So, would those Rules be violated by a member of the Command Staff, specifically the Superintendent, giving out his cell phone number to, answering calls from and disseminating information concerning an internal police investigation, namely an Officer's use of force against an assailant?
By the way, Eddie's on some sort of Apology Tour the last few nights. He appeared in 022 last night to "explain" why he stripped an Officer for defending his partner who was being choked by a resister who had narcotics on him in the midst of a hostile crowd of at least eight individuals, many of whom threatened to kill the Officers. 25 Years and Counting. Meanwhile I'm sitting in my car just listening to the Radio. I'm thinking to myself how the hell did this city go to hell so fast. Then I drive around seeing things that aren't right. But then I think to myself if I try to Question the Wrong doing that I'm seeing I will labeled as a racist. Let him run around and try to solve the Community Problems. The Community/Mayor will turn on him too.
For your own safety officer I am going to strip you of police powers and prevent you from carrying your firearm. If you need to defend yourself or family, call 911.
An officer accused of wrong doing is supposed to be presumed innocent until it is proven by a fair, impartial competent investigation.

Just to point this out, both officers were bit by offender O'Neal.
As the partner officer knelt down (after the kick and after responding officers arrived) O'Neal bit the second officer on the arm. O'Neal was NOT out cold as he and his lawyer state. If he was then how could he have bitten the second officer and not let go of some of those baggies in his right hand.
That is when he puts his knee down to keep O'Neals head in a safe position so he can't bite either of them again.

Even the commanders are attending role call to explain the actions of the supernintendo. Don't believe the hype! This department doesn't have your back, will not have your back and rarely did so in the past 5-10 yrs. At least one commander expresses self-preservation by stating know the use of force policy, be able to articulate it both verbally/written for testifying. You and your partner go home with the same amount of holes(uninjured) and if you have to do an ISR, do it by all means as to not jeopardize your family's income, pension and do jail time. It's a shit show here.....

Answer To Poster Question Regarding Perc Card, and IROCC Card. Your employer should get you a Perc Card, and a Firearm Carry Card, I think they call it a Tan Card. This obligates the employer to have you properly licensed and insured by his insurance company. If you just are operating on your IROCC Card, which does not certify you as a security guard, nor one licensed and certified to carry a firearm. If you do have to use your firearm, without proper licensing by your employer, it could get complicated.
Believe me, most of the white shirts, at least those of us who passed sgt and lt exams on our own, support the fetal, Ferguson effect. we're tired of having to listen to the 3 or 4 time merit hacks tell us how it's all legit. Sounds like a stupid question, but if that was downtown, in some neighborhoods of 016 or 008 or 022, the citizens would have helped the police, not threaten and surround them. What does that tell you about the citizens on that block?

It's hard for me to witness an ignorant man without checking to see if he wants to be ignorant...or just needs help. These are just four white police associations, all of which are older than NOBLE if I recall. Your whole National Organization of White Law Enforcement Officers tantrum was just that...a tantrum not based on reality. The fact that you even care someone has a group you don't feel welcome in is in itself little school girl worthy. I worked with a guy who had a big role in another ethnic (not black or white) police association. My only gripe was I couldn't come to their banquet ceremony because I had other plans. Two of the bosses showed and neither of them were...gasp...in the same ethnicity as the association!

I know these two officers and they are far from being cowards.
Listen troll or officer who has never been in a fight on the ground with an offender surrounded by hostiles. the second you join the fight on the ground and lose eye contact with your surroundings what do you think they were going to do. He would have given up their advantage and placed himself and partner in bigger danger while they are on their knees and surrounded by savages.
He did what he had to do to stop the threat and continued to hold the crowded back. When back up arrived he joined the fight like a true partner would have. So, sorry YOU and the Sup got it WRONG.

Its a complicated situation that does not appear to have a definitive answer at present.
Illinois law generally requires armed guards to work for a security contractor and be certified through them with the state. the state will issue a firearms carry card good for employment purposes only. There are no exceptions for retired police.
in general, the company is liable for your actions while on the clock. however, if you are carrying on a retiree card there is at least some chance the city will have some liability as well. I don't think this has come up yet in court though, and it was not something anyone actually thought through when the law was passed, so the answer is likely not to be known with any certainty until a case arises. If something happens, any good lawyer is certainly going to include the city in the list of people who get sued.
As you are no longer a city employee, the city has no interest in paying for your defense, and may actually be barred from doing so.
As for the legality of carrying while on the clock, as long as you are carrying in accordance with the terms of the retiree card, you can make a good argument you are legally carrying whether you have a fire arms carry card from the state or not.
There is at least some chance the company liability insurance would not cover an employee who is carrying a firearm while on the clock who does not have the state issued firearm carry card, and thus the company insurance carrier might be unwilling to defend your actions if something happened. The company you work for does have liability insurance, right?
OTOH, it does not appear that any of this has been tested in court so who knows what the real answer is.

Most "black" people you meet that can actually name their ethnicity are 1st or 2nd generation Americans and you might identify them quickly if you call them "black" or "African-American" because they will lose their minds and go off on you. You consider them black. They don't. For the record black or African-American are mostly titles used by black people who came here as a result of the slave trade. People that came on their own often kept their own ethnic identities.
That's why I don't say "African-American." Africa has 50+ countries. It's a nice way to say "I don't know who you are or where you came from...but it's somewhere in those 50 something countries." Look at the differences in Canada, the US and Mexico all touching each other. Now imagine one political catch phrase linking us all together as one people. If you are carrying for a security job you really need a TAN card and permission of your employer to be covered by his liability insurance. Otherwise it it on you and you alone. You can get concealed carry liability and legal insurance of 2 million for about 200 a year. I have it and it is worth it. A perc card does not authorize you to carry a weapon as a security guard. But, the real question here is why in the hell would a retired officer want to work security unless they really needed the cash? Find another line of work
