Drivers Are Learning

And while Rahm's unelected school board is spending $5 million on new furniture, another hole magically appears in the budget:
  • Drivers appear to be hitting the brakes at red lights — leading to a big drop in tickets issued by red-light cameras, city officials said.

    For the fifth year in a row, Chicago’s red-light camera program has seen a significant decline in the number of tickets issued.

    The city’s 384 red-light cameras issued 579,460 tickets last year — 32,619 fewer than in 2012, representing a 5 percent decline, according to data obtained from the city’s Finance Department.

    In fact, the data shows red-light camera tickets have been falling steadily since 2009, when 722,935 tickets were issued, a record at the time after a dramatic expansion of the program a year earlier. The 140,000-ticket drop represents a 20 percent decline since the peak five years ago.

    Fewer tickets issued means a potential drop in fine revenue. At $100 a ticket, that translates to an estimated $3.2 million drop in fines issued between 2012 and 2013 and a $14.3 million drop in total fines issued since 2009.

That is the whole purpose of the cameras, to encourage compliance with traffic laws. Ideally, within a few years the cameras will only catch a few thousand a year.

I learned something as a young officer assigned to district traffic enforcement. You can run a well dry by writing tickets in the same areas constantly. Over time, you wind up writing one or two on a block where before you had 5 or 8. So you had to cast your line on another block or another beat. If Rahm was smart which is dubious because he's blinded by $ signs, he should move the damn things around instead of having them every 4 to 8 blocks. I drove through 10 intersections one way to work and I adjusted my driving accordingly. So duh! Now I really don't want to give that pint sized jerk any ideas-but......

Tickets will be issued starting Sunday to anyone caught by new automated speed cameras near Chicago high schools and parks.

The cameras are:

◆ On the Near West Side near Union Park at 140 N. Ashland Ave. and 141 N. Ashland Ave.

Saying the tax is permanent for education...bah humbug on education...and for the children??? Boo to that, cause all this state and city do is give it to the friends of the friends in education....Stop the Give-A-Ways. Let folks pay to be educated if they really want to learn. Heck, with all the info on the internet, they can learn on the iPad which everyone seems to own.
Stop this city and state, many want to get off. How much more of our money do they think we will continue to give them??

Many laugh at the speed camera money shortage but that's what is effecting vri. If you remember the city came out and earmarked all of the cpd overtime from the speed camera "windfall"... Well, they are finding out that windfall isn't happening so vri is getting cut in huge ways as we can see.. No matter how bad crime gets this year they already said the numbers will not be gettin bumped up. Also no cancelled days off for district tac teams for the michigan ave detail this year. On duty tac teams will fill those spots with select districts each day sending two officers down to work it. The overtime train that we have enjoyed for so long just derailed... They are also ralkin of scaling back the new hires they had planned for 2014 by almost 60 percent less... It will get even worse in 2015 when the pension balloon payment is due...

they are learning how to avoid the cameras by cutting thru alley's, gas station parking lots and speeding down side streets instead.

any street savvy individual knows it.

we're not saying that it accounts for the entire drop in camera tickets but readers should think twice.

also, tickets issued does not equal tickets paid as city employees such as cta drivers and certain clouted ones just ignore the tickets. like what are you gonna do tow their buses. this has been documented in prior storied in the mass media with the mayor coming out like a tough guy. but really has anything changed. have we seen any mass discipline of this special privileged group that are above the law

the words conjure up images yes. but correlation doesn't always equal causation

maybe the drivers are no longer coming to chicago to pay the highest gas prices in the country, the insane parking fees and trick bag cameras fines.

maybe the drop is due to Chicagoans losing their jobs when their cars got towed by the clouted city contractor for not paying their fines because they could not afford their fines on the walmart-like wages city employers have to offer.

i think there is more to the story here.

the mayor just the other day was boasting cta blue line ridership was increasing at a 22 percent/yr rate.

if chicagoans can no longer afford to drive that's some success story eh.

instead we cram the people in a cta blue line train car that jumps the tracks for no apparent reason generating multiple million dollar law suits.

follow the money.

Rahm's unelected Board of College Trustees have approved spending $251 million to build a new Malcolm X College (to replace the college opened in 1971). The brain trust plans to making Malcolm X the center of Nursing programs for the City Colleges of Chicago (as was promised in 1971). Rahm thought this was a good idea because the Illinois Medical Center District is nearby. Nobody bothered to consider that Malcolm X College has struggled to maintain its accreditation in Nursing and its students cannot pass the licensing examination. The State of Illinois put Malcolm X on probation for its low exam pass rate. Hey, it is all for the students. Bricks and mortar projects are good for Chicago taxpayers. Sixty percent of the college faculty is part-time and being paid substandard wages, but all seven City College Presidents recently received large salary increases.

No money for police and firemen, but all types of cash for bullshit.

About 12 years ago I was assigned the parking enforcement car on afternoons. Wrote about 130 tickets a day mostly rush hour parking. Well after about 8 months most of those people learned I would be there and my numbers went down to about 60 a day. No bosses liked my explanation of the cars no longer being on the street during rush hour parking. My job I thought was to get rid of a problem. Nope, revenue was the goal. Well I gave up that car soon after.

I think it is hilarious, but I would like to educate everyone on here that the cameras are running 24-7. For those that think they are not, ask any Detective or call CPIC and request footage. You will need an RD associated with the request of course.

Wondering what American city is the worst in which to find parking? Wonder no more. Nerdwallet.com, the personal finance website, has crunched the numbers. And voila — another result certain not to please the Rahm Emanuel administration.

Yes, Chicago wound up atop the list of the 10 United States cities that are the worst when it comes to trying to park a car without going broke in the process. New York City, notorious for being an expensive city, was a bit down the Nerdwallet list in the No. 4 slot.

Detroit water department preparing mass utility shutoffs

The Detroit Water and Sewerage Department (DWSD) announced that it will begin shutting off service for 1,500 to 3,000 customers per week. The shutoff process will commence on Monday, when the department will mail out shutoff notices to customers who are behind on payment.

As of March 6, according to the DWSD, 165,000 out of 323,900 of Detroit’s business, school, and commercial accounts are overdue, and more than 154,000 of 296,000 residential accounts are similarly delinquent. Residents who are more than 60 days behind on water bills will be shut off, the department said.

These delinquency figures reflect a staggering decline in the conditions faced by Detroit workers.

The aggressive turn by the DWSD to shut off residents is a criminal act. For many, it will be a possible death sentence. In February 1993, such a shutoff led directly to the deaths of seven children on Detroit’s east side. Their unemployed parents, Shareese Williams and Leroy Lyons, had the water shut off to their Mack Avenue home in the depth of winter. Before Lyons knew their water was shut off, he attempted to apply heat to what he thought were frozen pipes under the house.

After losing their children in the blaze, city authorities, with the unrelenting support of the media sought to criminalize the parents.

Targeting Detroit residents for shutoffs is a ploy. Claiming they can raise more than $260 million in outstanding bills, the DWSD is directly acting on Emergency Manager Kevyn Orr’s plan to “wring every bit of value from the assets of the city.” Constance Williams-Levye, commercial operations specialist at the water department, described their motivation: “We’re trying to shift the behavioral payment patterns of our customer base right now. And so aggressively we’ll have a team of contractors coming in, in addition to our field teams.”

The Detroit News reports it more gleefully, saying the DWSD’s message for overdue Detroit customers is: “We’re coming for you.”

The DWSD has hired at least 20 crews of private contractors to enforce the shutoffs/...

Listen, Sparky. The reason they would scale back hiring is because you are working VRI. You are preventing the hiring from taking place and allowing those new hires to contribute to your pension.

Drivers are learning- that Chicago is fucked up, shafting it's own citizens with red light tickets up their ass, speed (s)cam tickets, parking scam tickets, etc. Rahm won't be happy about this! Tickets down, parking meter deal scamdal, er- oops! We meant scandal, yes, that's it. All that money paid out and now the City is out good money from pension fund coffers, now what will we do? Let's tighten up (or loosen up) the criteria for the cites. Yeah, that's the "ticket!" Speeding is termed an "absolute liability offense" so let's run with that. 1 or 2 miles over the limit? Slap them with a citation! After all, they were "speeding" and it's for the children, after all. Even by those parks at 10:00PM on a school night with the temps lower than a Chicago politicians morals.

Another thing we can do is jack up the fees for contesting these automated tickets. This whole thing has been a gamble anyway, so let's run with that. Double or triple the fees (and let's make it even more inconvenient to contest the cites) and maybe that will persuade the suckers, er, citizens to just pay the damn tickets rather than fight them.

If that fails... Hey, guns are now legal is Chiraq, the politicians can just go borrow some of their wives (or their own) panty hose and do a little freelance collecting of revenue. Not too far a cry from what they are doing now.

You see... It's like this. Shortshanks actively moved to cut coppers out of the revenue stream years ago.

So when the city intentionally dried up money making opportunities by cutting coppers out of court, i.e. male and female misd. & felony along with the all time favorite vehicle impound hearings and the dope, hoe, gun, traffic, muni ordinance courts that lead to the impounds?

"You coppers are making too much money so we're gonna cut out all this court time... But meanwhile, be good guys and keep generating that mad revenue for us."

Coppers said: O_o?

"Oh really? Take money out of OUR pockets and demand we keep generating "activity" uhhh, revenue? HAHAHAHAHAHA!"

The city DID NOT anticipate CPD sitting so firmly on their "revenue generators" for so long.

And as the years went by, there was more pressure for revenue based "activity."

It pissed Daley to no end that the coppers shut down after being cut out of the revenue stream.

Coppers used to hunt this stuff down because they "got some too."

After Daley took money making opportunities away, any revenue generated by the Police was purely a byproduct of taking Police action.

Heh... Rahm has the real books and can't believe the amount of money Policemen USED to generate for the city and it burns his little North Shore ass why he can't put the just right series of words together on paper in order to compel a certain level of revenue from Policemen under pain of departmental discipline up to and including separation while skirting the razors edge of the word "QUOTA."

To all you "smarter than everybody else" people ruining this department and city?

Few tickets won't be a problem for long. Word is that Rahm is going to introduce that the fines for said red light ticket be increased from $100 to $150. And he will tell the media that "it's for the children" seeing as though the money that they thought would come in because of speed cameras just isn't there.
