, because the promotee would not have been in place for the next promotion if they didn't have the merit promotion to get them there. If counted in that manner, the merit promotions are through the roof.
