One thing that really needs to be done is take any department members out of the entire process as " subject matter experts" For one, how can you have a merit promotee as a subject matter expert? They did not answer enough questions correctly in the first place. But no one in the department should have a look at any portion of the exam, not even a draft copy. I recall that a draft copy of the 1987 lieutenants test was floating around with Noble in 003 district secretary's office. A good first start for integrity is to completely take the exam process out of the hands of the city and do the same with the merit process. How in the hell can you get away with recommending someone who has never worked for you for a merit promotion? No wonder no one trusts the process ( with the exception of those promoted).

Also, remember, he's taking the oath as Superintendent and making 270K a year. At the end of the day, what are you doing besides driving around in a patrol care for 85 or 90K if you are making that much.

Hire retired police officers for $25 an hour to watch the back door , station security in districts ,Homan square ,ERPS . Allow them up to 8 days per month . You will save city $$ and get reliable employees .
You are a tough street cop ,now in charge of the Best Police Department in the World .
You need more two man cars on days and all two man cars on the first and third watch . Expand the ten hour day as power cars covering the second , third watches . Maybe 2 cars per sector , it would cut overtime and be manned by volunteers .

If you watch the video of this event you can see that the lady standing to his right is holding a BIBLE.
In many fundamentalist Christian churches it is customary to place the right hand on the bible and the left is not raised.

Just for the heck of it I looked up Google images illustrations from the George Washington's inauguration. Drawing and paintings from that period show George Washington with his right hand on the bible and his left hand at his side or over his heart.
That bible used for Washington's inauguration was from his Masonic Lodge and can be viewed today.
I do not recall any other Superintendent being sworn in hand on a bible.
Maybe this is a good sign.
Another thing is that photographers and reporters are kept corralled in a small area to the left of the dais. If the lady with the bible has stood on Eddie's left side she would have blocked the photographers shot of the ceremony.
