Did You Vote Yet?

What are you waiting for?

In the meantime, someone or many someones are trying to post multiple comments about how "preliminary vote totals" show an overwhelming YES vote taking place.

Bullshit. If you've attended and observed multiple contract votes, it goes something like this:
  • You vote, you seal your vote in a Secrecy Envelope, you mail it in the included envelope. You do not mark the either envelope or deface it in any way - this may void your ballot.
  • The ballots are collected at a PO Box or a firm that specializes in elections. They are held there until the counting day.
  • In recent years, the Lodge has allowed in-person voting the morning of the count. There is a process in place to ensure you aren't able to double vote - probably scanning the bar codes on the secrecy envelopes (hence the "don't mark anything" rule).
  • The company running the election brings the ballots and machines to the Hall. The envelopes are counted and oriented. A machine counts and slices the tops of the envelopes and the secrecy ballots are extracted and scanned. Hopefully, this eliminates the ineligible voters (sergeants, retirees, etc). These envelopes are then sliced open by machine, the ballots are stacked and counted by machine in view of any interested parties.
The whole process takes a few hours. No pizza is provided but sometimes the bar is open for refreshments. It's all rather boring.

PLEASE NOTE: This may not be the exact process - thing have progressed since we observed our first vote counting - modern methods and all that. But it's close enough to get the idea.

Rumors About Retirees' Rights to Challenge Pension Changes
Rumor: "I heard FOP has waived retirees' right to challenge any pension changes in court."

Fact: The Tentative Agreement merely added language which requires the City to revisit the economic package if any future pension legislation is passed requiring Officers to contribute more.
For the first time, the FOP can negotiate an increase to cover any pension increases during the term of this Agreement, same as the Sergeants, Lieutenants, Captains and Fire.
The FOP did not change anything in the Pension code; it is illegal to do so within a Labor Agreement.
The Lodge continues to be able to challenge the Constitutionality of any pension changes.
We only ask that the Membership understand the REAL terms of the Tentative Agreement before voting.

Please feel free to call the FOP with any questions.

Don't forget to vote and mail back your ballot before October 14, 2014 to ensure it arrives prior to October 17, when the votes will be counted.

Here's the trick. Mark your vote on the ballot. Place the ballot in the secrecy envelop. Now place that envelope in the mailing envelope and seal it. Now here's the trick. Hold the envelope up to a light bulb (or stinger flashlight) a viola your secret vote is clear as day. How do we know that the right amount of sealed "yes" or "no" votes isn't put into the bag thus ensuring the correct outcome.

i voted YES... has anything ever gotten better for us by going to arbitration? last time we had less of percentage raise, then the city offered. CFD, our LT's, SGT's have already agreed to similar contracts. and hate to break it to you, the economy sux, no one likes unions or the police anymore. other concerns about insurance etc, hey it is happening every where. and i find it hilarious that people are making such a big deal about pick by watch... grow up. What we will loose is are retro and percentage which we will never get back, for the year of the sheilds fuck up. and you will never get the percentage back, which is componded year by year that u work....

In my district, yes seems to be what I'm hearing in the locker room. At least on my watch (2nd). What I keep hearing is that no one trusts an arbitrator.

My God! I've never heard so much whining from a group of people before. Well, except when my kids were small and I would drop them off at daycare.

If this goes to arbitration, we will most likely end up with about 95% of what the contract proposal looks like now.


What we would lose, well.......

We probably will get put into the Wellness Program. Miss your points goal for any month and get whacked with a $50 fee ( both for you and your significant other ). Op out entirely and pay $100/m ( again for you and significant other).

There is a good chance that we would lose the 4% covering Jul 2012 - Jun 2013 entirely or have it cut in half.

Regardless on how the vote goes, we WILL choose furloughs by WATCH. That is one item that the city will not give up.

The tiered medical could probably start immediately instead of waiting until 2017.

But of course, once this goes to arbitration and the ruling comes down, there will still be those out there that will bitch and moan that the city screwed us and the FOP failed us.

Oh, and that rumor that VRI will be ending once the contract is ratified is just a rumor.

Hmmm...technically you are still affected by this contract. Had it been negotiated earlier you would have still been on the job.

I would think you should be able to vote on it.

The furniture at district is looking kind of shabby lately. Now that equipment like patrol cars that the city used to provide to do our jobs are a "benefit" to be negotiated maybe the FOP will include that in future contract talks.

I did not vote, I don't care the outcome I consider this a good job either way. I know they are trying to screw us but they are no worse than the large percentage of coppers that hide inside, got promoted meritorious, abuse the medical. Etc... They have been screwing the working copper for years. So what I do is go to work do my job, and when I go home I forget about it it's just a job I don't have a hatband on my mirror or fop medallion on my car. I've invested wisely and live within my means il be retiring very soon and I will be ok either way. I was told along time ago don't ever rely on anyone including your employer. You have to have a safety net besides pension. I understand VRI is a lot of money for some people and they have to work it, but it's a short solution to a long term problem. It's not how much money you make it's what you do with it. Corruption is very bad in this city but it works both ways. Back each other up and help the real victims that's all that matters. I don't know whether you should vote yes or no, but one thing I can tell you is don't let the retro be you deciding factor.

After emailing the state lodge president regarding the fact the this vote process is now tainted and cannot be allowed to go on after I had received a ballot after retiring months ago and that there are other retired members who received a ballot who have no business possessing a ballot that can be turned in, I get the following response from Chris Southwood:

I received your email this morning and am not certain what you specifically are asking me to do. You have made a serious allegation regarding union activities within Lodge 7. I have no problem attempting to respond to your concerns but at this point I don't know who you are. Please send me your contact information so I can further discuss this issue with you.

Apparently Chris can't understand the clear language I used stating that:

1. I am retired, and I received a ballot out of state anyway.

2. I, or ANY retiree wishing a nice retro check and bump in pension payments could simply vote in a contract they have no legal right to vote in, and give Angelo a YES vote.

3. Because retirees and sergeants received ballots that could be used and turned in and counted when they have no legal right to do so, this process is now tainted and cannot continue.

4. The ballots must be destroyed, a new VERIFIED LIST of only active members of the lodge is to be made, and new ballots sent only to those who have the right to vote.


Apparently this guy is too stupid to understand recent retirees will vote yes to get paid as will sergeants will vote to get paid as well, especially since the contract has no effect on them other than to get them a free retro check and possibly a retiree pay bump.

The guy was told that I have possession of a ballot when I should not.

The guy was told I would gladly send it in as evidence after it being photocopied and observed by a notary.

The guy was told this process needs to stop and be redone.

But all he's concerned with is finding out who I am and letting me know he doesn't know what he's supposed to do.

Pricesless..... next step is the national lodge.

I am predicting an overwhelming majority of votes for Yes. There will be a small minority of no voters claiming a conspiracy by the FOP. These will add up to nothing substantial, and just be divisive to the FOP membership. I'd rather that these people didnt vote, so they could just say it didnt matter. Dividing us is what we need least now. Yet some will go on, maybe some angry enough to start a new FOP political action committee as in the past. ie...blue wave, citywide team, etc...

12 years on , working afternoons , time off on weekends tough to get , one man beat cars .
no no vote from me and many others . don't blame the yes votes , if I was a 50% management at the airport , helicopter pilot, I would vote yes . if fop asked for 90 % bid for all inside spots and 95% bid for second watch I would've voted yes.

Standard withholding, unless you specify otherwise, is 25% Federal and 5% state. A married guy with three kids will have less taken out.

Apparently the person sending the email (you) thought personal communication is like the blog, anonymous. It isn't. That so called stupid State Lodge President was calling your attention to the fact that you did not sign the email and put your phone number, address etc. on it.

You've been on anonymous blogs too long.

Send a letter, on paper, with a stamp. Sign your name. Include a return address and phone number. Make it certified mail for confirmation. Or you can just drive to Springfield. Just a suggestion.

The economy is in an up swing. Jobs are being created interest rates are in the rise. Rahm is going ahead starting multi billion dollar projects that aren't neccesary. The media and the ghetto don't like the police. My neighborhood loves them and wants more police.

The total raise for most members will be approx. 14% given that virtually all members between 5 til 25 years, because of the step increase for those years of service in conjunction with the 11% increase over five years. Raises for new members between 12 - 54 months are far greater!

That beats the CPI/inflation. The FOP got, and they gave. That is what is called collective bargaining. The contract is not utopian, but it is meant not to be. Collective bargaining is meant to produce wins, and looses. Both things happened here for both sides.

Do the wins out measure the looses for FOP members? I believe they do! I voted yes! Please do not vote on the contract based on political reasons.

Vote on what is best for you and your family. An arbitrator is not going to give you the front end percentages contract that is on the table now, because Shields failed to send the letter. Regardless of your vote is, please be an "Educated Consumer", and vote. Thanks.

Retirees and recently promoted Sgt's worked under this contract and are affected by this contract. They should be voting. Any recently retired member will most definetly vote Yes because of the 4% compounded raise in the June 2012 to Jul 2013 time frame. That's a 4% raise In your pension that you will never get back by voting no.

At some point the rule of diminishing returns comes into play. It costs more than $3900 a year to clothe, feed and care for the little sons and daughters of super sperm-man.

Then you might find that your direct deposited paycheck is getting way lots of child support deducted automatically by the state. I've seen coppers who don't get much of a check at all with all the child support, maintenance for babymomma, liens, back taxes, bad debts etc. But they still manage to go to the race track. Very resourceful some of these poleese.

In the district I work in, 13 of the 15 P.O.'s that have a 13B furlo are on 2nd watch. Do you really think they're gonna let 13 people on 2nd watch take a 13B? Not a chance! Check out the general order. I believe it's 7% for 13, which if the 2nd watch has 80 P.O.'s, 5 or 6 will get a 13B.
For instance, if picking by district & that district has 200 P.O.'s, at 7%, 14 officers will get a 13B.
Pick by watch, and if you have 80 P.O.'s on 2nd watch, at 7%, 5-6 P.O.'s will get a 13B.
Do the math and see who's the idiot.

Here are the tax brackets for 2014 income. This is for TAXABLE income, not gross income. Taxable incone is after all your deductions, whether you take the standard deduction or you itemize.

Married filing jointly:
73,800-148,500 25%
148,500-226,850 28%

To go above the 28% bracket (next one is 33%) your gross income would have to be over $250,000 (assuming a couple of kids. You are either working one hell of alot of VRI or your spouse is some really important, well paind professional.
One more thing. All of you income is not taxed in the maximum bracket, only the amount above the previous bracket.

Moreover, what they are hiding from you is that even though your share is protected by the pension code, and that they have no intention of protecting their membership from illegal contribution increases, they have just given the city the legal grounds they need to prevail in court should a lawsuit later be brought to protect your pension rights.

In addition, they are not telling you that WHEN this contract is signed, your PENSION program has thusly been thrust into the CONTRACT realm and that the city could in fact force the REST of your pension calculations and program into bargaining now because there IS no case law protecting only parts of your pension.

Your FOP and all the other unions have sold out their memberships both in allowing the city to increase your share WITH YOUR CONSENT by the ratification of your contract, and by removing a portion of pension protection from you as well.

Once you put your pension in a new legal realm, the SCOIL will be free to reinterpret any part of the law they're told to in order to destroy pensions in Illinois.

You people HAD all the protections you needed.

You vote yes on this contract and you cracked that protection and stripped away all potential protections you've already had for decades, only to have all that case law ignored in light of your new status as "bargainers" for your pensions.

Finally, someone who gets it! The academy has been on the chopping block as well. We only have a few instructors who are overworked. There are civilians who work at the academy. I am not calling the guys who work on the street idiots or retards, I just want people to understand that we work the full 8.5 hours and work is constantly dumped on us. I am not saying that we never got any breaks (I would be lying if I said that), that was many years ago. For the past several years, we have not gotten any breaks. It is the same as working the streets.

You failed to mention how many little bastard each babymomma dropped. One each and that is only three extra dependents. For 2013 the deduction was $3900 for each eligible child. The more little mo' fo's the better. Head of household is also good. Of course, if you be claiming the shorty's then babymomma or mommas cannot.

So if you have been spreading the wild oats and fathered 10 of the little things that is $39,000 in deductions.

At some point the rule of diminishing returns comes into play. It costs more than $3900 a year to clothe, feed and care for the little sons and daughters of super sperm-man.

Then you might find that your direct deposited paycheck is getting way lots of child support deducted automatically by the state. I've seen coppers who don't get much of a check at all with all the child support, maintenance for babymomma, liens, back taxes, bad debts etc. But they still manage to go to the race track. Very resourceful some of these poleese.

That is not even the reason. Very simple. Retirees are not part of the bargaining unit.

Period, that is the long and short.

They are not employed by the City. You cannot have a contract with people no longer employed.

Makes a reasonable person wonder why we now have so many people (a majority) not part of the bargaining unit who are in charge of looking after our bargaining unit rights.

I think that retirees should have no part of being in elected office in the FOP. None. There should be, rather, a couple of retirees spots on the board that deal only with retiree issues. All other spots must be members of the bargaining unit. It only makes sense. But this is the FOP you folks elected.

While in previous contract talks, a past regime told Franczyk they wanted to insert language that covered retirees. Franzyk and the whole City negotiating team said they would get up and leave but would not discuss for one second retirees rights under the contract. They have none.

This so-called union is now totally fucked up. Retirees are in power and will never allow a by-law change limiting retirees influence on Lodge 7. For them it is just a paycheck. The FOP is not an organization for the betterment of retirees. It is for bargaining unit members only. As it is, retirees can now outvote anything active bargaining unit members want. That is screwed up.

Any recently retired member will most definitely vote Yes because of the 4% compounded raise in the June 2012 to Jul 2013 time frame. That's a 4% raise In your pension that you will never get back by voting no.

Active members or recently retired sworn members under the rank of Sergeant can vote at the FOP President's discretion ie recently retired sworn members affected by the contract.

And No I am not a patsy for the union don't like the contract one bit.

Voted yes... I'm worried about losing retro which is 4% permanent pay increase. That's around 3600 a year every year that we stand to lose. I'd rather have 3600 in my pocket every year and have a lousy furlough. But just my option.
