The Biggest Failure

This is truly in the "un-fucking-fucking-believable category:
  • Dear SCC,

    "You ain't going to believe this shit..."

    Every good copper story starts out with that phrase, but this one is anything but good.

    I was assigned to the downtown area yesterday. For part of the day, my group was on high visibility patrol. Sweet gig, nice scenery, beautiful day, walk and talk with the citizens, made a lot of people happy. The other part of the day we sat around Navy Pier, did some drills, saw some demonstrations from the MFF, and got the speeches from the gold stars. The theme was "we're all in this together, let's watch each others' backs." You've probably heard them before.

    Then we sat and listened to the radio as downtown and Rahm's neighborhood descended into chaos. We watched our brothers and sisters downtown confronting/being confronted by these assholes on the live helicopter feeds from the various news stations.

    And we sat. We listened to the calls for EMS and paramedics for a couple of injured P.O's and hoped everyone was OK.

    And we sat. We listened to the bike teams race from one end of the protest to the other after being bused all the way from Rahm's house to downtown, set up and block streets, and then redeploy when their efforts failed - again and again and again, probably 5-6 times.

    And we sat some more. Two hundred cops sitting around listening to the situation devolve. Finally, we got the word we were loading the buses. We got on, started prepping equipment and were told that we were headed.....home. Back to Sox Park. Released for the night, while our brothers and sisters were being run to the point of exhaustion, assaulted and lord knows what else. Not only that, but the buses to take us back drove within sight and sound of the demonstrations up and down Michigan Avenue.

    I have never been more disgusted with the leadership of this Department. I can only figure that in the name of nickels and dimes, my fellow officers were put into harms way. Two hundred coppers could have made a big difference, cost be damned.

    So Tobias and Gulliford and Kirby? Your speeches to the supervisors we were told about all of us being a team and we're in this to make sure no coppers get hurt? You're full of shit. You had a ready force of 200-plus cops set to deploy, even blocking traffic to allow you greater freedom of movement of the meager forces at your disposal and you failed in the name of nickels and dimes. That isn't leadership. That's an accountant with a badge. You fucking beancounters ought to be ashamed. Any trust I had left is gone.
We are speechless.

Guys I hate to pop your bubble but you might be in the center of it the next 2-3 days and should be thankful you missed a day of mayhem. We had bodies spread out everywhere and you can't just leave large sections of the city exposed. For those who got stuck, God Bless you, it could be others turn today, so be ready.

a lot of cops were sitting around, so were the tac platoons....THEY WANT THE SOFT LOOK... cops getting bricks thrown at them... and they still did not have anyone in bdu's or turtle gear to go by the protestors... only had a few platoons with bdu's and helmets went in, when shit started to get really bad, then they had us fall back, sit around for hours while we heard the radio continue to go off, and were released.... state police and county in riot gear were told to stay out of sight.....everyone in their blues that was on the front line yest got FUCKED. We kept trying to go, and were told to stand down because we were in BDU's.... THEY JUST WANTED A MINIMAL FORCE to "maintain order", IN BLUES

The only reason OTHER than penny pinching the FEDERAL PAID over time cost is that maybe they just wanted a few hundred well rested coppers for tonight...wishful thinking.

Well this morning I get to see all of our efforts from last night in replys. But instead I see more of McNewGuy and his body guard/driver, DC from the IAD.

I have just watched four diffrent videos of our superintendent and in each shot there is his bodyguard driver to protect him from the protestors.

You have to fucking kidding!
When will this dog and pony show be over. So these department leaders go back to the office and shut up.

There were ALOT of inside dollies that were not there. All the while making snide remarks and grinning ear-to-ear at those of us that went out. They hide behind their badges- 30 years ago,they would've got the shit kicked out of them.

These people signed up to be the Police. Fucking cowards.

It's a shame that the few,(and I mean a few) good exempts get associated with the rest of these cowardly POS's.

After this debacle, the the few good guys will be so disgusted, they'll retire.

Many of us feel the same way. These bosses are burning out the bike teams, having them parallel the protesters citywide and not using the "reserve" troops. They have been getting their asses kicked since Wednesday and none of these bosses gives a rat ass! By the time the "food truck" got to them Friday they were told, "sorry, we are all out" People are on here bitching about others complaining about spoiled/ Expired food.. Most of us have been lucky to get lunches and breaks and have had the luxury of bringing our own coolers. Guess what? That shit doesn't fly on a bike when you are on the front lines for 6 hours without a break. Unreal. You can tell the bosses in charge of manpower and relief don't give a damn about the safety or well being of our officers.

This is true. Especially later on when they were calling for any available van to block streets to keep them in 001 and out of 012. There were plenty of po's sitting in vans and standing around on State St. while help was being requested multiple times. Many times help was called for to hold the line on Michigan, Wabash, State St, even way on the south end by 18th st and Cermak. I'd like to ask this poster if his supervisor called anyone and offered the help. If yes, thank you for at least trying. If not his boss is part of the problem. Stay safe.

To the Police having to go to the medical section- DON'T LET THEM PUSH YOU AROUND!!

Know those orders.You'll need them.

Take a photo of the sign-in log with your signature and time you signed in.

Bring a note-pad and keep a chronological log of everything that is said and by who.
They cannot deny you the right to keep notes.

Bring a copy of the orders with you.

Be sure to get the names and Star# or civilian ID # of everyone you have contact with. If they refuse, get the supervisor and get a CR on them.
They HAVE to identify themselves upon request.

Use the rules to protect yourself. The most important one being you have to appear there ONLY if you're physically able to. None of this-"can you get someone to drive you" bullshit.

Demand to see the COMPLETE referral list. If they refuse, get the CR#'s. They'll do it to you.

Be sure to go to your own doctors,too. You cannot trust the the ones they send you to. They tell you they won't pay. So what. What's your health worth?

Cover your ass, have documentation. Keep complete and accurate records of everything. You will need them.

Never forget this- THEY ARE THE ENEMY-and WILL FUCK YOU OVER if you let them.

To the young coppers,PLEASE listen to us 30-year vets once in a while. We've learned a little over the years.

Officers hold the crowd as long as they can and then the order comes to let the crowd through what a fucking joke this department has become ( the Seattle of the Midwest! ) imbarassing is the only word I can come up with.

The BSer caught himself but it was too late-the words were out, now on tape. For just that sec, his eyes/face looked like he knew it would likely bite him in xxx later.

I did the same thing, sat around Malcolm X college for 8 hours until we were deployed, only to wait another hour for a cta bus to take us. When Washington/State went up we were already geared up a few blocks away. We all wanted to go help out our brothers... Instead we were to board the bus and go home. WTF

I had a mobile team in a van and had a pretty good morning/afternoon but then things picked up. I was happy to join my brothers & sisters and help them in a time of need. The teamwork was phenomenal, no thanks to our gold star pukes!
We were on Michigan ave when things were getting hairy, then got the call we were released. This was NOT the time to be releasing teams, but what the hell do I know. I'm just a useless sgt with 27 yrs on. We stuck around until things stabilized then were again called in. On the ride home I heard they took over Michigan ave. Not that me & my team would've changed the outcome, but when you see your Officers in the heat of battle, YOU DO NOT RELEASE TEAMS!
We seriously have NO leadership!
Please be safe and help each other out. We are all we have!!

I want to give an early hats off to ALL the bike officers during Saturdays' marches. These coppers raced around the entire Downtown, South Loop, and UIC areas from around 1400 to well after midnight blocking the streets, staying ahead of the groups, holding the lines, and a few scuffles along the way. There would have been no way for us to keep the streets without them. Thanks guys, I hope the bosses remember you too.

The front line officers are being over utilized, are under prepared and completely exhausted. Yet the bosses keep flogging them and keeping the better trained, better equipped turtle guys on stand by.! Why so as not to hurt the protestors feelings? This department is SO ass backwards.
To the grunts on the front lines today it's gonna be hot n miserable stay hydrated and stay safe. If the department pushes you to far simply go IOD. They can't deny medical or IOD.

Same here, we sat at Malcolm x for four hour writing on buses, only to have 3, sometimes 4 buses of officers ready to go and we sat. That's 6-8 teams of ten suited up and ready to go. Completely unused. Today was a complete failure in resource management. Another day where I was completely embarrassed to be CPD

I have yet to see these platoons of specialized units equipped with turtle gear and days of training on the front line. It amazes me how this whole thing is being handled by the blue shirts and the bike team. I thought the tac and mmf units were the ones classified as 1st tier officers and the rest of us were the 2nd tier? Why did they get all the gear and training to end up driving around in a van all day/night while the blue shirts who got 1 DAY of training back in FEB have to hold the lines?? What polish boss organized that one??? Man, these bosses are dumber than a box of rocks and couldn't manage an ant farm. To all officers, be safe and take care of each other.

Try working for the sheriff's dept. they send 25 guys to the daily center and hide them in the basement. The rest of the say 50 deputies are assigned bullshit assignments on stand by miles away. This has been going on since Friday . It is our bosses (dart) who are holding back from doing anything.
It really pisses us off that our hands are tided. So please believe me when I say that we want to be right there with you on the front lines. Remember come election time to fuck dart the way he is fucking all of us you included.

For months I have been reading the compliant media parrot Mayor Emanuel’s lies about funding the millions of dollars required to provide security measures for the NATO summit saying that the taxpayers of Chicago will not be stuck paying for it. The only way that could be true is if no Chicago citizen paid federal or state taxes.
Here is a very short Econ 101 lesson expressed in the short, clipped sound bites that Emanuel speaks in:

1} Governments, whether they be federal, state, county or local has no money that they haven’t taken from taxpayers.
2} If the money to provide security from the NATO Summit comes from the federal government, by definition it comes from the taxpayers.
3} The vast majority of Chicago citizens pay federal taxes.
4} The citizens of Chicago are paying the millions of dollars required to “showcase Chicago to the world.”
5} Mayor Emanuel is a typical Chicago politician.

I was there too. It does seem disgusting at first blush, but we are what is called a reserve force (military term). Being a infantry officer (yes USA not Poland), I can tell you with assurance and credibility that the force that was kept in reserve was appropriate.

When the shit really kicks off, you need complete overpowering muscle to wipe the mat clean. After all we cannot call for fire with an attached JTAC.

I'll give you this though, we needed to be "wearing" helmets and not "storing" them.

Consider the detail we had a lucky break. You may not get that break on Sun , Mon, or Tuesday.

The protesters are just wasting their's and everyone else's time. The whole world is NOT watching them (the poor babies).

The NATO protests are just not a big story outside of Chicago, not even in a left-wing city like Boston. To wit:

On the very liberal Boston Globe site boston.com, the bigger stories today are the death of the Lockerbie bomber, and "The best beaches in Massachusetts". The top story on the Boston Herald site this morning is that Whitey Bulger's girlfriend's sister is trying to evict a deadbeat renter.

So the Nato protests are just a stupid stupid excercise in futility. But then again the protesters are not exactly what you would call critical thinkers.

I'm thankful to be in Boston a 1,000 miles away from this madness. I wish you all could be, too. Please watch out for your selves, and stay safe.

And a heartfelt thank you, for safeguarding the family, friends and property I left behind in Chicago. You are doing an awesome job CPD, especially the bike Officers!

I concur. they ran those bike cops into the ground. Some boss on the radio was good in giving his praise and encouragement. they don't all suck.

THE most depessing thing I saw was when CPD blocked Michigan av. We shored up the ranks. We joined in at 8. the shitbirds charged the line to crash it. They got stuffed. Pushed back. they came again.....and the bosses let them through!

So sad we have become.

Since we are on the Safety topic, how about disseminating the fucking information of the day to all the uniformed officers about the UC's prior to the start of the day? Allegedly, numerous UC's (to include Cmdr from 193) were caught in the mele downtown and were repeatedly struck by uniformed officers while trying to restore peace. As the UC's shouted out the information of the day the uniformed officers continued "to use necessary force" all while not understanding why certain people were shouting out some pretty stupid shit....

If your 'informant' had any professional military experience, or even had simply read a little history, they'd understand that a battlefield commander will always keep a force in reserve since the enemy force movement may simply be a feint.

Hmmm ... the term "Force held in reserve" does come to mind when reading this.

What if something HAD occurred while you were dispatched to an area not requiring additional force? Regrouping (1) AND redeployment (2) would have been required ... War College 101 stuff ...

A lot of my friends are working 12+ hour shifts, then getting 4-5 hours of sleep and BACK ON.

Someone had mentioned that there was a break in at a facility were construction supplies were taken. Also, many other injuries such as a brick to officer's head, officer's being targeted with fluids such as paint, etc into the eyes, etc

One person mentioned that they were without a radio...?

Heard from another copper that SGT A from the bike unit's telling his guys they had to wait 45 minutes to transport an arrest. That nobody in the transport vehicle wanted to even put the arrestee in the vehicle. That the box 1 PO would have to go to Belmont/ Western AFTER a near 15 hour tour. What the eff boss? I mean I know Rahm and Mary McCarthy don't want us to make arrests, but the BIKE GUYS ARE ON THE FRONT LINES what, more tha half the time? Grow a pair addhole, stop trying to deball us white shirt.

We have an estimated 20,000 gang members in this city that are creating more carnage and havoc each and every week than the 1,000 or so protestors did yesterday.

A 14 year old shot in the back with 12 other people shot and wounded on Friday and a 12 year old shot in the head and five more wounded on Saturday. This is no longer an outlier statistical event. THIS IS THE NORM.

If CPD's primary function is to ensure public safety I would venture to say that a large number of people in this city would feel safer marching with these protestors yesterday than they do sitting on their own front porches.

Corporate buildings are more valuable than peoples lives? Preventing a $500 dollar or whatever cleaning expense is more important than the tens of thousands of dollars being spent in the E-R's, the tying up of medical professionals from treating others?

There were 100's of 2nd watch officers that sat for hours and hours doing nothing When deployed to foot posts, they were nothing more than tour guides. Those officers did not have helmets or gas masks at their disposal. They were released between 8pm & 10pm while the shit was still going on.

Sorry to admit but keeping different groups of officers in reserve is the correct thing to do. Thus far the totality of protestor "riots" have been lame and minimal. The boots on the ground have handled the disruptions very well.

So be patient while sitting and waiting, if you are not needed all weekend, that means the department did their job very well.

The department has done a great job thus far in handling nato protestors. The plan is working very well. And part of the reason its working is by keeping many of groups of officers on standby to be deployed to different locations across the city in case disruptions break out.

15 hour shifts....WTF...my third day tomorrow and I am spent! Every officer out there is doing a wonderful job, considering the self control demanded by our bosses. It was really hard to listen to that radio and not be able to run and help. I want to say kudos to whatever boss was on the giving clear verbal direction and support to his troops. The dispatcher who was there just as long as we were did a fabulous job. Thanks also to the salvation army and their volunteers for giving their time and hard work. I know everyone hates this event and can't imagine why protestors are being handled with Kidd gloves, but every officer involved is doing more than just their job, including outside support units. My nephew asked me if I was scared because of the impending violence and I honestly could say no. I trust my fellow law enforcement officers and they have not let me down. Oh yeah and fire too, great job. There were also a lot of citizens thanking us for keeping them safe. Hopefully Monday will be the last day and we can all finally get some much needed well earned rest. God bless everyone and may he keep us all safe.

Go to CLTV.com and watch how irritated he gets when a reporter asks him about the FOP billboards which say hire more police.

Now that this NATO shit is over he can congratulate himself and go back to New York and leave the wreckage of the CPD behind.

This is like the second bulls riot. Sent our single tact team to Madison and Karlov after the stadium, where about four coppers from 11 were pinned down under vehicles as they were getting fired at. A huge fire going on at a furniture store and a crowd of hundreds. Calling for help for 45 minutes, while getting shot at, with the firemen, the powers that be held tons of tact teams at the stadium hours after the game was over. A big thank you to our life saver from 11, who jumped on the fire engine and turned the water cannon on the crowd after they fired a shotgun at us. Never did find out who he was but he probably saved our lives! I'll never forget him.

South Suburban Illinois Cop Here...CPD had done a magnificent job doing what they can to control the crowd while taking shit in the process. A lot of yous wanna go in and protect your own by "using the necessary force" to save your brother and sister in blue. Commendable. But there is a reason why some of you were the reserve force, others (especially the courageous bike officers and bosses) were in their places, and those other officers were lying in wait.

It is a superb military tactic. You don't show all of your numbers in every situation. You show an amount of force and reserve those lying in wait for an even bigger situation. Then you flank with your reserve when the situation calls for it. In leadership (for those who are college-educated), you learn that big bosses, like Supt. McCarthy, have to do more than see the little picture or what is before him out in front. He has to have the ability of foresight. You all do your part. Together, you make a difference, not separate.

What? You expect to be out there and not get hurt, overworked? If ya scared, go to church. Tired? Stop complaining. Our brave soldiers have endured much worse. You only have at for a few days. YOU HAVE DONE GOOD. Brave it out a little longer and together , you'll win the day. CHICAGO PRAISES YOU. I PRAISE YOU.

South Suburban Cop (part 2) - Some of you all are complaining about being on CPD and the horrendous problems that plague the department. You could be at areas and in departments like mine that are much much worse. Be grateful that you are where you are or leave. Turn in your star and leave. Some of us who are or have been in shitty departments praise and look up you all for your continual heroic efforts, not just in NATO but in the everyday dept. I LOVE YOUR CAMARADERIE and the fact that it's instilled in you at the academy, or at least by the old school coppers. When I monitor the zones, your dispatchers and all help each other. Yes. Your department has problems. Every department has problems, some worse, like my department, than others. STFU BROTHERS AND SISTERS and be grateful. 44 Camden, NJ cops and others were laid off. You have a job. STFU and work.

Also, one commenter said it best: When was the last time you saw a big boss, especially a Superintendent, out on the streets leading the troops instead of being in the JTAC or JTOC or Compbined Ops center....oh yeah...without a helmet as well? He could have been there, but he wasn't. So ya didn't get the helmets retrofitted as promised. He didn't have his on at all. Some of ya complained about his bodyguard that was always with him. Do you think that if a group of protesters really wanted to get at McCarthy that his bodyguard would have been effective? STOP ALL OF THE COMPLAINING. You guys are the GREATEST. Out of my 6 yrs as a P.O., 2 yrs as a Correctional Officer and 4 years of Military Service, I would give anything to be in your shoes (department-wise, at least) to be in what one cop on SouthLAnd said, "The greatest show on earth."

Have you ever thought that your "non-presence" didn't bring about a challenge to an even greater attack against the police and the city? What if all of you that were lying in wait rushed in and caused an even bigger riot, bomb activation, or maybe a "5/20" or "5/21" (in 9/11 lingo)? There is a bigger plan more than your immediate foresight can see, that maybe sometimes the best fight is the one not fought? STAND TALL AND STRONG. SUPPORT EACH OTHER AND PLAY YOUR ROLE. Yes most things went well for the department.
A lot of things didnt work out and something's plain sucked.
Water and feeding the troops was as disaster.
So the department needs to undertake a compressive after action report and identify the stuff that didn't work nd attempt to put a plan in effect to fix it for next time.

An army travels on its stomach. A basic tactic in a war is to make the enemy as vulnerable as possible. Hungry soldier is not a good soldier.
