The Hammer Falls

  • One of Chicago Police Supt. Garry McCarthy’s most valued commanders was charged Wednesday with official misconduct and aggravated battery for allegedly putting his gun in a suspect’s mouth last year, officials said.

    Cmdr. Glenn Evans, who has been in charge of the Harrison District on the West Side, was stripped of his badge and gun earlier Wednesday.

    Evans is scheduled to appear in bond court on Thursday on the charges, which are both felonies.

    In a statement Wednesday night, McCarthy said: “The alleged actions, if true, are unacceptable to the both the residents we serve and to the men and women of this department. As soon as we were made aware of the charges Commander Evans was relieved of his police powers, pending the outcome of this matter. Like any private citizen, the commander is innocent until proven guilty and we need to allow this case to proceed like any other. We will cooperate fully with prosecutors.”
Well, that's not quite true - WBEZ had this report up weeks ago. This has been simmering since January of 2013 according to the IPRA file. Again, it's two or three levels of discipline. An Officer would have been sitting at callback months ago.

And guess who's having a field day with this misstep?
  • Evans was in the news in March when he and Ald. Jason Ervin (28th) got into a heated confrontation that ended with a warning for the alderman to leave the Harrison District’s parking lot or be arrested.

    [...] Ervin released a statement saying that Evans needs to be replaced immediately.

    “I am apprehensive about McCarthy’s selection process,” he said.
Yeah, we've had the same complainant about the aldercreature selection process, too. In any case, another bit of drama to make the Department look bad.

Let me preface this by saying I'm not a Gary fan. However, can anyone name one officer since he took over that was wrongfully fired or wrongfully prosecuted like what happened under Jfled? Point is like him or not Gary is pro police. And although he stood by one of his Commanders as expected I believe he would do the same for a PO.

For better or for worse...whether you like the guy or not...and I have my own negative opinions of him...this guy worked his butt off with good intentions. Very misdirected and not always smart but he worked many hours a day trying to serve the community by keeping these assholes in check. once again, he didn't realize he was living in different times and not always a guy young officers should be exposed to because he could get them jammed up legally, but he wasn't out there stealing money. Just thought we should keep that in mind as we start with all the inevitable comments that we shouldn't be airing out in public. I also feel his style of policing was fed by an anger and frustration of what his own people were doing to each other and his embarrassment over that fact. I was not a fan but I think I could see where he was coming from. I believe the same day he saw this guy on the corner with a gun a 3 year old had been shot. Anyone think that's ok?

Maybe now 011 will get back to being a nice place to work.

I'm actually proud of commander Evans. He didn't take crap from the Alderman and he didn't take crap from the ghetto-rat whose mouth had commander evans's gun in it. Neither of which were law-abiding citizens. The only mistake Evans made was to not scrub his pistol clean and submerse it in bleach for a few days. I wish every other boss in the city had 1% of the balls that Evans has. This dept would be way better off.

In one sentence you have described how I came on a proud, agressive, productive PO and over 3 decades been transformed into a squeeking, unproductive, little mouse in blue. Flitting about avoiding one "Policey type shit" caper after another.

Its like an old timer once told me when I came on, "We didnt come on as dogs".

everything we wrote is quoted directly from a media outlet. WBEZ had this a month or more ago, a Grand Jury indicted him based on the testimony of a number of involved people, including officers who were there, there's a fucking DNA match for god's sake.

so tell us again how this is our fault? we didn't stick anything in anyone's mouth and leave blueshirts out to dry.

So the Superintendent advocates for allowing for the facts to be heard doesn't make him saint on this one. He put the wrong guy in and pressured him daily to make gold out of sand like he does all the Commanders. With that much pressure something is going to break. We have enough insanity on this job without the boss being crazy too.

I cannot understand why anyone on this job would speak up for the Superintendent. I honestly have never heard one person say a good word about the man. He is arrogant, egomaniacal and has closed himself off from all but one or two members of this
Department and those were the guys he brought in with him.

Glenn was his own worse enemy. He is a pretty good cop who works his ass off, but he has no administrative or political skills. McCarthy knew about Glenn's issues before he promoted him to commander. He was on the front of the sun times because he cost the city so much in lawsuits. I understand McCarthy wanting someone with Glenn's work ethic and balls, but he is also more than a little crazy. MCCarthy takes the blame for this in my book.

There is no need for that and no possible justification, no matter what you think of the arrestee. And think about how he screwed the two officers with him. Even if they testified truthfully at grand jury and avoided charges, they could still be rule 14d based on reports and ipra statements. There's a guy who watches out for his fellow officers....

A DNA test result will not differentiate between saliva and sweat, just that the DNA code matches the person the swab came from. Each person has only one DNA code, there is not a different code to tell if the substance was sweat or saliva. If you chase a UUW suspect into a vacant house at night and find him hiding somewhere, its entirely possible you could draw down on the person and place your gun against their body, until they are searched and handcuffed, for officer safety reasons. Or do you say, "Excuse me sir, would you mind getting up from your hiding spot and place your hands on the wall so I can see if you still have the gun"?. What would you do?

Let's say it how it is, Cmdr. Evans towed the company line. He did exactly what the Mayor and Supt. asked him to (remember he self admittedly only answers to them) and when they asked him to clean up 3, that's what he did. He got the numbers where they wanted. Every single last person from the top down was completely aware of what needed to be done in order to fix this district, and that's why a loyal (or foolish, time will tell which) Commander was put there. Now let's see if that loyalty that the Cmdr. showed his bosses will be returned, or if he is hung to dry, like happens far too often. The latter is the common practice for those who forget where they came from or have never been there. For those of us who are not geneticist let's reserve judgement and remember DNA is transferred many ways (dripping sweat, touching, and spitting in the direction, on purpose or while yelling) and I think many of us have been wrongly accused in the past by people of lesser character. Are we all going to immediately take the word of a convicted felon, who has nothing to lose?

Evans is another affirmative action goof. Faced with a similar situation of briefly losing sight of an armed UW/Handgun offender, we kicked him in the ass, figuratively, and told him not to return to the area or he would risk arrest. After secreting myself in a nearby gangway I waited all of five minutes before Tyrell-his real name-returned to recover his Rolm .22 from a hole in a plaster ceiling in a westside apartment vestibule. He was arrested, weapon recovered, felony charges approved, and ultimately convicted by the most liberal of judges at 26th St. Hey Glen, hey Garry, this is why I'm not in handcuffs and instead I'm coming in as the DSS at 1330 hrs. today. But then again, you can't fix stupid.

Its terrible that Evans is going through this. He is the real deal. He is not afraid to be the police. I've worked under him through the years and he has always had our backs. It's incredibly sad that he has done so much and it's all for nothing. Everything down the drain!

I've seen him in action and he gets much respect from me. Make a list of his accomplishments and one of his screw ups and there will be a long list of accomplishments. The guy has made things happen! I'd like to see more bosses like him.
The bottom line is the department only wants contact cards and codes. That's all.
One last thing, we're going to need people like Evans when all the riots, looting, insanity starts because Ferguson has made a way for these fools to act up here. And its starting.....

The Commander was a worker/leader, not a boss that tells you how he used to work, or a PPO who did a year on 1st watch and then went to days, to Det. and then Sgt. in 5 years, or a phone call hack that got involved in a few cases and needs to tell you how he earned his spot. Sure could use a few more working leaders. Let's give him his day in court and support him. There are many times the commander supported the working PO. Nothing has been proven!

I couldn't help but giggle when I saw our Use of Force Model in the background of that photo of Evans. Irony in its most subtle form.

All you hard chargin', Company Koolaid drinkin' young bucks pay particular attention to this historical moment in CPD history:

the CCSAO has just indicted/criminally charged a commander of police. WIth the exception of Jon Burge, I can't recall recently anyone this high up the CPD food chain that's faced felony counts, retired or - especially - active.

This mans abilities to get things done the 'Old School Way' had people singing his praises. From [some] politicians, to the upper management of the department, to the people in the districts where he worked, just about everybody loved his style. That is, at least up until the point where some shitbag's DNA turned up on the barrel of his service weapon.

The only thing wrong with this style of policing is that it had to go the way of the dinosaur many years ago. Advances in various technologies coupled with our extremely biased disciplinary system has declared even mildly aggressive proactive policing DOA.

And when just about every cellular telephone became capable of recording HD video is when coppers with the strongest self-preservation skill set knew the age of real policing had begun its death throes.

The writing's been on the wall for quite some time now. Society as a whole has demanded a reactionary police force, so give them the police they want. Arrive after-the-fact to document whatever has taken place and take people to jail on signed complaints only. Save going that extra mile for family, friends, good neighbors and trusted coworkers and let nature run its course in the jungles. Do what you have to to keep YOUR neighborhood safe and savage-free, and let the rest burn. It really can't be any more clear that this is what they want.

If they charged a commander, what do you think they'll do when the next blue shirt that steps on his dick, whether by accident or otherwise? And with subordinates singing like canaries to a Grand Jury (what's that, you say? The two officers on scene with Evans that day that participated in the arrest of the shitbag complainant walked away clean as a whistle???) to save their own hides, it ought to be a pretty airtight case, even by Cook County prosecution standards.

As the BCP reminds us from time to time, police like you have no friends. This ain't your daddy's Police Department - adapt accordingly.

Known Evans nearly 20 years. Worked with him in the projects. I stand behind him and would work with him any fuckin day!
I'm sure 3rd watch in 011 is overjoyed. Because he disrupted their program...such as it was. I understand that DNA has become the Holy Grail of evidence, but I still have questions about it that should concern all of us. DNA matching is an exact science, but the transferring of DNA seems a little fuzzy to me. Do we know if it was actually saliva recovered from Evans' weapon? Can they actually determine where on the weapon they recovered the DNA? Over the years the handle of my weapon has made contact with numerous offenders: bumping into them, wrestling with them, etc. Think of how many times you have walked an offender that was moving around, yelling, screaming, shirtless, sweating profusely and you and your partner are struggling to get him to your car and you are holding him on your gun side because your partner has the offenders other side. Here is a thought that should worry all of us..if I touch an offender that is sweating from either running, fighting or just a hot summer day and then later touch my weapon to put it in the lockbox have I just transferred his DNA to my weapon?
I am in no way attempting to defend Evans. Only two people know what happened that day and that is Evans and the arrestee. But I am worried about the rash of bullshit complaints that will mirror this allegation. If DNA transfer can be that easy we all need to be concerned about it.

Not having an armored vehicle with you at the scene is like having body armor and keeping the Kevlar a block away in a trunk. Who was the fucking moron who came up with this plan?

Your SWAT bosses are morons. Look how fast they got on their knees and sold out a tool which is used to save lives. How fast is your chain of command going to sell you out? On the other hand, if something happens and the armored vehicle wasn't there as the precedence was established prior. Huge lawsuit. Get yourself a good lawyer and let the $$$$$$ roll in. "Militarization of police" the new bete noir now, revs, media rolling along on this "horrible new discovery."

Technology marches on. With it came ballistic helmets, bullet-resistant vests, etc. You'd be a fool not to use the good protective gear in a dangerous situation with rocks, bottles -- and bullets -- flyin everywhere.

A deal of modern NON-LETHAL crowd-control ordnance was expended in Ferguson -- tear gas and smoke and noisemakers against looters and vandals and arsonists.

One small criticism, more along the lines of weapon safety than anything else -- a bit more muzzle discipline on the M4s, etc. You got it, it's slung, and it'll come up quick enough if you have to use it.

The use of optical sights on weapons just to watch the crowd -- I know it's handy, and everyone has done it out in the deer woods, but it also involves what is probably unnecessary pointing of loaded weapons. Binoculars -- good, strong, sharp Steiner night glasses or something -- would do just as good a job, maybe better in terms of field of vision and depth perception using both eyes. Guy on top the APC with his scoped tactical rifle on a bipod could drop down to it right quick if necessary. Plus, the media would have less grist for their mill.

Just thinkin it over...a modest proposal, as the dust clears, the debris gets swept up, and the board-up guys hammer away.

Defense attorney says the DNA swabs are not able to be located. Doesn't matter when the grand jury has locked in the testimony of several officers. They will hit him in the pocketbook for a lot of dough before the battery is downgraded to a misdemeanor and he is found not guilty of official misconduct. He will then be allowed to quietly retire and keep his pension. This is the Chicago and clouted way of how things are done on the Police Department. This is him getting spanked by powers bigger than he is as a reminder of what happens to people when they don't tow the company line. Is he a loose cannon? Sure the hell sounds like it. Is he an impressionable idiot? Yep, because he felt the need to stick around and try to save the west side from itself at the request of McCarthy and company even though he was set to retire in early July. So this is the "more to the story" that people will be talking about, not the more to the story that he'll somehow be exonerated or that the claims of brutality never happened. It happened he got caught and now it's time to face the music. There is no loyalty on this job anymore and there's a pecking order that all the players have to adhere to in order to survive. If they didn't know this or chose to ignore it then shame on them. Good luck Cmdr. Evans you are the very last of a dying breed of police.

What draws everybody's attention is a police officer in a foot chase, running down a man with a gun. The allegation of impropriety is what that is - an allegation. When I worked with Glen 15 years ago he was always there backing everyone up and making arrests. A very hard worker who would never steel or look the other way when he saw crime. I'm proud of the memory's I have of working with him. I would give my last anything if he needed it. He literally saved officers lives responding to 10-1's.

I say not guilty. The department should back him 100%.

Well then, I must have missed the old school days because I've only been on this job for 28 years.

All of you talk about the 70s and 80s, but you get your information from a biased media, some retired cop who never did a thing on this job, or maybe from some TV show you saw when you were 10. None of that shit is true. Except taking money, that part used to be true.

I learned from those 70s coppers and I worked in the 80s and those men were the best fucking cops I've ever known. We didn't beat handcuffed arrestees. We didn't beat murderers we were interrogating. We didn't put our guns in the mouth of some UUW offender.

What we did do was the job and we did it without cell phones and computers. If we needed to find something out we went out and talked to people. If we needed information, we went to our informants. If we needed to find them, we went out and looked for them. And the people we talked to, we REMEMBERED them and their nickname and their girlfriend's name. We didn't look them up on a computer.

We basically were never in the station, unlike the vast majority are today.

If someone gave us a hard time, we gave it back in spades. If, God forbid, some fool raised his hand to us, we put them in the hospital with our fists and feet. We didn't ask for felony charges for someone who pushed us because we were too busy I Bonding him from the hospital.

In my entire time on this job, I have never ever seen one copper charged or fired or even suspended for hurting an offender who was fighting him.

There is no doubt that times changed and cameras are everywhere and punitive damages are routinely handed down on complete bullshit and jurors today don't believe the police, but there were always people who hated police and most of those people always worked in the media. Sure the times changed, but coppers changed more. At least they changed a lot more than they had to.

I don't know what the reports read like from the day of this incident. But did officers testify that Evans committed this alleged aggravated battery? Because there had to be more to charging Evans other than the dudes DNA on the gun.

It's also pretty funny that the state crime lab can never lift a bad guys fingerprint or DNA off a murder weapon. But they sure found a bad guys DNA off a cops weapon.

Whether you like the guy or not and Ive never met him... And the comments seem to be 50 50. I dont know why he didnt field strip that weapon and soak it in bleach. They waited a week after the incident. Not sure what to make of that. Is he dumb? lazy? arrogant? Anyway I bet he wishes he'd done that now.

Ladies and Gentlemen of the Chicago Police Department, and any other officers who might be reading this...

Pay close attention to the statement above! If you haven't figured out that the day of you slapping someone, punching someone, "jamming" your gun in someone's mouth are OVER, you'll be the next one on the chopping block.


No, not just suspended, not fired, you will be CHARGED, ARRESTED and TRIED in court.

If you haven't figured it out since Cozzi, or Howard, please let Evans be an example.

I don't think Evans will do any time if found guilty, but he WILL loose a lot of sleep, sanity, and in the end, his career, and his pension.

Now, with that being said... I 110% guarantee you that the next (because there WILL be a next) Officer, Sgt or Lt that gets jammed up with this WILL DO TIME IN THE JOINT.

This IS NOT about if you like Glenn Evans or you hate Glenn Evans. It's about "Are you smart enough to keep your job / pension / freedom?"

Think about it for a second. Was it worth it? Was it worth sticking your gun in some bad-guy's mouth? Chances are, he's always going to be a bad-guy! Your dental work isn't going to change him into a saint!

Guess what, the piece of shit that the Sgt slapped a few years ago... the kid is STILL A PIECE OF SHIT! The Sgt is fucked, but the kid is ALWAYS going to be a piece of shit.

The drunken piece of shit that Cozzi slapped? Yep, you guessed it, still a drunken piece of shit.

I don't care how much "Police Work" you do in 011, 007 or anywhere else in the City. Guess what; they will STILL be slinging dope, gang-bangin' and shootin' each other on West Flournoy, East 71st st, King Drive, Stony, Cicero, 119th St... long after you're gone.

They get locked up, killed, too old, someone is going to take their place on that street corner. Slingin' dope, gang-bangin', and a shootin', all while collecting a welfare check.

Now, I've been playing this game of "Cops and Robbers" long enough to have a star on my sleeve and then some. I know what takes, I know what's sometimes necessary to get a point across, hell, I've done it! I, just like many of the Police Officers, understand violence.

However, until the public at large is able to accept "what is sometimes necessary"... we will get hung out to dry. Nothing more than the jack-booted thug collecting an undeserved pension of the tax payer.

Hey, if society is willing to accept the "Thug-life" culture, let them have it! Society wants a "Hands Off" Police Department, let them have it! After all, we DO work for THEM! The Public wants us to be nothing more than "Armed Secretaries" well, give it to them (along with their RD#)! De-Policing at it's finest!

It will only be a matter of time before "The Public" begs us to be the "Real Police" again!

Until that day comes along, do what you're supposed to do, and nothing more. Protect yourself! Protect your partner! and get to the point in your life where you can retire in peace.

I can't stand Gary, he sounds like Elmer Fudd. However, I believe he is a Street Cop and he stood by the Commander as long as he could. That DNA was sitting there for almost a year. Gary stood up for his Commander. You have to respect him, he will still be dumped

Don't know the man and never worked for him. However I believe absolutely NOTHING that is reported in the media. Some of you out there that are judging and condemning the man, are ironically the same ones getting all up in arms on the reaction in St Louis. You post on your Facebook how the Officer there is being railroaded by the media over the version told by a shithead. Well guess what?! The person making these allegations is doing time on a separate charge. Unless you were with him when this "allegedly" happened nobody can judge or say for certain the allegations are true. I don't care if he's a worker, good boss, bad boss, softball, jagoff or otherwise he is a Chicago Police Officer!! And I'll give him the benefit of the doubt any day before I take the word of a dope dealing piece of shit locked away in the joint or the media whores who are more than happy to report anti police bullshit with such joy. Some fucking loyalty people? Don't cry when it's you being lied about on television. And if he did it and is found guilty? Well he'll have to deal with the consequences himself , but I'll still support him over a terrorist.

OT: It looks like a prior poster in the comment section was right on when they said that people are being reassigned from the Academy to safe passage. The State just announced that it is giving CPS 10 million for additional safe passage routes and they are adding more schools to the program. Get your duty belts ready academy staff, your hitting the streets on the 2nd and 3rd watches respectively.

We get compensated at the academy with free days and two hour shifts. So, going on the street for a few hours is no big deal. It is too bad that you do not have the skills to work at the academy. Have fun working your full shifts.
