What are you talking about? From what I know, Deenihan been promoted off the list from Det. to Sgt. to Lt. and usually the first class. Why, I don't know maybe he's a bright guy and does very well on test?
As for commander spot...why not? He's rarely caught off guard at comcrap meetings, he can speak the king's English and always looks out for his detectives. Once in awhile the department makes a good choice.

The problem with the new XO's in the district (the Capt's) is that most newly promoted don't realize that it's a do nothing job - but they feel they must do something to justify their new position - so they start tinkering with things - usually time due first. They start meddling.

Blacks on CPD have the worst Commands and are always fucked at compstat unless you were Leo, then it was a love fest. Its funny how the first Commander he sent to 2 fucked up Districts before they were promoted was black. Blacks have to work the hardest at the District level and are always Gary's target. Just let him get a few in him, he wil let you know how he really feels. 007 got more resources when Leo was there than in the history of the 007th District. The moves lieing Gary continues to make continually go against his transparent system each and every time and none of you say a thing. Puppets on a string. Keep working your asses off and continually get fucked. Look at the Commander that was just sent packing. The incompetent others just get moved to easier and more prestigious commands. Just cause her residence was there she called in ALL the time to say she was working from home. 3/4 of her staff could not pick her out of a linkup. I've been around for a long time and the truth of the matter is that this is how CPD is period. Blacks have historically gotten the shit Districts because those communities think for some reason they will be treated differently if one of them were in charge, and the truth is, many don't care to fight for savages and those Exempts don't have much fight in them with no resources. Blacks may get a diversified opportunity, but it is never for long, look at Williams who was up north. He wasn't here long before the politicians and citizens pushed to get rid of him. But in that instance, that was just a poor choice. He should be in a psych ward and Commander of nothing. Looking at CPD now, between Weis and McCarthy, they have systematically revamped the system to clear minorities from any position of power. Though the First Deputy is black, he is a very nice guy but as competent as a PPO when it comes to running this department. The one Chief with historical knowledge and perspective who I worked with in 004 years ago has been banished to a paper pusher. The XO in Patrol is walked over constantly to the point that Lt. H and Sgt. O had a running joke regarding with the blessing of Goofy Gulliford who is the sorriest Chief of Patrol in the history of CPD. It would take two pages to tell all, but lets start with the way he allows his staff to disrespect and refuse calls from the Deputies right under him, especially Walsh. Walsh is another example by the way of my post, an incompetent black who hates herself and looks like a homeless grandmother whenever you see her but has the venum of a Cobra, just because you may have unknowingly rubbed her the wrong way. Watch, she is promotable, she will make no waves and full of incompetence.
Mc Carthy is afraid of anyone with knowledge, drive and real attributes of leadership, especially if you are black. Look at his circle and even him and his direct support's office staff and the history of his blatant disrespect and the stripping of power from his own First Deputy Superintendent. The blacks he does minimally interact with are as spineless and uncle tomish as they come. My point is not to name names just to make them a target, but look at who he has promoted, KJ, BW, PW, KC, TW, FW, RB, JP (retired) and DB, spineless and no true threat. That's the systematic goal, promote those that can half do the job, but never be up for a real fight or make waves of any kind. The first he sees of competence and strength, you are a target and pushed out of the door. Did anyone ever think of what happened to Chief Tina Skahill? Yes on Mc Carthy's list because of her potential. She was blatantly banned from seeing or speaking to Mc Carthy. I hear he has just set the same rule for another black exempt. Ask yourself why that same exempt who has not gotten his exempt rank pension just took another job already. He has until 1 August 2015 to report. Who retires with kids in high school and college.

What are you talking about? From what I know, Deenihan been promoted off the list from Det. to Sgt. to Lt. and usually the first class. Why, I don't know maybe he's a bright guy and does very well on test?
As for commander spot...why not? He's rarely caught off guard at comcrap meetings, he can speak the king's English and always looks out for his detectives. Once in awhile the department makes a good choice.

His excellent test taking abilities inspire officers to study hard for promotional exams so as to rise through the ranks with the respect of their peers. It's good to see downtown select capable leaders for the department.
