Not only is McCarthy about to take a beating at the hands of the Chicago Magazine article we linked to late yesterday (he got pasted on Chicago Tonight,too) the Inspector General is assailing some other numbers:
- About one-quarter of victims of aggravated assault and battery failed to get counted in Chicago Police statistics for 2012, according to a city Office of the Inspector General report released Monday.
That’s because police didn’t count each person in a crime involving multiple victims as a separate offense, the inspector general’s office said.
The audit reviewed a sample of 383 assault-related incident reports out of a total of 83,480 for 2012.
One-quarter? We knew, and so did every reader of this blog, that they were fudging numbers, but fully one-in-four? And that's just Aggravated Assaults and Batteries.

McCarthy ordered a review of 2012 and 2013 reports of aggravated battery and assault. He also is changing the field manual for officers, so they know how to report those crimes accurately.
The audit didn’t address the way police counts shooting incidents. Shootings are not included as a category in the Illinois Uniform Crime Report, but the statistics are used internally by the police department. The shooting statistics count each incident, but not each victim.
Hey Jody, how does it feel to be the goat? Again? After you've been gone for nearly 3 years? And McCompStat supposedly noticed the discrepancies and ordered a review? After the Chicago Magazine article cited 4 deliberate reclassifications and at least 10 total killings, no one can trust a statistic out of this guy's mouth. And he's still allowing counting multiple shootings as one incident even though no one counted them that way for years and the annual comparisons are therefore meaningless.

What is this new field manual of which they speak? It appears that for almost two decades I've been improperly completing case reports by listing each victim. Thankfully, I have a boss that cares enough to come up with a strategy to teach me how to properly complete a GOCR. I don't know what we'd do without him.

Has been going on for decades and now McCarthy is responsible?
Also cant say much for the audit. 383 reports audited out of over 83,000. Thats a true figure.

Lieutenant's contract contains language that prevents them from suing the city on pension theft!!!
In the Sergeant's contract, the "healthcare reopener" was forced upon them by arbitration and the language used in that alleged "benefit" would also preclude a lawsuit against legislation that illegally destroys healthcare.
In the Lieutenant's tentative agreement, their union bosses are trying to get the membership to sign away their right to sue by legally accepting negotiations and arbitration as their resort if the legislature forces pension cuts on them.

When a party to collective bargaining accepts negotiation and or arbitration in a contract IT LEGALLY PREVENTS THAT PARTY FROM SUING THE OTHER.
This language better not make it into our contract in any way shape or fashion because we're the only ones with enough money to fight the city in court.

I always wondered why somethings are a Felony in all counties of the State, but Misdemeanors in Cook. The State Laws should apply equally across the board.
Weis was a policing idiot, and had no idea about the UCR or it's guidelines. He asked the FBI directly if he could reclassify/classify all homicides where the person dies in one year but had received the mortal injury in a previous year as a homicide in the previous year and they directly told him "No," He also insisted that CPD change the UCR numbers themselves because he thought they made no sense as-is. The man had no idea what he was doing with the numbers.
But McCarthy? This guy knows EXACTLY what he's doing. It may give the same results at the end, but it's a BIG difference at the outset.

In 016 years ago we had a Sgt. who worked inside, days with weekends off. We found out that he would rewrite case reports, changing Burglary Case Reports to CDTP reports etc. and signing the officers names to the "new" case report. Sgt. A.M. kept the crime down in 016!!

You can't get a better yes man then Gulliford. That's what every Supt needs is a good yes man. He does absolutely zero for the troops. His whole world is about himself.
Before I retired, I worked in the review office for a couple of years. I can tell all of you that each district review office has on average dozens of missing reports each month. Some are multiple R.D. numbers issued for the same incident but most are reports that officers never completed or just blew off. Each district review office has a "shit list" of the same few officers who are the main offenders in not completing reports. I personally wrote up hundreds of missing reports every 6 months as "R/O has no knowledge what happened to this report" when the delinquent reports lists came out from Records Div. That was part of my job. Some of these "missing" reports were serious part 1 index crimes that never got counted because the reports were never turned in, (paper).. or completed and approved in A.I.R.A. If you count all the districts together, that means hundreds to thousands of missing reports each and every year....and also missing auto accident reports which was a separate delinquent list. Try to get you'r insurance company to settle you'r claim when there is no accident report on file.....

1 Actually decrease crime
2 Change the way you count crime.
Rework the previous years totals that nobody cares about anymore. Blame the previous Administration for fudging the numbers. By increasing previous totals, McCarthy can show significant decreases. He's a hero.
1 Because he's seen as a honest Superintendent
2 Because he appears to be reducing the number of shootings.
Don't think for a minute that McCarthy didn't put this whole investigation in motion to begin with.

Been a homicide detective for almost 10 years. Have never had a supervisor "downgrade" a homicide. I have seen the medical examiner rule suspicious deaths natural or overdose, but I have never killed a homicide.
Download the FBI reporting manual and all your questions about how to report and classify crime is right there in black and white. If memory serves me right crime vs property is counted by incident and crime vs person is counted by number of victims. In the past CPD has counted crime vs person with only the most serious offense (i.e. one murder victim, one rape victim, and one agg. battery victim only counted the murder). If I am wrong blame it on my age.

Gary McCarthy joined NYPD (cough)in 1981, at age 22. He rose through the ranks and became Deputy Commissioner of Operations in 2000. While there, he held a variety of positions and eventually was in charge of the NYPD's CompStat program.

It is a sham, Rahm wanted a real estate tax increase, from the state, and he didn't get it. Why should legislators pass a tax increase for Chicago only and Quinn signed it and they are the bad guys? Increase payments to 11% AND have a percentage go into SSI so you can double dip at retirement age.

WHY would you want to do anything? To get fucked by the City? Hey, I busted my ass in catching bad guys for the City, now the City is fucking me (or, at the least, trying REAL hard) out of my pension that was promised when I signed up for this circus.

SS benefits don't matter that much, work CTA Special Employment if you want SS. Figure out how much you need to earn and put in those days.
Social Security credits are for Medicare if you haven't earned Medicare any other way. I was mexed out on Social security when I got hired with the City because I started working full time at age 18. Then when it came time to retire from the City, my SS benefits got cut by 60% due to the "Windfall Provision" and Dan Rostenkowski. I earned my 40 quarters before I got on with the City but got screwed just the same. Now they want to screw me (us) again by cutting pension benefits. If I knew this I would have studied harder in welding school.

You forgot the other half of Rosties deal, the GPO commonly known as the Govnt Pension Offset.
As the spouse of a person getting SS you are entitled to 1/2 of their SS amount. My wife worked and is getting $1,800 a month SS I was supposed to get 1/2 of that or $900 a month. But because of the GPO I get nothing. I am entitled only to anything over 2/3 of my pension of $60,000. My spousal share from SS would have to be over $40,000 So in reality Rosties amendment for all practical purposes ELIMINATED any spousal SSfor municipal pensioners
