Bye Bye Shotguns?

An interesting missive out of the Chief of Patrol's Office this week:
  • Commencing the week of 18 July 2016 through 22 July 2016, there will be a District shotgun and ammunition turn-in. The purpose of this weapon turn-in is to collect the shotguns, reconcile the inventory and later repurpose the weapons if necessary. [emphasis added - SCC]
There's an attached matrix for every district and unit to bring the shotguns in - and the Districts may not get them back. One of the more versatile weapons in the Department inventory is being removed from circulation, possibly forever.

Question - Why? And why now? Cops are under siege nationwide. Ambush, sniping, attacked at marches. The firepower arrayed against cops is wide ranging, so why not have shotguns as one of the options available? Sure they aren't the most modern weapon and the maintenance leaves much to be desired, but for the most part they worked.

Is this because we might actually have to use them? And are they checking them for functionality or removing them forever?

The department doesn't want the cops to use them. How many cops are shotgun certified? Maybe the tact teams? But when was the last time he certified with all the new faces on tact.

Shotguns are too intimidating for use on the street, so remove them. Don't want to hurt the feelings of the animals by having to display the shotguns.

If the department was serious about officer safety in light of the recent police shootings the department would certify people on the shotgun and increase classes on the ARs. But we all know that ain't going to happen. Now if ARs are only permitted on the street per a deputy, then you absolutely know the department does not care about officer safety.

How many ARs are on the street at any given time of the day or on a watch in order to respond to an active shooter against cops? And what if there are multiple active shooters in more than one location in the city? ARs, SWAT? Ain't enough to go around.

SCC - Or perhaps they may be considering using the shotgun for less-lethal projectiles such as bean bags or pepper spray rounds. Some have a plastic casing with pepper powder (for use in jails or riots). But knowing the exempt mindset, they are mothballing the shotguns and will make a big press play on how we are being de-militarized so Robin Robinson can say she's reforming the bad PO-leeces.

19 years otj. saw them deployed once as part of a heavy weapons response to a search for an offender who made threats of not being taken alive.

The truth is they are just sitting there collecting dust and no one knows who can take them out or what's required to do so.

The other truth? They're not gonna be effective with snipers ambushing at a distance with a rifle and you're not gonna use them (or even display them nowadays) on some loud mouth cocky asshole attacking you with spit and fists at the protest line

Sadly and truthfully, they may be obsolete for police use in 2016. But I definitely share and see the concern with long guns being taken away from coppers.

Although I agree that we need all the weapons we can get - when's the last time you saw anyone with a shotgun on the street?? Seriously - get trained with carbine already. I've been in ghetto districts for the better part of 20 years - the vast majority on tact. I haven't seen a shotgun checked out in a decade.

This is kind of a bummer. "Come and get them" comes to mind ha ha... I'm told by my more tactically-proficient buddy (who owns a shotgun) that I shouldn't bother with a shotgun, and yet here it sits in my office next to my desk.

Strange, if this is to prevent use when needed, that it's happening AFTER this Friday's downtown love fest... Guess I'll be looking for a nice, recently-retired 870 soon.

This is beyond stupid.
The shotgun is a more useful tool than the AR. Most all of the officer's who chose to qualify with the shotgun did so because they were already comfortable with the weapon, probably grew up using one.
If you are deploying for a civil unrest situation, do you really want an AR in your hand? A shotgun is easier to retain control of (and makes a better impact weapon).
Possible they want to switch out the stocks to make dedicated less-lethal weapons, but you can do the with a roll of blaze orange duct tape, in 2 minutes if necessary.
This decision makes zero sense. Actually, I'd say it's worse than that, because they are removing a versatile weapon from the hands of some very proficient officers.

Hey, they may as well been gone for the last 20 years anyway. In my 20 years I've only seen one cop take one out one time and that had to be 18 years ago. The bosses always said "no" and I doubt anyone has even asked to take one out in the last 10 plus years. They just collect dust. When they use to read out of the CO book about sign up for "shotgun training" I used to laugh and say "they may as well send us to tank training also" since we'll never be allowed to take a tank out either. Hell, we haven't heard a word about our safety from 35th since the Dallas tragedy so going in the opposite direction of officer safety is no surprise. The best tool is the few carbine operators, but the brass haven't utilized them at all. Just look how they put cops at these silly protests in harms way. Scary times

Say goodbye to shotguns. I haven't seen any carried on the streets in years and shotgun training, like all dept. firearms training, has been non existent. DOJ is pushing for less use of force by police, even in life and death situations. The threats against us are grossly downplayed by dept brass as seen with the recent ridiculous roll call speeches in 012 by white shirts about "getting out of the squad and showing the community you're one of them." The community is controlled by cop hater gangbangers and political scum that leverage the media lies about out of control police for political gain. Why else are they pushing the two tasers per car bs? Taser use worked out real well for our brothers in Baton Rouge, right? Use of force model will be rewritten by DOJ with an attempt to discredit the Tueller Drill and any foot to head by police will be deemed lethal force. The kick to head is lethal bs is another shit nugget of wisdom pinched off by the fearless white shirt desk jockeys of 012 in the aftermath of the shameful backstabbing of the guys from 010 by our supe. Unfortunately, guys are listening to this shit, as seen in 004 by the use of a taser on a gun toting suicidal shithead. The bosses & politicians would rather give moving speeches about your service and dedication at your funeral than defend your proper and lawful use of deadly force on an assailant to an angry mob of "activists" and "reporters". Don't give'em that opportunity.

They're converting them to Nerf guns. Anybody see Don Lemon on CNN Black, White, and Blue? Gary McLoser was on the panel and is clearly shopping for a new chief's job with his apologist 'cops are wrong and we are sorry' spiel. Truth is Gary you demanded the officers go through the ghetto and excessively stop people for your numbers approach to policing. Now find a metric for, 'oops I pissed off all the clientele.' All this B.S. comes down to some people (or folks ) feeling disrespected. And the proof is, they just feel it. So, how do you logically approach the issue, using facts, to persuade those who don't want to hear it; that they necessarily get a million dollars of police service, every day, because other parts of town don't mis-behave so consistently violent? Ya Can't. It's not about logic. It's about feelings, Ya' feel me? It's a modern day 'Witch Hunt.' This is very dangerous. A mere allegation is proof enough. Nobody is putting the brakes on this hysteria. So, when the riots come just make sure your family has a safety plan. And, by the way, where IS Neil Sullivan's evacuation plan?

Handguns Next? As our Society heads towards a Socialist State, authority at the local level becomes diminished, and will be stronger at the federal level. Perhaps, the police should be unarmed in terms of possessing lethal force, since they really should not have that authority. The Power of Life or Death should come from a higher power and wisdom, that being the Federal Government. So, just as a piece of waste, can stand in an officer's face and insult him, spew spittle or even spit on him, the officer is "Expected" to take that. Or perhaps even a punch to the face, and the assailant goes unpunished, because the officer is expected to take it. All power to the people, especially the Elitist Democrats. Just as in the Soviet Union, North Korea, Cuba, etc.; the illusion is perpetuated by the Party's Propaganda Machine, the Media, that all are Comrades and Equal. However, in reality, the Power Brokers at the highest levels of the Party are in fact not "equal". The Party Elite Leadership is above the other comrades. The Leadership lives better than the Proletarian! The Leadership dictates the direction, both Democrat and Republican. So Elephant Legs Hillary wins over Comrade Bernie in a rigged election, where "delegates" are not equal to "Super Delegates". And the Bush Family Machine grinds forward, ignoring that the Proletarians voted Trump. We have become a Third Rate nation, where standing out or standing-up; a nation where "Exceptionalism" is attacked, because we are all supposed to be "Equal". As a nation, we have fallen, and we are heading to the trash bin of history. America is in decline, and rotting from within. Stay Fetal, my "Comrades" Stay Fetal; F@%k Rahm, Obama, Hillary , Bernie and their Socialist State. They want to disarm you like the cops in England. Next you will give up your rifles and then your handguns. Remember, those rifles came from Weiss, and the hated Ray-Ray, not so long ago. Anything given by man, can be taken back by man. The plan to remove the shotguns from the districts has been in place for a couple of years now. By refusing to build an outdoor range, the city has severely limited the ability of the department to conduct shotgun training. This, combined with the "we have rifles now" mentality of the command staff led to a lack of qualifications being conducted for the past 3+ years. So now of course there is no one in the districts qualified to take out a shotgun, so the command staff wants to pull them because they are unused and falling into disrepair as we have no Department Armorer to maintain them anymore.
On the upside, there is some talk and training being looked at to convert the shotguns to less-than-lethal use for bean bag and other less-than-lethal munitions.

They obviously are being removed for a purpose. The purpose is permanent. If not, they would have "reconciled" them by trading exisitng shotguns for replacements. Being the CPD, you can assume the existing shotguns are junk but also, they do not want blue suits to have the kinds of "weapons of war" available to defend yourselves or the public. It is too dangerous if you are well armed. It puts the City in a position of having to assume more liability. Everytime I hear these politicians the only thing listen for is the lie. And I am never surprised or disappointed because I never wait for long.

I don't know anyone who has qualified with a shotgun in years. So why have them in the district if know one can sign them out. I guess they are moving towards ar-15's. Years ago more people were gun people and knew the shotgun was a good tool for a not so good shooters. The most letal round their is, is a 50 caliber slug. The 5.56 Nato / .223 Rammington was used in Vietnam to wound a soldier and take 3 men off the battlefield. The idea was he would most likely die from jungle conditions and lack of medical treatment. The ar-15 round lacks real stopping power. The shotgun slug has that stopping power, versatility of door breaching with buck shot, animal use, for real firepower for the not so good shooter and could be used for less letal rounds. Everyone should have a shotgun and move away from the ar-15 round. If the department really wants to have rifles move to a .308 Nato, an ar-10 rifle. This has the stopping power to stop with one shot.

Some departments still very big on the shotgun -- backward small towns like Los Angeles. During recent "citywide tactical alert" regarding active shooter at UCLA, it looked like every responding officer who did not have an M4 had a shotgun. Some had TWO shotguns -- a standard model and a color-molded-stock "less lethal" beanbag job.

"Recondition," "repair," that I could see. "Repurpose" is another word entirely. How do you "repurpose" a shotgun? Use them for fence posts? Table legs?

I don't like the sound of this.

Illinois has shotgun-only season for deer. Can't use a rifle in the woods here because of the closer proximity of residences -- but rifle is better than shotgun in the middle of the much more crowded city?

Both weapons have their place, but I fear that Chicago's dangerous Fergusonization -- sending officers to riots without helmets or eye shields "to build trust" -- will result in something else being taken away from the Department.

Hope I'm wrong.

Oh. Obama is running a big "Town Hall Meeting" tonight about "building bridges between police and community."

By design, no one is shotgun trained any more. A shotgun has become politically incorrect. You can actually shoot someone sixteen to eighteen times legit, with just two shots. Very devastating and intimidating weapon. Probably to much liability also with 00buck. Every pellet has to be accounted for. Finally the way the department had old Remingtons slings set up, don't really allow for very secure attachment.

That program should be for everyone and we should be trained at the academy not some field trip for the guys at the gun ranges to go out to southern Illinois to shoot more rounds and have a fun vacation day. Rumor is that they do that because it hurts there ears to shoot on our ranges, so they like to go shoot outside. That means less people get trained and less police officers get to carry there ARs and keep themselves and the citizens safe.

Another knee jerk reaction by the city no doubt. I know that this has been rumored for years....But did anyone tell them that these shotguns are capable of delivering less than lethal force??? Too early of a demise IMHO. The 12 gauge is a very intimidating tool in the police arsenal. Rifles, or not... they are just as effective at crowd management. Also...I'd rather have a shotgun while serving a warrant anytime.

Another bad move by CPD brass...I'm glad I'm gone.

I took the training for the shotgun and became qualified. The problem I had was recertification. They never had it. I have been certified twice but unable to keep my certification. We should have it as an available tool. I've had it out and let me tell you, it's an eye catcher, people notice it.

It is a short range weapon and can be used in close quarters and when used properly, can easily eliminate the threat. If they are changing them to less-lethal, I would welcome the training and try to be certified. In reality, we should have both versions.

Not a cop, but a life time shooter...Long ago I slew mucho groundhogs in the bean fields of southern Il. I used a scoped 243, and killed hogs out past 1/4 mile on a monotonous basis....Kept hounds and killed LOTS of rabbits with a shotgun, not to mention doves and quail....My best handgun shot was a black bird @100 yards with my 44. magnum redhawk.... I know what gun to use in which situation. Every squad car in America should contain at least 1 12 Ga. shotgun with both slugs and buckshot. A 12 Ga. pump is the equal of a sub machinegun, and much better than a handgun against an assault rifle....Urban situations often negate the superior range of a rifle.....Why not confiscate all firearms from brass, up to and including twinkletoes, and give all their security people flower petal and sparkle shooters...It would be a nice gesture to the poor frightened folks...

Shotguns are still VERY useful platforms for LE.I realize the AR/MSR is probably more versatile, the scatter gun still cannot be beat for short range power operations.Buckshot fired at medium ranges can cover a large clustered mob and neutralize them.

Rounds like the federal tru-flite OO holds tight patters out to 40 yards and the tru-ball slug load is very accurate and penetrates well on soft targets and large game animals(bears).

Retired ISP Sgt here. After graduating from the ISP Academy you are issued your pistol and a shotgun. I carried this shotgun, a Remington 870, every day during my career, and pulled it out on a few occasions, one being a manhunt for an escaped prisoner in a secluded, wooded area at night. Standing my post on the perimeter with the next closest officer about a quarter mile away, knowing a bad guy was loose in the area, I would not have traded the shotgun for anything else. Dumb idea CPD. Best to have the tools available and not need them, than to need them and not have it.

Ive been on watches where not one single AR was even checked out. If some copper has the balls to be different then the other Lemmings, actually go for the training, and pull an AR, he'd be laughed at and belittled by the "30 rnd a year club" that they'd probably never pull one again.

Its really just a chickenshit, dog assed outfit. I'd probably go nuts if I was a firearms trainer. Especially now there is so much pressure to simply not get involved that it metastasizes into a routine of zero training, zero fitness, unlimited cynicism, and total incompetence. I know there are some units that are different but even almost all of them cant shoot worth a shit and know zip about tactics. Which is pretty much what you saw in Dallas.

Figures. Although the Elmer Fudd™ shotguns are antiques with St. Sabina gift card turn-in value, (somebody needs to check the table when Saturday Night Special Ed touts his next Turn In Day press conference display.)
Eliminating evil pre civil rights shotguns it's another example of the ACLU/DOJ preparing to disarm police (Hilliary prepping) .
If the Department wanted, they would have updated the shotgun to at least a tactical version. I see limits to magazine capacities and an outlawed .45, restricting patrol to 1 or 2 department issued "safe" rifles per watch coming and of course their expanded non-lethal taser use. Could it be some gelliehead gave too much information to ACLU/DOJ ride-a-longs?
Rahm would love it if he doesn't have to answer up for another angry black assailant getting shot for aggressively confronting the police.
The Fetal Lives Matter and realize that the difficult message to get guys to lay low for a while, as long a possible, just answering your call etc. is a tough decision, but trust me...no ghetto job is worth being first on the scene.

"The delivery of the large number of projectiles simultaneously makes the shotgun the most effective short range weapon commonly used, with a hit probability 45% greater than a submachine gun, and twice as great as an assault rifle. The ability to use shotgun slugs extends the range and penetration capability of the shotgun. Police officers in the US commonly secure a shotgun in their vehicles, for use when armed resistance is expected or at any time greater firepower than the officer's sidearm is needed."

7/14/2016 12:57:00 AM

You sir, get the moronic statement of the day award. I guess the military using them as impact weapons and what not, (which is a flagrant violation of policy in the first place) is moot point.

Sadly and truthfully, they may be obsolete for police use in 2016. But I definitely share and see the concern with long guns being taken away from coppers.

What amazes me is what seems to be the ball less exempts that are leading you ( with the exception of McCarthy who I saw on the front lines). These exempts seem to like standing in the back, giving the officers orders as the crowd is allowed to get right up in your face, spit on you, hit you, yell and shout in your ear with bullhorns, push and shove you and then tell you not to arrest anyone. This is leadership? Good God! I have been in countless riots, demonstrations etc and never have I seen such a lack of leadership or courage on the part of the exempt force. They seem to be cowards. I know that much of this must be driven by City Hall because they do not want arrests, but holy crap , why can't these bosses stand up for the troops ? This latest a-hol, Green threatened and struck lessor ranks and was allowed to continue in his protests. But, when he struck an exempt, he was arrested.Figures. I have a 1912 Winchester M97 which has been modified to the trench broom and tuned for rapid firing. For those who do not know this does not have a trigger disconnecter so as fast as you pump it's firing. Six rounds of OO with 9 36 caliber balls has 54 projectiles heading down range in less than 4 seconds. Dont think there is any fully automatic weapon that can equal that and the lethality can be controlled. The Ithaca 37 in earlier configurations can do the same along with the Winchester M12.
But NOTHING makes a sound like the M97. So much metal slamming together. And do a YouTube search on some guys that are good at working these things. If I knew I was facing urban combat with less than 100 yard ranges the 97 or 37 would be my weapon of choice. Even the Germans tried to get them banned in WW 1.

If anyone gets a chance stop at the Academy and walk down to the range. There are new shotguns down there that will be given to Sgt.'s only. Here's the scary part, they only fire a non lethal round. They are orange in color and are being assembled down there as of a few weeks ago. If anyone doubts this, walk down there and ask the Range Instructors. Scary times are ahead of us, the Thugs use real guns and we now get to use a bean bag gun. They are slowly disarming us.

I am surprised these penny pushers have not figured out that seniority by district saves them money and increases proactive police during high crime times. Violent crime increases betweem 1800 and 0300 HRS. We also know that it increases during warm weather, weekends, and holidays. Furlough by district reduces the amount of summer furloughs on afternoons. Do the math its true! Maybe, they should reverse the curse. Furlough by district and bring back TARA before the medium speed districts go to complete shit. Just some common sense advice. Wearing the blue shirt longer then most white shirts ever did. Not smarter just more in tune with reality.

TY and enjoy a good soul food sandwhich at the taste.

Two Words of advice from a wheel gunner , dinosaur .
Stay Fetal !
Answer no calls that are in progress as a one man unit , this includes burglar alarms ,
Always lay back and wait for an assist cars on domestic battery , shots fired etc .
Mental calls , really not a Police Matter , no criminal act being a mental . Call for cfd or a crisis intervention team , take no physical action .
Stand down , stay fetal .

Really?
If you are carrying a long gun (At, shotgun, or other), and get charged, but not by an offender using a weapon or GBH against you, the long gun CAN be used as an impact weapon. That is allowed in the use of force paradigm.
You would still need to retain the weapon, and I insist the shotgun is easier to retain.
You my use the long gun as an impact weapon, and I insist that a shotgun would be more effective in this capacity than an AR, and less likely to get damaged.
It's all fine and good that we can use AR's, but if the situation doesn't allow for leathal force, if you have an AR, your out of the game (actually, you're a liability). With a shotgun, not so much.
Keep in mind, most of the guys who qualified with the shotgun did so voluntarily, which is to say they preferred a shotgun to other options. They feel that way for a reason.
I know it wasn't all of them, but, (and throwing p/cout the window) the guys who carried shotguns tended to be "good old boys" who had a certain aura of "don't fuck with me" resonating from their person. Maybe not the guys for getting a "community interaction" number, but exactly the guy I want next to me on a search warrant (especially if there are dogs around), or a riot.
As a final point of information, our best will stop 00 buck, or a slug (yea, it's gonna hurt like hell). A lot of our best won't stop a super-sonic .223. I pray the situation where that actually matters never happens, but it would be foolish to write it off.

Spoiled for choice here...
The old S&W Combat Magnum?
The Ruger Police Service Six?
The older still S&W Model 27?

Or for big fun, The Ruger Redhawk
.45 Colt full of those well known
255 grain lead hollow-point gumballs?

No notion of a magazine dump with that 'un...
You just level and center on Skull-Man and slow exhale
while you squeeze one off.

"POOMP!"
>Concussive orange flash and smoke...
Cloud of dust down range and two feet kicking at the sky<

Or is that considered too mean and unfriendly
to the violent perpetually aggrieved?

I'm confused. What's so intimidating about a shotgun? The noise it makes when you cycle a shot in the chamber? If you take out a 12ga and deploy it, the round should be in the chamber and ready to fire, as the rifle before you even walk away from the squad. When was the last time you saw a shotgun out in the field? I think a locked and loaded m4 in the carry position is way more intimidating. Shotguns are antiquated and have not been seen or uses in years. If they want to deploy them with less than lethal rounds, by all means. Do you honestly a desk crew would even know what to do with them in case of an emergency? Can anyone even say they know where rounds are kept in the station? Dont get me wrong, I'd love to use one on an active resistor. If the day ever comes that they take both away, then we have a problem.

Even more shocking , he is still on patrol, after 29 years in uniform. I told him I was a cop from Chicago, and he joked that maybe I should take some bullets Back with me.

Sounds like a misdemeanor for Cook County. The victim probably startled him and said mean things to him. The offender was just scared and trying to protect himself from the evil white man. Oh wait... former ASA? Ok... we'll charge the felony on this one.

On a serious note, arm yourselves! If you're not a cop, get your CCL. If you are a cop, have an extra gun or two at your house for those left behind while you're at work. If someone comes in your house uninvited, ventilate their ass until your walls have a nice new shiny coat of red paint. Don't give them a chance to hurt you first. Don't yell at them to get out of your house. That gives then the chance to come back or target your neighbors. Kill them. If someone tries to rob you, kill them. Playing nice isn't an option anymore. Kill them before they kill you.

Dramatic moment ISIS fanatic was shot dead by police: French-Tunisian truck terrorist Mohamed Lahouaiej Bouhlel is gunned down after killing 84 including 10 children at Nice Bastille Day firework show

* Terrorist uses lorry to mow down crowds during Bastille Day celebrations in Nice* Local paper Nice Matin names suspect as Mohamed Lahouaiej Bouhlel, a French Tunisian man, 31, from Nice
* Death toll currently stands at 84 and dozens more people were injured in terror attack on the French Riviera
* At least 10 babies and children were killed, some in buggies, with least 54 children also being treated in hospital
* French, Americans, Armenians and Ukrainians among confirmed dead - dozens more are injured or missing
* Eyewitnesses said driver zig-zagged at 40mph to hit crowds of people who were sent flying or jammed under wheels
* Terrorist then opened fire with a gun from cab of the lorry before being killed by a police marksman in shootout
* President Francois Hollande says 'many foreigners are dead' and more than 50 injured are 'between life and death'

http://www.dailymail.co.uk/news/article-3691019/Several-people-injured-truck-crashes-crowd-Bastille-Day-celebrations-Nice.html

Hell of a thing, confronting a hurtling truck with your duty sidearm. Guy drove over everyone he could on the crowded promenade for 30 minutes, 1 1/4 miles, before he was finally stopped.

Offender had an assault-type rifle -- which he fired -- handgun, grenades, and "larger weapons;" some in cab, some in rear of truck. Driver was "questioned," no one saw anything.

Truck was allowed to remain parked in crowded area for nine hours on strength of driver's claim that he was "delivering ice cream." Uh -- did anyone walk back there and check the load?

French military with their service rifles apparently arrived after it was all over, "to secure the scene."

Could this be an argument for patrol vehicles to be equipped with immediately accessible patrol rifles and good new shotguns, like the Benelli the Marine Corps has procured?

Not really. With a good cotton or wicking undershirt it is not too bad. Worked Patrol for 18 years wearing vest under the shirt the whole time. Later wore it over in a carrier. While the outer carrier was easier to remove in a restaurant, I didn't find any major difference. You get used to it.

You get in a scuffle with an outside vest and you are wearing a handle.

The issue is that the city has no minority owned companies to buys weapons the city can purchase as wholesale. These connected bull shit minority contractors work out of their bedrooms and purchases goods for the city and they mark the price up 100 to 200 percent. The city pays 5 dollars a roll for the junk toilet tissue from China to let the minority contractor make tall ass money of our tax $.
This been the Chicago way to do business and make their purchases for decades.
There are no minority clout babies that have a FFL.
Check the contracts on the city web site on purchases. You will shit knowing you tax $ are used to pay for shit 10 times retail. All fact. The city will find a buyer for the used shot guns, and maybe get $5.00 a weapon.

There is another reason the department is checking shotguns. The media is nosing around other PD's looking for a "lost or stolen" weapon log. Looks like their next big investigative story is missing police weapons.
