Anyone willing to admit that at least one of the stations mergers has failed miserably?
- 012 is getting a satellite office in the old 013 Wood Street Station now occupied by Sheriff's deputies doing warrants. Will save us a lot of time spent driving to and from the 012 station.
Even though Staples was the driving force behind this -- based on input (begging) from officers and the community -- Ald. Moreno issued this earlier today taking most of the credit. Election year...
"When the Wood Street 13th District Police Station closed in 2012, the nearby residents were concerned that the closing would effect the safety of the immediate neighborhood. The mere presence of police officers gave nearby residents the comfort of having police officers nearby."
"At that time I vowed that the facility would continue to have a security presence. I worked closely with the Cook County Sheriffs office and in the Fall of last year, the Cook County Sheriff's office officially took over the Wood Street station and to this day, up to 75 sworn officers use the facility on a daily basis, bringing a deep sense of security to the community."
"Today, I am pleased to announce that the Wood Street Station will also serve as a Satellite Office for 12th District Chicago Police Officers. Although neighbors welcomed the Sheriff's office, they still felt that a presence of Chicago Police Officers would add to the safety of the neighborhood."

Seriously, have you seen the size of the new 012 on a map? And where 012 itself is located? And the neighborhoods and traffic in between. Now the Department is going to run a "satellite" office? Here's an idea....build a new building, somewhere in the area of ...oh Wood and Augusta. You could name it...013!

What a miserable fail this 012/013 merger has been! Much fewer officers covering the same area. Forget about venturing to the other side of the district during 3rd watch. Not much better on 2nd watch after the morning rush hour. 1st watch sucks on the weekends. Crazy busy at times. We're so short handed it is difficult to get the day off. So many officers have bid out and many more continue to try. That in itself should tell you something. By the way, good luck getting a decent furlough if you have less than 10 yrs on. Really, this merger bites the big one as does the squad policing pilot program!! We don't have enough officers to run it as the order states. What a fail.
I agree 012 is way to big. Takes you a while to get to your calls because of the size of the district.

Maybe they could split 019 into two districts next and possibly use, ummm, Clark St as the border! They could put officers over in that building at Belmont and Western too! Parking, lockup, locker room, what's not to like?

Worked in the new 012 a couple times and couldn't believe how big it was. It took forever to get up by humbolt park from the station. Ridiculous. U would think they would take traffic into consideration seeing all we do is drive all day long.

Off topic......IPRA is looking into dozens of dispersals done in 011 on third watch by officers. Supposedly those that have been dispersed have gotten upwards of 25 cr#'s already and have retained the same lawyer. Seems Sgt. T.B. has ordered officers to give these dispersals, but guess what..... No contact cards were done. And offenders who returned to the scene were arrested ,guess what.....there was no documentation of them being dispersed. So now come the lawsuits for being arrested for just standing on the corner. Steer clear of Sgt.T.B. because you will be the one going down, not the white shirt.

I don't work in 011, but I wouldn't doubt this. He was a bonehead PO in 017 and a cocky know it all detective. And he has no problem screwing over a PO, he did it when he was a PO and did it when he was a detective. He also will throw anyone under the bus to get in good with whoever the LT is, he has a history of doing that.
Satellite offices aren't a good idea. Look at the one in 008. Nobody uses it. It was just a ploy to appease the public.
Here is an idea. Why not open the brand new lockup in 17! Has anyone thought how much police time is wasted driving the scum bags INTO 16? Serious? We NEED to import more crime into the home district of city workers?Who came up with that brain storm???

How about just making the 12th district officers more accountable for doing their jobs and not hanging out for hours on end everyday at the coffee shops along division and Chicago avenues? You guys expect citizens to support your pension issues , yet my tax dollars are expected to pay for your extended breakfast and lunches?
My job permits me to take 30 minutes for lunch. If I am not back, I get in trouble and I cannot do my job and service my customers. You guys can't tell me that there is no crime going on in our neighborhood while you sit there for 1-2 hours everyday (same squad cars & same officers 1211-1213-1215-1223h-1222 ). We support you guys, but I wish we'd see you patrolling our streets and alleys in your spare time. Hopefully this will serve you notice that people do watch what you do. Stay safe and God bless all of you that do work.
The merger was a terrible idea. The old 12 was to politically entrenched. The old vanguard from 12 was determined to keep the status quo at the expense if the 13 officers. The residents should ask to see the number of police offices the day of the merge to now as many officers have left especially former 13 officers
and open one in the vicinity of Belmont & Western and call it 019 . then make the one near Addison and Halsted 023. brilliant!

This would qualify 008 as the second most populous city in the State of Illinois. Yet 008 is served by one police station as its extreme east border area has become "Englewood West".
When will Southwest Side taxpayers demand a second or even a third police station to serve this huge district?
019 District IS the same way! Too damn big! Too congested, especially during the day! Arrestees still have to be transported to Belmont and Western Station! So where is the savings, other than lettting manpower attrition down with few replacements and making existing Beats bigger with less Police Officers in area! Just a big downtown political cluster fuck out in 019 District!

My vote is for complete separation.
Right now, officers from 12 while out, can write up reports at the Academy at the Jackson station, etc; this would just be a 3rd location. Nothing more.
Rolecall won't be done there, it is unlikely patrols will ever be dispatched from Wood. Also, it will not be a satellite office in the sense that the public can come in, file reports, etc....doubt this? Right now, this Wood St Sheriff's office has locked doors at all entrances, has darkened and frosted windows to keep people from looking into the building. It is also not staffed 24x7. It is a warrant office and nothing more.
As usual, Moreno is massively overstating reality to try to put a happy spin on his continuing sinking popularity because he faces a very tough election in Feb
12 and 13...yuppie districts. Man them with 4 recruits and 2 transgener Spanish speakers. Also 25 report takers for the insurance claims.

They forgot about one little thing when they merge the two districts, a little place called Wrigley Field that holds 41,000 people and another 10,000 people there to watch the game. Absolute chaos!!!

the answer is easier than a satellite district.
If an arrest is in a certain beat (13**) send it to the distrcit that is closer (14/11/18).
They can also close the JISC center and process all the juvenile goofs by FAX! send all the reject dicks back to the area.
The watch commander could earn their pay and make sure the poor kids are treated right.
But who asked me... The city only spent 80 k on my multiple degrees from the paper mill colleges!

Take the northern part of the new 012, say from Chicago Ave, or even Grand or Lake St and give it to 014.
To the poster regarding Ipra and the 011th District third watch.
Ipra has WAY bigger problems coming down the pike than some contact card bullshit.
A few of the IPRA investigators have criminal and other charges pending and a couple of ugly major lawsuits that is going to rock IPRA.
By the way, unless force is alleged, procedural violations would be handled by IAD not IPRA.
IPRA would just botch it up anyway.

Check the thirty-three (33) most populous cities in the nation, all with populations over 500,000, concerning residency requirements for their municipal first responders.
It's obvious. Active CPD and CFD should be allowed to reside in all of suburban Cook Co. as well as Lake, DuPage and Will Counties in Illinois and Lake Co., Indiana.
Fortunately for those of us who live in the old 13th, Cmdr Staples is a longtime resident of the neighborhood and has made sure we kept our officers. Sure, there was some shake-up, but most of that was because officers who live on the north side didn't like the longer drive and bid out when they can.

Bernie Feinstein, a genuine Chicago character. I worked with him in 024. He went by his own rule book. Known as "The Mayor of Devon Ave."
An old Bernie Feinstein story, he had occasion to stop a woman motorist. She gave him a lot of lip, he had her drivers license. This is how long ago that was, the drivers licenses were paper, not the laminated plastic of today. She kept mouthing off to Bernie so when Bernie had enough, he crumpled up the paper DL, put it in his mouth, chewed it up and ate it. He then wrote her a ticket for no DL.
In court she complained to the judge that she did in fact give the officer her drivers license but he ate it. Bernie meanwhile was making the crazy sign with his finger doing circles near his head, signaling to the judge that the lady was nuts.
The judge found her guilty.
Bernie had a small apartment over a store on Devon that was his official CPD address but you could find him with his family in the north suburbs, Skokie or Lincolnwood or something.
RIP Bernie, he is from a bygone era.
Staples...she is the best candidate for the sup job.

I worked for years in 019. That merger ruined 019, I retired a year early to get away from the shithole that was 023. 023 fucks got everything their way. sayonora, adios, goodbye. I did not want to work there and pulled the goddamned pin.
We had a guest speaker come into roll call the other day, and ask us to fill out a survey. The presenter said they would donate funds to the Chicago Police Memorial Foundation for every completed form. The surveys were developed by UCLA, and sponsored by UIC for distribution to police in Chicago. Of course I was immediately suspicious so I raised my hand and asked a few questions. First I asked why UIC and UCLA were asking us to take a survey when both of those schools obviously hate the police. For example, why would UIC want to know our opinion when they hired the domestic terrorist Bill Ayers for professor of Education in their Graduate school?
Answer: Bill Ayers doesn’t work there anymore.
What about UCLA? They are just as Liberal and probably more biased than UIC when it comes to their opinions concerning police. UCLA students and staff were equally as active as Ayers in the anti war movements during Viet Nam, and more than vocal during the Rodney King trial and L.A. riots.
Answer: UCLA just wrote the survey UIC is distributing it; there is a section in the back to write down your opinions if you choose to complete the survey.
This seems like those stickers we have to put on the backs of movers that ask our perception of the driver’s race, the end time of the stop, and search results if we had to search the car. It may seem like a small thing to do, but it’s still a burden. I realize it is not up to the officer to determine the race of the driver, but that is a survey to catch data on traffic stops for “driving while black” and to determine how many searches were conducted on vehicles driven by black people. That “study” was meant to last one year but I think we’re going on five now. So why has it been going on for so long? Because the ACLU hasn’t put together enough data to prove that police are biased during traffic stops. What else are they planning to burden us with? In this survey we were asked to fill out our perception of some sort of racial difference in perceptions of police behavior during contact with the police, but asks the questions based on our perception of other officers and our supervisors. It also asks us if we have any physical ailments like headaches, dizziness, numbness to our hands or bodies and mood disorders. Well I don’t speak for everyone here, but I’m pretty sure nobody thinks the data gathered in this survey will be used to paint the police in a good way. So what’s next? Are we going to give people receipts for contact cards? Does anyone know the truth behind it or why this is being allowed in roll call?

How about just making the 12th district officers more accountable for doing their jobs and not hanging out for hours on end everyday at the coffee shops along division and Chicago avenues? You guys expect citizens to support your pension issues , yet my tax dollars are expected to pay for your extended breakfast and lunches?
My job permits me to take 30 minutes for lunch. If I am not back, I get in trouble and I cannot do my job and service my customers. You guys can't tell me that there is no crime going on in our neighborhood while you sit there for 1-2 hours everyday (same squad cars & same officers 1211-1213-1215-1223h-1222 ). We support you guys, but I wish we'd see you patrolling our streets and alleys in your spare time. Hopefully this will serve you notice that people do watch what you do. I wonder how many armed robberies, burglaries, muggings, thefts, etc happen at those coffee shops and the surrounding area when those cops are hanging out. Probably none. Even if cops are sitting somewhere for awhile, they're still doing their jobs by deterring crime in that area. Now start complaining about real issues like the mayor building hotels and office buildings for his campaign contributors with your tax dollars and judges and parole boards letting violent criminals walk free to rob and steal from people like you.

After fighting with a dude in the street the other night, getting him cuffed in front and having him continue to resist even after handcuffed and leg-shackled, it was great to NOT have a wagon up on my watch! So I leaned on him for ten minutes while the wagon from the next district responded! Then that wagon had to take him to to the Area, since my district's lockup is closed.
The police department is not supposed to work this way--we are designed to have wagons, districts of a size that is reasonable to patrol, stations with lockups and sufficient vehicles for a reason! Officers get injured, they're out of service doing more and longer distance transports, contrary to the more-manpower goal of closing district lockups. Hell, I'm no old-timer, but this job isn't what it was even 12 years ago. It's really absurd that the powers-that-be that make these decisions in the name of efficiency don't just ask and observe experienced officers, who could tell them that their plans are not working.

I had a 13th district officer & sergeant ask me what gangs were in 12th (approx. 2 months ago) and I'm a resident! Do your homework! If you're genuinely interested in policing then you should learn the area that you are patrolling especially for your own safety! We can't get any good response time in 12 district- it was bad before the merge with 13.
Despite what many of you tact guys think- 12th is still popping! A tact guy had the nerve to say 12th is easy- nothing going on - an occasional disturbance or haz-mat situation... Really?!

Surprise surprise. He took time out of his busy schedule to pull himself away from stirring the shit stew in Ferguson to go "support" this Libyan liar and his ilk. They are pursuing a medical malpractice lawsuit against the hospital for neglect and lack of care because he was black. That's become the catch-all excuse now because every time anyone who is black and from a low-income area experiences a harm in their lives, the blame is placed on everyone else, particularly the white population. Shouldn't be much of a problem seeing how must cars spend their tour either on taylor / madison / or division streets. I've worked in 012 several times and every time we call for an assist in the south end, you hear the cars coming from the north end. Never coming from around corner or east/west!
Like the poster stated about cars being down on long breaks/lunches. I also happen to live in 012 and it's embarrasing to go into a restaurant/coffee shop on my days off and see coppers from 012 hanging out, be done w my lunch or shopping and leave and they're still there bullshitting!!!

023 is not a fast district, but was busier than 019. 019 was a retirement district, with a sizable portion of those retiring after five years on the job. An in-progress job or backup in 019 the majority of the time had to be assigned, no one would answer up and no Sgt would get on the air and start calling cars out. If you can't get your personnel to do their work in a high rent district full of relatively normal people how can you get them to handle a job in Boystown or "gasp" Uptown?
For the record, 023 did not get "their way" in the merge. It was the 019 commander Kenny (by the way happy retirement boss) and his front office that came over. The current commander is not from 023, but they had the XO from 019 for quite some time. Oh I suppose you'll bitch about the tact team favoritism. Teams were kept on activity, period.
Bottom line is, it was an inconveinence to drive another two miles to work. It wasn't a dump to 011 or 007. Manpower would have been continued to be stripped from both places regardless.

If I had wanted to work in 12 I would have before the merge. I'm from the 13th district for a reason, because I care about the people up there and don't care what happens south of Kinzie.
The West Loop is one of the fastest growing areas in the city. Expect a population boom to follow the building boom. High risers and multi-unit condo buildings are replacing parking lots, vacant lots, warehouses and factories at an alarming pace. Numerous are currently under construction. Headquarters better start planning. There really aren't enough police officers to cover this mega district that is 012. When shit hits the fan it becomes evident how short-handed the district is. Response times for backup are high due to the far distances traveled--a glaring officer safety issue. My spouse has been advised to contact an attorney if I get injured as a result of this.
The merger has been a major screw up. A pennywise decision that has proven to be a pound foolish. The best solution would be to undo it. 012 and 013 ran fine before the merger.
Open up Area 5. I can't work with these old Area 3 guys. I think they are from a different planet.
Clay, I know I was initially suspicious as well about the whole study/survey that is being distributed among our ranks as well. I read through and completed the survey because I felt that if someone is interested in our opinion we should take the opportunity and give feedback about our experience. God knows the city administration does not care, and neither does our union, so besides airing our grievances here on SCC, this study seems like the only other forum to do that. You don't have to answer every question, or questions you feel uncomfortable with, and it is anonymous. There is space at the end where you can include additional thoughts or recommendations, which I did. Maybe if enough people contribute their ideas and show a collective need for changing our severely dysfunctional department, conditions will improve. We have to try.

Commander staples is great to work for. The supervisors in 12 leave much to be desired. I use to work there and know first hand that the 10 and 20 sectors are loaded with DOGS. All the workers are/were in the 30 sector (Pilsen). Proof was in the stats. 10 sector gets hammered with burglaries, 20 sector has burglaries/robbery issues. I couldn't take it anymore and transferred out but still live in 12 (unfortunately in the 10 sector). On a good note, the earlier posting about the police cars lined up alone division every morning was right on and the observation worked as there was only one car out there today and took their coffee to go.
ssc i say send gmac packing ny and promoted STAPLES shwe is a greater leader and not a clout heavy prick from either the 11th or 19th wards.

Yeah, ok. Kenny was moved in late summer of 2012, less than 6 months after the merge. No 019 lieutenants ever went. Like him, hate him, or indifferent towards him, former XO used to see what old 023 people were doing to 019 people (especially on 3rd watch), and used to call them out on it and change it back. Eli and Co. came in and brought old 023 front office people back in, plus a few of his own choices. Tact Lt. got rid of most of the old 019 tact people, not on stats. Ask Gablin's old team. They had better numbers than three other teams, but were the first to go. Which team ended up on midnights as the Clark st detail team? Not 023 guys. After old XO left, it became a free for all, especially with 3rd watch lt who is now in Colorado. That 3rd watch desk crew MR, LM, and the ever friendly house mouse sgt, CG, all taking care of certain 023 people was a huge reason why so many people left in the mass exodus over the last 10 months.
Get rid of your joke of "burglary team"
When I was in 12, they had a auto theft team that couldn't find a hot car in a garage fire! Their reward was to be transferred to the burglary team. The burglary team that consisted of guys that were kicked off the tact team for lack of activity. Then you wonder why morale is low???

Commander staples is great to work for. The supervisors in 12 leave much to be desired. I use to work there and know first hand that the 10 and 20 sectors are loaded with DOGS. All the workers are/were in the 30 sector (Pilsen). Proof was in the stats. 10 sector gets hammered with burglaries, 20 sector has burglaries/robbery issues. I couldn't take it anymore and transferred out but still live in 12 (unfortunately in the 10 sector). On a good note, the earlier posting about the police cars lined up alone division every morning was right on and the observation worked as there was only one car out there today and took their coffee to go.

I live in 012 and know for a fact my 3rd watch beat officer in the 20 sector, PV, is one of the hardest working officers I've ever encountered.

How about just making the 12th district officers more accountable for doing their jobs and not hanging out for hours on end everyday at the coffee shops along division and Chicago avenues? You guys expect citizens to support your pension issues , yet my tax dollars are expected to pay for your extended breakfast and lunches?
My job permits me to take 30 minutes for lunch. If I am not back, I get in trouble and I cannot do my job and service my customers. You guys can't tell me that there is no crime going on in our neighborhood while you sit there for 1-2 hours everyday (same squad cars & same officers 1211-1213-1215-1223h-1222 ). We support you guys, but I wish we'd see you patrolling our streets and alleys in your spare time. Hopefully this will serve you notice that people do watch what you do. It's a shame that Melissa Staples has been a commander for over 4 years now. She should have been moved out of patrol to Commander of a D unit or specialized unit, at least. If not promoted to Deputy Chief. So if Rahm loves her so much, why isn't this happening? Why isn't she getting moved up thru the ranks? We all know Rahm runs the department, not Garry.

Shouldn't be much of a problem seeing how must cars spend their tour either on taylor / madison / or division streets. I've worked in 012 several times and every time we call for an assist in the south end, you hear the cars coming from the north end. Never coming from around corner or east/west!
Like the poster stated about cars being down on long breaks/lunches. I also happen to live in 012 and it's embarrasing to go into a restaurant/coffee shop on my days off and see coppers from 012 hanging out, be done w my lunch or shopping and leave and they're still there bullshitting!!!

Thank you for the kind words and the blessing. Yes that is the ultimate goal; to keep each other safe and go home to our families. Unfortunately there are more than a few officers in our district that are only there for the paycheck and do not understand the meaning of brotherhood. Would you allow your brother to do your work because you are hiding out staying down on your jobs too long? Would you fail to make yourself available to back up your brother if he/she should call for assistance because you are sitting in the station entering a single contact card that could wait til we are all safely inside at the end of the day? Our pay checks are the same, however our idea of policing is quite different. Hopefully the cowards that read this will get shamed into changing their ideology. I'm no super cop, but I am there each and every time I'm needed by my fellow officers. Gas, low tires and contact cards are not my top priority. Anyone who works in 12 knows what and who I'm talking about. The day I get to be that way, will be the day that I retire. Stay safe brothers!

Finally. The merger has been the worst ever. I have lived in either the 012 or 013th Dist for the last 15 years and have seen the area I currently live in, West Town, have a huge surge in crime. Small things like graffiti and garage burglaries and larger issues like gang activity and shootings. There are simply too few officers for the area, duh. I think we all saw that coming! How about a little VRI presence for us too??!?!
