Free Rides

Once again, ridiculous accommodation to lawbreakers:
  • Working CTA special last weekend on a fixed post @ chicago redline. Large group of urban teens enter the station and start to loiter in the front of the turnstiles. No money, no fare cards, no nothing! 1800X enters and tells the CTA employee to let the large group on a train so they don't go back upstairs to the street. WTF?
They got downtown without money, then mayhem, then a free ride out of downtown. Fucking brilliant.

OT: Maybe you can give us some insight on the word" Loitering" being illegal/improper to use when doing contact cards. 003 roll call supervisors say 35th street and the 3w (ppo sgt.) desk Sgt. P does not like the word. Its a terrible thing to tell New officers its illegal or used improperly VS we don't like the word so stop using it.

That is and has been the problem at District 018 for a long time, incompetent white shirts like 1800X; who just arrived about 7 months ago. Most of those white shirts that have been at District 018 for over 10 yrs. have never worked anywhere else, but 018. They did their blue shirt time and now their white shirt time in 018, so why expect any thing other than incompetency from them. The tax payers of Chicago are on the hook for about $2.5 million as a result of the actions of a handful of sergeants, lieutenants and Cpt. all on the days shift. Go figure.

SCC you must have never worked down at that red line stop, or downtown for that matter. These asshole kids are like cockroaches, no matter what you do they keep coming back. Lock them up and they are out of the station before we are, brilliant! I have been down there plenty of times dealing with the nonsense. I sat and watched as coppers ushered these morons down into the chicago/state line only to watch the exact same morons come back up on the other side. My partner and I walked into the actual station and these morons didn't even know how to use a fare card. And even though I hate giving freeloaders even more free shit, putting them back on the train to go back to the ghetto worked everytime. And as another person stated, if they aren't downtown anymore they can't rob or battery anyone either!

Here's a thought... place two officers at each redline stop to ensure each and everyone of these aspiring rappers are paying their fares to get on the train.

The court found our loitering ordinance unconstitutional and said that loitering is not illegal.

Henceforth came our current gang and narcotics loitering ordinance with court guidance.

If it ain't a designated spot, it isn't illegal to loiter period. It does not give you reasonable suspicion to make an investigative stop.

You need to find another lawful reason besides just loitering in the area so that the totality of circumstances would give you reasonable suspicion to make the stop.

I'm just saying.

Perhaps you should ask a police officer who is informed on such issues what it costs to house a pack of these young urban thugs in a city lockup; what it entails when one (or more) of them claim to 'be sick' or 'pregnant' when they are placed in the lockup, necessitating a trip to the hospital, for free medical care (and as many tests as the hospital can run up, which we all have to pay for) under police guard. That's a police officer we could all use on the street, who's babysitting the leech at the hospital. And let's not count the food that will have to be doled out to these misunderstood youth as they sit in a holding cell; Oops...did one of them secretly digest those controlled substances that were hidden in their buttcheeks/vaginas, areas we really can't look into without a search warrant, and that would have to be performed by a medical person (which necessitates a trip back to the hospital, under police guard, and let's not forget, that a cop that could be on the street)? So you see, model citizen, there are some serious inherent costs that the city incurs whenever such a mass arrest is undertaken; and let's not forget that oftentimes in such incidents, officers are injured, in which case that officer will need time off to heal; he/she will also need to be transported to a hospital for examination/treatment. The costs of that will also be picked up by the city. Overtime will need to be paid to replace that officer (possibly for several months). I won't even go into the numerous complaints that will be filed, alleging excessive force, among other things, by the arrestee, often at the urging of their public defender lawyers. I hope this tutorial has given you a snapshot of the big picture with regard to your proposed mass arrests, good citizen of N. State Parkway. And you're welcome.

When the city defended that original ordinance law, the city lawyers could not define "loitering." The private lawyers just stood by as the city lawyers embarrassed themselves. The officer is responsible for justifying reasonable suspicion or probable cause. An order from a supervisor neither protects your job nor saves you from a lawsuit. So, the people who are telling you to stop using loitering might be doing you a favor.

Whatever happened to "No victim, No crime?"

Why spend Dept. resources on a mass arrest where not even one of them will spend 1 day in jail?

2-P and off to lunch. Vs. tying up a wagon, and two or three cars on B.S.!!! A no brainer IMHO

The gangbangers have been operating like that for years, maybe 40 - 50 years. That is how they follow their victims downtown to their jobs and then demand money all day in exchange to stop following them and vandalizing property, stealing from every business and shootings and killings.

A passenger got into a fight with another rider on the CTA amd the driver called the police but told the guy who was fighting and had a handgun to "go away, you better go." That is why I do not ride CTA if I don't have to and that is why the gangbangers ride free.

SCC, I cannot fathom how you could label that Captain's actions "un-fucking believable." It was the
most prudent solution to an ongoing problem: teens wandering about in touristland, looking to get into trouble. Get them on their way, away from the tourists we so desperately need as the infrastructure here crumbles all around us.

It's apparent that the people who run this blog are shortsighted when it comes to ongoing problems here in the city.


So they come downtown by jumping turnstiles (if reports from the south side are to believed), wreak havoc downtown, then get put on a train to go home for free....and they learn exactly what?

When we were growing up, we didn't jump the turnstiles and we didn't go anywhere without return fare in our pocket. That included downtown, ball games, day trips. If we spent the money on another sno-cone, we bummed the difference from friends or we walked. No free rides.

We think that you are the shortsighted one seeing as how once again, no consequences mean no learning on the part of the wilding teens.

Obviously SCC, we were raised with very similar values, which by and large don't exist much anymore. We can't police today's society by using our family values as today's incident reporting guide, so to speak. We'll only be hurting ourselves. 1800X, whoever she is, made a prudent decision, and I support it. The costs which would have been incurred by housing a group of 50 to 100 miscreants (not to mention the potential injuries to officers, complaints filed, large numbers of I Bonds written within 2 hours of housing them, and even the silly lawsuit or two filed due to the mass arrest) just aren't worth it today. I think that most police officers, taking in the bigger picture here, can see that as well.

Bet most merit captains and lieutenants could not pass the sergeant test . Bust them back to p.o. save the pension .

I bet you wouldn't be supporting her if you were on that subway. How about we enforce our laws. It seems to have worked up until now. I remember an old timer telling me that if we didn't handle it, then the next poor copper had to and the idiot would be worse. I don't think that has changed.
