Easing up on the disciplinary code in Chicago Public Schools:
- As part of ongoing efforts to find alternatives to harsh discipline, CPS plans to stop suspending students for using cellphones in class, prohibit almost all suspensions in prekindergarten through second grade and make out-of-school suspensions for older students a "last resort."
The proposed revisions to the discipline code, which also eliminate mandatory expulsions for students below sixth grade except for weapons infractions, will be voted on by Chicago's Board of Education at its monthly meeting Wednesday.
The new code is intended to be more clear, preventing differences across the district over how disciplinary problems are handled, and to find ways to keep kids in the classroom. "Suspensions must be a last resort for any of our schools," said schools chief Barbara Byrd-Bennett in a briefing Monday.
[...] The proposed discipline code now limits mandatory police notification to possession of firearms or drugs.
OK, suspensions for cell phone use is a bit over the top. Setting a lower age limit on suspensions makes sense - we can't charge kids under 9, why expel them? But eliminating expulsion for kids up to 6th grade is granting a lot of latitude to misbehavior. By the 6th grade, patterns of misbehavior have become ingrained and without some sort of sanction (expulsion) to have at hand, kids will rapidly learn that overly lenient discipline can be laughed off. You can see it downtown, and on the west and south sides.

Does the fact that the Chicago Public Schools are overwhelming minority in terms of its student population have anything to do with its discipline rates? It is sort of hard to compare discipline statistics when white students account for less than ten percent of the enrollment.
There would be fewer discipline problems in the schools if there were more more male teachers. Not metro-sexual weenies types either. The public education complex is dominated by female socialists who see boys as defective little girls who need to be medicated. Try hiring some MEN to give these boys the sorely needed mentoring and role models they need.
In every other profession "diversity" is the first requirement. Why not education? Why can a child go from kindergarten thru high school and have the only male teacher be the gym instructor? Is there a war on men in the education field?
Boys aren't failing school. Schools are failing the boys.
Teachers need to wake up and realize they are failing to properly serve half the future voting population. Why would I vote to increase education funding if it doesn't serve the interests of ALL my children.
If a child isn't in class, the school system cannot collect any state/federal money for the time the little urchin isn't in class. It's all about money and the school system doesn't want to loose a penny.
The parents should have to serve suspension time with the kids. Everything starts in the home. Requiring parent(s) to be parent(s) is the first step to eventually having a responsible child, who grows into an adult, who is an asset to him/her self and society.
If you expel or suspend them they don't fill a chair during attendance. The less body count during attendance equals less money from the federal government for funding the sweet angles.
Nurturing the next generation of CPS thugs.
Parents who care: give up that home in Michigan and invest in your child by sending them to a Catholic (or other PRIVATE) school, where they'll get a superior education AND some morals!
Parents who can't afford the above option, VOTE for politicians who will hold public schools and their questionable teachers accountable, by offering vouchers for alternate, clearly better education options!!
It's really that simple.

As a school officer, in one the worst West Side high schools, THIS IS FUCKED UP NEWS. The CPS is already hamstrung in terms of any real disciplinary actions it can take against problem students. My partner & I constantly say "It's going to take a student killing a staff member or fellow student, inside of the school, before the Do-Gooder, Liberals get the message, that some kids are too damaged, and just too dangerous to be in a "normal" school setting. We've had a student and his gangbanger homies actually accost the principal as he walked to his car, after school, and threaten him. We locked him up. Month later, there he was, back in the fucking building. It wasn't long before he threatened to shoot security team members. We locked him up again. Sure as shit, there came his momma, raising hell,trying to stop the expulsion. At this point we took things into our hands, and let asswipe & momma know it was in his best interest not to return to that school, because now, "WE" (Police) were his problem. P.O.S. & momma got the message, and he transferred out.
CPS used to have a Special Ed room for the disruptive problem child. Now only the normal ones use the short bus.
School is just another govmint program...a failure.

The reason this is happening is because the accusation is too many black kids are being expelled from school.

From my experiences in the old school patrol, kids hated in- house suspension and would do anything to get a full suspension because then they were "free".
Holding them inside the walls was time consuming and not worth the work it took.
These kids want to be suspended and tailor they actions to get there.

Suspending kids from school is counter productive and just what the disruptive kids want. make it in-school suspensions, sent to special rooms for monitoring or after school hours. Expulsion for young kids? Really? What are you going to do with them? They need to be placed in alternative schools. Fining parents? Does not work. Most of the fines are not collected anyway. And, there are plenty of working single parents out there who are trying but cannot control a 12/13 years old and do not get any help from the city or state. These single parents need their money to survive. Make the kids do community service work instead. Punishing the parents does not work and that is proven.

Corporal punishment is no longer allowed. Why is anyone surprised that misbehaving students are completely unafraid of any punishment.
Suspending/expelling them for misbehaving has not proven to have much effect on correcting their behavior since they don't want to be in school anyway.
The money angle is a part of it as well. The schools get paid in part by how many students are in attendance.
I don't know that there is a real answer to the problem. For the most part, the Chicago schools are not really educating most of the students who attend. More like very expensive baby sitters.

"A battered and bruised cat was hours from death when he was found on Chicago’s South Side this week. Animal shelter volunteers suspect the cat was intentionally harmed with fireworks.
"The cat was found at 57th and Elizabeth in Englewood a few days ago with injuries common with animal abuse.
"A volunteer from PAWS Chicago took the cat to the shelter where they named him Nicky.
"Nicky had injuries to his neck, leg and torso. PAWS suspects fireworks were involved. They believe Nicky was once a house cat not afraid of people and was easily led into the wrong arms.
"They encourage people to come forward and turn in animal abusers.
"In time Nicky’s should be ok and he will go into foster care and then perhaps adoption."

The TV story last night had more details -- the cat was apparently tied up, kicked, had its leg broken, and was then blasted with fireworks -- bad injuries all over. It was starved, and perhaps a few hours from death, when a very nice neighborhood resident, Shiquita Murray, picked it up and saved it, got it to where it could get help. She said she felt sorry for the cat, and loved animals.

Having been assigned to the schools for the past few years seen some of these student code of conduct go to shit. First and foremost schools are run like money making machines. The most important aspect of the day is ATTENDANCE, every student is a dollar sign. Suspensions are a fucking joke most of the time you get in school suspension again money matters. If you are label with some kind of god knows what you could only get suspended ten days a YEAR. SO, this label idiots do as they please and nothing happens. The social workers are fucking useless but once you lock up idiot they are in your office telling you if you don't feel sorry for little Johnny. Phones in schools are about 75% of the disturbances from phone stolen,lost,taken, using just fucking insane SHOULD BE BANNED from the building period. I, never denied a student a call to his/her parent from my office. Liberals are making the schools a social gathering not a place to learn. They were times when parents called my office wanting to know what was going on since Johnny text them from class. Thank god my daughter went to private school and I got my moneys worth. Nobody carries books, never no homework how do they make it to the next level. Well a few years ago, a bunch of liberal white professors and the usual race baiters; Jesse Jackson, Al Sharpton, etc. noted that the majority of the kids being expelled from schools and suspended were blacks. Recently, three sixth grade boys at Smyser on the northwest side setup a young female teacher so that one of them could take an up skirt photo of her. Long story short, the principal decided to downgrade the charges against the boys to the point there were no suspensions handed out, when even the others kids in the room knew exactly how many days the kids were supposed to receive due to the code of conduct. The teacher was young and new, and didn't want to make waves and jeopardize her position, so she let it go, while veteran teachers pushed the issue, the principal continued to deny what had really happened. So now, attacks on teachers appear to have become acceptable behavior as well.
These drop outs will soon be getting quizzed by Leo in roll call

...and once beyond school, in daily life, it is a simple fact that a man trying to go about his business will find himself dealing almost exclusively with women all day long -- on every phone, behind every counter. The emphasis seems more to be on denying services and obeying rules and enforcing some inarticulate notion of "fairness" than on GETTING THINGS DONE, on getting people what they need.
It is difficult.
Some of this has to do with the shift from a manufacturing economy -- "Part specification; diameter tolerance + .0001", - .0000"." Hard, precise things, not debatable.
Today's "service economy" speaks instead a corporate psycho-babble of "reinventing ourselves" and "mission statements" and "passion" and "teams." Words mean anything someone chooses to have them mean, and complex, productive skills that once took thirty years to master have now been replaced with binders full of jargon and "procedures" that almost anyone can parrot after a couple of weeks as a "customer service trainee."
As I said, it's difficult.

Off topic but the proposed gun range in niles that was talked about in a previous post is under fire from the 'gun store next to a school automatically means all kids will did from gun fire' people. Although one of the schools, niles west to be specific, which is allegedly walking distance is 1.3 miles from the proposed site of the gun store/range. According to google maps this is an estimated walk time of between 22 to 25 minutes. Is this walking distance, sure, but being familiar with the area it's not reasonable to think a student walking to school would walk past the gun store/range on a daily basis. This argument just makes no sense to a reasonable person. There is a second school in question that I have not researched but according to news reports is a special needs school. My guess is most of these kids lack the cognitive thought and gross motor skills to operate a firearm.
Cursing in front of and at teachers has become rampant in high schools without in-school suspension. They know there are no consequences.
Why are the people who make these policies so out of touch with actually trying to teach in a classroom and keep order in a school? I'm so tired of everyone pushing the victim narrative, instead of demanding some personal accountability.

As to the ingrained behavior, Illinois law forbids the charging of children under 9 as they are assumed to lack the ability to make decisions regarding intent. We've seen smarter kids than that who can form intent at 4 and 5, but the law says otherwise. It is our experience that by age 9, most habits and behaviors are ingrained pretty deeply - study habits, waiting patiently for their turn at something, properly addressing peers and adults, obeying societal norms, etc. It's called "raising a child properly." Structure and discipline work wonders on children.
OT- Was watching an interview from a kid with a Lakers baseball cap on Univision News Tuesday night. I noticed the kid has a " blunt " above his right ear! What an idiot!

Bad thing about "in school" suspension, is that you end up with a bunch of the worst disciplinary students in the same room together, all day long. Doesn't take long for shit to jump off. And let's not even talk about when opposing gang factions cross paths in there. I'll cop to being old &things better when suspended meant OUT of the BUILDING. The fewer problem kids in the building, the better the education process goes for everyone else in the building. Whether some want to hear it or not, some kids are lost causes, and aren't interested in being saved. Those kids are usually easy to identify, early on.

The problem is public compulsory school. This means there are kids who don't want to be there, don't want to learn, find the conditioning rather than education a joke, or are bored due to the slowest ship in the fleet teaching methods.
That's the cause of disciplinary problems.
When this command-and-control 19th century Prussian system of education is dismantled and instead kids willing to learn are taught based on what they are interested in then things will get better.

Liberals & conservatives do the same crap, complain, but about different bottomless crap. By 6th grade behavior is ingrained in a child? Uh, no. A 6th grader for damn sure knows right from wrong, but good nor bad behavior is ingrained in the child by 6th grade. Take it from a former knucklehead CPS student (and if it matters, yes, I am black) and a current CPS counselor, I didn't start acting like a dumbass until high school & I have witnessed hundrends, probably thousands of students perform major turn arounds. In grammar school I wasn't a straight A student but I frequently received 'Citizenship Awards', Honor Roll Awards here and there & was praised in parent teacher confrences for being a polite, quiet, & respectful student every year until I graduated 8th grade. HS came along made my grammar school years seem like I was now my evil twin. Eliminating expulsion for kids below 6th grade seems to be the only problem here, with no strong argument other than one commenter claiming 9 year olds are running around commiting horrific sex acts and shooting people. If 9 year olds are raping people CPS needs to step their security up. Some other comments mention the racial make-up of CPS and whether this has anything to do with what I assume to mean 'pleasing blacks'. I doubt it, seeing as I personally have yet to hear, see, or read anything about black or any other minority parents complaining about disciplnary "discrepancy" in CPS. Weapons infractions and physically assaulting administration should mean a automatic expulsion. Suspensions don't scare students anyway. What usually does is in-school suspensions, home visits (shouldn't be our responsibility to do this, but it does work to an extent and it isn't a requirement), and a suspension that requires a parent or gurdian to accompany the student back to school. Of course none of what I mentioned has a 100% guranteed success rate. No different than the Justice system I'd say.
Let's just let the savages do whatever they want with no consequences.

Superior education AND MORALS at Catholic school?!?!?! LOLOLOL you should do shows at Second City. I grew up with and went to college with guys and girls from Seton, Carmel, De La Salle, Rice, Rita, Hales, Marian, McAuley and a few others. On top of that, I was in parochial school for most of my K-12 education, only 5.5 years of those in magnet programs at CPS. While public schools will generally have the worst kids they HAVE to take everybody in, the kids are generally the same. The broken homes and poor parenting are the same. What's different is the classroon sizes, the level of care, the facilities and the discipline. A better learning environment? Absolutely. Superior academics and morals...not from my experiences. My public school had national debate champions and sent several people to top tier schools. By far it was better than my parochial school but it had the gangs, guns, dope that accompany public schools. That's the major difference.

That is an outright lie. Suspensions IF not swept under the rug are never for cell phones, but often for violations such as drugs, physical assaults, robbery, threats to staff and students, etc.

The City via Mayor Rahm Emmanuel and Alderman John Arena are attempting to destroy Milwaukee Ave by turning it into a two lane street from Foster Ave to Devon Ave. This will cause horrible congestion, loss of parking and the loss of what few businesses remain.

Speaking of CPS school policies. Has anyone ever listened to zone 10 on 2nd watch and heard that Fool 1020/1070? Every minor school incident he makes into a major cluster. Hearing him tell everyone that "I am in command of the situation and have all those officers under my command get here asap". He comes over the radio like he is a 5 Star General appointed by congress yet he sounds like a complete Fool every time he opens his mouth.Now he is grooming the new Princess Sgt to take his coveted 1020/1070 car when he retires soon for his mission to central america. And i hear the new Sgt is following his lead with trying up the air with nonsense. He is going there to diffuse the Situation with his wealth of experience(jibba-Jabber)from the west side.
Soon there will be air time on zone 10 when he hangs up his radio.

Rumor here in 007 is superintendent tried to sneak his buddy around the rules to make him sergeant and he got caught by 9.5. Supposedly he won't be back on the watch. The ivory tower seems to be having honesty issues. Say what you want about Wysinger, but at least he's not a liar.
Apart from the country clubs and privilege academies, the CPS schools are nothing, but trouble for most Chicagoans. In many tolerable neighborhoods which have not yet declined into ghettos, the trouble within the communities relates to the schools where punks have been bussed to be educated. Very few residents actually use the CPS, so outsiders are enrolled. Litter, vandalism and crime usually can be traced straight back to the CPS.
OT- Was watching an interview from a kid with a Lakers baseball cap on Univision News Tuesday night. I noticed the kid has a " blunt " above his right ear! What an idiot!

The thing with kids and growings and getting learnings and stuff is that... You can't lie to them. Basically, if you wanna tell the children they can't do something they're gonna want to do it more. I was allowed to smoke 6 paper joints, party on liquor and he let me grow dope in his shed in grade 7. You know, that's what good parenting is all about. You gotta let them have a bit of freedom. I mean its not rocket surgery or nothin.

I knew there would be one of these.
The man was a BUS DRIVER, not an armed policeman. He still broke up a fight, recovered a deadly weapon, and kept other innocent passengers safe by talking the offender off the bus (into the arms of the police who he had summoned.)

Reminds me of working Cabrini around the 4th of July and the little monsters are all shooting off fireworks and roman candles at each other. Alleged parents are doing their parenting from the windows above. "Hey poleese, why don't you do sumpfin" But they wouldn't get off their fat asses to take charge of their kids, they give the kids the fireworks. And the little monsters just look at the police like we parachuted from Mars when we tell then to stop with the fireworks. Racist cops stopping their fun. I smile every time I drive past now and see the flat prairie, not high rise ghetto.
