The founding fathers did believe that the Constitution paved the way for a working government, but the Second Amendment gave it teeth.
Some confuse state militias with the National Guard, but since the NG can be federalized (they're in the 'Stan now, and that ain't a threat to any individual state), the NG isn't the state militia.
Think of the construction of the Bill of Rights. Those items appear to be pretty much written in the order in which they came to mind.

You are incorrect.
When the Bill of Rights was incorporated into the US constitution, all able-bodied adult men were part of the militia. People back then recognized the danger of standing armies and the United States (plural) basically didn't have one. Local militias had small arms and CANONS, the biggest weapons of that age. Local militias were under local control, not the politicians in Washington or the precursor of the Pentagon.
Today people accept a professional, standing army of unimaginable destructive power, so I suppose you're right, it would be bad if the neighbors could buy all the C4 and Claymores they could afford.
History will likely prove our Founding Generation's fear of standing armies was correct. No country has EVER remained free when its government used a large standing army to spread its empire.
