Giant Property Tax Hike Coming

  • Mayor Rahm Emanuel did what he had to do to convince Gov. Pat Quinn to sign on the dotted line.
    But chances the mayor and City Council can solve Chicago's $20 billion pension crisis without raising property taxes range between slim and none.

    A 56 percent increase in Chicago’s telephone tax buys time to appease Quinn and get past the Nov. 4 gubernatorial election and the Feb. 24 city election for mayor and aldermen.

    But it’s a Band-Aid that produces nowhere close to the $750 million in property tax collections the mayor had hoped to generate over five years to save the Municipal Employees and Laborers Pension funds, let alone make a looming, $600 million payment to shore up police and fire pension funds in even sorrier shape than the other two. There’s also the teachers pension fund that must be saved.
The Sun Times does the unthinkable and actually blames.....Daley:
  • Former Mayor Richard M. Daley had a political phobia to raising property taxes that prompted him to freeze them for 17 of his 22 years in office.

    In fact, Daley once diverted city payments from Municipal Employees and Laborers pension funds, then flush with cash, to provide a pre-election property tax cut.

    The result is that Chicago property taxes are unrealistically low when compared with rates for the similarly sized home in most suburbs.
Wow media - Thanks for this important information! It sure would have been helpful for you guys to pass this info along to the low-information voters 5...10...even 15 years ago. You know...watchdogs and all that "fourth estate" garbage you always spout when you have an agenda, but never when you might actually have to call your favorites to account - democrats we mean. Now you're carrying Rahm's water setting up the first responders for a public pasting.

And look - more truth:
  • Another City Hall source, who asked to remain anonymous, agreed.

    “After the election, they’ll pass a massive property tax increase that’ll cover fire, police and everything else, and people will be taxed to the hilt. That’s the only alternative. They’ve got to set a higher base and tie it to the cost of living [going forward]. Daley should have been doing it a little bit every year, but he didn’t,” the source said.

    Even if Emanuel can convince a lame-duck General Assembly to lift the $600 million hammer hanging over Chicago taxpayers during the veto session, pressure to raise property taxes to shore up police and fire pension funds will be exacerbated by the reality of those contracts.

    Police officers and firefighters get simple, 1.5 percent cost-of-living adjustments. They don’t get the compounded cost-of-living increases targeted to produce so much of the savings for the Municipal Employees and Laborers pension funds.
Unbelievable how this all sees print now. We knew it years ago. The FOP tried to work out solutions with the city, but were ignored. Paid actuaries told the City it was a fucked-up scheme without constant minute adjustments to the working to keep up with economic uncertainties and realities. Nope. Not an inch of give from Daley and Co. But now everyone (in the media and those reading the media) is discovering what had been known to anyone who paid attention for years - the alarm bells were ringing, the iceberg was spotted, and no one steering the ship made an attempt to turn the wheel.

CHA (Chicago Housing Authority) has a $810 million dollar budget.

How about cutting that in HALF to $400 million to help pay for pensions??

In my opinion unless your elderly poor or disabled no one should live rent free!!

Also get rid of sanctuary city status for illegal immigrants and their kids!! How many hundreds of millions is the city paying for housing, medical, and education for these people ??

Why are these options not on the table Rahm ??

The reality is a property tax hike is inevitable. The question is to what degree. Granted Chicago's property taxes are low compared to other local cities. However, the quandary rests with regards to the value of public education comparing Chicago with the suburbs. The property taxes in Chicago are low, but police officers are forced with to grapple with public education v. private education. Lower property taxes made private education a more viable alternative for some. However, if property taxes explode the public education system must provide a viable alternatives. The exchange in the suburbs is that higher taxes are paid, but sound public education is a more viable alternative compared to Chicago. Just a thought!

This is a load of BS. Yes, Daley avoided raising property taxes but the runt raised taxes on everything else. Now the new runt is going to blame the police and fire pensions so that he can squeeze the last penny out of our pockets.

Why is gas so expensive in the city compared to the suburbs? Hell, why do we pay a tax on a lousy bottle of water that the suburbs don't pay? Rahm wants his cut of the pie. And lets not forget that Madigan is giving out tax cuts in the millions to his buddies that the home owners (that includes police and fire personnel) will have to make up for.

This is just more smoke and mirrors so that Rahm can continue on his spending spree. They want to keep spending and buying votes. This is not a good thing for any Chicago home owner. Detroit here we come.

It would be interesting to see a history of Detroit's property taxes for the 10 years leading up to the collapse of that once fine city.

A binding referendum to SHUT DOWN THE ILLEGAL TAX SCAM KNOWN AS TIF.

This city has no financial woes that can't be met with current revenue collections, even the massive inderfunding that caused the pension deficits. OF which that bump in funding is ONLY TEMPORARY to catch up with what was previously stolen.

The answer again:

A binding referendum that shuts down the illegal slush funds for the rich known as TIF, and the redirection of those lawful taxes back to their lawful purpose, the services this city is supposed to provide to it's residents, et al.

Stop the illegal tax theft for the rich called TIF.

A homeowner in Englewood should not be taxed less than the owner of the same sized house in Mt. Greenwood or Edison Park.

Bottom line, this whole thing is Daley's fault and Mayor Murder is a complete fucking pussy for not pointing the finger a Daley.

I think that a lot of people are and will be smart enough to know that the underfunding is in no way the fault of coppers (they paid their fare share) and is completely the fault of Daley the DemoncRAT.

This is a point that really needs to be driven home to the public. That way, Mayor Pothole will look like the complete fucking dick that he is if he attempts to cast coppers as the fall guy/bad guy in all of this.

Returning to Daley, he was the architect of all of this financial fuckery, no doubt. But he one was right on at least one observation: property tax increases are the the third rail of politics.

And when this property tax hike hits (and unfortunately it probably will) WHOEVER is in office will be toast.

Taxpayers will get their bill, explode thru the roof with anger, and be incapable of listening to any rationalization. They will take out their anger on whomever is in office at the time.

Raid the TIF funds. Its our money!

Or go borrow it in the bond market. Sure, our credit rating sucks, and we'll probably have to pay some hefty juice. But we've been doing deficit spending for years to keep the money-for-shitheads programs afloat, so why stop now?

Democrats/progressives are the only people who will tell everyone that part-time at McDonald's or Starbuck is a good job and then demand that those establishment pay their employees $15 or more an hour because jobs that would normally pay those wages are no where to be found in Chicago.

I AM a landlord and I HAVE already been communicating that message to my tenants. 1) Expect rent increases, 2) Starting next year, 3) This is all caused by the financial mis-management of the Democrats, 4) and if you think you can avoid this by moving out of my apt and into another one down the street, well fuhgetaboutit, as every other landlord is going to doing the exact same thing.

Always fun and sad to see the looks on their faces....."Oh you mean this is really going to affect ME?" Uh, yeah.

Seems all the young, democratic liberals suddenly develop conservative Republican leanings when it his THEM in the pocketbook.

Renters will get hit worse than the homeowners. Landlords usually double the tax increase and pass it on to the renters blaming the new property taxes. They get a $100 tax increase pure apartment and charge the tenants $200 more.

They are using the issue of the city owing its pension payment as an excuse to raise taxes for other pet projects e.g. maggie park, bike lanes, ceasefire, depaul stadium, cta renovations, etc. The city is not broke people!!

Suburban jerk-off here. I can tell you that property taxes in the burbs are much higher than they were when I lived in Chicago. Probably safe to say that property taxes are artificially low, comparitively. Granted though, every other tax is sky high.

Once city property owners are paying suburban rates, but still getting the same poor (or worse) return on their tax money with city services… well, there will be little reason for many property owners NOT to move out to the suburbs. What's left of the middle class in Chicago will leave at that point.

Wages have been stagnant but government is confiscating a greater and greater percentage of the working class's take home pay. As the population of those collecting freebies multiplies like yucky pathogens in a petri dish, working class people must take a stand and say enough is enough. Elected officials are all millionaires or the 1% through all the legal federal, state and municipal legal work as a representative of the common people. Elected officials hunger for more power and more personal wealth creation at any cost. If my property taxes go up, I'm thinking that its time to hire Illinois Speaker of the House Mike Madigan and his cabal of legal snakes. Their "clients" always seem to make out somehow wiggling out of property taxes which denies babysitting and nutritional services to the school children. The school children congers up more sympathetic emotions than police and fire. Its not known how Madigan's law firm is just so successful in property tax avoidance schemes. Probably just good lawyering and legislative lobbying efforts.

How about charging a transport fee when you get arrested kind of like what you get charged by the fire departments when you need transport to a hospital? Just read today's Chicago sun-times looks like latest investigation is how madigan gets huge tax breaks for his friends that are millionaires, while we the people that actually work pay the increasing income taxes, as rahm holds what 2 billion in tif money that taxpayers paid for his private piggy bank! The pension crisis could be solved quickly if the money was put into pension plans from our tuf money!

On another note was driving down central northbound from 63 st when I notice this jalopy gray van speeding by,the windows in the rear smashed out, lights hanging off, 2 gypsy looking guys in front seats, and what do I notice on side "Quinn madigan service vehicle" on the rear inbred spray paint "stay back" wtf is this? All the money madigan has in campaign money and this pos van! Talk about a rolling hazardous vehicle! No not giving the plates as the rear plate was so badly displayed but again he is "above the law" madigan makes laws then breaks laws!

The first thing that they can do is audit every connected person who lives in Chicago and I think they will find they are paying way less in property taxes then they should. New construction is taxed at 2.25% in Cook County. Ald. Burke build a new home and is paying way less then that. Do you think that this was by accident? Gutiérrez was caught with under assessed property for another and I am sure there are plenty more out there.The dems control the assessors office and the attorneys who file the appeals are all connected ( Madigan for one).

Property taxes are much lower in Chicago then in other major cities and in the Chicago burbs. Lower by thousands. Wait until the teachers pension fund has to be saved in the next few years. It is one billion in the hole and climbing. The teachers pension is much better then the city police and fire.

When the wife told me what her mom's property tax bill was I could hardly believe it. Even accounting for the 'Senior Discount', for her house and lot size it seemed like it was unbelievably low.

A good cause? How much more money do we have to contribute out of our stagnated paychecks for a good cause? Millions of illegals, not paying many taxes and having large families we subsidize. I have 2 kids, that's all I could afford. Public aid families with no work requirements, having ever larger families with several different men that we subsidize including jail, jail is very expensive.

Pre Richard M Daley. Pre TIF's, all taxes collected by the city, all bill payments went into The General Fund. The city paid all bills including the pension obligations out of that General Fund.

Their "clients" always seem to make out somehow wiggling out of property taxes which denies babysitting and nutritional services to the school children. The school children congers up more sympathetic emotions than police and fire. Its not known how Madigan's law firm is just so successful in property tax avoidance schemes. Well my friend, let me tell you EXACTLY how it is done.

Any owner of real estate has the right to appeal their property taxes. But unless you are an individual, you have to hire a lawyer.

Lawyers take these cases on a contingent fee basis. The bigger the savings/reduction, the bigger the fee to the lawyer. This creates an overwhelming incentive for the attorney to win.

The Cook County Assessor (Joe "The Ethics Rules Don't Apply to Me" Berrios) is an elected official. He accepts campaign contributions. And who are his biggest donors? The property tax lawyers! This creates an overwhelming incentive for Berrios to see those attorneys win their cases.

You'd think the Cook County Assessor's office was some dark little office where nerdy guys pour over spreadsheets and pictures of buildings. Think again.

Back when Houlihan was the Assessor, Houlihan got more campaign contributions than any other County official. And I am sure that continues under Joe "I'll hire all the friends and relatives I want to" Berrios' reign today.

And Berrios of course is also head of the Cook County Democratic Party. Amazing how that works, eh?

But its all legit. Really. Its all sanctioned by Springfield. And Springfield, of course, is controlled by (drum roll please) Madigan!

The best thing to do is vote out ALL Illinois, Chicago, Crook County, etc. DEMOCRAT (Communist) Politicians. Then hope for some honest and fiscally reaponsible Political Leadership like Gov. As I recall when they built the new high school in Mt. Greenwood, the principal declared that neighborhood children ( that is white kids of city employees) were not welcome. They bused in black and Hispanic from other parts of the city. So much for neighborhood schools when it comes to white kids.

No one is saying the court will rule against the state constitution, but if they rule that the new pension bills do not violate the spirit of the constitution then the changes will go through and will alter your pension. There are many people who think that will happen. That is why we have so many lawyers and so many opinions.

Usually double the actual property tax increase. Ive seen landlords get a $25 a month tax increase for each apartment in the building and pass on a $50-$100 rent increase a month blaming the higher property tax.
