Once again:
- SCC, unless I missed it there has been no mention of what GMac said at Compstat re: Foot patrols. To wit: Commanders must justify why a fixed post police officer gets a car from now on. Inclement weather is the only real reason, otherwise all fixed posts must be on foot.
These "posts" aren't storefronts or downtown spots with tourists all around. These posts are deep in enemy territory at high traffic dope spots. Spots where weapons are commonplace and turf wars rage. Spots that are easy to hide dope and where the dealers can operate out of sight.
We certainly hope that downtown has thought this one through. And then the supervisors mention their concerns. And finally, the FOP can ensure that officer safety concerns are paramount and in the front of everyone's mind.

The officer gets a car because we're so damned short that when, not if something big goes down, that's how the officer will transport his ass to the scene.

Foot guys do nothing, are usually connected and arent needed anyway. Just a "clout" spot to give "do-nothings" a place to hang-out. Only time you get any help from them is when it's NOT the regular guy working it.

Speaking of feet...never seen as many people fired in a week here at the UCPD as I have this week. We've seen
a newly promoted commander here shown to the door, a recently promoted sgt. also sent packing, and a patrolman here was recently placed on two weeks
administrative leave (the kiss of death before
termination here). It's no wonder that all new
recruits hired by the UCPD now have to sign a
three year contract of employment. We've lost about
90% of our new hires over the past two years. It
seems that no one wants to stay here long, and
our amazingly fucked up upper management
can only scratch their heads and wonder why.
Several sgts. were recently overheard discussing
a meeting held with them and chief Marlon Lynch.
Lynch told them that he felt that only a handful
of the sgts. 'had his back,' and that the rest of them
could either 'resign your rank and return to the rank
of patrolman with no penalty, or be prepared to be
fired.' It's no wonder the sgts. all appear to be
stressed out here. Most of them are in their upper
40s and 50s, where else are they going to work
in law enforcement at that age if/when Lynch drops
the axe on them, like he has done to all the Lts.?
Now that sgts. are running the watches, there are
problems. A lot of us eventually see the rank of
Lt. returning here in the near future. Our new Asst.
Chief appears to be powerless to turn thing around
under Lynch, who seems to showing all the mental symptoms displayed daily by Doty when he was around. One thing is certain, it doesn't look like
many supervisors will be around to max out on
the pension here with 33 years of service. Lynch is
swinging the axe at anyone who happens to be in range of his office.

And who deems that the death is not suspicious? The Medical Examiner has authority over all dead people in Cook County. The Medical Examiner issues death certificates and will determine whether a detective will investigate or not. That certainly isn't the job of some political operative at the Prudential Building. Some laws were likely already broken.

Years ago they had the walk and talk program, it was great if you were on Michigan Ave but most walk and talks were in the projects, two of our Offcers were assisnated while standing at the Green.
It's called foot for a reason. He also said he had no problem with them having a car, just get out of it. He didn't want people sitting in it, texting, reading the paper, on the phone etc... and he's 100% right!
So those of you little girls crying about officer safety, it's actually safer being out of the car aware of your surroundings versus sitting in the car with your head buried in your freaking Facebook acoount, a sitting target.

Foot posts are not in the culture of the CPD for some time, probably since the 50's when OW Wilson came in as superintendent and had the department purchase a lot of new cars. Back then each district station had only a few cars to use, used a lot of 3 wheelers. But, in many departments on the east coast, foot patrols is a very large part of the culture. When i came on the job in the 60's I had a foot beat, had a call box key ( still have it), and had to pull the box every hour. It rang to the district desk. The beats were always on busy streets, never on side streets. I dont envy you guys/gals if they have you walking on side streets at night, especially alone. But, lets be honest, if they let you take your own car to the foot post or give you a squad, you sure the hell are not going to walk or probably even stay on your post. That is human nature.

In New York they have 30,000 or so cops and 76 Precincts. There are enough cops, (and auxiliaries) there to put foot people in dangerous spots because there was backup on foot within a block in every direction as well as in cars. Here because of "doing more with less" if you put somebody at Madison and Pulaski or 16th and Homan and something goes wrong their backup just will not be there.

Remember, in New York there are no alleys, garbage is put in front of the buildings. Congestion is so great that response by vehicle is hampered, so once again we are going to a New York model on this foot patrol issue. Because we have alleys and less congestion, Chicago is better suited to vehicle patrol than New York.
I'm sure that many of the residents of these fine neighborhoods will be tickled to death to see the police walking down their very own block--- the gifts of appreciation should soon be coming our way like all the red pop you can swill down in a tour or all the flamin hots your irish belly can handle....

Ok sgt., I'm not being critical, but how far are people from finally letting the supe have it and let the chips fall where they may? How long before someone at a meeting decides he'd rather let the supe have it than have his head explode? So far, only Lt. Andrews has had the balls to do anything about it. Perhaps foot personnel should just ride busses around their beat and have a car pick them up for drop checkoff, take a bus or cab in, or they should use rollerblades or bicycles, perhaps uni-cycles as they are lighter and easier to carry on busses. Perhaps some of those rollerskate shoes the little kids have would be perfect. The Mayor could get the exclusive Contract kickback for making them in adult Regulation Police style and sizes. Instead of police radios, keep in touch with free Obama-phones. Emergency Personal ? go in nearest Alley, carry extra Toilet paper in fanny pack. Regular personal? Relax in large refrigerator-size cardboard box in alley, with local stew-bums, keep cool in the hot sun.

Foot Patrols are USELESS for fighting crime.
The tips and clues gathered in no way justify the waste of not having a copper in a mobile unit.
That same copper in a car will gather more information just answering calls and being on crime scenes.

This "new strategy" has been done, over, and over, and over again.

Three words will help solve the climbing murder rate.
HIRE MORE COPS.
Also, it wouldn't hurt to treat the cops you already have a little better.
When you spot a bad boss, put them somewhere where they are not in a street leadership capacity. ( I don't work in 014, but I hear that there is a Lt. there that would serve the Dept. better by working in a basement somewhere with a computer). And that's just one example.
Anyone can be a boss. But all bosses aren't good bosses.
It's your job Superintendent to separate the herd.
You cut your operating cost by tossing the older guys under the bus. Get rid of all those old expensive benefit plans, the health care and the pension costs.
When the union agrees to those two tiered benefits, that the benefit changes will not effect the old guys. These changes are only for the new guys. You can bet your azz you're wearing a target now if you have the better benefit plan.
You stereotype the old guys with bullshit about them being old, slow, resistant to change, unable to accept new technology so all the new recruits think they are protected and safe. That's your future though. You'll be there sooner than you think.
It's about the money. Get what you can in your hand while you can. Eff these deferred plans. Oh we are saving this money for you here in this plan and that plan and when it comes time to use it the money is gone to some clouted politicians friends or family via a no-bid city contract.
It's about values mayor.
The city can throw together a contract that extends 100 years and approve it in no time flat for some outside parking meter vendor but your so-called highly valued police and firemen, your teachers can go Eff themselves when it comes to a union contract as you leave them in purgatory wondering what their future has in store instead of them concentrating on their jobs.
The city can also renew the clouted fraudulent towing company contracts just like that (snap) and I'm sure that there are many other examples.

Should anything ever break out where you would need a man with a gun the foot patrol officer can always call 9-1-1 for back up and get it just like the citizens do. You see how well that is working!
A lone officer out there with a gun on display is just begging to be robbed just like the tourist flashing that I-phone. Only then you have another weapon on the streets.
I've done the fixed foot post in 011 and not one single car will stop by to see if your ok because we are so busy. How does this invoke officer safety? It doesn't. The sad thing is if something happened to us no one would know until check-off.

I would be willing to bet my OT check next week that the 2nd watch LT is going to come in to work tomorrow with his AR15 strapped around his neck after he just took the carbine training the rest of us Blue shirts who are actually on the street cant get. I cant wait to see "Jam You Up Johnnie" walking around the station sporting his AR15.
And make sure you dont leave your AR15 laying around unattended anywhere in the station LT or we will have to inventory it and get a CR Number on you.

He went on to ask why I never move from the corner, I said I can't I'm keeping this corner safe from the boogie man. The only way a foot patrol works is if you have the manpower to saturate a given area. There is not one district in this shithole with enough manpower. Is there anot boss with the sac to speak up?

There are no gentlemen working in high places within the police department. Understand now? Don't you remember all the verbal promises made to the last incarnation of specialized units? I recall McCarthy himself and a couple of his running dog lackeys at community meetings promising that after the merger of 019 and 023 none of the personnel would go anywhere else.
Right.
And now the city tipped their hand, crapped out of turn by posting that they need to move 13 sergeants from 019 and an unknown number from 002.

Shithead deal drugs less then a half a block away, drivers blow through stop sign and a number of other offenses. If I'm fixed and I have to sit at the intersection how would you like for me to enforce the law??? isn't that what the police do?? Wiait.....I think the police suppose to just look pretty now. They were numbers 348 & 349 of Chicago Police Officers killed in the line of duty.
Presently, there are 517 Chicago Police Officers who gave their lives in 'the line of duty.'

We are so understaffed who gives a fuck if they take a car sitting unused in lot? Place to put some gear, assist on a couple calls. Go to crossings for guards that dont show up on rainy or hot days. This is what these assholes are worried about downtown?? How about hiring more officers, and trying to get murders down??! WTF!!
It'll be nice to see the two "foot" guys on 26th St in the 010th District actually on Foot but I dont expect that to change. I dont think they can figure out how to get to the post without a company car!
