Angelo Strikes a Conciliatory Tone

The previous administration spent time sucking up to Rahm (cufflinks), supporting Rahm's candidates (PAC money and not supporting cops), making astounding accusations, endangering the very existence of the FOP ("rigged" contracts) and blaming everyone except the people in charge (see Bill's screed in the latest newsletter).

Angelo tries a different approach - appear reasonable:
  • The newly-elected president of the Fraternal Order of Police said Thursday he wants to chart a new course with Mayor Rahm Emanuel and urged the mayor to put a retroactive pay hike back on the table as a show of good faith.

    Dean Angelo Sr., a third-generation police detective on disability, said he has fences to mend and bridges to build after the tumultuous tenure of Mike Shields, who was removed from office after making the explosive charge that the last two police contracts dictated by an independent arbitrator were “fixed” in the city’s favor and that the recent sergeants contract arbitration may also have been rigged.

    One of the bridges he hopes to build leads to the mayor’s office. Shields was a constant thorn in Emanuel’s side.
Rahm already holds the "act reasonable" ground, so it might be a good strategy to join him there before pushing a bit harder to make him appear unreasonable. It might not - Rahm has "smarmy populism" down to a science - he got Clinton elected after all and was Obama's Chief of Staff. But he's also an arrogant jagoff and a mean petty little man, and if that can be exploited somehow, the cops (and firefighters and teachers) will look better in the long run.

We hate to say this, but there's nothing to lose by trying this approach for a little while as everything back at the Hall undergoes the transition phase.

This "reasonableness" he may be subscribing to and trying to get us all on board with could be the same old tactic of "don't take it to court, settle outside of court".

We will win in court on pensions...... so don't even think about trying to get us to shit on ourselves by taking cuts to our benefits OR cola..... as it is we get fucked in the ass on COLA at 1.5 percent a year that only starts long after we've already retired.

IF YOU re so negative, maybe another job whould have suited you better, just give the new board a chance to settle in, they may have been the police, or still are, but there are different sets of rules dealing with management. We are not teamster dock workers or truck drivers from back in the day when they unions would approach the boss and say we are not doing a thing until this gets settled. we have clauses and work rules as COPS, grow up and do your part, worry about pensions, paychecks and benefits, fuck a 1 or 2 percent raise that you will pay more taxes on. WTF, I voted for you and campaigned for you Dean. I do not like your first interview with channel 7. There is no negotiating on OUR PENSION! I've been working for the last 22 years for this department, I have had hand, shoulder, hip, and back injuries from being injured while performing my duties. I have worked in the ghettos of this city, worked mid nights, holidays, missed family functions and some of my children's birthdays. I have gone to court on my days off. I started out my career with shitty furloughs. I have religiously like every other member paid what I am required to pay into the pension, why have I done and put up with all this shit ? To get my promised, guaranteed and constitutionally protected measly $40,000 a year pension when I retire in four years.

Why does the membership have their pension contribution taken directly from thier checks and not the city? Why is the city allowed to skip and and have been doing so for the last 20 years? We would not be in this situation right now if the city would have been making their pension contributions for the past 20 years. Now we, I are the greedy bad guys? This greedy copper's pension contributions have made it possible for you to collect our disability check just like your contributions made it possible for coppers that came before you to collect a pension.

I rather that your interview have stated that the city should pay the members retro and give them a fair and decent contract. That pensions for current members are NOT negotiable . That the city make that required ballon payment in 2015 to shore up the pension fund and finally demand that the city hire more police officers. That way the citizens get more police service and protection needed and we get much needed new hirees paying into the pension fund. After all of this is done then you can say we are open to pension negotiations on new hirees, but that current police officers are grandfathered in and their pensions CANNOT BE DEMINISHED!

I will be holding you to your campaign promises Dean at union meetings and on this blog.

What will happen when some police officer, working all his days off or most of his days off, working CTA, CHA, VRI and/or a part-time job, and finds himself in, let's say a newsworthy incident? You want to see the complete failure of the recent FOP? I'm as fucking conservative as you get, and its still clear as day that the membership should have been mobilized to rally WITH the teacher's union en masse at least several times. Maybe not wearing red shirts or whatever, but in support for contracts and labor and workers generally, and against Rahm and his little banker friends.

Sorta the problem with the macho old boys at FOP. They don't think like labor, they think like clout bunnies trying to get theirs.

This puts the ball right back into Rahm's court. If he says no then Dean made the attempt. They just adjourned the house in Springfield. Rahm's big labor deal may be falling apart. No one should be making deals until the TRS suit makes thru the courts.

John Q Public reading the paper would think we are the good guys. (which we are) Dean does not get sworn in until Sunday but he is off and running already. If the politicians can stall till after the November elections look for them to do just that.

I think it's a good strategy to start. They got meter maids and cameras for revenue the only way we can be a thorn in rahms side is by standing together and not working any O.T. For the hottest months of the summer. Something that will never happen. Rahm made be a prick but he's a smart ruthless clout heavy prick we do not stand a chance. Give me my pension and my healthcare, I don't care about the rest. If our new contract left everything the same even with out a pay raise I would be happy. You can bash me all you want but I am very realistic. I signed on 22yrs ago I knew exactly what I was getting into with a city job. I've been in patrol my whole career I knew what I was gonna make my whole career and I never got laid off something that doesn't happen in the private sector. So yes we get messed with and it's dangerous for the 20% that aren't dogs and actually work but as a whole I'm very happy with my job and with a GED feel lucky to have. If you think you deserve more then you should send out your resume and look at your options

Smarten up man. The guy's not on disability because he wants to be, like he's some kind of scammer. He has a son on the job and is probably more knowledgeable and involved in the department then you are. It doesn't take a lot to know what's wrong with the department and the city. How much did the last crew running the fop know about what was going on, apparently not very much otherwise we would not be in this situation. City pays the teachers portion of pension 7% , they received a good pay increase and their last contract teachers received 20% , cpd took 10% , less than shortshanks offered .
Lock everyone up , enforce every ordinance that on the books , remind people it's necessary because of current administration .
Karen Lewis knocked him out twice after he mf'd her.

I rather that your interview have stated that the city should pay the members retro and give them a fair and decent contract. That pensions for current members are NOT negotiable . That the city make that required ballon payment in 2015 to shore up the pension fund and finally demand that the city hire more police officers. That way the citizens get more police service and protection needed and we get much needed new hirees paying into the pension fund. After all of this is done then you can say we are open to pension negotiations on new hirees, but that current police officers are grandfathered in and their pensions CANNOT BE DEMINISHED!

So now our newly elected FOP President wants to "negotiate" our pensions. How about the city stick by their end of the bargain first? Then we can negotiate in good faith. The city has never, I mean it, never negotiated in good faith. Before the ink is even dry they try to circumvent the contract. The reason is obvious- we allow them to do it each and every single time that is why. If we stuck together then it would not happen.

Regarding the funding of the pensions - the city never skipped out on any payments. They just didn't fund the pensions to the levels that actuaries told them to.

Why did McCarthy even come up with this nonsense? Does any supervisor want to take on this task?

The contract and the General Orders on Discipline Procedures are still in effect.

Before a Detective can even be submitted to this demotion procedure, the supervisors must document his/her deficiencies over a period of time. Must include counseling sessions and steps to identify and remedy the issues. This involves WWAAYY more work than any whiteshirt wants to do.

The contract also has a "Just Cause" clause. So a grievance WILL be filed on any cases. City usually doesn't do well in grievance arbitrations.

And this should have been the subject of negotiation.

Plus lane increases you can maybe get if u earn a higher degree ( which there's no reimbursement) They work a longer school day for less pay, PLUS never got the 4% raise that was " guaranteed" on the contract BEFORE her tenure started, - thats right - they just decided to cancel the last raise of the prior contract - due to financial " emergency." AND SENORITY MEANS NOTHING ANYMORE. THEY ARE LETTING GO THE HIGHEST PAID TEACHERS BY LOWERING THEIR YEARLY EFFICIENCIES. They hire young robot principles who let go the teachers who cost too much. Karen Lewis looked good on TV. And the strike looked good. But at the end of the day - teachers lost. Just watch CHICAGOLAND episode 1. When asked about teachers strike - he said - teachers struck - I got a longer school day - with a huge grin on his face. That's like you making it to your 25th year on CPD - and the Dept gave u a bad evaluation and fired you. Teachers lost. And you are clueless.

Typical copper, how fucking cheap can you be that you have to use phony one dollar bills at a titty bar that gives cops a discount anyway?

Reminds me of two shiny pants old time cops who walked in to a Mickey D's at Chicago and State and ordered two bags of burgers, fries etc. The young guy at the counter wasn't up on police protocol and handed over the bags of McDonald's grub and told the cop the price, now I am a couple of people behind that guy with my own partner, also in uniform.

The old timer grabs the bag or food, taps his star with his other hand and says simply "We don't pay" as he turned and walked out. The clerk was just standing there with his jaw dropping down.

I looked at my partner and we were both flabbergasted. We managed to put our faces down and turn around and leave before anyone got our names. I have seen a lot of shit in my years but that has to be the absolute most embarrassing moment as a uniformed police officer.

Just the boldness of it, to save $5 on cheap fast food, "We don't pay" and tap the star and walks away. A bygone era, and lucky it is at that.

See I don't have a crystal ball like you do and could not have predicted that they would come out with a NEW directive to do such a thing.

I guess when they drop the speed limit on the highway I'll really have been speeding all these years and can be held accountable.

And the city is ALWAYS right when they go ahead with NEW policies and directives, such as no out of pay grade for sgts for the DSS debacle, Behavior Intervention System, NATO work week pay etc. etc. etc. They have never ever been called out by a judge or a court room in error.

This has already been played out in court rooms and arbitration hearings where it was ruled that if you give a civil service test, its a promotion. See despite the city referring to it as "assigned", for 80% of us its "earned".

Did you know that the two dics demoted over the Burge scandal were reinstated to detective with back pay by an arbitrator? I can only imagine the excitement on your face when you saw this, like a kid on Christmas. Oh boy the city is using the word removal instead of demoted, now there is no way that it can fail now.

Some don't do anything but shop, workout all day or steal time by coming in a few hours late and leaving a few hours early on the tax payers dime. I think that the same should happen to all rank and file. Some sgts need to get dumped back to patrolman. Same is true for lt's and captains. Look forward to seeing the change.

I too now of a guy who was demoted and won the arbitration 2 years later. He received back pay, but did that make him whole. Don't think so . What about the 2 years he worked in a district on the other side of the city on midnights. How do you make up that time?

Not sure which teacher's contract you meant but several of those 21% teacher's contracts were done because Daley got a pension holiday from the teachers. That 21% three year raise came from the Teachers own pension money. City saved money by not paying into pensions. teachers thought they did real good, no one could figure out they paid themselves their own raise with their own pension money.

That was when the Teachers fund was at 115%, now it is around 25%. Apparently math is not the teacher's strong point.

Teacher's union presidents signed off on that, they got increased pensions based on higher union salary, pension increase paid by city. No conflict there. When will teachers figure out they were robbed?

To 2:53 pm your right the teachers won, the ones that will still have a job after all the public schools are replaced by charter schools. So you now charters are not bound by the same rules. So the teachers got exactly what Rahm wanted to give them if you think they won you are a idiot.

And all the charters are forced to hire 22yr old kids fresh out of school because they don't know any better and are still idealists.

In less than 3 years the vast majority of them leave the Charter school environment because they realize they're being used like toilet paper for shit money.

Year 1: I LOVE my school! Great people, great kids!

Year 2: My god, I have a life assholes! Fuck You!

Year 3: Why did it take me so long to see the light... new career coming up.... or..... better wages and job protection from political shitheads coming up!


Kids quickly realize they're nothing but tools to be profited from in Charter schools. And the new kids quickly leave to let yet another new kid take their place only to be shit upon again and continue the process.

The teaching profession has been taken from paying for the schools and paying the teacher's salary to paying for the schools and paying for half the teacher's salary and giving the other half away to profiteers who'll run for elected office or contribute to the campaign funds of whomever got them their free school and slave labor pool.

The teaching profession will soon be ignored by all. All the kids who quit quickly tell all their friends what bullshit teaching has become and that they wised up and moved on.

The result of this is that over time, people say FUCK being a teacher, it's a shit job with shit pay and I'm not wasting my time and money to be treated like a slave for shit money.

Pretty soon you have no one to take those jobs other than the desperate few who've already lost their teaching job elsewhere.

Then you get the real "quality" educators.

There is no "reforming" education without it's total demise on the horizon. Their "reforms" are merely shitting on teachers to increase the bottom line of profits because spending never goes down on education even when labor costs do.

Education is profit now..... with a slave labor pool..... how long do you think that's gonna last in this country?

As a tactical officer , if assigned to an area I will do the job of detective for patrolman pay . The chance to wear sport coats , new detective star ,freedom to go anywhere to lock up the bad guys . Make us all merit , use arrests , court time , medical time , disciplinary history and cpd will have the best detectives . 100% merit , use that 10% dump rate once a year and no one can complain .

I have to say this RE residency lifting. I doubt it will ever happen even though I don't think it's constitutional. I still don't get the logic but anyhow the truth of the matter is everyone cries about this but almost every cop I talk to lived in the city BEFORE they became cops; like 99%! So they did not have to live here BEFOREHAND yet they did. So there would be no "mass exodus" and property value plunge from "White Flight". People just hate being told where to live but most won't move out to the burbs anyhow. Also I don't get the city's mentality over this. Like if I live in Beverly I am a better cop working in 009 as opposed to living in Oak Lawn? Like I care any more or any less about 009th district residents based on where I live? Makes no sense.

Obstructionist asshole union bosses who'd rather burn everything down than strike a reasonable deal are a principal cause of the Rust Belt and the reason the rest of the country hates unions. And Shorty knows this. I'm not FOP or a cop and I don't know much about this Angelo guy--maybe he's a chessmaster capable of playing against the Machine, maybe he's a clueless goof--but I do know that the day of reckoning for public-sector unions draws near and if FOP is belligerent it'll be easy for the city to keep the public on their side.
