- Word is that McCarthy is going to exit gracefully around September after school starts. This gives Rahm a chance to win black votes by putting together a "blue ribbon panel" to find the next supt. which will be a M/1 or F/1 just before the election. McCarthy is going to use the " dr.s orders for a full recovery" to leave the CPD without getting let go so he has upward trajectory in finding another dept. somewhere else to destroy. Furthermore expect some captains to be going soon with the new 55 health insurance.
Also word downtown is that Commander O'Neill at MLAS is looking to leave the building by summers end. Also the new squad teams in various districts are an abysmal failure and will end at the 13 period. Also new XO in 011 will completely destroy the district just wait. If you want to know who the smartest man on the dept. Is just ask him (TL) he will tell you.
Also 020 and 024 WILL NOT merge. Looks like the district mergers have been a disaster since they just reshuffle the deck when the deck really needs more cards. Look for Rahm and McCarthy to boost and expand VRI everywhere they can since Rahm will not hire more PO's. So tact teams are getting between 10-15 RDO's cancelled over the summer, primarily weekends, to be sent downtown on Michigan ave. to protec t he tourists and $$$$ the city needs.
Also a major re organization and new assignments for Det.s is coming for the detective division, a total revamp by yrs end. Also downtown has put the lid on any possibility of changing district boundaries. Well SCC that all I gots for now......stay tuned.....
We can see most, if not all of these, being true is some form or another.

Changes in the Det Areas are coming. Investigation into o/t usage. Stay tuned, from what I learned some Sgts heads will roll. Also, all 3 Areas will operate the same. No more SVU and very limited specialization, except Shooting Teams. Also, no more 10 hour day for the Area South Det's.

Every Chicago Police Superintendent seems destined to fail. From the time of the appointment, the clock begins ticking towards the date of the top cop's dismissal. I cannot recall the last superintendent who retired voluntarily without being pressured.

XO in 011 is an absolute asshole. He has been denying people's guaranteed summer baby furlos based on their activity and time on the medical (even people that have broken bones and haven't been able to get activity). And I don't mean "medical abusers" and people with no activity. This is for people with once of twice on medical over their ENTIRE career, and who aren't lazy coppers. And he's actually dumb enough to put that in writing. He has told multiple people that p/os should come to work when they are sick and should never use medical. He actually said it doesn't matter if you have the flu, strep throat or cancer. You should never go on medical. He has denied at least two supervisors furlos and told them they better reschedule their pre-planned and paid for vacations with their families. Now as far as activity, it's 011 so it's pretty much impossible to not get activity even when you're not trying to. But he refuses to recognize that 011 has such a high volume of calls that we are in a constant backlog all summer. No amount of activity is ever enough. Literally. He has also created these "mission" teams which have stripped the watches of so many people that they are too short handed to fill the regular beat cars. Which means that everyone gets denied time due. The people on the mission teams are counted as part of the watches when it comes to counting the number of people allowed off each day, but they are not allowed to answer radio jobs or fill in on beat cars when there aren't enough people. He is completely destroying the district. That's what happens when you put someone in charge that has never been the police and has no clue what it takes to run a busy district. People were actually brining in more activity because they were happy with the way the commander has everyone's backs. With this XO treating people like shit though, activity has been on the decline.

Not only that, but a shitload of you wanna go down on lunch at the same time...just when the shitheads are waking up & getting active, and, an hour or two before your tour ends. Suddenly we got shootings and pursuits, with few cars to respond, and backup fellow po's. Like him or not, he's right, this time. If don't have pride in the damned profession, at have a little concern for your fellow po.

So you buy into the liberal theory that it is your responsibility, officer, when a criminal commits a crime? You failed to figure out who he was, what his intentions were, and when he was going to act on them? McCarthy is not working the street, you are (well probably not), this is your fault. The difference between a conservative and a liberal is divided by the line of personal responsibility. I believe that I am responsible for my actions. Even my most petulant and childish actions were conscious choices. Do you you think society, education, pop culture, etc have placed these criminals in a position where they are not accountable? The same liberal forces that were against the death penalty are now against mandatory sentencing. Detectives could break this city's back if they wanted to. The ONLY reason any violent felony is charged in this city is because a Detective pushes hard enough to get it charged. The Cook County SA is prepared to reject or continue EVERY investigation into any violent felony.
If the Detectives were so inclined, they could follow every department rule to the letter and make sure that absolutely no violent felons are charged.
They could simply ask every potential witness if they are prepared to testify at trial. When they say no, the case is over.
Think 25% homicide clearance is bad. Wait until its zero.

For those of who who have no idea about what the detectives do read up.
At the end of the day, unlike patrol, we have several cases sitting waiting for us to to work on. When we come back the following day, or after our weekends, there are several more, waiting for us. Each case requires us to attempt to contact victims, witnesses and identify offenders. Then we have to follow up on them from there, which includes gathering other evidence, attempting to get video, and dealing with the ASA'S. Along with that we have to do sups on everything we do.
We are as short staffed as any district in the city and contrary to popular belief, we, for the most part, work our asses off.
Clearance rates do not reflect the work we do. Our hands are tied unfortunately when it comes to charging ass holes due to circumstances beyond our control.
This isn't a rant complaining about the job, because it is a great job. Not being tied to the radio is nice and getting time off usually isn't a problem, but keep in mind we get stuck late at work, more often lately, and when a job cones in we have to stay and work it.
Remember we all have the same enemies, Rham and GM.
Reliable source says Detectives to become DSS in all districts by the end of the year.
Scc, No more Det s!! Everyone will be getting d2A pay and will investigate their own paper. If you do the paper on a murder, You will follow up in it!!! Heard it from a good source so it must be true!!

GLAD YOU SAID IT! 011 has had a TON of whining little girls for quite a while now. Lots of dog asses. They were the reason Eric Washington got dumped (the first time); you wanted a real boss, well by golly, you GOT one now, and he's not going to put up with a bunch of dog ass MFers! It's been a mess for years, the sense of "hey, I work in 011" entitlement, taking lunches damn near everywhere else in the city (and suburbs), leaving much of the district stripped of any real manpower. Nope. At least not in the near future. 024 is currently testing out TEAM POLICING! Rahm and Garry want this to work, and DAMN IT, IT WILL WORK! Even if it doesn't work, look for it to go city wide next year.

No rumor here, just a fact. The Lithuanian Sisters of St. Casimir are leaving Chicago after 103 years. They've closed Maria H.S. And sold Holy Cross Hospital. Their convent/motherhouse will soon be put up for sale. Less than one hundred in number, average age in the eightees they combine with a Franciscan convent to finish their days. I have said this before. Its by design. If a Superintendent would retire in really high regard he or she would be a political threat to run for higher office. The Machine can't have that now!

They will answer to watch Lt and be under the foot of the cmdr of the district. There will be no need for but 2 exempts in the D unit when this happens.
Dick' will also be getting made without a test but by meick' will also be under the patrol Sgt' and they will approve reports. Yes, most Sgt' were never dick' so watch out title code 9165.
The D unit is about to change 100 percent then its old self of even 3 years ago.
Un Marked vehicles will be replaced with patrol vehicle. Only a few will have un marked cars. The dick's better start buysing $69.00 suits. The old beat cars with 200 K miles are alittle dirty...to say the least.
Tac units, no more un marked cars very soon. 90 percent of your working days, year around will be in uniform and do not leave district.
Lastly, OCD/Narcotics. 40 percent manpower going back to district by next period.
The b.s one bag arrest per team, per week is over.
Rahm is livid how the copper' do their job and wants heads. The drunk is out and the axe man is in power already at headquaters to make all this happen.

Which commander gets dumped....Duffin or Waldera?
Changes to the d unit is as follows: all areas will go in to the 10hr schedule, with an over lap of detectives during the busiest times. SVU is going to be eliminated, the Jisc concept will be expanded to cover north, central and south. South and north locations TBD, 39th California will cover central. Child abuse will be investigated by siu at the cac, therefore the cac will be expanded to cover this. Domestic violence will be investigated by detectives that work out of a citywide location TBD. HGS will have assigned districts just like RBT. The 10hr schedule is not going anywhere, if anything it cuts down on overtime. Officers should be very afraid if detectives go into uniform and work a beat car. Don't forget detectives at this time are only eligible for supplemental VRI. You need about 21 years on to get a day of supplemental VRI. Arbitrator ruled against detectives years ago that detectives are not eligible for overtime that can be performed by 9161, they ruled that the detectives have specialty skills not necessary to perform the function of 9161. So if the department puts a detective in a beat car, the city will not have a leg to stand on. This would open the flood gates to detectives for any overtime initiatives. So all the guys who have no time on working VRI can kiss it good bye because a detective will be working it.
Maybe we will all be pleasantly surprised and a new Superintendant will actually be a man who has the proven ability to solve some of the serious crime problems in this city.

I can see Violent Detectives concentrating on a District, but they re not going there to work. I have no problem with it. But, when will I have time to drive to Waukegan, Markham, Harvey, or the other end of the City to search for my witnesses that fled from the Beat officers. Also, when will I search for my offenders since District, Tact, Gangs, Fugitives, barely help us out with No Probable Cause Stops. When will I be able to go interview an arrestee across the City that can give me a third party statement so I can issue a No PC alert for another possoble offender that leads me to the real offender. Inbetween tickets maybe I can schede writing the cell tower historical and going through 300 pages of calls trying to put a connection to the witness to the victim to he offender. In between responding to my Domestic calls maybe I can squeeze in the other shootings and murders that are going to happen which are going to require me to push all of the above to the next day so I can now work on this fresh one.
There are dog asses everywhere, Patrol, D unit, where ever. Don't claim to know what we do unless you ve been there. Some of us actually do the above on a daily basis for our entire shift. Oh yeah, I forgot writing paper. Do you think writing a Homicide or Pilice shooting is like a gocr. Try writing a 30 page report and multiple ones for each case. A few things:
First, any comments on here defending the jagoff captain in 011 are most likely written by his little minion secretary that thinks she is someone important. 8 years of never working the street sure has made her think she's some kind of authority figure. And I have not talked to one copper in 011 who has had anything good to say about the XO. Nor have I met anyone who worked for him in other districts that had anything good to say.
Second, ripping on the D Unit has gotten a little old. Detectives, keep in mind that most of the people bitching that you don't work are POs who have no idea what your job involves on a daily basis.
Also in busy districts, POs do sometimes take lunch close to the end of the tour because they have been in a backlog all fucking day and haven't had time to eat. I guess that makes them lazy dog asses.
Considering The Lemur was promoted meritoriously to sergeant AND lieutenant WHILE SITTING IN AN OFFICE it shouldn't shock anyone that he is anti-social and hates everyone around him. He claims to have worked tac in 009 but he did nothing while there. Be careful with this loon everyone but better you than me.

I realize it's just semantics, but activity is not down, only police work is down. When it comes to homicides WE ARE #1!!!!! So they can take that to Compstat. With at least a 7 body lead on the next closest district we are running away with the crown. By fall with current conditions we could easily account for 20% of the homicides city wide. He enjoys red lipstick, tracking P/O's , Sgt.'s, and even Lt.'s via GPS because he has nothing better to do.Instead of figuring out a solution to stop the homicides which are on pace to set records in Fillmore, he sits in his office w/ his crown cap on just loading on the red lipstick. Looks like xo lemmer is up to his old tricks again. He came from research and development at HQ and they gave him a spot in the old 23 years ago. He used to give his daily lectures at roll call droning on and on about his days in 009 dist as a PO and supplement that with some words of wisdom. He would tell all the POs in roll call how they should put pressure on their fellow officers who were on the medical and call them at home to tell them to come back to work- no joke. He would down several late rapid cars every night from 2100/2200 to end of tour; they would be on some "mission" to get activity and not answer jobs, while the uptown savages were fighting and domesticating. Same guys who worked those rapids every day would bring in a cont card or two and get the early cut while early third watch cars are on OT handling all the late jobs the rapids were excused from. Meanwhile, lemmer himself is in the capt's office preparing lesson plans and grading papers from his 2nd job as a professor at loyola- on city time. He is a self serving merit hack who is trying to get promoted off the backs of working officers. He was promoted because his father was an exempt, so the dept was obligated to carry him. However, as an old timer once told me, the rank of capt is reserved for people who they have to promote but will never go any higher because it is a consolation spot.

For those of who who have no idea about what the detectives do read up.
At the end of the day, unlike patrol, we have several cases sitting waiting for us to to work on. When we come back the following day, or after our weekends, there are several more, waiting for us. Each case requires us to attempt to contact victims, witnesses and identify offenders. Then we have to follow up on them from there, which includes gathering other evidence, attempting to get video, and dealing with the ASA'S. Along with that we have to do sups on everything we do.
We are as short staffed as any district in the city and contrary to popular belief, we, for the most part, work our asses off.
Clearance rates do not reflect the work we do. Our hands are tied unfortunately when it comes to charging ass holes due to circumstances beyond our control.

XO in 011 is an absolute asshole. He has been denying people's guaranteed summer baby furlos based on their activity and time on the medical (even people that have broken bones and haven't been able to get activity). And I don't mean "medical abusers" and people with no activity. This is for people with once of twice on medical over their ENTIRE career, and who aren't lazy coppers. And he's actually dumb enough to put that in writing. He has told multiple people that p/os should come to work when they are sick and should never use medical. He actually said it doesn't matter if you have the flu, strep throat or cancer. You should never go on medical. He has denied at least two supervisors furlos and told them they better reschedule their pre-planned and paid for vacations with their families. Now as far as activity, it's 011 so it's pretty much impossible to not get activity even when you're not trying to. But he refuses to recognize that 011 has such a high volume of calls that we are in a constant backlog all summer. No amount of activity is ever enough. Literally. He has also created these "mission" teams which have stripped the watches of so many people that they are too short handed to fill the regular beat cars. Which means that everyone gets denied time due. The people on the mission teams are counted as part of the watches when it comes to counting the number of people allowed off each day, but they are not allowed to answer radio jobs or fill in on beat cars when there aren't enough people. He is completely destroying the district. That's what happens when you put someone in charge that has never been the police and has no clue what it takes to run a busy district. People were actually brining in more activity because they were happy with the way the commander has everyone's backs. With this XO treating people like shit though, activity has been on the decline.

Per general counsel you can spend about 1 hr trying to convince a witness to talk. Like the other poster said, treat them like a human being, treat them with respect and don't front them in front of others. You will be surprised on the responce from even the hardest individuals. Mfing people at the scene, acting like hardasses does nothing. Good officers know this.

First, any comments on here defending the jagoff captain in 011 are most likely written by his little minion secretary that thinks she is someone important. 8 years of never working the street sure has made her think she's some kind of authority figure. And I have not talked to one copper in 011 who has had anything good to say about the XO. Nor have I met anyone who worked for him in other districts that had anything good to say.

Lemmer is no John Corless, but they both share the same mentality. I can only say I worked for a lot of bosses over the years and they come and go. I have learned one thing in my many years, no matter who you work under your either a whiner or your a police officer. There is no in between, perhaps your not man enough to wear that badge.

You are right, bosses come and go, and nothing changes a person's core work ethic; you work or you don't. However, that doesn't excuse bad supervision and the illegitimate promotional practice on this department. Lemmer is not respectable or worthy enough to wear those bars nor earn a six figure salary for the BS he pulls.
