Sun Times Article (UPDATE)

Big front page story about people on disability actually leading lives.

We haven't read the article yet, and as of this posting it doesn't seem to be online.

A few points in the meantime:
  • If the subjects of the article are actually disabled and have been judged as such by a competent doctor, there's nothing that says they can't go out and enjoy life, including hunting.

  • If they are scamming, then they should face the consequences and make restitution following a proper investigation and court proceedings, and any medical professional who abetted their scam ought to be investigated and stripped of their licenses, too.

  • This certainly seems like odd timing, doesn't it? We've stated before that to have a gentlemens' agreement, one must be negotiating with actual gentlemen. We'd question the process that led to the article being posted just as our contract expired.
We'll link the article when it becomes available. And when we become available in the morning.

Well last time I checked there was more people filing for disability then was finding jobs "in this economic recovery".

Leave it to the corporate run media to shift our attention away from the trillion dollar bank frauds to divide the rest of us by cranking up the stereotype of welfare cheats getting something for nothing.

Not that it's right.

But let's start at the top where we get more bang for the buck and then work our way down. Start with the outrage at the banker CEO's that put millions of people out of work and created the economic conditions that encourages what we have on our hands right now. Don't treat the symptom. Go after the root cause.

Bad timing for what? The public doesnt like cops to begin with. And they are even more pissed about the benefits and salary that we get with the economy being in the shitter and them being out of work. Its not like the public is going to demand police get a raise. This will be decided by an arbitrator and he could care less about some article in some rag of a newspaper.

Gotcha journalism at its worst. No where in this article is there even an allegation that these coppers did anything wrong.You can work another job while on disability. It's the law. Period.
You can live your life while on disability.
FOP Lappe could have noted that disabled POs can work another job. But he didn't. He could have said that in most instances the Department tells the PO to go on disability, not the other way around. But he didn't. He could have noted that the overwhelming majority of duty disabled POs are never offered a desk job like his. But he didn't.
Both him and Shields should have decried the personal information of these POs being released. This article serves no purpose other than to embarrass and smear these officers. It looks like the FOP did nothing.
As Secretary of Labor Ray Donovan said after being acquitted of trumped up racketeering charges; "Which office do I go to get my reputation back?"

If someone is well enough to "enjoy life" by lugging around hunting gear and tracking a 300 pound animal, they are well enough to work. Even if its a desk job. Scammers make the entire department look bad. Whether its a cop faking an illness or a ghetto thug scamming a link card, it screws everyone.

A bigger story would be the annual amount of money pilfered via Gold Braid pensions, and the multi-merit apple biters that receive them.

Undoubtedly there's more corruption to uncover in that travesty than could ever be found in this non-story. Gold Star Bossholes personify everything wrong with this department: envelopes plump with cash, "Chinamen", commiserating with storefront church "Men of God", secret study groups, nepotism and cronyism and utter incompetence rewarded, encouraged and perpetuated.

I read the article. I was very surprised to learn Mike Lappe was a doctor and would share his medical opinion with the Sun-Times. Reading his interview I also learned he was extremely fortunate that the department gave him the spot they did, and allowed him to work with an obvious limp. The majority of disabled officers that limp never received the same opportunity to return to work as Officer Lappe, they are just basically told the CPD has no use for you, now go fight for a disability pension.

there are many who are scamming. Working security jobs, traveling out of the country, engaging in vigorous athletic and vocational activity, all the while collecting duty related tax free, free full medical full dental full eye care free union dues pensions. The duty pensions are based on the last day worked and not on the best years out of ten. They also earn time on the job credit until age 63. Believe me, many could work in call back. Then there are guys who were shot and injured seriously who are still at work. I hope they put the scammers in the shithouse

i have no sympathy for the phonies who take advantage of the system. they should be checked annually, if cleared go back to work. many quit taking medication after a period of time calling attention to themselves. the phonies dont help the fund, other city departments also have this problem.the fund belongs to the members and should not be used to reward the politically connected.

The department has said they don't have jobs to accommodate PO's who have been IOD and have restrictions. It's funny how you still have full duty PO's inside working. apply for disability and expect to wait about 6-9 mths w/out pay is what the dept will tell you there's a long list. go on welfare is what they are now saying. Are you freaking kidding!!! Call back you say they treat you worse at that place all for being injured on duty. Last I heard they were going to start firing injured PO's who couldnt keep up w production at callback.

New York City is 790 miles from Chicago

He started June 5, and as of today's date, he has allegedly walked 49 days

He appeared to around least 250# when he started

He should burn around 136 calories per mile

So he should have ALREADY lost 29 lbs.

He looks just as fat as when he left

After years of foot chases over fences thru vacant lots and such for blocks only to have them say "i'm on disability" and just now there is a question about disability fraud in the media. Maybe there should be a check on the disability lawyers working hand-in-hand with their certifying doctors who in turn have pharmacy partners getting these guys on and maintaining them on the program. These "clinics" and "practices" develop guaranteed monthly patient base that is more reliable on sign-in than parolees. But, I would suspect the owners/investors of these "practices" make the correct donations or are in a protective position. Read a joke recently that there was only 1% suspected fraud in food stamps and that the amounts a business is cashing is "proprietary" info. and withheld from public. No fraud here--move along.

For the record readers, I did in fact mention to Mr. Novack that as the Chairman of the disability committee, CPD Human Resources has monies set aside to train an officer who may be placed on the disability roll, for another profession. Also, if an officer wishes to remain on the CPD from an on-duty IOD injury, the committee has contacted H/R in an attempt to reassigne an officer into a limited duty position, other than call back.

Lastly, the FOP President & 1st Vice President did in fact call Novack out on the method he was investigating officers to compile his story. I witnessed it myself.

So please don't assume that that key points were not mentioned during my conversation. They were. My comments related to this readers and others concerns were omitted from print.

They should investigate how a piece of garbage gangbager , who is 20 years old and gets shot and is entitled to over $600 a month for doing nothing . We as working able bodied P.O.'s and should be mad as hell at the abusers. The thing that most of us don't understand is that these abusers are on our pension dollars. Now I am not saying that there are not some who deserve it because there are but there are a lot that abuse the medical and eventually get disability.

I for one know a former medical abusing P.O. who is now on disability. The funny thing is his wife works for the Chicago Public Schools, well guess what this P.O. was off on some B.S. medical leave damn near every summer. And low and behold he is involved in a fender bender and is now on disability, the funny thing is his partner was back to work days later. He went along telling all of us how he cannot work and drive a squad car for morte than a few hours at a time, and how he cannot sit for long periods of time. But then the kicker is that this asshole goes and buys a RV last year and travles the country with his family for over 50 days in a row. And guess who was able to drive for 14 hours in a row on the trip, HE WAS, according to his wife who posted it on Facebook comlplete along with pictures. He was also able to go hiking while carrying a backpack. I guess we the working Police are the dummies for showing up everyday while this P.O.S. travels the country in his RV. The real kick in the balls here is that he is friends with Little Mikey Shields on Facebook.

Hey P.A. from 023 and formerly of 020 if you read this I hope your ass is back working inside someday somewhere in the vicinity of 727 E.111th St.

Saw the list via Shaved's site and the list is NOT ACCURATE.

There is an officer on the list that is NOT on Disability.

The officer is working.

The city tried to force the officer to disability but the officer refused and they put the officer on IOD limited duty.

AGAIN, THE OFFICER IS WORKING!

(this is one example of a name I know, how many others are on this list erroneously)

It is my understanding that our diasablity program was in response for the city of Chicago not paying into the states workers comp program. An Ofc that is injured is unable to sue the city. This program saves the tax payers millions of dollars each and every year. I love the drive by media, they only side with the politicians of this state . For the record , am a full duty officer with 22 years on the job. I am still working the streets but I can tell you this job has taken a toll on my body . Officers it is time you start knowing how we got our benifits. Our benifits arrived from politicians saving tons of tax dollars and putting them in there pockets.

There are a lot of cops that do not want to be on disability, but the department forced them to take it!! The department is going to force even more cops on disability that are currently limited duty at 35th st and replace them with incompetent civilians! All I can say is pray that you don't come down with a disabling disease! 1 year is not enough time to recover!

Mike Lappe has done more police work since being shot than many POs who are healthy. How dare you criticize him. Lappe left out several important points. How many disabled officers have the chance for a desk job? That takes clout or a sponsor. How is it that Lappe, who has very obivious physical limitations can still have a marked squad car 24/7 and make arrests and street stops? Where is the liability with his actions? Not every disabled officer has the opportunities that Lappe had. At least provide both sides of the issue not just one side, Mike.

Including many having another job while still collecting disability payments. That is allowed, but that does not make it right. Plus the disability payments are paid out of the police pension funds. The fund is unfunded now, soon there will be nothing left for anyone. Three California cities have filed for bankruptcy this year, Chicago is not far behind.

I personally know a few officers who are legitimately on disability.
I believe most of us are aware of the identities of 2-3 that are confined to wheelchairs as a result of on duty, in-progress police work and are paralyzed due to gunfire or auto accidents etc.
To publish this list in this fashion is for one purpose only by the Scum-Times.
I only pray that they violated the HIPPA Act by publishing names and degrees of disability and they are taken to task.
I wouldn't wrap a dead fish in a Sun-Times Newspaper.

There are more then a few scamming the disability rolls and everyone knows it. The other part of this is how these rules are written. If you are not fit for street duty then put the officer in an administrative job until retirement. As long as the officer is still given the same pay and benefits it does not matter if they werar a uniform or carry a weapon or even work within the police department. They can hold other jobs. The Suntimes article points out two people who only had one year on the job before getting injured, broken leg, and collected for the rest of their life. That is your pension money being paid out. If you want public support for your pension then do not defend these people or the the rules that allow then to collect for doing nothing.

Change the law if that is the case or change the rules, but put most of these officers back to work in some capacity. The city did not care as the pension fund is paying, but the pension funds are in trouble. If you are on disability you should be prohibited from moving out of the city or taking a second job. If you can work in some capacity then you should be brought back on any city job with the same pay as your rank. There are far too many scammers on disability. They stay off for many years and then just short of retirement age they are cured, come back for 3 years to increase their pension and then retire.Way too many slip and falls.

i think this article is just another punch to the gut of chicago police officers ,, if the citys doctor write a police officer not able to work then thats it !!!! would you work with a guy who is anything less than 100% really ? put yourself in the po 's shoes ! ya they get a check for 5000 month , but had to give up what they wanted to do for life , always telling people about the problem . this is a doctor who writes the letters not a rn !! a city dr too who probably wasn't even paid by the city . i think the sun times was very unfare and should be sued by every disability officer . hope you brothers get back to work one day if not i hope you feel better , your still officers to me !!! fuck the sun times

I'm no doctor, and with out knowing any of the facts which are none of my business anyway I have to give this officer the benefit of the doubt. There are doctors and other professionals on the pension board and the medical secition who have reviewed this.
If these professionals are part of a group that can be relied upon to game the system at the request of the privilaged few then who is at fault. Who hires these pros, or appoints them to these positions on the boards who make the decisions on who is approved for these benefits. That's right Mr. Mayor. After years of making certain that the privilaged are taken care of better than any of the others now you complain just prior to the opening of contract talks.

The big game hunter had a father who was retired as an exempt, a wife on the job, a mother who owns one of the oldest funeral home businesses in the city with the Irish name sake from Bridgeport. Campaign contributions made to alderman who are considered heavy weights, and admitted to law school to become an attorney.

I have been through the law school admissions system myself. If you think that the U of I admissions scandle was a shame or the tuition wavier program where politicians were gaming the system was not quite right, you haven't seen nothing untill the law school admissions are examined for clout and influence.

Who gave the information to the Sun Times? Who pointed them in the direction of the people who seem to be the poster boys for abuse of the system.

Is the average patrol officer who works the streets of Chicago day in and day out with little or no thanks from the public that they serve capable of manuvering through the system this way to receive these and all of the other of a charmed life.

The system is set up with the good intentions of taking care of people who need the help and have earned the benefit.

Who games the system for a benefit that they may not deserve. Most seem to go to someone inside the system for the help to influence the process. Who are these persons Mr. Mayor and where did they come from ?

I agree with an earlier post, if you want to save money, start with an overhaul of all of these city services that are provided free of charge. It should say " free to property tax payers only". All of this nonsense is a burden on the middle class working families, even the non-city worker.
Start somewhere other than employee salaries and benefits because you know it's not my side of town where all the welfare babies are killin each other...

I want to let everyone out there that I just went through the process of receiving duty disability. The FOP lawyers were the worst I had ever seen. The pension board did not give a rats ass about the pain I was in or that my doctor did not want me to return to work. They didn't uncover anything that wasn't spoon fed to them by the Left at City Hall. You know what is going on in our department yet all you read in the MSM is all the false stories that they tell the public. We have a smaller police force, less people, less districts and less areas. The MSM has corrupted the public against us with all their anti police stories.
We have a states attorney office that will go out of it's way to throw you under the bus before they go after a hood rat.

They are coming after our pensions. They are going to chip at us one small bit at a time. They know that the economy has been wrecked by their ineptness and now want to divert the public's attention to our pensions. The city is using these fishwraps as a way to gain the public's sympathy for them as we go into contract negotiation.

They also use these articles to turn us against each other also. You can read what the 'minuteonthejob' guys that drink the kool-aid comment on this blog.

They used this propaganda machine last year to showcase officers who were ill or injured off the job. Later that year on Christmas eve the city told these officers that they would be off the job in a year if they couldn't get better and return to full duty. How many of those guys are going into our pension next year, all at once? Can the pension absorb them and the hundreds of monthly retirees? They are now going after the officers who were injured on duty.

Think about it. If the media were doing it's job, why wouldn't they print at least a quarter of the things that we read on this blog? They are just tools for the city and do their bidding.

This story is BS. This guy gets injured they do not seem to dispute that as he had surgery and rehab - then they report the City told him he could not come back on the job. Nowhere do they say the City offered him any light duty job. So he is run throough the system is examined by the pension board and given the duty disability. He is examined every year for many years by their doctors. Goes back to school on his own dime and makes a lot of money and uses it to go hunting. I do not see that he did anything wrong. Shooting a rifle sure ain't the same as retaining control of your pistol when someone is trying to take it away from you. And, I know a few guys who have hunted in Africa - they had guides to carry their rifles and they shot from rifle rests with a paid hunter and others assisting them.

First, if a doctor's opinion is that one can no longer meet the physical demands of the cpd (which are truly unique and myriad compared to other jobs) then it is his legal duty to express this to the department. Second, it is the department itself that often pushed officers onto disability and not reverse. Third, when one is listed by the department as physically disabled it Does Not Mean one is physically handicapped for life, but that that individual no longer meets the physical health criteria of the cpd. And fourth, a doctor could risk losing their licence and possibly charged with a crime if found complicit in conspiring to rubber stamp a disibilty claim. Thus screw you slum times, I wouldn't wipe my rear end with your paper.

Anyone who defends this practice has something wrong with them. With the exception of the "catastrophic cases" ALL of the disabilty cases are bullshit. I wake up every day with aches and pains and suffer from chronic pain on a daily basis yet for the past 20 years I've managed to come to work, do my part and continue to be a contributor into the pension system. If they fought to go on with their life while in a disability status why didn't they fight hard to go back to full or at least limited duty? I'm sure they could've sued to get off of disability. It all comes down to a matter of character and GREED...nothing more than common criminals who care nothing about the big picture and are so self centered that they'll do whatever it takes to fullfill their own needs.

I am one of the people on disability with severe neurological damage. If you looked at me, your first impression would be, "she looks fine" until you see my x-rays, my MRI's and read the physician's notes. I live in the city, I certainly can work another job because if I could, I would return in some capacity to the police department. I have had to submit to a medical exam by the pension board appointed physician every two years and have been scrutinized every time. I can certainly not go on safari and most days I am happy that the neurological pain is minimized by the medication I take. Seeing is this makes me understand why everyone things everyone who is not in a wheelchair is scamming and it is sad. I should have been a quad but somehow, by the grace of God, I am not so please do not judge all of us based on this person and his life because I am certainly not enjoying life the way he is and I am sure that there are many more just like me ! I am grateful that I can walk and do things for myself and I can tell you that living on 75% of my salary does not make it possible for me to take extravagant vacations ! The neurological pain has kept me from flying in the continental US let alone a long flight such as that!

It pains me to agree with Mike Shields, who is little more than a politician, but the little turd is right. If you're receiving disability and can work, a job should be found for you somewhere in the department or elsewhere in city government.

The great hunter Siedlecki could certainly work with our department legal beagles. Correct me if I'm wrong, but I believe they make Lieutenant's pay and all have law degrees. I think he could survive on that.

City pays the $ in to the pension fund. So no diff. However, it does mean that the dollars are eating away at the $ available for pensions. I think it’s really sad that there are so many posts that want to sling mud at disabled officers. Disabled officers are told they cannot come back to work, it is not their choice. Then at the pension board hearing the trustee’s decide if you are disabled and unable to work as a police officer. God help you if the pension board finds you are not disabled and the department says you are disabled. You are then at a no pay status. It happens. Then you have no income and no insurance, and then you pay an attorney to go after the department to get your job back or go after the pension board by appealing in the circuit court.
I’ll bet most of you did not know the city pays for disabled officers to go to school so disabled officers can eventually work another job, while they are on the disability pension it’s called Voc-Rehab.

The worst line from this criminally misleading story is that police contribute 9% to their own pensions while the taxpayers contribute something like 212 million per year. Why not just state what we actually pay into it in real dollars like they did for the taxpayers. Hmmmm 9% of lets say an average salary of 90,000 is 8,100 dollars per person ( insert your own number there as to how you see an average department wide salary adding up.) Multiply that by the 12,500 dues paying members the city claims we have and you get 101.25 million. It is a shell game! The numbers are shown in this way to mislead people. Now consider that we and our families pay a portion of that 212 million per person and I think it's safe to say we pay more than half of what goes into our pension fund. Then please explain how the city never fucking contributes it's share! Then please fucking explain why in other states the municipality pays the whole fucking thing!

I have to say I have been off for 6 months on an IOD. So far I am in constant pain and am frustrated as hell. I want to get back to work. I just am hopeful that I can at least come back light duty. Good chance I will never fully heal. I know there is abuse, but not all can return. It's up to the department if I can retun. The Sun-Times lists a very few. What they don't say is you have to be re-evaluated yearly.

Spending $18 million on disability so what! Don't let the media distract you.

Illinois recently gave at least ten times that $18 million dollar amount away in tax breaks to corporations.

Chicago gave away it's parking meter operation. A huge revenue generator. Now you are going to try and tell me that you're worried about $18 million? HA!

Rahmen "Noodles" is still dragging his feet on the school zone speed trap cameras. How many millions of dollars in lost revenue have we lost already from that! I'll bet it makes the $18 million in disability look like chump change. I still haven't seen just one camera installed yet so how bad do they really need the money?

Don't waste your time on this small time stuff until the big time stuff is taken care of.

You don't attack problems from the bottom up when you have financial problems and are short of resources.

I have been working for over ten years with a handful of sick days. I am offended by the amount of people scamming to get disability when they are perfectly capable of working and the number of officers on light duty when they could be working the streets. You all know who you are and your day of reckoning is coming. There are plenty of hard working officers out there on the streets risking their lives while others are hiding on disability and light duty. Leave the disability for those officers who are truly disabled and leave the light duty for those who want to work but absolutely can't be on the streets. These same scammers shit talk welfare recipients and section 8 housing beneficiaries. Well, I've got news for your, if your faking, you're no better.

F-you! I had to fight to get medical attention and was left compromised for 8 months before someone would listen to me! More than likely, that is the reason that I am in the shape that I am in today! Guess what? Couldn't even sue anyone for negligence or medical malpractice and fought for benefits. I don't have aches and pains..... I have a bunch of hardware in my body and permanent nerve damage which is more than likely the result of being left like that for 8 months. Neurosurgeon said that I should not have even been walking and now the neurological damage is permanent. Sun Times and the rest of you want to blame me for the fact that the city almost left me a quad! Oh but I'm not so I must be scamming! I had numerous physical exams as well as two functional capacity evaluations by two different physical therapists at two different locations and both yielded the same results...reached maximum medical improvement and can no longer do her job, not even light duty! So, I somehow paid off the city doctors, two of them, my neurologist and both physical therapy locations to say that I am disabled? All I can say is pray that this doesn't ever happen to you but on the other hand, I really hope one of you who has posted these rants gets the opportunity to spend 6 weeks in bed trying to recover and 9 months in PT only to still suffer from pain! I wish that for all of you who think that everyone is this person that they singled out !

People who WANT to work, can't stay. The rules force people to leave and the 'light duty' spots aren't available for them, anyway.

I can think of at least three northside honeys who are being well taken care of and wouldn't know police work if it hit them in the face.
Each of them is filling a spot that would be ideal for a light duty person, but instead their only real job is to look cute and plan events. (There's a word for that at $85,000/yr, but let's keep
it clean.)
There are people on that list who would be happy to take a report or answer phones, but the City won't let them .

I believe Lappe taught at the academy and then was on tact in 016 when he was shot. Nothing bogus about the shooting, he came close to dying, I remember that shooting. I was amazed he came back.l I say God Bless him, I begrudge Mike Lappe nothing.

IOD disability is in the contract, non-IOD is not. That is why all officers are offered Long Term Disability at least once in their career along with term life insurance. I had several chances to buy Long Term Disability and carried it until I had 20 years on. That guaranteed that if I was hurt or got sick off duty I would get at least 60% salary if unable to work.

Once you qualify for pension you can drop LTD.

We have all seen scammers. It is interesting to read of the many comments suggesting what to do with the scammers. But not one comment was from a PO who would themselves turn in a scammer and give evidence against one. People only want someone else to do the heavy lifting regarding scammers.

Don't like the scammers? Turn them in yourself.

Mr Emmanuel does not care about police safety, fire, teachers or any of the almost one thousand people shot so far this year, Nor does he care about any of the neighborhoods. Nor does he care about the future of this city. Shortly after being elected, we were at a mtg with his closest advisors and they announced the NEW MAYOR will make minor changes but he wants to be here only one term. He has his sights set on Quinn ( he thinks he's a dummy and beatable). He then wants to become President. He has said if Barack can win, so can I.

Going back to the meeting, we were openly told the strategy is for Mr Emmanuel to get the finances of the city in order and then run on that platform for Governor. He will then run for Governor on the premise of straightening out the states finances and then he will run for President on the same strategy.

HISTORY: Emmanuel had no experience in Banking and has no MBA yet he was appointed as an nvestment banker and he earned 18 million dollars in 3 years with the help of President Cllinton.

Emmanuel was named to the Board of Directors of the Federal Home Loan Mortgage Corporation (Freddie Mac) by President Clinton in 2000. His position earned him at least $320,000, including later stock sales.He was not assigned to any of the board's working committees, and the Board met no more than six times per year.

During Rahm's time on the board, Freddie Mac was plagued with scandals involving campaign contributions and accounting irregularities. The Obama Administration rejected a request under the Freedom of Information Act to review Freddie Mac board minutes and correspondence during Emmanuel's time as a director.

City Hall knows that CPD is down 3,000 to 4,000 Officers but Emmanuel doesn't care about safety and wants to use the money for his ultimate political strategy. As far as contract negotions, they want to stall as long as possible ( another 24 months ) and then he will be running for Governor, and he said the next guy can handle that.

What Emmanuel fears:

1. Any reference to the fact that CHICAGO IS THE MURDER CAPITAL OF AMERICA.

2. Any reference that more people were killed in Chicago this year than in the war zone of Afghanistan. ( a reporter asked about this and he stormed out of the room and this reporter was banned from city hall). Make no mistake, he has a very close relationship to the Editors and News Directors but that is starting to strain. By the way, have you noticed how quiet Jesse has been with all the violence? Im sure you know why.

3. Impending Teachers strike because that will keep more of the hoodlums on the street instead of in school.

4. Any references to the already 7 vacations he has had in his first year (on city tab).

5. Anything that cast his running of the city in a negative light which will hurt his political aspirations.

6. He is schocked how McCarthy is working out. He can't CONTROL the cops and get more out of them even though they have 1/3 less manpower. Nor can he control crime as he guaranteed with his east coast model of comstat.

I know most of the Officers on disability are legit, and it's clowns like this that give the legit Officers a bad rap. Same as those on the medical or iod. The vast majority are legit, but there's a few who just play the system on a regular basis, and it's those Officers who need to be called out. In my 25 yrs I've seen many Officers sustain severe injuries but returned to work as soon as possible, because it's the right thing to do. To those Officers, I tip my cap. To the abusers, GFY!!

Well I know the Sun Times doesn’t have good reporters on staff but Jesus all they could find was donations to Burke for $2000.00. In 10 minutes I found Siedlecki’s mommy Celene’s funeral home gave Burke and the Cook County Democratic Party more than
$ 10,000.00 over the years.
Most of the donations were for the 14th Wards yearly ad book. The Ad book scam is were the wards precinct captains and others sell quarter, half and full page ads in the wards ad book. Unfortunately for the ward organizations they have to actually print the books. The ward then leaves them for people to take at their annual fund raiser or around the ward office. It’s a total scam believe me the printer is the only one looking at the book, nobody else.

Interesting that the list given to the Sun Times is not a recent list. That list was from Sept 2011, ten months ago. Seems like the Sun Times sat on this info for awhile. Also seems like this list was leaked to the Sun Times because there is no mention of the Freedom of Information Act. If that list was requested through legal channels it would be much more current. Matter of fact I bet some on that list have since retired or some may have returned to duty.
So if Lappe or Shields didn't leak that list they would be all over this going after the Sun Times. A big thanks to you two for being so stand up and sticking up for our disabled.
How about some true facts here? Disabled police do not give their guns back. They also pay into the pension fund just like they were working only the City pays their share, that's in the illinois law.
I'm sure most of the disabled would have really liked to come back especially if they could get a nice spot like Lappe did. Another fact: If they are put in light duty, which is not their choice but determined by the City, they lose many of their contract rights such as seniority, the ability to bid for a spot or a watch and their ability to take promotional exams and be promoted. Yeah they get hurt or sick and come back and lose most of their contractual rights and benefits, real fair huh? If they get put on disability they also go many years without any pay raises.
I remember a time on this job when we did not read some media nonsense filled with untruths and turn on our own like so many have here.

There are too many secretaries that have phone calls and will never have to work the street. One from our dist. just landed an inside spot, father is a retired boss. Surprised no one.

I don't normally post on this Blog but after looking at the article and some of the BS statements I had to put in my own comments. After looking at the list several names stood out as PO's shot in the line of duty and were left with debilitating injuries which left them unable to return to work. This shit house reporter sensationalized a story and painted all of those officers with the same brush trying to put them in a bad light. We should know that reporters of this caliber don't care about the truth only to sell newspapers. As for the piece of work who helped with leaking those PO's personal and medical information you will get your just dues someday. Just remember that those Officers started their tour on those fateful days and in a instant their lives were changed forever. This could happen to any one of us reading this Blog.
Do not buy into the lies this reporter has put out.

Two words: Pedro Medina. He was a quadriplegic due to injuries in Afghanistan, but fought hard to rehab himself and is now back at work, teaching at the Academy. His story was in several newspapers, look it up. If he can come back and work, anybody can.

No disrespect to the officer, I commend him and thank him for serving this country. However, cpd finding a spot for him was more to make them look good. They didn't want to like assholes. My friend gave 25yrs of his life for this department, diagnosed with cancer and exhausted his sick leave. Was on the mend, begged to come back and least answer the phones until the dr released him for full duty. Department said, "No, go on disability." His spirit was broken because he truly loved his job, he passed 2weeks later.

Rahm can use these comments for his negotiation. Some of you want less Disability benefits because you "know" people are faking. You want less medical time because you "know" people are abusing. You want Limited Duty eliminated because you "know" they're faking. And you want the Disabled to have to come back and work the limited duty jobs you just eliminated. In earlier posts you wanted the FOP to do nothing to increase our pension (well you got that already). I read in these posts that we should stay low profile because we have jobs and make good money considering the job market.
These comments all save Rahm's negotiating team lots of work.
Stop rating each other out and look out for each other. Grow up and get over your petty jealousy.

I am on that list. i would of gladly shared pictures of my injury...my fused spine. I would of also let them take pictures of the cane and braces I use just to try to walk. I have to take 7 different meds every four hours ....so a total of 28 pills a day. I doubt I will have much of a liver in a few years. My whole life got completely fucked up. From working out everyday and being active....to fucking gardening now ....I can't even make love to my wife like I used to.....great life huh? People with fractured backs don't always heal. People with MS have invisible neurological damage. People with heart problems can't always be fixed. Those with incurable cancer can't come back like Medina.

I truly applaud Medina, both for his service and for his determination to recover, but his case has NOTHING to do with anyone else's case. All cases are different and unique to the individual involved.

I remember him as a range officer and working tact team in 016 is about the softest tact spot there ever was. The point was that some guys who get hurt get good light duty jobs but not all of those on Duty Disability who got hurt ever got the offer or the chance to get a light duty spot let alone a good one.
I worked with a guy who spent all his years on the west side. His light duty job for getting run over while saving another cop's life was a great spot on afternoons in the call back unit even though he had been a bid guy on straight days.
So not all those on disability are scamming and not all those are offered any kind of light duty spot at all.

It's unfortunate that injured police officers can't be given jobs that don't require "peace officer" circumstances. Injured cops could help investigators, work at the crime lab, etc. However, ANY police officer is expected to be able to keep the peace. This means effect an arrest, chase a suspect, fight, and yes, draw a firearm from a holster in a split second. If any citizen were accosted by one of our city's notorious gang-bangers on the Mag Mile, and a cop with an injury/disability couldn't take 100% action, the citizen would e screaming about having unfit cops on duty. The officer must be able to draw a firearm on a fraction of a second's notice, aim, and hit his target. The circumstances of a safari are much different than chasing a gangbanger down the street who suddenly decides to fire back or fight back with the intention of killing the officer.

This article is one of the most misleading, one-sided, divisive rants I have ever had the displeasure of reading. To start, some facts should have been revealed. Police Officers who are injured on duty are not legally entitled to sue their employer for their injuries under an indemnification clause. Individuals who are employed at companies with workforces equal to that of the CPD would be entitled to receive monetary settlements based on degree of injury, body part, etc.
Secondly, officers who have been off longer than 1 year must medically clear through a city physician to return to work at all. Even if an individual is capable of 'desk duty', under the current terms, an officer must be able to effectively able to discharge and protect their weapon at all times and be physically able to effect an arrest and subdue an offender, to return to work at all. There is a large degree of culpability for doctors to state that someone is capable of returning under these requirements. Should they clear an individual to return and that officer proves to be incapable of these requirements the blame will rest squarely on the shoulders of the physician. The injured officers did not set these terms.
The inflammatory trumping of disability benefits to police officers needs to be tempered by the facts that they are subject to substandard medical care, not eligible for worker's comp settlements, and now public harassment from the media and the public at large.

Bad assumption. It isn't "the same difference".
A pension fund does not exist on the contributions; it exists and grows based on the INCOME generated by the contributions. Stocks and bonds bought by the fund, real estate investments bought by the fund...that is how a pension fund is able to pay out more money than is 'contributed' into it.

In our case, WE are paying into our fund. The City failed to pay its fair share for many, many years, thus depriving our fund of the chance to invest that money and grow that money the way it SHOULD be grown.

Our latest mayor has publicly declared at press conferences, that he will not ALLOW the City to pay into the fund, although it is required by State law that he do so.

Our pension fund would likely be fine, if we were not the ONLY ones funding it! Someone needs to sue this self-proclaimed tsar and perhaps arrest him for dereliction of his mayoral duties and violation of State law. Maybe we all need to sue him individually and 'redistribute' his many millions.

In a police job, if you are in pain or can't run you can easily get yourself killed or your partner. Things arent always what they appear to be! Abusers are upsetting but this is not why the city is broke! This is a STORY to get everyone to hate the police during contract time.

The city is budgeted to pay 13,500 police officers, yet how many officers are there in actuality maybe 9-10,000. So that means the taxpayer is paying taxes to pay the salaries for 3,500 police officers that are non-existent! Every year! 3500 multiplied by say 80,000 equals 280,000,000 dollars a frikin year!!! Thats 280 million every single year people! But Shitbag Times is doig a front page article on 370 police officers that are on disability. WOW! I find it odd that the basic theory involved here seems to be that once a cop always a cop. The city has many other jobs that cops who become disabled could take up.

There are plenty of city jobs that do not require any special skills. Its not like you need to have a college degree or an extensive apprenticeship to drive a garbage truck or be a 911 dispatcher. I do not believe the average cop to be so clueless that he or she could not be gainfully employed doing something else.

The pension plan disability could pay them the difference between what the salary would have been as a cop and what it is in the new position if it pays less.

The retirement benefits don't seem out of line either. The guy went on the job and part of the deal was a pension at the end of the line. If he gets hurt and has to go do something else, basic fairness seems to dictate that whatever pension benefits were promised him upfront should still be there.

My guess is the disability system was never really thought out very well, and these anomalies are the result of a poorly thought out system.

It is not the fault of the disabled cop that the system is what it is. It does not appear like any of these people did anything illegal or cheated the system in some way.

Not a cop.

This program saves the tax payers millions of dollars each and every year. I love the drive by media, they only side with the politicians of this state . Then they can work a desk job. It doesn't appear anyone is breaking the rules, but it the rules that stink. Allowing someone to work another job while getting paid disability is not right. They should be given a police desk job for similar pay (or use disability to cover the difference in pay).

If one of my coworkers was scamming the system and I was paying for it, I'D BE FURIOUS! The sad thing is: some of these guys are really hurt and now the whole system looks crooked!
