As Close as it Gets

Someone ran the numbers by title code. This is what we have at the moment:
  • 9161 Police Officer...............9,422
    9206 E.T.’s...............93
    9174 Police Agent...............21
    9170 PO-Armorer...............00
    9169 PO-Mounted...............25
    9168 PO-Marine...............38
    9164 PO-FTO...............67
    9163 PO-Fingerprint...............13
    9155 PO-Arbitration...............12
    9153 PO- Expl K9...............27
    9152 PO-K9...............24
    9151 PO-Traf Spec...............24
    9126 Police Tech...............8
    9165 PO-Detective...............971
    9213 PO-Firearm ID Tech I...............2
    9201 PO-Forensic Inv I...............19
    9166 PO-Superv Latent...............1
    9160 PO-Security Spec...............12
    9158 Explosive Tech I...............18
    9156 PO-Supv Sub Abuse Cns...............1
    9015 PO-Legal Officer I...............14
    9171 Sergeant...............1,117
    9202 PO-Forensic Inv II...............0
    9173 Lieutenant...............206
    9159 Expl Tech II...............0
    9016 PO-Legal Officer II...............5
    9175 Captain/XO...............43
    9157 Expl Tech III...............0
    9017 PO-Legal Officer III...............0
    9752 Commander...............46
    9796 ADS/Deputy Chief...............7
    9785 Chief...............9
    9781 1st Deputy...............1
That's supposed to add up to 12,236 total sworn as of a few weeks ago. We don't know how many are light/limited duty, medical, IOD, etc. We assume LOA isn't counted, but can't be sure. It's a snapshot. The trouble is we have nothing to compare it to from 5, 10 or even 20 years ago.

Kudos to FOP for the lead story on Channel 5 News at 10 PM tonite. Shields put it right on the department on how piss poor our 'training' is in preparation for the G8 & NATO fiascos.

The department responded by having none other than Deb Kirby interviewed, who acknowledged that the city had no real plans on asking outside agencies for help when the shit hits the fan come May.

She also tipped her hand on how ill-prepared we are by telling Carol Marin and the rest of the world that most of us have had only a whole 8 hours of training/preparation for this travesty-in-the-making.

Keep exposing the incompetence guys!!! Good work!!!

Watch yourselves in May boys. The City will deny this but my wife works in one of the major companies downtown on Michigan Ave. They are telling her and her co-workers to be prepared to spend the entire week in May stuck inside their building as they expect major property damage and physical violence directed at them. The company ( a Fortune 500 company)is stocking up on food, water, survival supplies etc. to ensure the survival of it's employees. The company managment can't believe how City Hall is putting a positive spin on this. They are very, very worried!

My job on CPD is to review any Hollywood contracts and/or TV contracts for upcoming reality shows based in Chicago.

Right now, I am reviewing several TV pilots and we are close to signing off, but are awaiting final naming of the show(s):

"Detective CLOUT" or "HOUSE MICE VICE": Like the show COPS and Miami Vice together, but instead of driving to real incidences and solving cases, police cars running errands to schools, cleaners and to Wisconsin cottages.

"Bar Rescue with Aunt Bea".

"Gittin' Down with Downtown Ernie Brown" or "Ho' Town & Da Clown" or "Badge Flasher, Party Masher" - trying to finalize and get this one on BET television.

"J-Fled: Lost in Place" or "Bang! Bang! Gotta Run". "Running Scared: The Reality Show" was ruled out as a title. Too many "reality show" titles.

"311 Center: The Walking Dead" or Slackerville.

"Frustration Station" or "The Worst District to Work At". Having a real hard time narrowing down which district to film this in. (I'm earning my D2 money on this one alone)

Any suggestions would help. We need a real whacky and/or totally inept commander-in-charge. Very hard to narrow it down.

POLICE GOING POSTAL- trying to get John Ratzenberger (Cliff Clavin of CHEERS) to portray the Superintendent of a big city police department filmed here in Chicago.

Anyone can ask for a transfer to these TV shows once they get going. Just fill out the appropriate paperwork (Form C11-31-TV)and make your phone call.

Ooops - almost forgot, only the clouted will get the phone number.

You idiots need to stop with the 13500. We are not budgeted for that. These numbers can't be an accurate count of actual bodies. These numbers reflect the number of positions budgeted.

The number of actual detectives is well under 700 with at least 50 more retiring on the next 11 months.

The first number of 9,422 is closer the real number of actual sworn members on the CPD at this time.

Who ran these numbers McEgo???

A few months back the FOP published the number of pay checks printed on a given pay day and it was no where near these numbers. I don't recall the real number but it was less that 10,000 checks issued.

Police Agents are not Police officers. Not even by state standards.

46 Commanders??? What in the hell do we need 46 Commanders for. Why do we have Commanders for units that have less that 50 personnel in them? Hell we have Commanders in units with less that 10 personnel. Lets get rid of all these commanders. More that half of them could be eliminated and the Unit could be handled by a Lt, as CO.

We all know the real truth, you have to have so many CLOUT spots for the Revs and Alderthiefs friends.

How about assigning half of the new inspectors to the Medical Unit. Let them follow the abusers around and either get them back on the street or in the unemployment line.

The numbers that the mayor & police ceo whisper to each other while glancing around furtively.

The usual noisy idiots can piss up a rope with these "see, told ya so" numbers when every district is down 200+ in manpower.

The Policeman looks around and clearly sees HE HAS NO FUCKING HELP & BACK-UP LIKE HE USED TO!

STFU with that "now go be The Police." Not until the union, the bosses, the media, the rev'runs & the alderfools, ccsao and doj sit down and hammer out the "new" rules of engagement.

(Snarky sarcasm... Lots of it.)

They still want the luxury of picking and choosing for each of their own varied agendas as to when it's expedient to fling a Copper into the volcano to appease whatever imp, diety or spirit of ill-humor they bow their heads to.

A lot of dentures being angrily rotated because The Policeman is an instinctual & intuitive being endowed by his Creator with plenty much common sense to boot.

Any Policeman worth the sweat, blood, grief & aggravation that goes into wearing this star realizes that they're alone and very much in danger in this city.

There will be those who use "now go out there and be the police" as a crutch and a phony exhortation because they fear The Policeman seeing to his own preservation with maximum prejudice.

The Policemen WILL do their jobs which is to protect themselves and each other at work.

The powers that be are frightened out of their minds because their plan to reduce headcount committed suicide by flunging itself headlong into the gaping jaws of all the bad ju-ju surrounding potential fall-out from G8/NATO.

So are we budgeted for 13,500 police officers (code 9161) or does that number include everybody on the police force including supervisors, et's, detectives, etc?

1/18/2012 02:19:00 AM
13,500 has always been for every sworn person from superintendent down to PPO. Has been this way for ever and has never been the number of 9161's only.

Scc those are chrystl numbers. The accurate #s are in CLEAR those numbers are a little lower 9161- 9378, 9165-965, 9171-1091, 9173-202.

Really shouldn't matter. Chrystl and CLEAR are both database applications that search the database fields per programmed criteria and return the results. Since the database is constantly being added to and subtracted from, the numbers will change slightly depending on when the query is run.

Would love to see the numbers run on 14 May 2012 compared to the numbers for 17 May 2012. After the personnel data files are updated.

The Strength Reort was printed weekly, and as far as I know still exists and is available through the Department's information system. Just had my 8 hours of " station supv" training. I have to tell you what a complete waste of time. Basically I learned that you have to learn as you go all the W/C duties. They wasted one hour telling me that the dept. has an EAP program, another 45 minutes telling me that Dept is in the process of redoing GO's, another hour telling me u have 48 hours to get dude before a judge or release him (and don't trust dicks who don't care about 48 hour rule). Oh ya, had to watch the Lt. Who hasn't worked the street in years or been W/c in years fumble and bumble thru the arrest reports examples. At the end of the day, basically said do the best you can but your going to be held responsible. Not a single person teaching has done any real W/c functions in years. On the bright side , you PO's who want time due..... You got it!

The department has NO SKILLED LEADERS IN CHARGE. This is obvious by the blatant disregard and pure obstinence our leaders show us by not supplying us with the proper equipment.

Unfortunately, we have a bunch of test takers, with no street smarts or common sense running the show. The leaders we do have are being iced out by the know-it-all, book smart, no common sense, yes men at headquarters. I know for fact we have some high ranking US Military leaders working in this department, and our bosses need to put their pride aside and tap these leaders expertise.

Which leads me to the sad excuse for training the department is offering. (Loud speakers and marching? Really?) No training these hacks downtown are offering us will prepare us for what is coming. We need to try and absorb and execute what is being taught, but in the end we have only ourselves to depend on. We must work together and protect each other. We are the ones that will be out on the front line. Our safety if paramount. We must remain professional and show everyone that Chicago has the best damn coppers world.

"Chicago's Finest" is a term that still means something to me.
Like it or not Chicago is our home, it's where we forced to raise our families. We are sworn to keep this city, its residents, and it guests safe. Like it or not, it is our job. A thankless one at that , but our job none the less.

To those that are advocating letting the city burn, they not thinking rationally. Because if the city does burn, that means coppers are going to get hurt or worse killed. That is something that I can not get behind. and I'm sure that is something nobody wants to see happen, except maybe the protestors.

The question I have to those advocating letting the city burn is... How does the city burnning advance our agenda as a department? If the city burns does that get us raises, better equipment, better bosses. Heck no! It gets us hurt! Those in charge will be insulated, and we the men and women on the front line will be the ones that will be made to look incompetant. All of that being said, take the job for what it's worth. Steady pay, job security, and an opportunity to work along side some of the best men and women our society has to offer.

I know that's a lot of Rah-Rah crap, but I believe there is a lot truth in what I am saying. Sorry for the lengthy post and stay safe!

I'm guessing you would have bitched had you not received a L o n g lunch or numerous breaks, or been able to leave a few min early, or would have bitched more had the training lasted a full week... But now that you have brought this info to the forefront, I suppose those that have not taken the class by now will probably be thanking you...

The truth of the matter is No length of training is going make much diffrence if we are out numbered, and are not given the tools to complete the job.

This training is designed mainly to protect the city in the event you fuck up! They can say "That's not the way he was trained"

.....The morons abound. After all these years, do we have to draw you a picture? There were NEVER anywhere close to
13,000 P. O.'s.....

In the 70's it was closer to 15,500!

I was at g8 training with someone from personnel, said there are 8457po, sgts, and lts, that's all. Told is numbers in computer all wrong. Give this number to the citizens and media.

If the numbers are correct, where is our man power? I remember a time where all the third watch cars were 10-4. Rapid response cars were 10-4. When we had two wagons in a district. Traffic cars and 06 cars. Tru/msf and other specialized units saturating the districts. New recruits coming into the districts on a regular basis. Seniority in the districts used to go up with time on the job, not down.

It just doesn't add up.

How can it?

I think the only way to settle this is to count off. I'll start:

"ONE!"

1/18/2012 04:54:00 PM

Good idea.

TWO!

1/18/2012 07:05:00 PM

"1/2"... I'm being honest, with the long lunches and my general malaise... even counting me as 1/2 is a bit of a stretch, better make it a 1/4...

Enjoyed the comment, " stop bitching and look to the future," hahahaha. What future , not hiring , not promoting. Do you know something none of us do. There is a group with 9 yrs on , weren't offered any test or chance of promotion as of yet.
Oh yeah crystal ball says future looks bright.
Can I follow your yellow brick road, Dorothy?

So, it just goes to show all you whiners that we aren't as far off of 13,000 as you would like to believe.

Now STFU and go back to being the police and doing your jobs!

"So the all the blow hards in the districts and units can shut up and stop blaming low manpower for their low productivity."

That's a load of crap & you know it.

It the Army we had something called an MTOE; Modified Table of Organization & Equipment. It showed line by line what each unit was authorized in terms of materiel and manpower.

I've never seen such a document at CPD. They play with the numbers. Nobody knows what "authorized" strength is. 13,500, 9,000, whatever the actual number is will be meaningless without knowing the actual authorized strength.

1/18/2012 09:48:00 PM
The Strength Report, issued weekly to every unit, gave the total for each position, the total authorized for each position and showed how many we were over or under in each position. I'm pretty sure this still exists, but I am retired and someone active should be able to retrieve it. It is accurate in that it pulls the numbers from the payroll database.

Wah Wah Wah, I'm so tired of everyone crying we are so short. 12,000 is a lot of police presence. Maybe if more guys and girls drove their cars around looking for crime, or even responding to it without staying down on it all day, their wouldn't be a (make-believe) shortage.

1/18/2012 02:14:00 PM

Kind of agree with this...

Hey ASSHOLES! If you two knew what the fuck you were talking about, you might be dangerous.

The majority of PO's on the A&A's are either RDO, on furlough or CU, P-Day...etc. That's a FACT.

We don't have 9000 PO's on the street, DUMB-ASSES!

Where are the Inspectors ?

Police Officers are complaining
training starts late , 1 1/2 hour lunch , long breaks and leave early.

Looks like the new XO's as inspectors are not doing what they get paid for.

I know for fact we have some high ranking US Military leaders working in this department, and our bosses need to put their pride aside and tap these leaders expertise.

__

Most "high ranking" military leaders are also book-smart bootlickers...not much different from CPD exempts except the military demands physical fitness and height and weight standards. They are better looking, but just as clueless.

*******************************
Back in Oct. I was scheduling appts. at a periodontist for May and they told me at THAT time, they planned on shutting their Michigan Ave. office for the week of the G8 fiasco...

Here is the link to the Pension Board Annual Report The last one is 2009. Page 37 of the report lists how many sworn members were paying into the pension fund each year. The most we ever had was 13,889 in 2001 and the least was 12,427 in 1968. Again this is not just police officers, it is all ranks. Take a look and quit believing the misinformation you hear from unreliable sources.

Something is wrong with those numbers...

There were only 203 Lieutenants as of last month as when checked.

A "Police Agent" as I understand it is an investigator who works for IAD. Could this be a non-sworn person like a computer geek or former FBIer who does investigations?

The truest way to count may be to see how many UNIFORM ALLOWANCE CHECKS are given out on 1 February.

1/18/2012 07:45:00 PM

A police agent is NOT a civilian.

A police agent is a police officer, by job title, who works in IAD. The original plan was to compensate those detectives, youth officers, etc., who went to IAD with a similar income level. It also allowed a police officer-agent to order another police officer to submit to a statement and allowed a police officer-agent to close out an investigation, rather than waiting for a sergeant to do it.

A police agent IS A SWORN POLICE OFFICER. No civilians are police agents. This is not rocket science.

As a matter of fact, I do not recall an FOP administration that was not heavily critisized, no matter what job they did and I can go back to the first one in 1981 with John Dineen. They have their department enemies, no matter what quality of work they do. I thinki it comes with the territory or from people who really do not participate, only criticize.
