12 Years for a Thief

  • A former head of the Chicago police sergeants' union was sentenced to 12 years in prison today for looting more than $1 million in union dues to pay for steak dinners, gambling trips to Las Vegas and a second residence in the city's Sauganash neighborhood.

    Attorneys for John Pallohusky had asked for probation so he could continue to make restitution to the union.

    But Judge Diane Cannon blasted Pallohusky's conduct, saying, "It doesn't get much lower than stealing from your fellow officers."

    "This is not the land of wishes, sir," Cannon said to Pallohusky. "This is a criminal courthouse. You were charged with a crime, you plead guilty to a crime, and you're going to be sentenced for that crime."
The Sergeants union, which had been hoping that restitution was forthcoming and many die-hard supporters who had claimed the money "wasn't missing" and would be accounted for based on offers made by Pallohusky's lawyers weeks ago after the blind plea, were sorely disappointed.

Well, some people are that dumb. And this guy was a sergeant. But, on the surface, it appears that the union was trying to cover for this guy. There might be more people who are skimming money. But, seriously, one million dollars? And this guy was publicly spending it? Based on all of this, the department should have mandatory and progressive IQ tests (a minimum to get hired and stricter ones to get promoted). But I digress, this job is welfare for a few people.

St. Jude is requested for 1900. The funeral mass will be held at St. Viator Church, 4170 W. Addison, at 1100 hours on Thursday, June 7. Our condolences go out to his niece, Sgt. Felony Franks, if they were open, would not trust him with the register. This was a Massive Cover-Up by the Sgts. Association, Debbie knew this from the start. I was at that meeting at Lasalle H.S., where the Board acted like they were not sure and did not want to point a finger at anyone. Yet NOBODY COULD PRODUCE ANY RECORDS OF ASSETS! THEY HAD THE BALLS TO TELL US THAT MAYBE IAD TOOK THEM WHEN THEY SERVED WARRANTS. Yet they knew all along that we were ripped off and they knew who did it. We were betrayed TWICE and some of the other offenders are still at large.

I'm close on the list but I have to be honest, I just don't give a shit anymore. I know it's a terrible attitude to have but this department's bullshit is too much to handle anymore. Unfortunately I'm too old and have too much time on at this point to change careers. All I want to do now is coast to retirement. They don't give a shit about us so I don't give a shit about them. 1st and the 16th, summer furloughs, and as many days off as I can take until the earliest possible date I can retire. Keep the fucking detective promotion. Soon the detectives will be so overworked that the clearance rate will drop to almost zero. The CPD is falling apart. It will be interesting to see what this department looks like in 5-10 years after these two beat offs get through wrecking it.

When you look at it, coppers generally do OK. Safe house in good area, more than one good car in family, sometimes a little fishing place in Wisconsin, medical care, no one is hungry.

Same lack of oversight is happening at FOP! Money marches all around the office and out the locked office door and the board of directors just sits on their hands watching. How many PR, website, lawyers, and consultants bill FOP monthly? Why is a trusted confidant of the President, who is not an FOP member, appointed to the 990 committee?

FOP has nothing to do with pension funds. FOP does not negotiate for retirees. There is not one word in the contract about retirees or pensions. The pension board deals with retirees.

FOP also needs to answer how much of our dues goes to mikey and the boys going to every hockey, basketball, and baseball game. How many steak dinners have our dues paid for? In addition, how much money will be lost by them missing the contract deadline? Even if we lost only 1%, how much will that add up based on compounded raises or impact pensions? There appears to be a serious breach of fiduciary duty here.

He acted alone - only one signature on the checks - his! The flipping bank - Chase - allowed the checks to be cashed despite the Sgts association requirement of two signatures-the bank's 'policy' and as a reult - now the PBPA has switched banks. They have a civil lawsuit against the asshole but the criminal case needs to finish first before it proceeds. Come to a PBPA meeting and you'd know what happened.

As for Mary O'Toole - she was suffering from cancer during all this crap and died. She was a victim of that asshole like everyone else.

And to Annoymous mascarading as 'the pipe' sergeants get 45 minutes and have for the last years. You're either retired for the last ten years, a troll or a know it all po who doesn't know shit.

Hey moron, she battles a long fight with cancer and passed away two years ago from it. And I am willing to bet she was a much tougher person than you are. RIP Mary.

An annual audit might not oncover fraud. You need a forensic audit done and a review of checks and balances. The person who receives the invoice should never be the person who writes the checks and always have two person signatures on checks over a certain amount. Looks like these guys were ignorant of basic accounting safety practices.

FOP has nothing to do with pension funds. FOP does not negotiate for retirees. There is not one word in the contract about retirees or pensions. The pension board deals with retirees.

Having worked the case, I can honestly state that you are very off base and may "Karma" visit you for it. Since it never went to trial, there are so many unanswered questions to the masses. There are answers to those questions, but for the most part, you'll never know. What's done it done. The Judge had the all facts and the loathing was pretty obvious.

are retirees allowed to vote for fop reps? they may not be able to negotiate for retirees but,they can discuss monies due to the fund, which effects all members. the fact we are down in nos, the city not paying their share, members retiring, stock market up and down. do you really think the pension board has the power to force the city todo the right thing? when the day comes will there be a fund, oh i know ss.

Wage deduction? It is a voluntary contribution, all of which goes toward payments to the family of a fallen officer. None of which goes toward any salary of an employee or expense.

I correct myself -- they want to enact a state law along the lines of RICO.

A. Doesn't matter how many laws if they're not enforced.

B. As someone posted here, gangs are not necessarily run from prison anymore by the A & Os -- the shorties are just free-lance runnin wild now. So, maybe it is questionable how much crap will really stop from locking up an "Inca" or someone -- not that it shouldn't be done at every chance.

This may be sliding in a bad direction -- can't "decapitate" something that doesn't have a brain any more.

She never told anyone that they were married but she was the treasurer of the sgt's assoc at the time and HAD to have knowledge of his thieven. Does she get to keep the two houses bought with illegal gains. How about cell time for her and take her pension too.

When brought up on a site a couple of times a year-- all we hear is " This person is a great guy"-- " low administration costs"-- " the memorial gave this person this amount"-- absolutely no transparency.

Spot on! He was a perfect con man. Every person he had contact with was absolutely stunned. I'm talking about all the "friends" he had in Vegas that didn't know he was even the police. His "investment banker" spiel was very successful for him.

I'm just wondering what his end game was. Never got to find that out since he still says he didn't do anything, and there are a handful of numbnuts who still believe it. How did he expect it to never come to light? Even if he had scored big in Vegas or in The Market and put the money back in before retiring, somewhere down the road, it would have been found. Just can't figure out how he thought he was going to pull it off...and the sick f*ck definitely took full advantage of Mary's sickness by being so helpful and doing her part of the job for her...

Now he is a great guy and did a lot for the membership, but he was well compensated for his time. They say he has a nice retirement home in Wisconsin. But like he said when questioned about the monies he collected from the GSF fund, "I never took a vow of poverty". Good for you Fr N, I guess clout is alive and well in the Catholic Church.

Thanks for bringing this information to light.

Yes, Father N. is a great guy, but I never realized the CPD was not his mission, rather, it was his occupation. OTOH, at least, he grabbed with one hand, not both hands like Cline The Greedy.

And, at a very young age, the catholic church is where I learned about clout. It prepared me for city employment. Both the church and the city organizations are corrupt to the core.

The FOP didn't and still don't have that right. The pension reps should have stepped up and screamed bloody murder. That was a $20 million dollar theft.

Someone got their palm greased, that was when the retirement time went to 29 and a day from 32 and a day. And we then earned 2.5% per year pension credit instead of 2% it was previously. There should have been more money going in to the fund since more was coming out.
