Swiping Rumors Gain Traction
Here we go again:
- Fingerprint Swipe will be sprung on ALL City Employees very soon. Be ready, it's here, and it will save the City Millions, by docking You for being late and leaving early Rahm is hard just thinkin about it, and it's gonna be sprung on you all with NO notice, and FOP, etc; cannot do anything about it, it's totally legal and in use all over the country, and Rahm's buddies will make a fortune maintaining the System.
This keeps popping up every year. And every year it falls apart. The issues are legion. The hand scanners don't work. The non-functional ID cards number in the hundreds, if not thousands. As there is a disciplinary process already in place for tardiness (progressive SPAR discipline), we don't think the city can unilaterally dock your pay without running afoul of the Contract. And we have little doubt that there are going to be large issues with people staying 7.5 minutes late for various legit reasons that will be checking the "money box" each and every day. The blizzard of paperwork ought to be impressive.
The city can't maintain the GPS system in any sort of working order, the in-car cameras are out of service at least as often as they are working and today, we got a letter that the OEMC nerve center that is supposed to be watching the video system is completely unmanned. All those thousands of blue-light cameras? No one is watching a single one and haven't been for weeks. The working ones are set on "pan-and-scan" and the broken ones just sit.
Let's see how this plays out.

Absolutely true...the Operations Center at OEMC has been unmanned for the past 2 months. The OEMC has been undergoing a remodel/construction/overhaul of some sort. The Operations Center has been manned 24/7 by P.O.'s up until that point. Apparently not that important anymore...

Not a cop but a IT (computer) guy. There is a reason when HP came out with a model of laptop that offered biometrics (fingerprint reader) that is failed terribly. The damn reader gets too many prints and gets smudged very easily. So imagine a reader where hundreds of people have to use it daily, in, out, lunch, dinner, break. Wow. That will be a fucking nightmare. But again as mentioned in the article, whoever builds it will have already spent the money from the contract.
This cuts both ways. In a prior job I went thru this.
All the people that use to cut lunch or break short or stayed late to wrap things up said "live by the sword, die by the sword" and they stopped doing it -- because management clock watching. If you got to work early. Oh well your time don't start until 08:00 they sat and did nothing until the official start time.
Not sure what will happen here if they get their equip to work.
I did hear rumors of swiping. But whoever thinks they are putting in fingerprint readers is out of their mind. The current palm readers only detect heat no finger or palm prints.

I agree with you about the city's ineptitude but I think you're forgetting how much Rahm despises city workers, especially us first responders. This very strong dislike, dare I say hate?, will cause him to try anything to fuck with us... no matter if it's fraught with problems.
Out of respect for my watch commander and Sgt I dont drop a slip for anything less then 30 minutes ot. They start this shit I will swipe in 6.5 minutes after then every time I swipe out late Iate Im dropping a slip and checking the money box. Three days a week not my monday or friday I will lock up a drinker 5 minutes before check off. I wm on time 98% of the time but from time to time shot happens, watch commanders should have discretion to take care of their workers. Pull this shit and I will not write another mover, parker, or imound a car. I will do 2 contact cards a night 5 curfews a month and only make arrest on domestics or when I absolutely have to. I will have exactly enough activity for special employment. Treat us like adults or we will act like children. For the record: I have made over 150 arrest, seized doezens of cars im not a big parker guy but have written :thousands of dollars in probable cause tickets mostly using city charges this year. I have also seized thousands of dollars in narcotics money.

If the city is going to take money from my check for being late, they sure as hell better pay me for work working even a minute of overtime. In fact-- i think I will quit my part-time job. I can make more working late here and there to complete various required tasks that can be justified for payment when I file my grievance and join the class-action lawsuit for violation of contract rights. The city that works --bah ha ha ha ha ha -- this will not work for police or fire. 9.5 will find out soon enough and he will have another failure to add to his belt =)

They recently made everyone swipe and place your hand on the device. The light supposed to turn green after placing your right hand. Well the little light turned green which means nothing because when the left hand is place it does the samething. So the bottom line some contractor is making millions of the city by using a system that probably won't work after a couple of weeks. The swiping probably does work, just when you put gas on a vehicle they know what car you are gassing up.

Will the fingerprint scans include CPS employees, specifically administrators, athletic directors, and other non-teaching staffers?
Legend has it Prosser Career Academy Principal Kenneth Hunter and other non-teaching staffers take mini-vacations without losing any sick/vacation days. How is this possible? Well, Hunter would have Prosser's payroll clerk and secretary take turns plugging in/out their SS# and nobody would be the wise for it.
The days which can be easily checked are the days Hunter was gone from Prosser to attend the Bears/Tampa Bay game in London. Those days are October 21-24, 2011.
How can Hunter not be marked absent for those days and be in London with his son be called a business trip when school was in session?
Oh yeah, those were the same days, the parents of Prosser student filed charges against Prosser football coaches and players for their son being hazed.
I will be happy to see this it will be amusing to see the same coppers who are late every day actually have to show up on time, and all you useless people hiding inside have to work a full tour. That doesn't go for the p.o.s who earned their inside spot with seniority or hard work. You look at the containment of costs and you grimace. Everyone in EVERY job is expected to put in more time (for the same pay - OR less).
What about the person who has to pay for everything coming into the city?
Chicago made national news this morning with its $6.50 an hour meter charges. Everything is getting so high that people are just saying, "I just won't go downtown."
Translation: NO revenues for Chicago. No business for the businesses and restaurants. No regional money coming in to support the infrastructure and the well-paid employees.
If they would cut back some of these excessive fees and parking costs, maybe more people would come downtown and spend money.
Going to the Field Museum for two people gets to be about $100 - and that's just admission and parking and not even a lunch apiece. THAT is crazy!!!! Same with the Museum of Science and Industry - which used to be free when I was a kid.
We don't need the directors of these museums making $1,000,000+ in salaries plus benefits.
Same goes for all the "executives" in CPD. The top is overpaid and the fees for those jobs have to be paid by somebody.
As more people stop coming downtown and spending money, you will see more "creative ideas" from Rahm and company to contain costs.
Well, contain them for the little guys on staff - not the "connected" executives.
We had the same type of asshole in the suburbs who put in those stupid swipe machines. They took them out after a month because the overtime went through the roof. Their theory that cops don't put in the time was proven to be way off the mark. All I have to say is that if I'm one minute past my time, CHA CHING! Here come the late arrests, baby!

This is NO rumor! Timekeeper meeting at HQ last month outlined the proceedures in a 20+ page document. ALL non-salaried police will swipe both in and out. As for machines not working, crews have been changing out the guts and are getting them back online. Retirement has never looked so good!

Many times I have stayed 15 or 30 minutes late and not put in a slip because my bosses are decent and take care of me and the rest of the watch, but if Rahm wants to play hardball, that's fine. I think the first time they attempted this was around 8 years ago. I remember for a long time people were swiping and none of the data was even collected. Then we figured it out and everyone stopped swiping and nobody said a thing. All except for one sgt., who has been swiping every single day since they installed the machines. He was the only one in the entire building who swiped. Idiot.

We have this for other city employees, it does not work all the time. Supervisors & clerks spend hours on corrections.

As for the palm readers, they do not match the palm print to the card that is swiped... the machine is just looking for a warm body to go with the card being swiped. It can be anyones palm.

Just a lot of whinning from people who just do not want to swipe in and out . Lots of reasons, some of whom are pretty much ghost employees. I maintained a " smart card" ID card system for years. Very few issues with broken or non functioning cards, unless the employee tampered with the card. These smart cards not only can keep a record of when you enter a building or a room, but of your work time and can automatically deduct pay for being late. The supervisor has to override the system. No one watches surveillance cameras, not even in private industry. Way too many of them. They are forensic tools and for that they work very well if properly maintained. All of this technology comes down to two things: buying a quality product in the first place and then having a maintenance schedule.
There is no progressive discipline(spar)read your contract notice to supervisors page 90. The FOP should be telling you this.

So you think cause you come in early to work every day and sit outside the radio room to try an get your precious little car that you can swipe in and get paid? If you are scheduled to start at 1400 you start at 1400. Stop coming in 30 minutes before work loser.
It also does not mean shit that you get there at that time to beat traffic, tuff shit. There are thousands of people in this city that deal with the same things.

I agree with SCC, the city buys old, outdated equipment it can get a deal on. It breaks, parts cost a fortune and they say fukkit. Remember those POS Badger car computers? Or those computers with the tiny screens? They can't even keep the land based computers or the phones in the station working. the keypad to enter the back door of our station was broken for weeks, they couldn't get parts.
When Rahmmie finds out it how much it will cost to get everyone a new ID card because 3/4 of them are worn out after 10 years that will be it.

Let me stop a common misconception here. The swipe scanners will not be linked directly to payroll. Slips will still be used. So to everyone who thinks swiping late 10 minutes a day will get them extra money it won't ! Simple as that it's here just to log everyone's start and end times .
I work in 20 and the only ones i see leaving early are the Sgts and the Lt. PO ask and its like your asking for there 1st born.Bring on swiping

It is cheap and had a booming tourist industry, but most importantly it's not a Christian society during the Christian holiday.
Remember. Overtime is granted in 15 minut segments and cu is taken in one hour blocks. No sure how that will fit in with swiping but I'm sure you can make it work to your advantage. Also most of us work 9 hour tours which include a half hour unpaid lunch.
Maybe the a/a sheets can be adjusted and the problem will go away

This guy has it exactly right. You will work for the clock on the wall, not your Watch Commander.
I work inside a fair amount, cant wait to take lunch at say 1130-1200 when the natives wake up or say 1700 when all the accidents come in on the 3rd watch. They can all stand in line waiting for the 1 desk officer to help them. Then I come back and he goes on lunch. Sorry you had to wait 45 minutes to report your front plate missing, but that's what the mayor wants.
I see this most everyday with garbage trucks. 3-4 deep heading N/B to the barn at only 15MPH. Can't be early to swipe out, can't take the garbage from another block because you cant come in late, cause they won't pay you. I hate getting stuck behind them, but I understand their predicament -- the same one we will be in most likely sooner rather than later.

Why do people think they will be racking up OT if we start swiping? Most coppers circle the station before check off, now they are going to be late on purpose? Doubt it!
Being on time for your tour of duty is required as where OT has to be approved.
Swiping is coming, but only swiping in, not out. The city just wants you present and on time.

Everyone in Area North (at least det's) had to swipe their card to see if it worked. I think if yours didn't work you had to go get a new i.d. card. Can't believe mine worked because it takes 10 swipes to get it to work at the gas pumps!

All u have to do if your running late is call work and tell them that u saw a distessed citizen and assisted them on the way to work. They also have to pay u for the overtime for taking police action.

In reality, it makes sense that everyone should have to swipe. Too many people leave way too early at the expense of others. I don't mind working my full tour and getting paid for my full tour.
That being said, yes this will break often but this will probably be the one thing the city fixes on time every time because it costs them money. The in-car camera? they couldn't care less if it's broke. PDT's? No big deal. Too few cops? Whatever!
But if a swipe machine costs the city money, they will fix that everytime!
Half the hand swipers dont work. There arent enough of them anyways to begin with. In court too, if so you better have 10 of them placed down the hallways because I'll be waiting 15-20 minutes just to swip in with the long ass lines. hundreds of id cards dont work. ive had to get 2 replacements myself because the strip on the back stopped working. you know how many times I didnt put that slip in for 15 minutes well never again. is everybody at headquarters exempt from swiping? Once the City has implimented something, it will stay. They will never admit making a costly mistake. Witness the Superintdent.
If they want a Ford assembly plant, they will get an assembly line attitude. No innovation, no real effort. Punch in and punch out. Do your time.
Being a policeman is a calling. For many of us, it is who we are and what we do. Many just put thier time in, but the true police officers make it work. You will lose the real police officers with a time clock mentality.
This Department is really sliding. Watch it free fall. I suppose the bean counters think they will save money. They haven't looked at the big piture as usual.
This will be connected to the direct deposit system already in place. Any tardiness will be automatically deducted in the next payroll cycle.
If you dont believe that, just recall how fast the city deducts money from a single days suspension. I once got suspended (administratively) and the next paycheck was already short. Less than a week had gone by. I never understood why it takes over a month to pay overtime, and less than a week to make a deduction but then I remembered who we're dealing with. To IT guy. I worked at Midway Airport for a while. They have fingerprint readers there and hundreds of employees use them everyday without them being wiped off or cleaned. They work most of the time there so if the city is going in that direction it would not be to hard to implement. Ret. with 26yrs on.

Half the hand swipers dont work. There arent enough of them anyways to begin with. In court too, if so you better have 10 of them placed down the hallways because I'll be waiting 15-20 minutes just to swip in with the long ass lines. hundreds of id cards dont work. ive had to get 2 replacements myself because the strip on the back stopped working. you know how many times I didnt put that slip in for 15 minutes well never again. is everybody at headquarters exempt from swiping? If the Preliminary results are correct before tomorrows Bid results are posted, the 2nd watch in 011 is going to loose 5 people.
It seems Sgts and PO's are bailing off the 2nd watch faster than ever.

Wrong. Authorization will still be required for all OT.
And all those last minute pinches will create a pattern that will be investigated and opens you up to progressive discipline.
Also, the results of the multiple investigations will be referred to the state's attorney's office as a package for review and possible prosecution regarding a deceptive practice scheme.

Sounds like someone is comming to the realization that they are not as special as they think .... bottom line is you get paid for 8 so work 8. I dont care who you are and either does the city.
Unfortunately the city can enforce the rules for some and not others Exempts do not have the same rules and benefits as the blue shirts. If you havent figured that out, you must still be a PPO. Certain rules, policies, etc are for the blue shirts but exceptions can be approved by a DC and above. Happens all the time, you just dont know about it
Out of respect for my watch commander and Sgt I dont drop a slip for anything less then 30 minutes ot. They start this shit I will swipe in 6.5 minutes after then every time I swipe out late Iate Im dropping a slip and checking the money box. Three days a week not my monday or friday I will lock up a drinker 5 minutes before check off. I wm on time 98% of the time but from time to time shot happens, watch commanders should have discretion to take care of their workers. Pull this shit and I will not write another mover, parker, or imound a car. I will do 2 contact cards a night 5 curfews a month and only make arrest on domestics or when I absolutely have to. I will have exactly enough activity for special employment. Treat us like adults or we will act like children. For the record: I have made over 150 arrest, seized doezens of cars im not a big parker guy but have written :thousands of dollars in probable cause tickets mostly using city charges this year. I have also seized thousands of dollars in narcotics money.
If this guy is not kidding they win the award for stroke of the year.... WOW .... Get over yourself.
I already have my ID card linked to the palm scan of a homeless guy who lives in the district lobby.
I figure 3 or 4 bucks a day ought to keep me on time.

I see this most everyday with garbage trucks. 3-4 deep heading N/B to the barn at only 15MPH. Can't be early to swipe out, can't take the garbage from another block because you cant come in late, cause they won't pay you. I hate getting stuck behind them, but I understand their predicament -- the same one we will be in most likely sooner rather than later.

If we have to swipe in and swipe out then good. 30 minutes prior to check off I will remain stationary at one of my favorite spots in the district where I know fore sure there are many citizens who either don't have a driver's license or it is suspended. The minute they blow through that stop sign, cha-ching- cha-ching! I will make about 45 minutes in overtime out of a tvb. Plus if the person is on a revoked license or suspended multiple times then I have to call the ASA for a felony upgrade and thus more dollars for me. Plus on top of that if felony charges are approved then more money for me.

FYI I just talked to my younger brother. The CFD has been swiping in since Oct 1st. They only swipe in at tool call. 0800. If they re already on a call they swipe in when they get back from the call. Everyone on the rig swipes in at the same time..
Also I asked about the palm reader. He said its a joke. There is a house that he will sometimes work at where the whole shift uses a rubber hand that they picked up at a joke stoke. But there are somedays when one of the guys brings in his dog and they all use the dogs paw when they swipe in.
So on are job it will really screw with the house mouses and select few that come in late a lot.
Who ever told you fools that just because you sign out after quitting time you are getting OT?

Also, the results of the multiple investigations will be referred to the state's attorney's office as a package for review and possible prosecution regarding a deceptive practice scheme.

This is NO rumor! Timekeeper meeting at HQ last month outlined the proceedures in a 20+ page document. ALL non-salaried police will swipe both in and out. As for machines not working, crews have been changing out the guts and are getting them back online. Retirement has never looked so good!

Rahm's strategy will be to not give a f*ck whether your check is short or not. If it is, plan on fighting a major battle to get it straightened out, and seeing your money show up 6 months later.
If swiping does start, make sure you document every single second. If there's a way to record it on your phone, i.e., a timed note to yourself, do it. I also suggest everyone keep an Excel spreadsheet and enter the data in every day so you have a record. This is going to be a pain in the ass.

Not sure if you are right on this, but hope you are. I may be wrong, but I thought you had to complete the full 15 minutes before you get paid or the OT. I used to see it all the time that po's would stay the extra few minutes in court before signing out in order to get the 15 minute segment

If you create a discernible pattern, progressive action CAN BE taken by the employer, starting with a simple counseling or having a supervsior ride with you for an entire tour(s).

You are very foolish or are mentally deficient or are so mad about the issue, you do not recognize that the employer holds all the cards when it comes to OT.
I work a beat car, and even I recognize that a station supervisor who allows you to clock out 4.75 hours after your tour of duty is a fool and a bigger fool if they approve OT money for you without a damn good reason. And, without good reason, that station supervisor is liable to be disciplined with you.
And your statement: "They gonna investigate me because I am locking people up?" has so many obvious answers that you must be mentally deficient. They can investigate any pattern and, when it comes to money, you bet your ass they will be coming after you, but go ahead and be a tough guy. Good luck. You'll need it.
FYI I just talked to my younger brother. The CFD has been swiping in since Oct 1st. They only swipe in at tool call. 0800. If they re already on a call they swipe in when they get back from the call. Everyone on the rig swipes in at the same time..
True, only swiping in at 8am, no swiping out, and if ID doesn't work or they don't have it, they can just punch in their employee id number... a civilian at headquarters uses her sandwich to swipe... it's all bout contracts for buddies...

I was a corporate investigator for years after retiring from the job.We had hidden surveillance cameras on all of the time clocks and hand scans. No OT was paid unless authorized by a supervisor. People who abused the system were fired and some were prosecuted. The arbitrator upheld every dismissal for theft. So, my point is dont be smug about this. The cards are all in the hands of the city if they choose to use them. The city determines who swipes in and out, not you or the union. There is no fairness here. Hope that this does not evolve into a complete system as you will feel like an assembly line worker standing in line to punch out.You can say this was tried in the past and did not work, but that can only be because there was no determined effort to make it work. If the city puts card readers on the doors and parking lot entrance they will have another tool to track you. They can also put card readers on the locker room doors . Anything goes here my friends. Hope that it does not come about, it really is a pain in the ass.

Sometimes you can mess back with them. I once described a "health problem," and within an hour the person overhearing it had come down with all the symptoms I had mentioned, was sending people out to the all-night drugstore for medicine, etc. Very dramatic.
"Selective hearing." Generally they only pick up bad things. Something sensible they will ignore ten thousand times, but let them hear just one rotten trick just once and they'll work it on you for the rest of their lives.
