Oh wait, the Department brass said something about how it didn't make sense to train every officer in terrorism response. Good to see some people learn from the past:
- The NYPD has quietly spent the last six months making preparations for a potential ISIS assault in Manhattan, which police fear could be similar to the 2008 terror attacks in Mumbai, India, sources told The Post.
Cops have been trained to deal with coordinated bombings and shootings, as in the four-day terror assault that killed more than 160 people in Mumbai, the sources said.
Police trainers have even placed a map of Manhattan over a map of Mumbai to show the geographical similarities, one source said.
Several hundred cops have been reassigned to counterterrorism duties, and some have been trained to use high-powered rifles to take out potential terrorist snipers.
Has anyone reading ever sat down an had an actual discussion about something like this? Over beers, over lunch, at roll call? It's an interesting exercise if you treat it seriously. We've done it a couple times with co-workers, some with military experience, some with specialized training, some with a lot of years, some not so many.
Mumbai was 10 shooters with basic-to-advanced military-type training, dropped off via inflatable speedboats, supplied with enough ammo and explosives to kill 164 people and wound over 300 over the course of 4 days. New York's (and Chicago's) waterfronts, subways, downtown, shopping destinations, etc are inviting targets. We're sure SWAT has a plan, but SWAT isn't the first responder in most cases. In a multi-shooter scenario with a motivated, well-supplied force, SWAT is only in one or two places at once. Six-to-ten two-man teams here might end with a body count to rival India's.
Is CPD working on this? Maybe a clue for the boys and girls who are going to be mobilized as Incident Teams with no training, no weapons, no information? We don't even have a minimum number of riflemen assigned to each District with functional rifles for each.

SCC some of the information you are asking is classified and on a need to know basis. But not to worry. You have SWAT, FBI HRT, and some other teams that you will only learn about if the need arises.

I spoke to retired Cmdr R. @ a very similar situation in cent cntl group.
He said that it was brought up & command staff said that it couldn't happen, and why panic the civilians.

Some years ago, not long after the Mumbai attack I attended a dinner of a Law Enforcement fraternity. The guest speakers that night were a retired judge and his wife who were caught up in those attacks in their Mumbai hotel room.
They credit their survival to several things among them the wife's lessons learned as a Girl Scout. This included turning out the lights and remaining quiet while filling every container possible with water including the bath tub. They put wet towels under the door to keep smoke out. When the power failed they still found one outlet that worked hidden behind a bed that charged their cell phones.
This kept them alive even when they heard terrorists in the hallway and when help arrived they had a password arranged through Reuters News Service.
So have a plan for your family, and when you buy Girl Scout Cookies you are supporting a real anti-terrorist effort.
This government chooses to treat the jihad as a domestic political problem that has to be managed.
In short, they have to make believe that "the terrorists" are something other then what they are, and they have to make you think they're doing something about it.

PO Aaron Cunningham created a lesson plan for this exact scenario. The former brass thought he was too radical and he was moved on. 012, 018 and 001 were given many slots for the carbine class for this same reason. Also, it was pitched to the brass that having a few sort cars loaded for bear be up during business hours, a good idea if you think about it. This department just plays catch up.
Our LT talks about this stuff, as well as officer safety and stuff like that, almost everyday at roll call. I'll give him credit for that since he's about the only I've worked for who does talk about this. At least it's a start.
I'm at 35th st and I want all the training everyone else gets. I'm no less of a police officer.
The reality is we have a number of hero's on CPD that will solve the problem.
They have the mentality and training of "your GD right I ordered the code red".

Hello SCC, I have to tell you that this icident will happen sooner or later.
Now something more important, many citizens read this blog as you are well aware, I dont think it is a good ideal to tell them about our understaffed swat teams, 1st responders with no training etc.
CPD is a reactive, not proactive department which is ashame. I have observed some of the police offices from 001 & 018 walking around downtown like they are on a vacation or shopping spree, they will be the 1st on scene of a terror incident, judging their poor awareness and training, we are doomed.
I feel sorry for their safety. Nothing but walking targets or "blue canaries" but atleast the alarm will be sounded if they remember to get on their radio and call in the incident.
That will give me time to hit the medical or take cu for the remainder of the tour. I am not a coward but I am not taking a 9mm handgun to a hipowered rifle fight.
I like this city and my career, but my family comes 1st, I will not take a chance and get wounded or killed defending Michigan Avenue...
We need more highly trained officers. Only 5 or 6 people are trained with the rifle in my district and only one or two of them take them out on patrol daily.
I been waiting for over 2 years to get rifle training but they only have 6 or 8 people that can teach the course, ashame!

Had to chime in on this one. One of my biggest "Pet Peeves" comes into play here. The city has basically closed off the streets to emergency responders. Putting all those flower pots, median strips, and bike lanes, make it very difficult for a responding emergency unit to navigate. I often see emergency responders pulling to the left of the median strips, and proceeding the wrong way against traffic. I wonder, if the driver could ever justify this. if an accident occurs. In my day, we just drove down the median, between traffic, it worked great, and was lots of fun ! OPEN THE STREETS AGAIN. LET THE TRAFFIC FLOW, AND YOU WOULD NOT NEED BIKE LANES. If an 911 situation happens, I fear there will be nothing, but a giant traffic jam.
I'll never understand why we have the college bashers voice their opinion on this site. Do you need a degree to do this job, no. Does a degree hinder you in doing this job, no. Does college possibly improve some of your skills, particularly in writing that could help your career, yes. College really isn't that hard, if you sign up and show up that's half the battle. Try it sometime while the department still pays for it.

There is grants and in place to supplement man power in the areas of high interest or soft targets.their is federal money which guys and gals in tac teams in 18 and 1 call VRE same as VRI! we do brainstorming session in Tara classes. We discussed many scenarios, and even have spoken to multiple-up chain command on being able to take out our rifles for scenarios downtown wont have that! they control our ways of tactics and how we use our gear we doomed without even being able to implement or get the department to give active shooter training.Like grants this department has had brass sit on their ass so not to take responsibility of this grants IE torch which was lost due to lack of wanting to plan for training and recruitment by said awarded unit until this money was given away last min ditch effect to supplement swat in airports and transit detail which was cut do to lack or not using said funds for 1.5 yrs! swat treated that as a C-CAT OT weekend initiative for friday saturday sunday monday.

The problem is department culture needs to change there is federal training on active shooters and much more if those officers in those areas are enticed to do so and seek it out.be prepared to have to burn your own time..You can't put a price tag on burning three days so you can get an idea on how to come home from shit storm and properly dick punch who wants give you 762 round in the a**. The other problem is majority will complain and wont get or seek out training but will quickly make fun of an officer or complain about who uses properly approved molle vests as too aggressive. You can't be both in favor of getting trained officers but ridicule the ones that have training and military background who wear the molle vest. You have to seek training and be prepared to bring you and your partner home point blank. The officer who said if the shit hits the fan will run the other way as your brothers get shot at in an Mumbai type incident should turn Ur star in and retire now!
I have been waiting several years to take the carbine course. I don't expect to go before the TAC teams, but they need more personnel in training, so as to train as many coppers as possible. Also, we have carbines, and shotguns; should we have a choice or be trained on other weapons too? Trained in military tactics? As for snipers, don't they need spotters, etc.?

Compare CPD SWAT to other major cities. You think this city is prepared? Terrorism, kidnappings, maritime activities, active shooter and hostage rescue? We are not ready. No equipment, no vehicles, no training. Sad to say, but it's true, good men and women in blue will die along with many of the citizens living in Chicago. We have not been given a fighting chance. The merit promotions of Exempts, have been promoted above their abilities and have robbed us of training and equipment not just for SWAT but for all police officers in Chicago.
U.S.Homeland Security has given the City of Chicago hundreds of millions of dollars to prepare and train all it's police officers for terrorist attacks. The city has taken the money and used it for overtime initiatives that have produced little results in fighting crime, and zero preparedness for terrorism.
Compare our SWAT capabilities to NYPD, LAPD, ISP or other major city SWAT teams? Look at the equipment. No proper training centers or ranges. Can CPD SWAT effectively respond to an HBT incident on any of the waterways in the city. The answer is No. Has CPD SWAT trained with any helicopters for anti-terrorist operations and hostage rescue on high rises or for assaulting unto ships. No. We have zero capabilities and equipment to react on any water including a bath tub. In the last 10 years we have had a total of ten days of training on the water. Just imagine what could happen. (Keep in mind that 100 million dollars has been spent on VRI, no money for SWAT)
Look at the armored vehicles that CPD has compared to other major SWAT teams. One armored vehicle (Bearcat) is currently working which is ten years old and is rusting. The second armored vehicle (MRAP), the military gave it to us for free and it has spent more time in the shop then being used.
Bottom line SWAT is clueless and has no idea what their doing. CPD SWAT is considered one of the worst teams in the country run by merit hacks that have zero experience. Exempts, Superintendent, past Mayor and current Mayor could care less about the Chicago Police Department or it's citizens. They are clueless and negligent for how they have failed to prepare this city.

Classified info? It's so classified that I'm on SWAT and I don't even know. This city will burn. Chicago SWAT is not up to the challenge of fighting terrorism. Don't fool yourself.
"Send in SWAT" by the time we get there it's over. There's only one SORT car up in 001/018. Run for the mountains, SWAT is not coming.

I heard announced in the Fall of 2001 that we were getting updated communications systems so all emergency services radios can talk to each other. In tall buildings, subways, all over the place. I can't wait till that happens. Really, I can't wait. I can't wait so much that I retired last year. Best of luck brothers & sisters. Mumbai was not a school massacre. We need to be afraid of a Beslan type incident. First responders were all killed going in, automatic weapons and bombs and booby traps. Hostages were wired with explosives. They went up too.

Everyone falling over themselves to lay the rescue of our city at SWAT's feet ignoring one very critical aspect of our department's assets; bomb squad.
They have no take home cars (unlike some SWAT guys) they respond to one location to get gear and then dispatch.
They are under equipped (grant $ there, but can't get it released, "it's on order" is all they hear)
They are under-trained (no OT allowed) (SWAT refuses to acknowledge their help, thinking they'll handle anything)
They continue to ask to hire, teach or train with regional squads, SWAT, K9, Patrol, Businesses, Feds and are ignored.
They lost their explosive range last year and no replacement yet (if they encounter a device, they have to transport it to a secluded park or dismantle by hand)
So...when ISIS ala Mumbai come here, we are whoefully under prepared because our command focuses on the wrong people.

Back in 2011 there was money that was supposed to be used strictly for SWAT, new cars, Radios, etc, and a new SWAT COMMAND VEHICLE. but the money was redirected or should I say misused for a new secure room on the 5th floor of headquarters, Now in 2010 we were supposed to get new high tech SWAT radio system that was going to go on the new SWAT COMMAND VEHICLE, they had plans all drawn up, the builder was set up but like I said the money was mis used by McCarthy, so the elite radio system is now in a suitcase on the back of one of the SWAT Equipment trucks and placed on the Old Command van with a bullshit antenna slapped onto it when and if SWAT has a job in one of the big concrete buildings. It has been tested in the sub basements and lower levels of the Hyatt downtown, just as Ryczek and Lewin, these 2 goofs bought radios that sat and may still be sitting in boxes at the radio room at 31st and sacremento, they bought radios but no mics, OEMC steals so much and has so much stocked piled that before it is used it becomes NOS, which stands for NEW OLD STOCK, as our officers struggle with old, bad radios this shit just sits. And they thought Jimmie A stole at OEMC, these 2 may not be stealing actual cash, but they should be brought to trial as war criminals. Ask how many PDT's sit broken because they refuse to buy extended warranties. A police department this big has no equipment for the troops. Our new Command Van is out of date already because Ryczek has his hands in on the build, just ask the people who built it and the guys who tried to get things done but were hog tied. PS. how is it that SWAT has no take home cars but Marv Shearers aide Tony has a nice car.

In response to our SWAT Vehicles, the BearCat has no mileage on it, the rust comes from the builder using bad steel, this was addressed to Area 1 garage and Mark Chapulis 3 years ago, The MRAP is a vehicle that should be outsourced for its care and maintainance, this truck has rubber fuel tank bladders that needed replacement and the garage had their guys do it. This truck needs to be repaired by a knowledgeable source. The truck that should be replaced is the SWAT equipment truck which is a 1998 Ford Chassis, it is gasoline powered and way to to heavy for a gas motor, They need a new truck but the money was stolen by the SUPT,. to build a secure war room on the 5th floor, just across from the conference room. While SWAT does what it can, the SWAT GUYS spend their own money for many things, This is wearing them down, I know that it is an ego thing to be a SWAT Officer but they need a pay grade of their own, just like K9 and the dicks,not everyone is a crack shot and made out for SWAT. For anyone ranting about the poor allocation of funds and resources, point taken and what else is new... for the rest of you insisting that our SWAT team is a bunch of hacks you're dead fucking wrong, and if you really wanted to compare ours to outside SWAT agencies, what you really need to know is that we stand at or near the top when it comes to CQB and shooting, and yes just like you said, at the bottom when it comes to resources and equipment... enough said

It's been MY experience in the last 30 years that the ones who admittedly would sit on their ass at such a scene should've never became the police.
First off, Fuck you! But even tho your a blow hard twat nobody is doubting anyones courage here. Its a question of training, experience, weapons, surprise, and the fact that one bunch wants 72 virgins and doesnt give a fuck.
Look at the problems a few mental teenagers can do rampaging thru a school. Can you imagine squads of Beslan type terr's, well trained, well armed with AKs, sniper rifles, maybe nades... Can you imagine them taking over and entrenching in a highly populated building or area? Trained in tactics and with real battle experience?
Hell in Beslan they had to call in the Russian army and they had to use tanks, MI-24 choppers, thermoberic rockets, RPGs, in a cluster fuck of an operation that killed more kids then the terrorists did.
Thats what Im talking about. Not your untrained idiot in the school, the one you get to slay with your pop gun and then pose for the cameras, after getting winged in the shoulder,while you stoically say, "I just did my job".
Military trained people with combat experience know what Im talking about here. The difference. The SWAT guys are good, and cant get there fast enough, some of the patrol and Tac guys are good and most have courage. Even one or two Bosses do.
But "they" would hold all the cards. Not us. We cant call in F-18s to take out buildings, hell these nitwits we serve already think we are far to militarized.
I wont post them here but I can name one or two simple tricks that would paralyze any response, and if I can think of them so can they.
Some of these guys you never see all day even at disturbances, and you think they are going to "go over the top" against Kamakazi Rags with rifles? Maybe explosives?
Its not a question of courage. Were just out of our leauge. At least 15,000 foreigners with passports have joined ISIS, at least 2500 from the West. And they have a real war going to practice in.
