Detectives Schooled - And We Learn, Too

A Sun Times article about new training that all detectives must go through. If you're interested, here's the link to the article.

But buried in the article are a few tidbits that caught our attention:
  • Under a law that went into effect in 2012, police agencies in Illinois must put their lead homicide investigators through 32 hours of such training.

    But Chicago Police Department officials went further. They expanded their program to include every detective, whether they primarily handle burglaries, sex crimes or murders. The program started in October at the police academy on the West Side. Nearly 1,000 detectives will eventually complete the training.
1,000 detectives? Or nearly? Is there a class going through soon? Or are they counting supervisors as detectives this time? Also, this interesting item:
  • When the detectives are state-certified as lead homicide investigators at the end of the course, they will be able to handle tasks now assigned only to evidence technicians.

    That includes collecting DNA evidence by swabbing a consenting suspect’s mouth; conducting gunshot-residue tests, and shooting evidentiary photos of people placed in line-ups.

    Evidence technicians will still do most of that work. But the detectives won’t have to wait for techs when they’re unavailable, saving time.
Some comments the other day stated that the D3, D2A and D2 demotion order was mainly to counter a lawsuit by Shortshanks bodyguards who weren't held over in the new 9.5 regime. But the fact that the Department is allowing/training detectives in ET jobs makes us wonder what exactly the Department is phasing out and how they are going to go about it.

PER Detective Div SOP they are supposed to do that now. ET's still handle a lot of other things, and will ride on those jobs when they are available. However, when 3rd watch ET's are running 8 bodies (furlo's and RDO)for the entire city, the Detectives can handle the mundane and otherwise easy jobs such as bucal swabs, GSRs and lineup photos.

There are almost no ETs or mobile Crime Lab people left. Every time I order one they say it's going to be a while. I talked to one guy who said that they are about 35% manpower.

To me it sounds like they are really phasing out there job. The chances of promotions are slim.

Good luck getting Forensic Evidence with little or no man power at the Mobile Crime Lab. They should just sell the trucks, so they could be retired like the manpower that drove them.

Scc, We, Detectives, were trained over a year ago to take our own DNA swaps and line up photos due to a shortage or a long wait time for an et. This is nothing new.

Chuckleheads Sarge? You are a "Supervisor" on a department where 1/3 of supervisors are given their job because of the color of their skin, the size of their bra, or their political/family bloodline. Most of the rest, certainly not all, passed a test and wouldn't know police work if it slapped em in the face. Stay out of my crime scene.

I liked it better when ET's were in the district and assigned to the watch. All you had to do was go wake them up - and they came over and processed the scene ! Ya they were all crabby - but system worked.

The dicks are already authorized to administer bucal swab collection tests, and photo line-ups. Some were actually trained already. It takes about 5 minutes to learn to administer a GSR test, which gets thrown out of court everytime anyway.

The strategy is quite simple rather it's right in front of you, and us. The city, the dept, GMac, all they want are MORE bodies for the marked squad car, primarily in the districts. They view VRI as a success, just a bunch of coppers in a squad car on every corner will keep the numbers down in their own twisted logic. The only way to achieve that goal without hiring new coppers is working with what you already have. Thus too many Det.s, dump some. As for Et's , their view is since the Det.s are already there they can collect evidence too, thus more bodies from forensics to put back into beat cars. It's all about eliminating jobs, positions, units, teams, etc... That do the same thing or can do what the other does thus freeing up more coppers for the beat car. After all in the Marine Corps everyone is a basic rifleman regardless of your rank or MOS. The same thing is true here, everyone in all these units are police officers who basic function is to patrol. Ultimately units will be for the very clouted and very few and very difficult to get into but patrol is wide open. Stay safe.

None of this matters to me because I figured out a LONG time ago that getting 'promoted' simply isn't worth the headache unless you have a phone call to keep you moving up the chain. Get time on the job, bid to a nice district, bid to the watch you need, and suddenly you have a whole lot of good days because you can't be moved. And they wonder why morale is down? DW and SC teaching interview techniques, are you kidding me. I was just told that Salamis was teaching about arrestees rights. Three of this departments loosers doing and teching exactly what they are terrible at. These three all involved in the Vaneco case up to their hairline......and they are teaching Detectives....to do what? How to loose your job in thirty days or less. If anyone knows these three goofs then they know that their careers are based on favors, family ties, nepatism and back room deals. All have had extremely poor judgement and some say should have been jailed, ass grabbing, assault, theft of a scope, and these are the three McDrunk has teaching his investigators. Where are the good, the honest, the knowledgeable, the undaunted "non criminal " bosses that's who should be teaching not these derelicts of the department. And what is dino teaching....email writting 101. No wonder we are the laughing stock of the L.E. community

What most POs don't understand is the actual act of collecting the evidence is only part of what the ETs and FIs do. The most time consuming part is the packaging, inventories, and reports that have to be done afterwards so the evidence can be properly routed and used in a trial if arrests are made. If that is not done correctly the evidence may be worthless. Detectives need to be out in the street following leads and not in the area doing inventories and POs are already to busy running from job to job to be tied up doing the same.

Commenting on the newly created employee resource that governs an official removal process for D-2,D-2A, and D-3:

*The current contract failed to include language to address all of the positions covered in the aforementioned categories especially for demoting officers from those positions. Yes I said DEMOTING. The City of Chicago Hiring plan defines these assignments as promotions as did TRACY LADNER in documents obtained in Discovery in a related and purported Inspector General's Investigation. She says "these positions/officers were promoted"

The Security Specialist lawsuit is squarely what exposed this vulnerability in which the city has repeatedly acted "capricious" unlawfully demoting officers assigned to a higher paying titles without legal cause. They did the same to the ET's.

You do NOT need to be promoted in rank under the law or to take a test to be promoted in pay and job title. This includes non tested positions.

The Security Specialist lawsuit has also exposed how Terry Hillard and Commander Thompson of unit 542 exchanged emails that included a "list" of officers to be retained as Security Specialist that ONLY had their race written next to their names, NOT their tenure, NOT their annual rating, NOT their star #, NOT their seniority date. NOT anything else...JUST THEIR RACE!

Blatant EEOC violation. Hillard and or Thompson retained 100% of the black officers during the Daley/Rahm transition while the black officers actually only represented 22% of the original unit.

Hillard admitted in the past to receiving calls as Superintendant saying "we need a black guy for unit 542" and thereby sending Brian Thompson to the unit to fill the quota for a "black guy". Thompson eventually took the Commander's position and retained the same under Hillard.

This illegal way of filling a position was again employed by Hillard and or Thompson During the Rahm/Daley transition.

All of the above FACTS are available in transcripts from in the FOP official arbitration regarding the Security Specialists.

This is just a peek on the inside as how the CPD Exempts, the Human Resources Department, and the Inspector General's office totally mishandled their responsibilities, blatantly violating police officers civil rights and the FOP contract.

Rahm and the Super are personally named in the lawsuit and the City of Chicago failed on two occasions to have this case dismissed. It is here to stay!

As a side note, the City has hired Mayer Brown (the firm that litigated Emanuel's residency fight..wink wink) to represent the City in this matter. So far they have generated about $250,000.00 in legal bills and the matter is far from over...

You can thank Lt KS for the quality of the Detective Div instructors these days. She took it out of control of those who have done it for years. Even Dean the Dream didn't take her with him when he moved to patrol. Don't trust her, watch your back around her and don't listen to anything she says.

Don't worry, they already replaced your lack of work with TMA, revenue, city enforcement, and cameras. Now what are you not going to do? Make sure when people ask why OUR job sucks, you tell them what you did to get it there. It hasn't hit rock bottom, but that's only because the few workers left haven't lay down yet.

Commenting on the newly created employee resource that governs an official removal process for D-2,D-2A, and D-3:

*The current contract failed to include language to address all of the positions covered in the aforementioned categories especially for demoting officers from those positions. Yes I said DEMOTING. The City of Chicago Hiring plan defines these assignments as promotions as did TRACY LADNER in documents obtained in Discovery in a related and purported Inspector General's Investigation. She says "these positions/officers were promoted"

The Security Specialist lawsuit is squarely what exposed this vulnerability in which the city has repeatedly acted "capricious" unlawfully demoting officers assigned to a higher paying titles without legal cause. They did the same to the ET's.

You do NOT need to be promoted in rank under the law or to take a test to be promoted in pay and job title. This includes non tested positions.

The Security Specialist lawsuit has also exposed how Terry Hillard and Commander Thompson of unit 542 exchanged emails that included a "list" of officers to be retained as Security Specialist that ONLY had their race written next to their names, NOT their tenure, NOT their annual rating, NOT their star #, NOT their seniority date. NOT anything else...JUST THEIR RACE!

Blatant EEOC violation. Hillard and or Thompson retained 100% of the black officers during the Daley/Rahm transition while the black officers actually only represented 22% of the original unit.

Hillard admitted in the past to receiving calls as Superintendant saying "we need a black guy for unit 542" and thereby sending Brian Thompson to the unit to fill the quota for a "black guy". Thompson eventually took the Commander's position and retained the same under Hillard.

This illegal way of filling a position was again employed by Hillard and or Thompson During the Rahm/Daley transition.

All of the above FACTS are available in transcripts from in the FOP official arbitration regarding the Security Specialists.

This is just a peek on the inside as how the CPD Exempts, the Human Resources Department, and the Inspector General's office totally mishandled their responsibilities, blatantly violating police officers civil rights and the FOP contract.

Rahm and the Super are personally named in the lawsuit and the City of Chicago failed on two occasions to have this case dismissed. It is here to stay!

As a side note, the City has hired Mayer Brown (the firm that litigated Emanuel's residency fight..wink wink) to represent the City in this matter. So far they have generated about $250,000.00 in legal bills and the matter is far from over...

These two are dumb and dumber. Many thought Hillard was a great guy. He made chief of Dick' and his true colars came to light. He was a hater and would diss a white copper in a seconf. Thompson is just an idiot who lacks any skills and makes Cmdr pay and being a D-1 -Police officer.

Worth reposting if you are one of the officers that got reassigned (not demoted). You quote Tracey Ladner? She was one of the most, if not the most, incompetent persons ever employed by this Department.

Get over it. You got lucky and made a ton of money for holding the Mayor's coat. You should be happy you scammed the taxpayers for all that dough and didn't go to jail. Now you want more. New sheriff means new deputies. Stop trying to steal more money from the taxpayers.

Lastly, if we liked the Mayor, we would have given him better body guards. You guys were a joke.

News Flash from the Indian Ocean!

No flight data recorder but the fond Aguliar's computer minus the hard drive. The battery on the BIOS was giving off that pulse sound. But they did find about 400 grievances of coppers who died or retired before their cases could be heard. Thanks Rich. Or should I say Mr. Google?

A few years back, we took offenders to a lab to have a blood draw for DNA. When that was not necessary anymore (most consented to the oversized Q-tip over the needle), we swabbed offenders for DNA (had to check the gag reflex at the door), collected and bagged evidence, had photos taken of line-ups (from other det's in the Area for those of us not camera savvy) and on and on. Can't always take an ET to a downstate prison, and got tired of waiting for them to show up at the area. We got done what needed to be done. All without additional training. Bad guys got charged and convicted. It's a win win in my book. So what's the big deal?
