Morgue Overhaul

  • Saying she was "disturbed and discouraged and disappointed," Cook County board president Toni Preckwinkle promised to "overhaul" the medical examiner's office -- and fire some workers -- because of crowded conditions in the morgue.

    "I've been as disturbed and discouraged and disappointed by the information that's come to my attention at the medical examiner's office as many of you," Preckwinkle said following a tour of the facility today. "I expect there will be some people that lose their jobs."

The ME claims there are only 300 bodies on site. Workers at the morgue say it's closer to 500. We'll say that these pictures are ridiculous and we've haven't seen anything like this, even in 1995 when the morgue had refrigerated trucks on site.

This is a disgrace.

The County did not renew the contract to transport indigent dead to Potters Field for burial and cut the contingency money for refrigerated trailers.

Maybe she should hire Mike Rowe and the Dirty Jobs crew to clean up a self-inflicted mess

Why is it that the cook county president refuses to admit that this happened on her WATCH? She should be the first to apologize to the public RATHER than initiating thus MEDIA campaign and PLAYING the victim. We need ACCOUNTABILITY and the county president is DEFERRING that away from her administration. Take the blame!!! Shame ! Shame! Shame !

It is a disgrace, but I don't think the ME is to blame. She isn't a publicity hound. Just does her job. When the state stops paying to bury the indigent, what's she supposed to do? A few months ago, she floated the idea of just applying the law that says that if a body is unclaimed for 30 days, it can be donated to the local medical schools. People flipped, so that idea was shot down. The state doesn't pay for burials. The county doesn't give her enough room for the indigent dead to be stacked in coolers in a dignified way. Her fault?

The only other time anyone even noticed this woman was back when Michael Scott's body was found. Daley had JFled announce immediately that it was a suicide. She was asked, and said that she couldn't say it was suicide because she hadn't yet done an autopsy, and Richie went loony tunes on her. That right there should give her some credibility.

Final note: when I saw her on the 4 pm Channel 7 news today, it was the first time I'd seen a picture of her. She's the opposite of most County publicity-hounds. The place might be poorly run, might need some changes in policy, but since when does SCC trust Chuck Goudy's sensationalistic bullshit?

Disturbing yes but I'm sure somewhere down the line the ME s office suffered budget cuts just like everyone else. What are they supposed to do down there? They can't turn the bodies away. Maybe toni should overhaul her budget and give the ME s office a little bit more resource before she fires people.

If you click the embedded links, they both go to the Tribune. First in Mark Walberg's column (who earned a decent rep as Kass's legman) and the second link is to Tribune photographers. Where does Goudie come into the equation?

And we intentionally left out blaming any individual, instead quoting Preckwinkle and pointing out that we have never seen it so bad. That isn't laying the blame at Dr. Jones' feet by any stretch.

You ask what she (Dr. Jones) should have done? How about raising hell once the morgue passed it's capacity of 300? Pointing out the health safety problems of storing 400 or 500 dead bodies in unsafe and unsanitary conditions?

Unfortunately, Dr. Jones suffered the wrath of the political Machine once before, and a beaten puppy is a scared animal. She sold her soul to the Machine for a generous paycheck, imagined prestige and security, while not realizing that she was, is, and remains the "fall girl" for Preckwinkle should the heat become to much.

As someone else stated, this is an above ground Burr Oak, in more ways than one. A mysterious absence of outrage though.

And as for your characterization of a cooler full of maybe 400 dead bodies stacked 4 and 5 high as "sensationalistic bullshit," if you could let us know the current threshold of human remains necessary to provoke your outrage, we'd appreciate it.

Those pictures from the Morgue were taken in secret by employees and they are an outrage. It looks like a disaster or thrird world country, and maybe that is what we have become! Do NOT blame Dr. Jones. She is a smart, hard-working, overworked, competent, and did the best she could with what she had. Remember, former police Supt. Leroy Martin was head of security there. Unfortunately, he hasn't been in the best of health for the past several years. He slept all day. It was a dumping ground for loafers (and I don't mean the shoes).

And how about the fact that nobody claims these bodies? They collected money while they were alive, and the families shared it. NOW....there's no money to claim them? Give me a break. But they will be the first in line to sue for their "loved ones" and the need to die with dignity.

Get some insurance. Stop getting your hair did. TAKE SOME RESPONSIBILITY FOR YOUR LIFE, ACTIONS, AND DEPENDENTS....PLEASE!!!!!

Over the last 20+ years I have had a lot of contact with Dr. Nancy Jones. She is a solid medical examiner and very professional. Likewise, most of the medical examiners have been great.

Unfortunately, some of the support staff are political hacks representing a political dumping ground for Cook County patronage.

It is no wonder that one of these hacks probably threw Dr. Jones under the bus and snapped a few pictures to make her look bad. Dr. Jones has been fighting the good fight for years with limited resources and a reduced number of medical examiners. At one time there were over 15 medical examiners doing the work, and I think there are only about 9 or 10 of them left. I wonder if any of the support staff were laid off during the latest budget crisis and used the pictures to get back at the ME's office?

If their families (or lack of families) won't tend to heir dead, it is up to us to deal with them for he lowest amount possible.

I'm sure there are plenty of crematories willing to get in on a contract.

First, I do blame Dr. Jones. Under her watch she allowed the place to be filled up with Stroger allies who did nothing and loused things up. The few good employees have 3 times the work and have basically just given up. If you were to go there, its like a high school with all the yelling and screeming. Ask any funeral director about the "help and service" they are given.
Now under the new regieme, all they did was cut the budget without thought to what they were doing, add the Springfirld mess and you have a perfect storm.
Yes I do blame Dr. Jones for being afraid and NEVER speaking up to correct the problems. I guess the paycheck and presige means more than a good job.

Why do the bodies have to have a burial? It seems to me that to cut down on cost that a creamation makes more sense. It would also cut down on the cost of burial of the ashes as they would take up much less room. Give the family 30 days to claim their loved ones and either charge a storage fee or move the body to the oven, in a dignified manner of course.

Sorry to earn your ire. I read the stories in ST and Trib, but the coverage on Channel 7 with Goudy claimed to be the people who broke the story, so that's why I went there with that.

As for what level of ugly mismanagement would outrage me, I'd say this is outrageous, but that doesn't mean the ME isn't a fall guy, as you yourself say. She's NEVER ONCE gone to the media about anything. She just does her job. Someone in her office blew the whistle, and I agree with other commenters that Preckwinkle is probably more concerned with the bad publicity than the ugly and evil situation.

A situation that we can lay at the doors of the usual suspects: Illinois's brilliant state lawmakers. The ME had to stop burying the indigent when the state and county cut off funding. Again, what is she supposed to do? She tried to do the med school donation route and got creamed by the media and the reverends. So the bodies pile up.

This situation actually connects with other situations you frequently write about: felons being released from prison early to save money. The state is broke, and when the state stops paying for things it used to pay for--prisons, guards, burials--shit hits the proverbial fan. But unless people want to pay more taxes to pay for getting things done, more of the same is in the pipeline.

Nancy Jones is a first class medical examiner. I have been investigating homicides and deaths in this city for more than 30 years and she is one of the best I have ever seen.

The Cook County board is proposing legislation to change the method in which the ME can be discharged. That way the politicians can make the assignment another plumb that they can hand out to one their political hacks. Don't fall for that BS. The ME can be removed for good cause. If they have good cause then make the case.

The only thing that she was guitly of is attempting to make a broken and under funded system work after the politicians set it up for a certain failure. Sounds like the pension mess. The only way out of most of these situations is to properly fund the programs or bite the bullett in hard times and just say we can no longer supply this kind of service. This means that programs for the welfare class have to be cut, or eliminated.

The politicians do not have the courage to tell their voters but they will continue to tax the working class into a welfare state.

The only thing that Dr. Jones has failed to do is to be able to influence a bunch of politicians to do the right thing. It is hard to influence that crowd when you are an outsider on an issue that not one of them really cares about untill a photo shows up in the main streem media and shows them to be the inept fools that they are.

A reminder that however this happened, and it is a disgrace, these were all living, breathing people at one time. Some might have been an old person who died without any remaining family or were people whose family can't afford to pay for burial (it isn't cheap). We don't know how or why they ended up at the MEs office. They might have led totally honest and productive lives. Say a prayer for the repose of their souls and come up with some practical way to take care of their remains instead of pointing fingers. They all deserve some dignity instead of being stacked like cord wood.

NYC cremates all unwanted bodies. Much cheaper and more organized. If a body is not claimed within a certain time period put them in the oven. It is an accepted practice today and would clear out the morgue for the next round of bodies from the carnage on our streets. We must have order....

One of the most well respected people on this job passes away and you don't even let the honor guard serve at his wake? Thank you to a couple members of the Honor Guard who gave up their own time to give the 8th district a crash course in procedures, the guys/gals from 008 did a great job and gave Kup the respect he deserves.
Oh but you piece of shit exempts demanded up front parking, a private room and refreshments in that room, you make me sick to my stomach.
This doesn't fall on all exempts, but there were some that noticed but wouldn't step up. Special Functions is in charge of the Honor Guard and the Supt can declare the funeral a Honors funeral even if it’s not a line/performance of duty death. It obviously didn't happen. What are you pimps jealous because the man was respected and people worked for him because he treated people like they should be treated and not like peons?

Not infuriating, not terrible. But interesting.
I also find it interesting that Ms. Preckwinkly has tap-danced around that issue.
Methinks Ms Preckwinkly ordered the M.E. to have no contact with the press, then screwed her over for not doing so.

If there are no funds appropriated for the proper disposal of the bodies, if there is no provision made for the handling of such matters, I'd think the blame belongs to Ms. Preckwinkle.

See how fast they will claim and sell their auntie, uncle,or cousin....That or do a commercial like they do for third world countries..."for just pennies a day you can watch your adopted body progress from the cooler, to the wake, to the burial. We will send you pictures so you can see the good your donation has done."

Seriously...whatever the solution may be, it's gonna come out of us taxpayers' pockets.

Maybe we shouldn't all jump to conclusions on some photos most know nothing about. In two of the photos they have body bags stacked on top of wooden crates (coffins), could it be that they were stacked there while the attendants placed the bodies in coffins that you don't see in the pictures? YES. And on the other photo showing the bodies on the carts in the aisle. Could this be were they are placed in numerical order before the autopsy is conducted and then afterward they are placed on the appropriate racks? I'll answer again for you. YES. It is messed up because it's the county but don't let some pictures you really don't know anything about or some attention grabbing news reports make your opinions for you.

No corpse, cadaver, body of any dearly departed will be moved until they are confirmed to be registered voters in the upcoming Cook County elections.
GSSP was well paid ($1000*) to deliver them and be damn sure, at the very least, we're going to get someone elected in this city, county and state with their votes.

( * the city was arguing the cost of body removal with GSSP, and was suppose to reduce their fee. Nowhere can I find if their contract was renewed and the current fee, which is appx 17 times the amount paid for D3 out-of-grade)

Thats just the daily deaths, routine stuff here in Chicago. Right now your looking at irresponsibility due to mismanaged funds. ALSO, REMAINS NO ONE WANTS TO CLAIM. Bodies get shipped there all the time because the families expect the Government to flip the bill as with everything else in their lives..... This is Democratic/Liberal Chicago after all. I say send them on dry ice and UPS over night them to the next of kin. Its their responsibility and expense.

I would imagine if you work there you smell like death all the time. There is something about that stink that sticks to you. Most of the public don't realize how utterly putrid a decaying body smells. It's bad enough when they're fresh, but when they've not been found for weeks or months in high heat, it is the worst thing ever. Not to mention the maggots crawling everywhere and the flies. I can still picture most of my stinkers. Horrible.

There's no way to destink a stinker.

Channel 9 story just now said that only relatives of homicide victims are allowed to identify their relative at the morgue; I don't get that at all. Anyone (displaying a good reason, providing name and particulars, etc.) should be permitted to identify any dead friend or relative.

You are right on about Nancy Jones.
She has to deal with a bare bones (sorry,no pun intended)
Budget. she is forced to hire political hack.
How many of her investigators are or we're professionally trained?
Two years ago her county issued vehicle broke down and it was never replaced. I bet Preckwinkle has a fine ride to motor around in.
She is the Chief Medical Examiner and yet she still performs autopsies,testifies in court,lectures and is runs the office.
Does the CFD Fire Commisioner go out and fight fires?
Does Supt McCarthy go out in a beat car alone and answers calls in Englewood?
Does the chairman of United Airlines, hop in the cockpit of a 777 and fly passengers to Reno?
Why is she expected/required to cut?
Give her a workable budget and maybe muscle the play reruns for some money to bury these poor souls.

Dont know about any other district, but we can't get any SMALL blue property bags. One earring in a 18"x30" bag. Oh well, what a waste, but hey, nothing I can do about it.

I'm sure the ME has the same problem, calls the vendor and they say "we aren't taking bodies, we didn't get paid". So what happens? they stack up. Call Preckwinkle's office, and they say, um, well, we have no money now, you'll just have to wait". "OK, thanks!". Hang up the phone and stack up another one.....

Talked to a city electrician today. Told me how they had to go to a 'preferred vendor' for a $100 part that ends up costing the city $800. True story. Still wonder why the city cries poor and we never believe them????

Can't IDOC prisoners make pine boxes?
Can't they contract with a crematorium or as someone suggeted, build one next to the morgue and cremate the bodies themselves?
Find the next of kin and bill them, if they don't pay, take it out of their LINK and other gov freebees. Who doesn't claim their loved-ones body? Why does the taxpayer have to foot this bill, too?

What you neglected to mention is that she was put in place by Todd Stroger, with her stellar qualification of being 'a family friend'.

Odd, how Ms. Preckwinkle has nothing bad to say about Ms. Jackson's outstanding 'management' of the ME's office.

This ME fiasco is part of the enduring legacy of Todd Stroger. The administrative person, the woman in charge of running the office, not the MD doing autopsies, is a friend of the Stroger family, married to a minister of a West Side Church.

She had ZERO experience in running or working in a ME's office before Toddster decided she was the best family member of his for the job.

I am sure that Todd Stroger has some real good jim dandy excuse.

So Crook County has no money for the burial contractor? But every day a large number of defendants are assigned "Community Service" in court for their crimes.

So, how about a burial detail. Have a truck take6 or 7 bodies to the Potter's field, and have the Community Service Work Detail bury them? Maybe a have them say a small service.

Who knows...it might straighten a few of them out.
