See if you can follow this:
- Bank robberies are UP - these are reported to the FBI. Lying to the FBI is a very big no-no. People go to prison for this;
- Auto Thefts are UP - Insurance companies report to stock holders and won't pay out without quite a bit of paperwork;
- Shootings are UP - the Tribune, either by accident or by design, published the actual number of shootings as compared to last year;
- Murders are UP - it is extremely difficult to hide a dead body, Drew Peterson aside.
We can't locate the Arson numbers at the moment, but it was UP earlier in the year. No idea if it leveled off or dropped at the moment.
Now, you can prove that these crimes are UP, but you want to believe everything else is down? Not just down, but down by 9% to 15% according to Rahm and McNumbers? Go read the CompStat book we've touted here a few times. Go look at the Milwaukee PD that is in all sorts of hot water for downgrading assaults, batteries and other crimes. Go look at any other metropolitan police force that is using the CompStat method of counting crime

OT- Just received an e-mail from non other than The Bernstein Group. The study material guru. The e-mail states that the city is planning on conducting a promotional test for Sgt and Lts in 2013. What I find funny about this is they haven't even made 160 off of the last Sgt's list that they gave back in 2006 and the Lts test they haven't even made 90 off of that list that I believe was given back in 2008. This is just another way the city can waste tax payers money. Why give a new test when they have a good list of qualified applicants from the old test. I will bet a years wage the only reason they are planning this new test is because the clouted up and the qouta needed populace are not in the top numbers on the old list. This city is so corrupt and wasteful. The city cries broke but they have a few million to waste on a test that is not necessary yet.
Do you really mean to tell me that they were lying when they said the beaches at North Avenue and Oak Street were closed because it was too hot near the cool water while every other beach stayed open?

I know of a women that was recently a victim of attempted rape in Chicago. The CPD officer told her forgetabout it. That it was a waste of time to file a report because chances are she would be unable to prove probable cause.
I told her police are not judges let the judge decide and she went back later and filed. She was almost talked out of it.

While I was working 3rd watch in the lovely 011 district my wife was startled when the doorbell rang. She almost fainted when she saw one Chicago police officer dressed in his "dress blues" and another waiting at the end of our walkway by the street. She opened the the door and the first thing the officer said was "I'm sorry." my wife nearly collapsed!! The officer then finished with "I'm sorry.....(pause)......for bothering you but would you be interested in buying a candy bar for my sons baseball team" WTF!!! My wife was so relieved and then saw 2 younger children with the second officer who was waiting at the end of the walkway. Now I have heard some f*ck'd up shit going on but WTF?? Coppers are actually going door to door in their dress blues which to any coppers spouse would "appear" to be a death notification!!! Then to find out its to solicit money for a candy bar for their son??? Just be glad I wasn't home when this happened!! Please let me know if any other officer had this sort of "death notification for candy" yesterday and please warn your spouses. They have enough to worry about. Stay safe.

young ppo please be advised that the Lt test was tainted in that proctors screwed it up causing the Sun-imes to re up questions that caused complaints about conduct of test and the retest was compromised........ last Lt test was tainted and should not have stood. All Lt's off last test should not be Lt's and a Re: test should have been conducted with a law suit against the accounting firm that hosted the test

Shootings numbers are murky since Tiny Dancer would rather they report the number of shooting "incidents" rather than the # of people shot, (eg. in Chicago, the Colorado movie theater 'Dark Knight' shooting with 12 killed and 58 injured would = ONE shooting!).
Murder totals are hard to hide.
Beyond that, though, the totals that the city tosses out are likely complete fabrications with no semblance of reality!

Even though she's a permed to death, bleach blond, "baked to golden perfection" goof, she still holds the rank of captain. So unless the chase was terminated by someone with higher rank than she has, it's her call.
When a chase starts in one district & crosses several districts and zones, not all of the information gets out to us. Listening to Zone 1, it was hard to tell if this was a kidnapping or what. There were 2 kids in the car and at that time, no one knew if they were victims or belonged to the offender (which only after the chase was over, was it determined that these were his kids). And the guy was wanted for armed robbery.
WV trooper shot dead and partner in critical condition all while doing routine traffic stop. RIP officer. God speed to his partner. Remember guys no traffic stop is routine. Go home safe.

Not a cop - but possibly it is at least partially due to a series of incidents back in the 70s and 80s on a bunch of departments (not just CPD), that led many departments to ban the large heavy aluminum flashlights.
there were several deaths linked to the use of the large aluminum flashlights as a club.
it is too heavy to use as a baton, just too much inertia, so as a weapon it is really just a club, and it was a PR nightmare everytime it was used that way.

Simple - liability
They got rid of those lights long ago because too many officers were using them as impact weapons and cracking too many skulls open - quite literally. Those big lights are, in essence, a long metal pipe filled with lead.
It wasn't a popular decision when it was made. Those large lights were very bright in their day and very useful, especially after nightfall. However, that point is now mute. With the advancement of LED technology, lighter, smaller, and far brighter lights can be purchased — additionally an LED consumes much less power and therefore battery life is increased.
If you have the older Dept. authorized Streamlight poly-stinger (has an actual light bulb), you can purchase an LED upgrade kit. The difference it makes is amazing. They're available on Amazon.com for under $40 and are made by TerraLUX. The exact model is TerraLUX TLE-ST1-EX MiniStar and is rated at 300 lumens — FYI, the Dept. authorized poly stinger is rated at only 90 lumens.

F/1 call taker allegedly questions him as to why are they suspicious and asks "cause you are white and they are black"? Caller sees no response from 022 and several garages are broken into the same night. I wonder if the call taker uses the same rigorous standards for calls in 011, 015 or 007 when pooky won't go to scool and is acting all belligerent?

Because it is a lifesaver that every working copper in this city bought the second it hit the market, and used to have it in their hand or in the front of their belt 100% of the time. (Dics of course not with their suit but it was on the front seat.) Great light source, effective weapon, push open that washroom door without touching!, a dozen other tricks too.

Someone who'd obviously never seen an 1897 police/military shotgun, let alone a modern one.
Those worked like crazy, too. Saved lives just by virtue of being a deterrent -- at least back when even offenders had some shred of common sense remaining. Often quiet down a bar by walking in with it, then you could sort things out.
(Of course you need to keep them up, issue out new ones, not worn-shiny rattletraps, or let ofc. carry approved model personal-owned.)

Oh-- Mag-lites -- not necessarily the biggest, heaviest ones were carried here. They were (are) used more by state/county/rural/suburban police and very good for out there often in poor/no lighting. City police in/out the car constantly, closer quarters, up/down the stairs 50 times a night, often went a little shorter and lighter.

THATS exactly why CPD no longer carries the larger mag lite. They do not want you using it as a baton. They took a lot of heat from the media and a lot more civilian complaints when CPD had the mag lite. It was more about the image of carrying the lite than actual improper use (baton). Political correctness at work.

Ask anyone who was around in 1997 about the Jeremiah Mearday incident. It was alleged that old boy got his teeth rearranged by a Mag light or two. Hillard in his typical knee jerk reaction to everything, forbade any metal flashlight and issued us all the little plastic Streamlights. There were a literal metric fuck ton of beefs with coppers allegedly using the Mag lights as batons. If you had any common sense, you'd stay far the fuck away from using a Mag light for anything but home use.
Your ASP is a better tool to use than a 6D Mag so long as you have the department training with that control device. Remember that financial liability should remain with the department and not you. If you decide to use the Mag instead of an ASP, you will pay dearly and go to fucking jail.
The Mag lights were banned for a reason. Don't be the next victim of the department's draconian, multi-tiered disciplinary system.

I just came back from a week somewhere else. Damn was it good! Then I came back to the same old shit. This city is a cesspool. Fuck this place. Really, lots better places to bring your family and that is exactly what I am going to do, take family and pension elsewhere come Nov 15. With absolutely no regrets.

The city states that they're going to make our demolished properties GREEN while the FAA ruled that are Midway runways are safe. However Southwest has been adding more and more non-stop coverage and i think eventually the city will have to expand just like O'Hare.
I absolutely HATE living here and cannot wait for the day to have enough money to leave. This city does nothing for us but only for themselves.

If 1600 himself didn't terminate it, then 1600X (a Captain of Police) can keep it going. Read the order, moron. Actually, you are wrong. Once a chase has been terminated, it's over. No one can restart a chase once it is terminated, no matter what rank they are. Once the balancing test has been applied, and it has been determined that the arrest does not outweigh public safety the chasse must be terminated and the order must be followed. There is no provisionin the chase order allowing for a superior officer to restart a chase once it has been deemed to dangerous to continue. A supervisor may override a dispatchers decision to punch a chase ticket and not have to initiate a chase report, but that is after the fact. Read the G.O.
What makes people look stupid is people who think they know what they are talking about, but really don't.

When an Arson is not investigated while the scene is protected (fresh scene guarded by fire department or police) the Arson Investigator has no choice but to classify the potential Arson as a Non Criminal Fire. Hence you get rid of half of the Arson Detectives and Arson Fires magically disappear! So when the reporting officer calls Bomb & Arson and they tell him or her that their possible Arson will be handled BY REPORT it means that there are NO ARSON DETECTIVES AVAILABLE for assignment. It also means that their ARSON will now be reported as a NON CRIMINAL FIRE. That's how you kill crime in Chicago.

Everyone who took the test had the instructions for the procedures which were to be followed during the second part. For those who didn't have the stones to stop the college student proctor from fucking up their test don't deserve the promotion in the first place. To let out the "shameful secret" -- and I am not a little guy -- most D-cell models are just a tad too big in diameter for me (and I suspect a lot of others) to really get the best grip on. Used a small-head 3 D-cell Kel-lite, the thing lasted at least 20 years before it got stolen. Even that was a load to have jammed in your gut but it was a real friend. The small-head C-cell models were even better for me at least; a firmer grip, it was lighter and swung or jabbed faster, and still a very strong wouldn't-break-on-ya light.
I miss 'em.

ot, from the Beverly/mt greenwood parents crime blotter. Off duty CPD calls in 4 suspicious m/1's walking through his yard. F/1 call taker allegedly questions him as to why are they suspicious and asks "cause you are white and they are black"? Caller sees no response from 022 and several garages are broken into the same night. I wonder if the call taker uses the same rigorous standards for calls in 011, 015 or 007 when pooky won't go to scool and is acting all belligerent?

I have inside information that supposedly Ald Quinn will be designating Chrysler Village where I grew up a historical landmark which would save that section, for now. However Southwest at MDW has been adding more and more non-stop flights so eventually even though it may be designated a landmark, it can still utilized as necessary to expand the airport.
Remember that if you own/rent a home, etc in that area
