"Incredulity"

  • Chicago police and federal officials have provided some of their most candid comments to date on how they expect to handle potentially violent protests surrounding the upcoming G-8 and NATO summits here in the spring, urging the local business community to remain calm as the events approach.

    A law enforcement panel addressed downtown property managers and other professionals Wednesday night at the Federal Reserve Bank of Chicago, touching on topics from moving boats from Burnham Harbor near McCormick Place to whether tear gas will be used on demonstrators.

    More than likely, it’s a ‘no’ on the tear gas, said Chicago Police Superintendent Garry McCarthy, despite the likelihood of some protesters coming to town to cause trouble.

    “I’m trying to figure out how tear gas helps you control a crowd,” McCarthy said with a hint of incredulity. “It’s never really become clear to me.”
Well Gar, aside from the fact that Chicago hasn't used tear gas in 20 or more years, CS agents causes the mucous membranes to go into overdrive. Here's a scientific explanation:
  • The chemical reacts with moisture on the skin and in the eyes, causing a burning sensation and the immediate forceful and uncontrollable shutting of the eyes. Effects usually include tears streaming from the eyes, profuse coughing, exceptional nasal discharge that is full of mucus, burning in the eyes, eyelids, nose and throat areas, disorientation, dizziness and restricted breathing. It will also burn the skin where sweaty and or sunburned. In highly concentrated doses it can also induce severe coughing and vomiting. Almost all of the immediate effects wear off within an hour (such as exceptional nasal discharge and profuse coughing), although the feeling of burning and highly irritated skin may persist for hours. Affected clothing will need to be washed several times or thrown away.
So after gassing, a crowd will have trouble maintaining an aggressive posture toward authorities. Is that clear enough?

But as we stated, Chicago hasn't used CS as a riot control agent in decades. We've used OC-based agents with varying degrees of effectiveness. While use of a gas is a cause for concern due to air intakes on buildings being located near ground level, the absolute restriction of their use in a riot situation is troubling to say the least.

Speaking of Mr. Incredulity didn't we see this coming?

A federal judge today ordered that Chicago Police Superintendent Garry McCarthy answer questions as part of a federal lawsuit over a fatal shooting last summer by a police officer.
Last October the Tribune wrote about the officer, Gildardo Sierra, after he shot three men – two fatally – in separate incidents in a six-month period.
McCarthy had told the Tribune that the first two shootings were justified but that the officer should have been taken off the street and assigned to desk duty before the third shooting.

Only a person with very limited law enforcement experience would not know how effective CS can be. I find it hard to believe that Garry is really in the dark about CS I do believe he was told by the mayor what he is to say in all cases.
Was Garry every a street police officer??? Was he ever in the military??? The mayor is has foreign military experience (Israeli Army) so he knows how well it works and if he forbids its use then the blame must fall on him for the results

CS powder is used worldwide in the "Projectojet," really just a fire extinguisher full of powder, a stout sling, and a pistol-grip handle with trigger. Much more directional and on/off controllable than the burning-type riot grenades.

Since the department and city were able to deem this an 'emergency' as early as last year, canceling furloughs and all elective time off, can their own admission be successfully used against them in litigation?

When any officer gets hurts during G8/NATO, and his/her injuries can be attributed to lack of protective gear, is this sufficient evidence to be introduced in court proceedings? After all, those 'in charge' failed to provide those on the front lines with adequate protection when they knew the potential consequences of the 'emergency' a whole year-plus in advance. Shit, they've already dropped the ball on the whole 'first issue' requirement regarding the gas mask inserts for those officers that wear glasses (ask the instructors about this gaffe). This all sounds like a PI attorney's wet dream.

The gravity of this nonsense was realized to the point of canceling furloughs, right? Every hand needed on deck, they claim. But will EVERY hand be issued some kind of protective gear/clothing? For that fact, will everyone even receive this 'training'?

I know several folks in various D Units who haven't even been approached yet about going for Tier 2 training. Will everybody even be trained? The folks at the academy administering this latest dose of Koolaide did say NOT ONE MEMBER OF EXEMPT RANK HAS ATTENDED TRAINING - hence Baby Georgas' temper tantrum on Tuesday morning.

All reports on the training have consistently yielded the same impression: that we are completely fucked come May. And that this bullshit 'training' consisting of 8 hours of YouTube videos and formations taught by 7-9 year wonders that (most, not all) never did squat in the real police world, are solely to absolve the city come lawsuit time.

When all is said and done, officers will once again be left twisting in the wind. Take that to the bank.

There's a class war developing. Greeks are watching their nation being sold out from under them. Germany is quoted in the press that the Greek government should be replaced with a outside leadership that doesn't belong to either political party. WTF is that? A cor[prate party controlled by bankers with the famous Greek isles soon to be restricted access to the elites?

Spain, Portugal, and even the USA is on the same path. Look around. Who's calling the shots. It's the banks!

No banker has gone to jail for the massive investment fraud our regulatory agencies are corporate installed puppets. What's up with Holder and operation "Fast and Furious" that's another example.

The nation this state and city is up to it's eyeballs in debt and the bankers are calling the shots for the political puppets awarding themselves with tax breaks while demanding austerity and cuts for the middle class. Just Like Greece. GLOBAL Class wars are upon us.

The most cursory internet search of the G8 and NATO summits and their VIOLENT history should be quite telling. These idiots decided to host them BOTH TOGETHER in Chicago during the month of May which is of historical significance to the anarchists.

If I were a business owner, I would be quite concerned. But as I am not, I'll just enjoy the show.

And I'd say almost all of the different agencies within the jurisdiction of Chicago that sent its members to the G8/Nato training also did so to avoid any "failure to train" lawsuits if the party extends outside of downtown. We're on our own, here.

Back up fellow officers, first and foremost. Aside from our safety, let opposing protest groups pummel each other. Allow anarchists to smash windows and burn vehicles. They're only there to antagonize and perhaps earn their Hippy version of the Ghetto Lottery. I'd rather be filmed standing and admiring a flipped squad car than be recorded affecting an arrest on a handicapped protester who 'flopped' out of his wheelchair.

He is mostly right. Under perfect conditions of weather and deployment, tear gas is pretty effective. But the history of its use shows it has often been counterproductive.

It could be that given the swirling winds downtown that it might be all but unusable in any effective way.

Dear Mr. Superintendent,
As one of your officers unfortunate enough to be considered tier 1 or whatever the hell you want to call it, for the upcoming G8/Nato summits I find it disgusting to think that the safety and well being of one of your officers has no relevance to you!
The fact that you are unwilling to provide the highest level of protection and utilize a proven, effective tool (tear gas) against protesters whose primary goal is to hurt and even kill police officers shows not only your lack of intelligence but your general disdain for your men or our welfare.
I realize that only a percentage of these protesters will come here with bad intentions, but is one officer being seriously injured or even killed ok with you just because you have to answer to fucking Rahm or your too afraid the news will broadcast tear gas being deployed?
Now, I already know the answer to my question, but you would think a blow hard "I'm the working police and I've been there" cop like yourself would think policeman before politician, but unfortunately we have come to see how untrue that really is about you.
I understand the strain that must be put on you trying to please the rank and file and still keeping your wanna be politician head up Rahm's ass, but is it really worth it?
The bottom line is, if you were any ever kind of real policeman you would want and do everything in your power to have our best interests in mind come May, and it just isn't so.
We need to jam the communications of the protesters, we need tear gas, we need new facemasks, but most importantly we need our so called boss to have our backs in May.
So what's it gonna be Garry---COP OR POLITICIAN?

This is NOT a racist story, just one I'd like to share from the GOOD days of 153.

One year, for some unknown reason, the Eurotrash, mostly Polish, decided to riot around Belmont and Central for Polish Constitution day or some other made up BS. They were acting similar to the good citizens of the west side after the last Bulls victory...and were treated as such. The best line I ever heard as I watched a smiling black officer, whom I always respected, empty his ISPERN tank into the crowd of mostly underage, completely drunken, belligerent, bottle throwers was, " Man, this is great! I never thought I'd get to hose down the white folks!" This left half our team laughing so hard we were useless for a few minutes!

Good times. Good, EFFECTIVE times!

I also would like to add that all of this idea of bailouts is not to bail out Greece or banks, auto companies, etc.... But in the end it bails out the bond holders. Ultimately, when large businesses or even countries fail/can not pay their bills, they restructure their debts. They tell the bond holders "ok, we can give you 30 cents on the dollar" and also in the marketplace the bonds are traded based upon how likely they are to be paid back (as one chief factor but there are others too).

In the end, the bond holders and banks want to get paid if their investment decision is right. But if their decision is wrong they still want to get paid via the tax payer.

So it's heads I win and tails you lose.

Whether its taking boxing lessons, running, martial arts training, yoga or taking some stress management classes to help them become prepare mentally and physically for this nonesense of a G 8 Summit. In the words of a legend Lt. Colonel Dave Grossman: Bulletproof Mind "Always keep training mentally in prepration for combat."

The protestors in Oakland california USA were attacked with fire bombs and also cut with razor knifes. WE ARE SCREWED

Here's a few things to consider.
Urine and feces are considered biohazard material. What plans does the department have in place to decontaminate officers hit with it? Are replacement uniforms and gear going to be issued to officers? Is there a process in place to fill out Exposure Forms on officers who are struck and to do follow on testing to insure there are no medical problems? What are we going to do with soiled uniforms? Are officers expected to take them home and wash them?
Next, our uniforms are a polyster and cotton mix. When struck by burning gasoline, they will burn and melt into the skin. The military figured this out in Iraq/Afghanistan. Are officers going to get issued uniforms with any sort of fire retardant properties? If not, will officers be issued any sort spray that can be applied to uniforms to provice SOME protection? Further, will there be any sort of portable tactical fire extinguishers issued to officers to put themselves or their peers out once set on fire?
Are officers going to be provided any sort of first aid training and equipment? Is there going to be a process in place to get injured officers off the line and to medical assistance when the line is being attacked?
Are there plans in place to provide food, water, and bathroom facilities to officers who will be standing on a line wearing heavy gear for long stretches of time?

how Rahm Emanuel single-handedly rammed this "event" down the city's throat, with no input, discussion, or analysis permitted, just like a Communist dictator would do! Further, there are contracts involved where Rahm's insider friends are going to make a lot of money on this summit, and there was no competitive bidding...

When will the people of Chicago wake up and realize that they made a horrible mistake, voting Rahm into office? This article spells out what an ego-maniac tyrannical ruler he is, and the city council (with a just a few exceptions) just cowers in fear, and rubber-stamps EVERYTHING Rahm wants.

If we are going to keep Rahm in office, we could save a fortune by just firing all 50 aldermen and be officially ruled by the Great Dictator Rahm Emanuel alone, since that is exactly what we have NOW, anyway!

And as far as the news media goes, since they refuse to ever ask the "tough questions" and let Rahm get away with everything, they might as well become an official dept. of the Mayor's Office...we could call them "Pravda Chicago."

Here's a few things to consider.
Urine and feces are considered biohazard material. What plans does the department have in place to decontaminate officers hit with it? Are replacement uniforms and gear going to be issued to officers? Is there a process in place to fill out Exposure Forms on officers who are struck and to do follow on testing to insure there are no medical problems? What are we going to do with soiled uniforms? Are officers expected to take them home and wash them?
Next, our uniforms are a polyster and cotton mix. When struck by burning gasoline, they will burn and melt into the skin. The military figured this out in Iraq/Afghanistan. Are officers going to get issued uniforms with any sort of fire retardant properties? If not, will officers be issued any sort spray that can be applied to uniforms to provice SOME protection? Further, will there be any sort of portable tactical fire extinguishers issued to officers to put themselves or their peers out once set on fire?
Are officers going to be provided any sort of first aid training and equipment? Is there going to be a process in place to get injured officers off the line and to medical assistance when the line is being attacked?
Are there plans in place to provide food, water, and bathroom facilities to officers who will be standing on a line wearing heavy gear for long stretches of time?
Just wondering......

Don't count on the CPD or CFD having radio communications during G8. ANYONE having only the slightest bit of radio know-how can order equipment on-line, and using Google, can find all the information about our frequencies, and they can completely jam every zone and citywide for an indefinite period of time. And the "Anonymous" hacker group can shut down our computers, pdts, AIRA, Clear, everything. Cell phone may be the only way to communicate. Oh, and look up "swatting" on Google, while you're at it. I would expect they will do that to us, as well. Have fun!

To my CPD brothers and sisters, just signed the paperwork and it is official had everything taken out of my name,my kids are raised,wife will be OK financially. The warning is if you harm any of my brothers or sisters,do you actually think any boss is going to stop a determined man from achieving his objective? My stress level is high, my morale is low, In the 1980's just after i got on CPD I had a bad turn of medical events, I "coded out," in the ER,I will NEVER FORGET how my CPD brothers and sisters came to visit,and how during my long hospital stay my wife and babies were checked on by CPD members like Atlantis I have risen, great physical shape, been training with many different types of weapons, when any of the idiots coming here cause havoc their world will be changed forever!

Look at this way a police officer or firefighter are like everyone else, in that they come to work, do their jobs, get paid and raise their families,we are your neighbors and friends,and just like any sensible person would not allow their family to be hurt/killed I for 1 will be right there to do whatever is necessary to make sure they and of course myself go home safely.

Rahm Emanuel never was in the Israeli Army. He was in a program in which foreigners, esp. Americans, can help in logistics, usually maintenance work (on tanks, trucks, etc).

I don't think the IDF has ballerinas in their front line forces.

Re tear gas. Okay but what about good old nausea gas? It would really give some meaning to the "Occupoop Movement" by giving them a real "movement".

Greece might be a good place to check today. Youtube is filled with current video's of burning buildings surrounded by teargas.

There's a class war developing. Greeks are watching their nation being sold out from under them. Germany is quoted in the press that the Greek government should be replaced with a outside leadership that doesn't belong to either political party. WTF is that? A cor[prate party controlled by bankers with the famous Greek isles soon to be restricted access to the elites?

Thats because in Greece they get to retire very young . What did they expect was going to happen after a while. Its part there fault for not realizing you cant do this. And Im talking very young. I heard in there mid 40s there able to retire. I could be wrong though.

given the shear number of city owned facilities down town you would think the city would just set up a few of them for this purpose.

plenty of parks with toilet and water in the area at least. maybe they should put up signs reserving some of them for cops. (note use of sarcasm)

It is an interesting question though. Anyone who had experience running a construction site would understand this kind of problem. The military has standards for this kind of thing. There are bound to be a few people with military experience involved in this mess. You would hope their input on some of these practical problems would be solicited.

I think no one at the top expects it to amount to all that much. Based on similar meetings in other places in the US, I don't see it being all that big of a deal either. A lot of noise, some mess, and some minor rioting that is not much different then what happens after a Bulls championship. That is the history of what happens with G8 meetings in the US.

And really, you cannot adequately prepare for a serious riot. There is nothing you can do short of setting up machine gun nests and mowing the rioters down that will stop a full scale riot.

History suggests that what will happen in a serious riot is the police will be pulled back and used to protect areas of the city deemed important enough while other areas are allowed to burn. It is not a real pleasant thought, but as a practical matter, it may be all that can be done. I would be real surprised if there were not contingency plans for this in the event of any serious problem.

Hoepfully, the people running things keep their cool and don't allow it to degenerate into a mess like 1968. You really cannot control a crowd of this size. You channel it a little, but trying to prevent them from protesting in an effective way will just make things far worse.

I dont think 1 day of training and one e learning video prepares us for what is coming in May.When you do the research of all the other cities that had a G8 or Nato, the police and fire received more than a 1 day training. Our department doesn't have actual plans for police trained medics for first aid. Not to mention the idea of a staging area for decom if we are hit with human waste. And for the issue of equipment, the one day training just mentioned what we might want to wear to this party.
We all know that coppers are coppers and have their own idea of equipment and believe that the department will come through at the last minute. I personally have no faith in the department in addressing that issue but to say we have a uniform check...po's personal choice to actually protect themselves

All this fun actually starts on the first of May, May Day. The department hasnt considered that occupy Chicago protesters are already here and wanting to protest that day. So one has to ask.... whos going to St Judes? All the people coming to G8 and NATO will probably make a visit to see what we're all about. And what happens if a few want to start early?

I hope I'm wrong and it is a peaceful protest for both summits. But to see past performance from the last summits and what the current state of our economy, people are pissed! London had hosted the G8 and Nato before and the had admitted is was a mistake.

So I hope that this post makes PO's think about what is going to happen in May and think what is important to them. I would like to see that no PO gets injured in May and we all go home safe. Please take care yourself and your partners. We're not getting help from outside agencies it's just us.

I was a former member of the HBT team, during the Bulls Riots we used OC, also known as pepper spray, we used it efficiently under the guidance of Chief Eddie King, a Black boss with great spirit, he never said don't use it on my people, we kept law and order after the first Bulls win, if you needed to be sprayed due to your unlawful acts, you were. it disipates rather fast and my opinion is if you are not involved as a protestor, but merely want to join in from the sidelines as if it is a special event then you too shall reap the taste of OC Gas. McCarthy is a fool to say we will not use this, I would say not to use it in ther central loop area due to it be pulled thru vents, but gas the carap out of them unlawful people in Grant Park. Show thewm Chicago is not a playground for mal contented goofs.

Why do we always have this expectation that the new Superintendant will be a real street cop or one of our own? Our mayor will always appoint him, which is wrong, not only morally wrong, but ethically. There is no checks and balances when anyone is appointed, he should be hired by a panel of policeman and certain leaders, but not many. And his track record as a policeman should be a big part of it. Weiss, mcCarthy, rodriguez, these were and are nothing but puppets to the mayor who will never cross him or put him in bad favor. What do you expect from these people? Until we change this, we are forever a joke of a department.

The biggest problem with gas is that career protesters have masks to prevent its' effects from changing behavior. I say you issue indian pumps full of (preferably used) vegetable oil and soak the ground until they can't stand up. That, or make the feds supply the foam. Either way, the rules for active denial have changed, the CPD has to adapt.
