Rahm Finds Money

  • Asked whether the union proposal is realistic, the mayor said Thursday he doesn’t want to negotiate in public.

“In whatever conversation I’ve had, or negotiations, I represent the taxpayers and what they can afford. That’s my perspective,” Emanuel said at a news conference to announce the city will invest more money in programs designed to keep at-risk youth out of trouble.
Rahm doesn't have to negotiate in public because he has Fran Spielman around to do his dirty work.

But we heard on the radio today that Rahm "found" money for this jobs program.

And funnily enough, no one in the media seems to care about the $55 million set aside for Mrs. Shortshanks' park.

Or the bike lanes at over $100,000 per mile.

Money for what he wants....screw everyone else.

...and now the red light camera scandal is back and bigger then ever!!

Maybe CPD should negotiate for Super Bowl tickets, trips to Sox training camp, half million dollar jobs for friends of the family and when you get ready to retire a hidden low level - high pay clouted position on a city/county/state board too -- just like the politically connected are getting!

Shhhhh. Code of Silence.

Super secret negotiations -- protect those clout jobs and the clout as they rob our healthcare, and pensions.

Ya see what's going down with LAPD when someone crosses "The Blue Line"?

They're in such a panic two Asian women delivering newspapers were shot at today with about 30 rounds 11 rounds hitting the target because the Asian women look like a 260 pound black ex-cop that was driving a truck like the ex-cop that is outing the LAPD corruption is driving.

Gonna be a riot there soon me thinks. All speculation but -- Rodney King-like again

I heard a story on the radio that the CTA is buying $2bil worth of new el trains. I didn't hear the whole story though. I'd imagine that the Feds are kicking in a major amount to that, but the CTA's gotta be kicking some money on too.

From someone in the know:

The train wheels are in motion for the Public Transportation Section to be terminated with the new Saturation teams containing 80-plus officers demanding Transportation’s administration and tactical offices and radio room.

After Public Transportation is terminated, CTA Voluntary Special Employment will still exist for bus and train security.

The word from the bean counters is that the CTA will add 6 to 8 police officers to each Special Employment shift to match the lost Public Transportation Section manpower.

Also talk of allowing officers to choose a Special Employment reporting location.
Special Employment South will report out of the 001st District.
Special Employment North will report out of 011 next to the Blue line or 019 by the Red line.

By terminating Public Transportation, the plan will free 150 police officers and
15 sergeants assigned to this Unit to be reassigned to Patrol duties before Summer.

The fixed posts at Midway and O’Hare will be provided by the Airport Section and also paid for by the CTA.

Transit Tactical Team Officers will have the option to be placed on an Area Saturation Team or participate in a Bureau of Patrol “Super Bid”

FOP and POLICE OFFICERS BEWARE:

The city will agree to quietly reimburse the CTA for adding the 6 to 8 police officers to the Special Employment program each day from federal grants because it is cheaper than hiring new police officers. Special Employment is the only overtime opportunity that is paid straight time and NOT time and a half, so the city will GREATLY benefit.

The plan for the city to add and pay for officers to work the CTA Special Employment program at straight time may set a dangerous precedent. The city is weighing the possibility that when there is a need for additional police manpower for concerts, sporting events, festivals, high school events, protests, ANYTHING AT ALL, they will hire additional police officers through the CTA Special Employment program because it pays straight time and will avoid paying time and a half, therefore saving money. The city will do this regardless if CTA duties need to be fulfilled or not. The city will then reimburse the CTA for the additional officers they requested.

And with a CTA bus stop on every block in the city, police officers can be assigned ANYWHERE, ANYTIME, ANY REASON and the city can justify the assignment as CTA related when the actual reason is to put more police officers on the street at straight time.

About the Public Transp Section becoming extinct, it all is sounding true.

Just 2 months ago, CTA and Keating added 8 plain clothes officers to the 3rd Watch each day to the already 14 uniform officers they get each day. Sounded strange at the time. So that's 22 police officers to the Special 3rd watch everyday at straight time

And now the Special employment civil dress teams are bringing in as much if not more activity as the permanently assigned Tactical Teams.

It is all starting to make sense

Hey, steal some more money from the pensions and use it to buy red light cameras.

When the money starts rolling in from the cameras don't use it to replace the money you took, or even to honor prior commitments.

No, use that money for Super Bowl tickets and all expense paid trips for the clouted ones to White Sox training camps. Use that money to create do-nothing clout jobs for connected friends where they can pad their retirement and health care cost. Use that money for parks that no-one wants or needs.

Blow that money and expand the same process for speed trap cameras next and when we're done with that school bus cameras after that.

After all that money is stolen then demonize the pension shortfalls and pitch to the public that these damn pensions are busting out the city.

All the clouted ones are sitting pretty though. See any talk of these do-nothing clout jobs being cut? NOPE!

Of course!!

Put in the bike lanes first and a few months later bring in the water department to jackhammer up the pavement you just put down so that they can check their pipes.

Don't do it the other way around.

LOOK!

I told you to not use the income tax system as a forced savings plan.

IRS delays issuing tax refunds

http://www.chicagotribune.com/business/breaking/la-fi-mo-irs-delays-tax-refunds-fiscal-cliff-20130208,0,3991591.story

That's the Fed and what do you suppose the State of Illinois is going to do?

The State is already backlogged on some of their payments by over 500 days. Why should they be in a hurry to pay back your overpaid income taxes? There's no penalty, fine or interest if they give you an IOU and you don't get your money back for years!

If you're were getting a refund year after year because you paid too much in income tax the way you fix it is to ask your employer for a W-4 form.

Do the worksheet, fill it out, submit it, if you're always getting a refund. Talk to your tax adviser if necessary.

foreclosures shouldn't have a negative effect on property taxes.

if anything, those foreclosures lock in their 'fair market valuation' at the foreclosed upon value.

lender owned property is still privately owned property.

It is amazing that money is found for projects that are unnecessary. The excuse of RECESSION when it comes to meeting your obligations in running a city is getting old. Adding bicycle lanes to streets that are in disrepair is foolish. What ever happened in learning bicycle safety . Is society that illiterate that we have to put paint on a road to let them know where they should ride a bicycle. If our city spent time and money on things that matter this would be the best city to live in. Lets spend money on what is necessary Public safety, infrastructure. Once we accomplish this in a responsible manner then we can use extra funds to pay down the city debt and then maybe we can once again we can live uo to the slogan "The City that Works".
