No More "Quotas!"

  • Legislation signed Sunday by Gov. Pat Quinn bans Illinois police departments from assigning ticket quotas and evaluating officers based on how many citations they issue.

    Quinn, a Democrat, said the new law will allow police to use their judgment in deciding whether to ticket a driver. The law, which applies to local, county and state law enforcement, took effect immediately.

    “Law enforcement officers should have discretion on when and where to issue traffic citations and not be forced to ticket motorists to satisfy a quota system,” the governor said in a news release. “This new law will improve safety and working conditions for police officers and prevent motorists from facing unnecessary anxiety when they encounter a police vehicle.”
Now get out there and get some "index" numbers Officers! And remember, if you want to work VRI, you better have the bare minimum activity the bosses tell you to have - you can always choose not to generate the necessary activity, but then you won't be getting any OT. See how that works?

And didn't we always have discretion anyway? We can't think of an instance where we were ordered to write tickets. There were always situations where it was required by law, and others where the ticket was the probable cause for something else, but ordered as a quota? Anyone stupid enough to order that got their cages rattled pretty quick by the powers-that-be. Another useless piece of legislation.

I don't think it useless at all. I pains me to see a dozen cops standing on the side of the road, not in cars but standing on a street corner near a traffic light, looking for people not wearing their seat belts. If that's all the department planned to do then dump more cops cause that's a drain on productive people and just as bad as the welfare drain of people who don't want to get a job. To Serve TICKETS and Protect THE RULING CLASS. First responder to get a govt paycheck and not help tax paying citizen from real violent criminals!

It's just a law.

So what it doesn't mean it will be enforced.

We have immigration laws too.

Laws regarding free speech and laws regarding the right to bear arms.

That doesn't stop the powers that be sticking you in a free speech zone for compstat points regardless of their oath to the constitution.

Russian roulette with Vet healthcare and waiting list for bonuses. Homeless vets in the streets while the "for the children" card is being played for illegal immigrants pour across the boarder being put up in military bases being fed, clothed, their immigration attorneys paid for by the USA taxpayers. And of course the verdict is in and we can't break up the families so after the kids are sent here the parents get a free ride to the Sanctuary city.

Does this law apply to overtime quotas, such as having at least 5 tickets of every revenue category, to get VRI? I think rahm and company will get around the law! Rahm is Snake!

Now if they can apply this to contact cards. Every fucking day we are told "you are down xx contact cards, better get x more". Why the hell do you need the exact same number of contact cards that you had last year? If there was a situation that called for 5 cards to be written, the following year you need to make the same circumstances fall into place so you can write 5 again? Makes no sense. Anyway, you fools keep running out their and bending the rules a little, get creative with your writing of reasonable suspicion to get these cards. When you get jammed up, I'm sure the sergeant will bring his clipboard showing the number of cards the beat was down that day and back you up.

In typical CPD fashion, nothing will change and it'll still be disguised as an "index".

Just like numbers can be manipulated via CONStat, so too can verbiage be used as a means to an end. Remember when the memo came out saying that the words "shootings" and "stabbings" were to be "treated like the 'N' word" and replaced with "aggravated battery" so as to not cause alarm amongst the Sheeple?

See? Problem fixed. Now go get the boss 5 Parkers and a few contact cards if you want to keep that early car.

What does this bill accomplish? Total waste of time, but then again the people who vote for the demorats in charge think its great, you know the illegals "no license give a chance on the jello light" and the welfare "I bee spended officer" crowd. Just a feel good for that crowd!

I think this was already determined by an arbitrator that the department can require activity for an overtime initative just like they can require a certain amount of DUI's for the DUI strike force overtime initative.

I was never told to come in with a ticket or two or ten worked from 68 to 2005 but I know Traffic had I believe 15 movers a day back then I worked tact because I made it part time job when they started paying to go to court when I did work a beat car I remember sgt.'s saying bring up your tickets [movers] which I hated doing but never a quota.

Honestly, writing tickets is part of our job in patrol...get it PATROL! If you go a whole year and only have written a few movers you aren't doing your job.

For the do nothing micro managing bosses that want To-Froms when you turn in zeros on there useless missions for com-stat. Its about time we give the digression back to the officers where it belongs. Maybe we can get less beefs and stupid lawsuits trying to get the numbers so we can get time due, VRI or BFDs . Hopefully the CPD will honor this new law.

Never saw a cop who doesn't bitch about doing work. Directing traffic, bitches. Have to complete a case report, bitches. Write rush hour parkers, bitches. Have to come to roll call on time, bitches. Have to actually put in a full day and not be cut early to get to a part-time gig, bitches. Have to wear prescribed uniform, bitches. You guys got hired to do a job, do the job and stop bitching. Tickets weren't a big part of working VRI All you had to do were a few contact cards, curfews school absentees and maybe an arrest here and there. It wasnt like you had to write a ticket everyday.

I've never seen so many cry babies!
25 yrs ago, you were expected to average a mover a day to about one every other day in my district. But then again, you had to justify your existence on the watch if you wanted to rotate with your watch and not get buried on midnites or 3rd watch (before straight watches & bids came along).
Now, there's several people who haven't written a ticket in years & brag about it. Then again, these same people are the ones that never assist on jobs or volunteer for jobs.
Call me a company man if you will, but we still get paid a decent amount of money & should justify our existence.

I haven't been told by any White Shirts to bring in any activity. In the course of human events,if I see a Jagoff being a Jagoff;I will do something. Be it an arrest or a traffic citation.Regular Tax-Paying Citizens always get a break,if circumstances permit it. White Shirts where I work stopped drinking the Kool-Aid a long time ago.Getting time off hasn't been a problem for anyone.

Sec. 11-1-12. Quotas prohibited. A municipality may not
require a police officer to issue a specific number of
citations within a designated period of time. This prohibition
shall not affect the conditions of any federal or State grants
or funds awarded to the municipality and used to fund traffic
enforcement programs.
A municipality may not, for purposes of evaluating a police
officer's job performance, compare the number of citations
issued by the police officer to the number of citations issued
by any other police officer who has similar job duties. Nothing
in this Section shall prohibit a municipality from evaluating a
police officer based on the police officer's points of contact.
For the purposes of this Section, "points of contact" means any
quantifiable contact made in the furtherance of the police
officer's duties including, but not limited to, the number of
traffic stops completed, arrests, written warnings, and crime
prevention measures. Points of contact shall not include either
the issuance of citations or the number of citations issued by
a police officer.
This Section shall not apply to a municipality subject to
Section 10-1-18.1 of this Code with its own independent
inspector general and law enforcement review authority.

A home rule municipality may not establish requirements for
or assess the performance of police officers in a manner
inconsistent with this Section. This Section is a limitation
under subsection (i) of Section 6 of Article VII of the
Illinois Constitution on the concurrent exercise by home rule
units of powers and functions exercised by the State.". "

Why? You still can be required to write annovs and other stuff. This only applies to citations.
Lets face it, crybaby,you didn't have to kill yourself to meet the requirements to work VRI.

Until recently we had a 1 and 1...1 parker 1 mover per shift. And dont get 3 movers and local ticket. Where is your parker? Of course they wouldn't put it on paper. Paper was for your to from.
