Joravsky and Friends Strike Again

  • On March 5 the City Council voted 46-3 to approve Mayor Rahm Emanuel's proposal to spend $55 million in property taxes on a new Marriott hotel in the South Loop—part of his ambitious development plan that also features a basketball arena for DePaul University.

    The vote followed a September decision by the Metropolitan Pier and Exposition Authority, a state-city entity, to award Marriott the coveted contract to run the new hotel.

    Following the council vote, the mayor and his aides crowned themselves wizards of economic development. "The hotel will generate new taxes and jobs while supporting the area's planned revitalization," said Andrew Mooney, the city's planning commissioner.

    However, what the mayor and his aides didn't mention—and what has gone unreported until now—is that in the year leading up to the lucrative deal for Marriott, the hedge fund of one of Emanuel's largest campaign contributors bought millions of shares of stock in the hotel chain.

    That hedge fund, Citadel LLC, is run by billionaire Kenneth Griffin, whom Forbes last fall deemed the wealthiest man in Illinois. He is famous in the financial world for making a killing in high-frequency trading.
Amazing how that works out, isn't it? But our pension funds languish as Rahm (and Daley before) fail to live up to their actuarial obligations. How about they slip a little "inside info" to the managers of the pension funds to take themselves off the hook? OR wouldn't that be legal/ethical? Not that it matters to these thieves.

At what point does the Pension fund (a city entitiy) or the FOP or one or two police officers or firemen sue the city for this blatent abuse of city funds.
Or can they sue?
Or do all police and fire and other city workers let this administation run wild with citizens funds?
How or who can stop this???
Is it only by voting them all out of office?
I mean everyday there is another article citing the abuse of funds by these eleced officials.

Where is the City of Chicago's Code of Conduct or some other declaration that discusses (and somehow enforces) conflicts of interest?

Funny, how if you are a contractor, you need to jump through all these declarations and show certificates of proof of insurance and all this other BS saying you don't do business with certain entities and countries but something like this is OK?

I hope someone comes in to investigate all this BS - and I know it won't be the Atty. General's Office or the Chicago media.

Still in the bill are two provisions to penalize the city if it does not make the pension payments. The state comptroller would be allowed to divert millions of dollars in annual state payments away from the city and into the pension funds a provision that was made stronger in the most recent version.

The proposal also spells out that pension boards could sue to get the state to divert millions in city funding to the pension funds. […]

The new plan also includes a minimum cost-of-living increase of at least 1 percent every year for retired workers who are getting pensions of $22,000 or less. The bulk of retirees would get annual increases of half the rate of inflation or 3 percent, whichever is less, based on the amount of their annual pension payments upon retirement. Currently, all retirees get 3 percent, based on their previous year’s pension income. […]

The latest version also includes a new provision that would allow Emanuel to change the makeup of the two retirement boards that oversee the laborers and municipal funds. It would terminate the terms of current members next year and allow the mayor to recommend how new members of the board should be appointed.

Here’s what that means: The supposed “funding guarantee” in this legislation is a provision that the municipal and laborers funds may go to court if the city doesn’t pay what’s required. Now, the municipal fund’s board consists of three elected members who are employees, plus the city treasurer and comptroller. But under this provision, the entire board could be political appointees of the mayor. Besides eliminating the voice of employee participants, it could give mayoral appointees total discretion to enforce the funding provision – or look the other way.

Except the state comptroller is also required to skim city grants, and the comptroller’s office says that includes Chicago’s giant pile of revenue-sharing cash from the Local Government Distributive Fund.

To some, Quinn’s decision to draw a line in the sand on property taxes and dangle the city’s elusive quest for a Chicago casino as a replacement was part of an elaborate political dance.

Those Machiavellian theorists believe the plan for $50 million property tax hikes for each of the next five years may have been a stalking horse for a casino all along.

But the fact is, Chicago probably needs both property tax hikes and the jackpot from a land-based casino to wipe out an $32 billion unfunded pension liability that’s eight times the city’s operating revenue and, what Moody’s calls “by far the highest” of any rated U.S. local government.

That last sentence is far more in line with reality.

Ben Javorsky does a great job on this article however, as pointed out in some of the comments in the Reader, Marriott is a 16 Billion dollar corporation. The acquisition of this hotel in the South Loop is not a windfall and did not make stock prices jump. Marriott probably owns 5,000 (just a guess) hotels worldwide, the South Loop venture surely is a small blip on the radar for them and their stock. However it does not justify taking 500 million in set aside TIF funds every year and ignoring our pension obligation. I'ld like to know how much total money is in those TIF funds, maybe Ben can help us.

60 Minutes just did a piece on high frequency trading and how it "rigs" the stock market by people such as Kenneth Griffin. Sounds like someone from Illinois, crooked bastards. There is an interview with Michael Lewis talking about his new book. Lewis wrote about the crash of 2007-08 and other things, Moneyball, Liars Poker, The Big Short, etc.

The three of them sat at the end of the table, almost as an extension of the current board who were seated in their usual u-shape tables.

Crappy, but slightly better than the deal Pleines negotiated for the Sergeants - and with no pension reform that the Sergeants tried to give up. Just a citizen here. And the latest 55 million for another hotel did not escape my attention. I've been keeping a tally of all these large amounts of money being spent. I am not in favor of spending taxpayer dollars on hotels, stadiums or anything else until the city pays it's pension obligations. And a lot of other taxpayers feel the same way. The city keeps spending all this money and then expects the taxpayers to fix the pension mess. City hall quit screwing around and get your finances in order. While you're at it, you might want to place a large order of moving boxes because the mayor and aldermen are going to need them soon. They are completely out of touch with the citizens of this city.

They cant fire all of us or any of us if we didnt come to work they have no money to hire thousands of cops and even if they did it would tale them months to train them! We are in the drivers seat we just need the balls to stand up for our pensions and our future...what are we waiting for? Could you just imagine the condition the city would be in? One hot weekend in june.... And there were no officers out there?? I think they would give us whatever we wanted after that. We are continuously getting fucked by the politicians...pay our pensions... Pay more...pay more property taxes... We did all of those things already why should we have to do them again? We didnt cause the problem we followed the ruled the politicians did not

You aren't the police. I don't care if you get a check from the City that says you're on the force, you ARE NOT the police.
Police don't leave innocents to fend for themselves. Police are BETTER than that. There are other ways to take action, but you can't see that because you aren't and never will be the police.

Couldnt agree with you more. To think this guy is carrying a gun with thoughts like that. Let the city go up, thats not what I signed on for. I'm not happy either, but this will never or could ever take place, but just to even think this silly shit.

I pay about $8500 towards my retirement a year, not 1250. I also pay clots to $6000 a year in property taxes. I don't know what the 1250 figure is from but I agree with all your points.

You will be paying an ADDITIONAL $1250 toward the pension and ADDITIONAL real estate taxes. That's what the post referred to.

Love how all the tough guys threaten to kick Dean out in 3 years if he doesn't keep his promises. In three years he will be 63 and have to go anyhow.. he is a one term guy no matter what happens.

I dont recall seeing anything stating fop pres has to retire at 63.
