Firefighters Get a Contract

This seems to be all anyone was talking about yesterday:
  • Chicago firefighters and paramedics will get more than $20 million in back pay without adding to the city’s mountain of debt under a five-year contract overwhelmingly ratified Wednesday that forfeits union givebacks for the possibility of pension reform.

    [...] The contract gives firefighters and paramedics an 11 percent pay raise over five years, maintains staffing levels and bolsters ambulance service by converting all 15 basic-life-support ambulances to advanced-life-support.

    “We’ve worked collaboratively with the Firefighters union to reach this agreement that is both fiscally responsible on behalf of taxpayers and respects the work and sacrifice of the men and women who put their own lives on the line to ensure public safety,” Emanuel was quoted as saying in a press release. “This win-win for taxpayers and firefighters/paramedics is another example what is possible when we work together to reach a fair and responsible agreement on behalf of the whole city.”
Rahm got almost nothing of what he had been pushing for:
  • The five-year agreement would require firefighters and paramedics who retire between the ages of 55 and 59 to contribute 2 percent toward retiree health care that’s now free. Police sergeants and lieutenants already have agreed to those terms.

    But that’s among the only givebacks Emanuel was able to wring out of Local 2.

    The mayor came up empty on his laundry list that took aim at treasured union perks such as holiday and duty availability pay; clothing allowance; pay grades; premium pay; non-duty lay-up coverage; the physical fitness incentive; and the 7 percent premium paid to cross-trained firefighter paramedics.

    Nor did the union agree to Emanuel’s plan to have “double houses” that include both engines and trucks to be staffed by nine firefighters instead of 10.

    Instead, the mayor settled for what sources called a “vanilla” agreement with a modest pay raise, in hopes of creating a “collaborative atmosphere” that will set the stage to solve the city’s pension crisis.
On the surface, not a lot to complain about. Again, this is at first glance - we're sure someone on the fire side will let us know about any major screw-ups by their representation, but nothing here immediately suggests the FOP should be negotiating for anything less than what CFD got.

We got illegal immigrants pouring over the border right now and guess what? The US Border Patrol is giving them bus tickets to places like Chicago.

The illegals come over on a bus. Processed. Then bused by a community church where they are fed and showered. In the middle of the night the illegals then are turned loose on the streets take their vouchers paid for by the US taxpayers and handed out by the border patrol to get on buses to various locations thru out the USA.

Where they can then get drivers licenses, voter registration cards and welfare I guess?

Then in the next segment we have US Air Marshall's telling us the entire TSA thing is a scam. That it's all about "STATS" (sound familiar?) and more. Officer suicides while golfing trips for the higher ups under the guise of running security.

THIS IS JAW DROPPING STUFF!

good for the firemen. They got a contract because they have experienced negotiators who are not unrealistic. The fop and the coppers dont want to give up anything, dont want to contribute anything but want to be rich every single contract. We are some of the greedies people out there. All the whiners who cry about property taxes (some of the lowest of any big city... for now) catholic schools, tuition etc give me a break.. guess what, your not the only ones. There are people I know with different jobs who make less who are getting by just fine. We are just unrealistic and greedy and we end up shooting ourselves in the foot everytime. You guys(most of you) will sell your soul come contract time for a raise in pay. No matter what we have to give up, what they put extra on us you will do anything for that raise. You dumb mfers will agree to a 50 percent increase in medical expenses just to get a raise even though we end up making less in the end. we are dumb!!!! its that simple! i know, the truth hurts.

At the very minimum the FOP should fight for the same agreement fire got. I'll never understand why city hall treats the police like shit and places them at the bottom of the food chain. The daily risks and constant stress the police go through responding to call after call should be deserving of better treatment

Off topic, but has anyone ever or ever had a spouse that got called for jury duty? My wife got called a couple weeks ago, 26/cal. They gave her a check for $17 and change from County of Cook. And today my bank sends me a letter with a picture of the check saying the check was returned for non-sufficient funds, and I got pinged with a $15 returned check fee to boot. Not that its a big deal, but is Cook County so broke that they can't even cover a $17 jury duty check?

The CPD Supervisors--including the Captains who ratified their contract Tuesday--also gave up nothing on duty availability, uniform allowance, holidays or anything else. Except for the operational issues CPD and CFD are the same.

Once again you get another decrease in your standard of living. 2% (essentially) increase in pay while taxes and inflation rise at a greater rate. But!!! on the surface it doesn't look to bad......what a joke! Anyone who thinks this is a good contract or an acceptable one is a clown and deserves to suffer in that dump. My last day is this department is next month and I only have 8yrs on the job. See ya suckers!!!

It seems as explained by the city the economy is still in the tank but Rahm is burning thru money like a horn dog at an all night brothel! 2% per year for 5 years and inflation is way over 3% per year and at these rates with you now having to kick in more for medical benefits and pension per check you are paying Rahm just to come to work! I guess the firemen don't mind supplementing the Catholic Church for a new arena at McCormic place or some big business tax breaks for the next 20 years, all for what a promise from a Chicago Democrat not screw with their pension on reform which they screwed up from the beginning by not funding the pension in the first place. I have a question for everyone out there I called the pensions boards both Police and Fire and asked if we can sue to force them to make their payment as non-payment diminishes the pension benefits which goes against the Illinois constitution! Their answer by some secretary was "oh we can't do that" so I said why and was told because the "Mayor won't like that" shed said the board had a verbal agreement with the Old Mayor "Daley" as to "don't rock the boat". So the next time you fill up at the gas pump or go get groceries and see the cost has gone up over 10% in one week you can thank your collective bargaining team or Sunday church give an extra dollar for the new DePaul arena!

Ok fop, ok dean they set the precedent, hey dean or fop can you answer this question? If a copper 55-59 puts in for the free health care before the new contract is inked, (signed for some at fop), is the health card free? Example I put in now for next year as we are required to put in by October 01 of present year for next year, we retire next year would we get the free, as we signed the agreement on the city we retirement page that clearly states and we check the box for the FREE health care!

Or would it be if we sign for it , then the city and fop says no you have to pay 2% can the process be stopped if we say no to the 2%? Just wondering our fop rep has no clue and trying to get an answer from fop via phone call is like finding a diamond in the sky!

Listen I love firefighters (my dad was one for 30 yrs) but these guys don't do jack compared to to the working beat cop!!!! They get compensated very well for sleeping,eating four course meals,watching tv and working out!!!!! The few times I'm not envious of them is when it's zero below and and they are dealing with water and fire in the middle of the night! Otherwise our guys day in day out have it much tougher!!!!

Similar to the CPD, the CFD situation is 3 pronged.
Labor contract, pension stabilization, and resolution of both active and retiree healthcare.
The labor contract is arguably the easiest, and perhaps cheapest of the 3 issues for the city to settle. The city chose not to battle over manning at this time. Maybe that was the "carrot."
The "stick" will be shown soon enough.
Negotiations 101......reach common ground on something early on in the hopes that it can make the other issues less contentious.
If THAT is the case, there is some woeful optimistic thinking going on.

An officer had already threatened Lunchbox with a citation if they did not vacate the private lot they were parked in after two hours. Who was president of the FOP and what did we get when the FOP negotiated the "me too" Whatever it was, it wasn't enough. Seems the CFD didnt lose anything,but kept their "me too"

1. FOP negotiates the 55 and out health care program.

2. The Sgts’ , Lt’s, Capt’s, and firefighters get the benefit without any heavey lfting.

3. Then the Sgt’s sell out and give our benefit up and the Lt’s and Capt’s do the same.

4. Now the fire-fighters give it up to save the manning issue in contracts talks.

Now ask yourself FOP has been maligned for years but it looks to me that these other unions are run by a bunch of cowards. So if the FOP contract has to go to arbitration you can blame the above sellout unions for that.

I too am suspicious. Whenever Rahm is puffing his chest and saying win-win I'm extremely suspicious.
Hopefully all the details come out in the wash shortly.

Almost 4 years later, manning is the same as Hoff said it should be, more actually with the firefighters taken off BLS ambulances and more paramedics sure to be hired,

So why did that deceitful worthless jagoff Rahm fire Hoff? The man was RIGHT and was probably the best top boss the Fire Department ever had. Everything Hoff said was right on the money, evil Emanuel was proven to be wrong and dishonest.

I hope former Commissioner Hoff is reading the papers and sees how Rahm got it stuck up his ass. Rahm owes Hoff an apology, which will never come, of course. Too bad the Fire Department lost a great boss.

It IS a big deal! I'd go down to 26/cal with a picture of the check and a copy of your bank statement with the $15 fee and tell them they owe you for both. Obviously it's not a lot of money, but it's the principle!!

How long was the CFD without a contract? We need to benchmark the time frame and expect the same or better from the FOP. Additionally, the 11% raise should be a gauge for the police contract. This should be average performance for the FOP.

the 9 digit midget released a press release according to the news media regarding how happy he is that the fire dept came to terms on a 5 year contract with a 11% raise over that 5 years and that it needed to be ratified by the city council. he went on to mention how (basically) how nice it was for them to be fair about the terms. really so whats he saying ? that they gave up what? and it's going to be expected from us and we better be nice? i dont like the sounds of it and how bogus , 11% over 5 years, retroactive to a fews years ago.The city continues to gain alot and we continue to ( watch what happens to us ) gain nothing! 11% seems to be the same that was given on on our contract[s] for the last few so what have we gained, and we surely have lost and are about to lose what now?

they didn't give up much but how much was gained?

The retirees will be put in obamacare paying who knows what but gurantee it will be more than 2% before you know it and you will not get any government subsidy. But you will sellout for that 2% raise cause you are never going to get sick.forget the raise you will have work an extra 15years and still not be even with your medical bills rant over.

Off topic, but has anyone ever or ever had a spouse that got called for jury duty? My wife got called a couple weeks ago, 26/cal. They gave her a check for $17 and change from County of Cook. And today my bank sends me a letter with a picture of the check saying the check was returned for non-sufficient funds, and I got pinged with a $15 returned check fee to boot. Not that its a big deal, but is Cook County so broke that they can't even cover a $17 jury duty check?

Yes, it happens quite often actually. The judges aren't enforcing payment on fines, because if they did we would have the old debtor's prison system in place. So paying of fines gets dragged out or forgiven after 6 months or when jail time is served on a different charge, they tack on a few more days, fine/time considered served.

good for the firemen. They got a contract because they have experienced negotiators who are not unrealistic. The fop and the coppers dont want to give up anything, dont want to contribute anything but want to be rich every single contract. We are some of the greedies people out there. All the whiners who cry about property taxes (some of the lowest of any big city... for now) catholic schools, tuition etc give me a break.. guess what, your not the only ones. There are people I know with different jobs who make less who are getting by just fine. We are just unrealistic and greedy and we end up shooting ourselves in the foot everytime. You guys(most of you) will sell your soul come contract time for a raise in pay. No matter what we have to give up, what they put extra on us you will do anything for that raise. If a copper 55-59 puts in for the free health care before the new contract is inked, (signed for some at fop), is the health card free? Example I put in now for next year as we are required to put in by October 01 of present year for next year, we retire next year would we get the free, as we signed the agreement on the city we retirement page that clearly states and we check the box for the FREE health care!

Or would it be if we sign for it , then the city and fop says no you have to pay 2% can the process be stopped if we say no to the 2%? Just wondering our fop rep has no clue and trying to get an answer from fop via phone call is like finding a diamond in the sky!

Additionally, the "me-too" clause with Fire Local 2 Lieutenants and the Fraternal Order of Police Lodge 7 remains intact. If either of these unions is able to gain higher wage increases, we'll get them as well. This means that upon ratification of the contract we will realize an immediate 4% raise in wages; 2% retroactive for the period beginning July 1, 2012, and an additional 2% retroactive for the period beginning January 1, 2013. An additional 2% raise will be realized in a few months on January 1, 2014. The 2015 wage increase awarded is disappointing, but could be affected by the "me-too" or the wage reopener

Good luck on getting that late fee from the county. You will be lucky to get the jury money. When you go to 26th st just tell the information desk that you would like to talk to the "late fee adjuster" and could they tell you where to go. I'm sure they will be more than happy to tell you where to go.

This copper could not have been anymore right. I'm not sure how many guys/gals have had other jobs before they became the police but this ain't a bad career at all. The pay and benefits good luck finding it the private sector. Guess what every place and I mean EVERY job has crappy bosses and certain people get taken care of. Who care we still get paid great. So please stop hanging out with only other police and talk to people in the real world who have mortgages, bills, and have to worry about getting laid off. Hey sonny boy, you might be interested to know that there was no such thing as paid hospitalization insurance until the late 60's or early 70's. If you wanted it you paid for it. Granted it was very inexpensive, but medical costs were a fraction of what they are today.

You should also be aware that at no time was I ever explicitly or implicitly promised free, lifetime health insurance.

I know many fireman and they are good guys, God bless them. That being said they can go fuck themselves. Me too? BS. Look up the City of Chicago website, it lists job descriptions, firefighter, "laborer," "policeman" professional. There are educational requirements for police officer. There is far more training/responsibility for the police department. There are yearly qualifications. Our academy last a year CFD like three months. We conduct investigation we write reports, we testify in court we are held accountable. We are held to a higher standard not CFD period. We need additional education for promotions. Many units allow for watch changes without any notice. The list goes on and on. This isn't sour grapes this is the truth. You can't compares apples to oranges. Don't get me wrong I like my job but seriously FOP wake the fuck up!

I have a question for everyone out there I called the pensions boards both Police and Fire and asked if we can sue to force them to make their payment as non-payment diminishes the pension benefits which goes against the Illinois constitution! So because you're too lazy or stupid to find this information for yourself here it is:

The City has been sued multiple times in the past by multiple pension boards in an attempt to force them to pay what they owe.

In EVERY case the pension boards lost their suit and it was always for the same reason:

The pension protection clause does NOT guarantee funding levels in any manner. It only ensures that the contractual obligations that every pensioner is to receive when they retire is paid.

So break it down for the truly simple:

The article guarantees you will be paid what you are owed, it does NOT force them to fund it.

Notwithstanding the current lawsuits against cuts to pensions, the article ensures you will be paid, regardless of how they have to come up with the money.

We have a job where:

1) we could lose life or limb

2) work holidays, weekends, evenings and overnights, court etc

3) are exposed to communicable disease and deplorable hygiene

4) subjected to stressful situations several times per tour, where a mistake could kill or maim you or land you in jail

5) have a higher divorce rate than other occupations

6) are being prepped for the scenario that TIF funds and free government cellular phones are more important than the pension we were promised

7) work secondary employment to make ends meet or for something extra

Only the CFD has the me too clause. You can take that to the bank and it you dont believe it call the FOP or ask Dean at the next meeting. Believe me if FOP had it ,it would have been in the last newsletter stating we can do no worse than the 11% because of the me too clause

You said a mouthful I retired in 2007 and was on over 35 years and received that 30 year pay rte for my last 4 years. Dont know how the FOPsold that wage compression deal because you did reach max after 29 and a day,but lost the 30 year raise. It was a pay cut for anyone with over 30 years on the job.

You are 100% correct, Wage Compression was a scam. Have to wonder who benefited from that one.
We had a guy in 025 make out a chart on wage compression vs non-compression. All compression did was take away a step raise (the 10 year step raise, and the measly 30 year step). The capt's were given the same tables, and told the city to shove Compression during negotiations. The city was pushing "Compression" on the Capt's, not the other way around.
There were also, at that time, already plenty of questions about how our pension could possibly handle reducing the retirement age, and the obvious answer was "that's the city's problem".

The pension protection clause does NOT guarantee funding levels in any manner. It only ensures that the contractual obligations that every pensioner is to receive when they retire is paid.

So break it down for the truly simple:

The article guarantees you will be paid what you are owed, it does NOT force them to fund it.

I don't remember getting much in the way of a raise in the late 90's and early 2000's when the private sector was doing so well that they had a difficult time finding people to test for this job.

Public v. Private sector, the tortoise and the hare, the private sector is the hare and gets huge increases from time to time and then stops. We are the tortoise, we plod along at the same pace.

Remember, in 2020, 6 years hence, the entire constitution can legally be opened for "adjustment." At that time pension law in the constitution can be changed along with the entire state constitution. A resolution asking for approval of a State Constitutional Convention will be on the ballot then, by law.
