More Body Cams

  • The city will equip Chicago Police officers with 1,400 body cameras in a major expansion of a yearlong pilot program designed to boost oversight of cops as protesters have blasted the department for incidents such as an officer’s videotaped killing of 17-year-old Laquan McDonald.

    Since January, officers have been testing 30 body cameras in the Shakespeare District on the Northwest Side.

    Following a Sun-Times story last week that the slow-moving pilot program was showing promising results but was only expected to move into one more district in January, city officials have announced they will expand the program into six more police districts throughout Chicago by mid-2016.
And the Chicago connection?
  • Taser International was the vendor for the first phase of the body camera program. Former police Supt. Terry Hillard is a lobbyist for Taser in Chicago, records show.

    The city is now planning to test a new-generation Taser camera against other manufacturers’ devices. Then the city will select a contractor to supply the 1,400 cameras next year.
Good to see Terry is doing so well.

And here's an amazing statistic - if true:
  • So far this year, more than 4,600 videos have been captured on body cams, totaling more than 745 hours. No citizen complaints have been filed against officers wearing the cameras, officials said.
Not one? Sounds too good to be true. Don't get us wrong, we'd like it to be true, but zero complaints in 4,600 videos?

You know what we're thinking of doing right now? Investing a lot of money in data storage companies. Maybe the Pension Fund ought to look into that investment opportunity, too.

I actually thinks these body cams are a good idea. After all, if something isn't on video then it never happened, at least that's how it's playing out in court. Also I think it's great that people are now going to be able to see how the savages really act.

So, introduce a video which shows a controversial police shooting that starts all kinds of protests , civil unrest and calls for the cop's head and then all of a sudden we have body cams. Everybody gets what they want. Jesse gets his police policy change so he can claim that his marches resulted in this change. The connected get paid and everybody is satisfied and its business as usual. Its makes you wonder if they all got together about 3 weeks ago and went over step by step what they needed from each other as a result of the video coming out. They all came out ahead. And Rahm will look back one day and say, "Every now and then I had to take a beating. But the way I saw it, everybody takes a beating sometimes."

Hahaha this is gonna be great! My guess is once these cameras make their way to the coppers working the ghetto neighborhoods, activity for most of these coppers (the smart ones) will go down and in return crime will go up. Less interaction means less chance of getting into trouble.

I think that it is well past the time when all elected officials wear body cameras and have cameras and microphones recording any and all of their actions related to their jobs as public servants. Why is it that these elected public officials are allowed to have closed door meetings and make backroom deals that end up benefiting their friends and families and costing taxpayers millions of dollars? These people have been able manipulate the system for years and as a result our city, county and state budgets are in shambles because these elected clowns have pilfered the coffers virtually unchecked. Anyone of these officials caught doing official public business outside of the public recording network would be in violation of a the law that would be punishable by fines or prison terms. These assholes work for us, it is time that they are held accountable for their actions.

(2) since they want more oversight, will they have a new category of complaint disposition, where the 'complainer' is arrested for filing a false complaint? Seems as if the people who want this should bear some responsibility of fake complaints following an officer for his entire career...

I'm not particularly happy about wearing a body cam but at this point fuck it. I'll wear the thing, because I can't wait to stop the first politician and stick it in his or her. Or to the citizen who is crying for a break then has to say thank you. What I do have a problem is the corruption this city just can't do without. And what I mean by this is there wasn't another supplier out there other than the former police Supt. Terry Hillard's?

When Angelo and his crew took the reigns of FOP the first thing they did was roll back the excesses of the City-Wide team. The salaries for the field reps went down 30k a year and about 40k for the president. That saves us over 200k a year . Someone needs to confront Donahue when he started the golden parachute salaries!

Not true! Dean said he was going to do that, but once they won only Dean reduced his salary. Field reps still get D=5 and stipends if they are on the board. They also pay Bella an extra $50,000 for part time work so now they are 8 field reps in the office, but Bella doesn't go out on shootings. John Dineen is back on the payroll in a position that has never been paid before( nice to take care of your friends). Bill Nolan is being paid as a past president which he is not untitled to. And the lawyers fees that Baum and Sigmund are receiving are at least $60,000 per month which is almost double what they paid for in house attorneys. More facts will come out next year when the election starts rumbling, but no Dean is not saving $200,000. Facts will come out, they are all in those books that John Capps carries around. Every member is untitled to see them. If they give you are hard time bring it up at the general meeting.

Phil Cline is collecting a huge salary with the Chicago Police Memorial Foundation. Most charities publish their IRS 990 tax form on their website. The 990 tax form lists how much they collected, how much is their expense and how much they gave out. These body cam's have sure helped in LA. There has been more then one incident that has been reported in the LA media of blacks accusing cop's of racism, and all of the balderdash that goes with it. The usual voices in the LA race bating community ramp up the rhetoric. The LA police release the video showing what actually happened and there is the sound of a side of beef hitting a concrete floor and total silence from the professional race baiters. No apologies of course just silence. The accuser, now being useless to the cash flow of the race baiters is abandoned. It is too bad there wasn't consequences for such false accusations.

There was a group of cops in an area of LA infested with the homeless. There was a person who was assaulting people at random. The Cops moved in to arrest him and he became very violent. Being in the modern world there where numerous phone cameras recording the event. Suddenly one of the police shout "he has my gun" at this point this person is rightfully shot dead. This was not obvious in the phone camera videos but the body cam's clearly showed this person trying to get at the gun in the Policemen's holster. Think of side of beef hitting a concrete slab, and sudden silence from the homeless advocates.

The advice I would have coming form the information management area is to see if there is a way of keeping your body camera footage in you own personal storage files in the "cloud" to prevent funny business at the HQ from affecting these records, "cover thy ass".

Fine with me. I have just under 10 years on and have finally seen the light! I used to love stopping cars and getting dope and guns thinking my hard work made a difference. Now, I enjoy going about my day being Officer Friendly. I say hello to the kids, let them hit the sirens if they want, give a wave to the citizens and continue on with my day. I don't mind having to get my hands dirty if they have to, but I sure as hell don't go looking for trouble anymore.

The body cameras were coming either way, with or without this incident. Officers don't want to wear them, Its not like anyone wants to carry another piece of equipment. There is no audio on the video of the criminal delinquent high on pcp because nobody was carrying the microphones. which are either lost or broken.
Why wasn't a Tazer used, Officers can't get the Tazer training certification required to carry because the Department only has the training once every 4 or 5 months. Try signing up after 1 or 2 days it is announced and all the seats are filled, or the request to get the training isn't approved by a supervisor fast enough. Every year we have to qualify with our weapons,and a couple more for the rifle. Both are a joke, but why don't they just certify or re-qualify with the tazer then it would take a few more minutes.

Don't for one second think that these videos aren't being watched and categorized by event number. These videos will be a treasure chest for politicians and defense attorneys to go after officers. Months after an incident officers will be called out to explain a video for unprofessional conduct (using profanity) or why the officer left the scene of a video incident but did not clear over the radio for 15 min. Anything this department gives you is for them not you.

Think about it like this, can we get a copy of every video incident and start a campaign of Chicago's most ignorant citizens. Can we publicize them for the mass group of law abiding lemmings that are following in lock step of the race pandering, thug loving, anti civil union church. Let the public see every encounter that erodes away at the expectation of civility and morality that police officers deal with on a daily basis and how we are expected to be like machines unaffected by atrocity and ignorance. No edits like CNN or MSNBC, the whole video.

I would think that the city would announce that filing a bogus complaint is a felony and actually charge people. Scumbag lawyers have to be held accountable ( yeah right) when filing these BS lawsuits. Cameras will not change anything, for our betterment that is. It would be great if we could publicize the kind of disgusting behavior we see on a regular basis so that the whole world could bear witness to the reality of how many subhumans we actually have to deal with. But they will not see the recordings of the despicable savagery that goes on day to day, month to month, year after year. They will only see the 30 seconds of footage from one event where an officer had to make life or death split-second decision under extremely stressful and difficult circumstances. It would help to put things in perspective if we had that kind of balanced exposure, but unfortunately this is a pipe dream. Of course the camera will inspire a little more professionalism, maybe a little less profanity, and definitely detour unscrupulous habits of those under its eye. However, it changes nothing when dealing with the insane, the intoxicated, or those career bottom feeders who have nothing to lose because their whole existence is based on government enforced entitlements at the expense of the working tax payers. Are people going to be charged and prosecuted for making false accusations against officers when cameras exonerate them? Are they going to pay fines or fees for the hours and resources they used in making false allegations? If not, then this whole system is a one-way street that does not benefit citizens or officers. If we are to be held to a strict standard, then the repercussions for attempting to destroy someone held to that standard should be equally strict. Until we see this happen, the entire issue is pointless.

Just like they show the savage on traffic stops? yea. we all know that doesn't happen. how many traffic stops have been shown on the news to help a copper? none. only to jam them. Same thing will happen with the body cameras. What happens when your approaching a car and your body moves in the opposite direction(because of a noise distraction)and you end up pulling the guy out? a normal civilian thinks you had no reason to pull the guy out because the camera didn't show it. wanting these cameras is the smartest idea to end proactive police work. I find this debate interesting. It's proposed that cops who are wearing body cams are "not doing shit", or "going fetal", and that's why there were no complaints. That implies that cops who AREN'T wearing body cams "ARE doing shit", and are "NOT fetal". And yet, in every instance where a cop is found to have done wrong, pretty much every other cop (NOT every cop) is saying that he didn't do anything wrong...he's just being persecuted or whatever. So WHY would you need to adjust your tactics when wearing a body cam versus not wearing one?

Think about it, those of you who have an answer for everything. You don't have to be a cop to get a sense when someone is dodging an inconvenient fact. You're public employees, the taxpayer pays your salary, and your pension, and is going to be paying twice for that one. If accountability for actions is good enough for the civilian, it's good enough for the cop. THIS is a pleasant development as far as I'm concerned. And yes, I understand that there will be repercussions from this, I'm one of the ones who realizes that cops aren't responsible for my personal safety, cameras or not.

Much like the Tasers and in car cameras, the body cams will break or malfunction and then they will either sit in the district radio room waiting to be picked up for repair ( which usually takes 2 - 3 weeks ) or as they break, they will be taken down to the repair shop (probably in the academy which will open up at LEAST 2-4 spots there) and you my wait for them (if they are not busy) or they will tell you to leave them and they will notify the district when to pick them up.

Why wasn't a Tazer used, Officers can't get the Tazer training certification required to carry because the Department only has the training once every 4 or 5 months. Every year we have to qualify with our weapons,and a couple more for the rifle. Both are a joke, but why don't they just certify or re-qualify with the tazer then it would take a few more minutes.

Don't for one second think that these videos aren't being watched and categorized by event number. These videos will be a treasure chest for politicians and defense attorneys to go after officers. Months after an incident officers will be called out to explain a video for unprofessional conduct (using profanity) or why the officer left the scene of a video incident but did not clear over the radio for 15 min. Anything this department gives you is for them not you.

Think about it like this, can we get a copy of every video incident and start a campaign of Chicago's most ignorant citizens. Can we publicize them for the mass group of law abiding lemmings that are following in lock step of the race pandering, thug loving, anti civil union church. Let the public see every encounter that erodes away at the expectation of civility and morality that police officers deal with on a daily basis and how we are expected to be like machines unaffected by atrocity and ignorance. No edits like CNN or MSNBC, the whole video.

Training has the lowest priority in this department. McCarthy has never showed any interest in recruit training or in-serive training. Everything is video streaming at roll calls. Only when the department is sued, will training be increased. The academy had a viable in service section in the past. Now everything is video.

The department wouldn't let you go on the street without a vest, gun, or cuffs. And why, because based on past experiences it's more than likely we will need to cuff someone, shoot or worse be shot at. So why in the world would you hit the street without a functioning camera and mic since the likelihood of being wrongfully accused or worse sued in the course of taking police action. Push back and ask for working cameras, and mics. Write emails and To/Froms'. Do you really think the department will be able to keep up?
Screw Cook County. Video or no video the ASA's will do what they want when it comes to us. Just ask the P.O. who got punched in the eye over and over protecting police property during a peaceful protest.

The problem is that for a police officer the term professional is a catch all that has come to mean "must eat shit." When you bring an especially nasty fuck to the e.r. The doctors and nurses don't act professional when they drug somebody to shut them up or no-lube catheterize them. Defense attorneys have never been professional. Politicians forget about it. Life or death volit situations and you are supposed to performs like a robot. To the satisfaction of a Monday morning quarterback. An interesting thought. A couple clarifications though:. We are taxpayers as well and pay into our pension as well as paying twice again in increased taxes, just like you. Rahm announced amnesty for all the ticket dodgers recently(again). Just ask a copper if we're eligible for that, HAH!. Accountability for actions are not for the citizen. Ask the copper who the SA dropped the aggravated battery charges against. No accountability. Ask the citizens if they were ever prosecuted for frivolous complaints. No accountability. Citizens who never work in blighted areas just don't get how stupid and crazy people can act on a daily basis. You probably also don't have a job where you can lose everything for your action/inaction.

The 'inconvenient fact' is that police work gets down and dirty, especially in the ghetto. There are tactics that are used to maintain some semblance of order that some may seem as questionable,(not illegal, questionable) but work the streets for a while and you'll see what I mean. Our job is to uphold the Constitution, yes, but police work necessarily operates on the very edges of it. Cover up the very edges with cameras and such, and productivity will fall. At some point you have to trust officers to do what needs to be done. Apparently at this place and time, nothing we do is correct, so the proper answer is: do nothing. We're very good at adapting to whatever way the political winds are blowing.

im on a tac team where I have been for the last 16 years. three years in gangs before that and 5 years on the watch before that. Im too old of a dog anymore to worry about what some other guy who is wearing a camera might or might not catch on an arrest im involved in... sorry cpd, after 24 years of working day in and day out I gotta be done. I was gonna stay on tac till I retire for the schedule but the way I see it I can get the bid spot for the desk in my district on any of the three watches. not bitter about it all, not a conspiracy theorist or of the thinking that everyone is out to get you but the times are the times. The current world of doing proactive police work the way is is SUPPOSED to be done no longer exists. You are only a fol to do it. I usually would say that guys who go above and beyond are heros but now they are just ballsy heros... guys who are doing a good job but is the clock ticking on them of when something bad happens to them???? i hope not but its just a clock ticking down on workers now. The department use to be that the workers were "cool" and all stuck together with a small minority of dogs and do nothings... Now, the dogs and do nothings are the strong majority of this department who look down upon the foolish few who still do work on this job. Body cams are coming to my district.. I have 24 going on 25 years. I turn 50 in a year and a half.. Im gonna hit a safe job for a few years and ride out slowly with the sun on my shoulders.. I advise many of you rethink how you do work from here on out..

I think the big contract down the road will not be issued to Taser. Instead, the contract will awarded to Motorola Solutions. The headquarters of the company is moving to to a Canal Street highrise from Schamburg. Emanuel is best buds with Brown the CEO of Motorola. A little payback for the jobs coming into the city.
