This is the second appearance of this particular rumor. It was here a few weeks ago and we filed it away to address later as more info became available. Numerous people replied to it yesterday, some with the info we were waiting for:

Feds are sticklers for this sort of thing, so we assumed something like this was coming. In Washington DC, everything is for sale (you just have to call it by another name), but out here in the sticks, it's not allowed.
That being said, we were told by a lot of old timers, "Always reach for your wallet kid" and we've lived by that advice ever since. If a business wanted to give us the "employee discount" and there was a tip jar on the counter, we'd toss the difference in the cup for the employees. If it was full boat, we paid full boat.
We didn't seek it out, we never demanded it, though we've heard of those who did. And it certainly never affected our choices - if your coffee sucked, we didn't get it; if we wanted a certain coffee, we paid whatever the register said, regardless of any sort of discount. In other words, we were smart about it.
So now what are we supposed to do? Order the cashier at gun point to charge the full price? Video the boss putting his key in the box, ringing off 10% and then report him to whom exactly? What about this manager?

- My staff knows to give discounts to uniformed police officers from any municipality. It is authorized by our corporation to do so. We want you to be around. You guys have helped save our employees and customers from potential risk so many times. None of you ever ask for it either. You guys know our corporation doesn't care how safe we are and have a car out about the time of shift changes to make sure we get to our cars without incident. We are all very thankful.
We had a nice couple pay our bill the other day - never told us, just walked in, paid the cashier and walked out. We went to pay and the cashier told us what happened. What now? Purge the food we didn't pay for? Not likely.
If you have to ask, you're an ass. If someone does something nice for you, thank them, profusely. Shake their hand. Leave a tip on the full amount for the staff.

That's been an order for about 20 years ow. We have never been allowed to accept anything for free or discounts on anything because we are the police.
Who was the dummies who took them for a free meal? These people are not your friend. They are out to paint the department in the worse possible light. These meals are described as bribes in the world of the DOJ.

Why in the fuck would cops take outsiders to get a free anything. If true the cops have got to be giving the award for being the dumbest asses on t his job. And if the Order is true, what will be the penalty for accepting the freebie and is the penalty on a sliding scale based on the freebie or on the number of freebie infractions one accumulate?
Funny how they are sticklers for things like this. If you ever had a case with a fed agency you were not working it on a Friday because they don't show! The even laugh and call it federal Friday, but they have an issue with a discount!

You should read the new department PowerPoint sent out after last weeks compstat forcing cars to do traffic missions in every district. The original idea was to force every car on the watch to participate in a traffic enforcement mission by the end of their tour. Stops are down so Mcnaughton and Nagode are sending out emails with a PowerPoint attached to mandate traffic missions They are not happy with the lack of proactive stops to date , so they are going to attempt to force everyone to make stopst by posting up groups of cars again for seatbelt missions in the middle of the ghetto. Yup what's old is new again. Seat belt enforcement missions in the ghetto are a great idea. Put your officers on foot as target for even more risk. Are these bosses that retarded? Not to mention it's all on paper.

Not in Chicago any longer, and this didn't happen there, but when I managed a restaurant in TN we ALWAYS gave first responders 50% off their meals. Like I told the crew, I wanted them around, better for our safety. God bless you all thru these times.

Funny how DOJ is uptight about freebies - several biographies of J. Edgar Hoover detail how he always never paid for meals or even left a tip. But a censure and transfer for any of his agents who would dare do the same. Do as I Say, not as I do seems to abound in any bureaucracy.

The DOJ was shocked that a lowly beat copper with a shit salary got a free "meal" (hotel food sucks for the most part) from a hotel? If this is true God help us. That's one of the few things that can make you feel wanted and appreciated. I think that's important for a policeman.
We all know how fast this job can make you jaded. Why speed up that process? I don't really need the discount. It just makes me feel all warm and fuzzy inside when someone says "Hey, you're doing a good job out there and we appreciate you." Something not even our president has the nerve to say.
The rules for the feds are ridiculous. The federal inspectors that oversee our facility 24/7 have to drop a quarter in a jar for every cup of coffee. Never mind it is freely supplied by the corporation for all the employees, contactors, visitors, and even the guy that fills the vending machines. It all dates back to holier than thou Jimmy Carter. The same clown that made a big show of carrying his own (empty) suitcase at the same time he treated the Secret Service, the Military, and all the "little people" like dirt.
It is however, perfectly acceptable for a corporation to pay Bill Clinton $200,000.00 for a 20 minute speech while Secretary of State Hillary Clinton is deciding whether to approve that same corporations business. THAT is ethical. That $200K is not bribe, it is just business. Sorta like handing over your passport with a Jackson in it to the customs official in that quaint Central American airport. But to maintain the "integrity" of the US Civil Service? A free cup of coffee for an inspector at midnight is a bribe that cannot be allowed.

True story 1987 as a rookie went to lunch restaurant in 010th district had a turkey club sandwich (never since 1987 ordered a club sandwich again), couple hours after had massive bleed from mouth and rectum blood literally poured out rushed to Christ hospital coded out, 13 days later after major surgery released 6 months recovery, 30+ pints of blood plus much plasma. Before that day never sick doctor said "never seen this before could of been something I ate, cut in artery inside stomach" he could not be sure because whatever it was must of came out during bleeding! Thanks to Christ hospital I'm still here, just retired and will never forget going back to work and the old bosses who made sure my work recovery needs were met!

You addressed this topic, as you have others, very well. It is shame the hypocrisy of the Feds forced this issue. (Witness the DOJ's transparency in the actions of the Attorney General...) I have long enjoyed quietly paying tabs for first responders. It's never been about the money - but about sending the message that someone cares and is thankful.
Taking the high road, as you have, and paying your way is indeed noble and sends the proper message. And while I wish you would be able to simply accept someone's kindness, I understand the dynamic.
That said, I think you're onto a much bigger message. The fact that you are willing to leave for the server the amount that was left for you unequivocally solidifies your integrity with the server. It is the best kind of "paying it forward," as the server will appreciate the extra amount. Even better, that server will no doubt tell others what happened, and such word-of-mouth anecdotes will do wonders for public understanding of who our genuine good guys really are.
Lord knows I appreciate all you do protecting society. Keep the faith - there are legions who support you. Even from down here in FL...

When I worked for field service in manufacturing, we always took the customer out for lunch. Federal customers where a whole different story. They would go to lunch but pay their for their own meals. They would take there own cars to the spot because a ride could be considered a bribe.

This is probably an example of cultural workplace bias on the part of the Feds. It is part of their employee orientation to pay for everything and to reject gratuities. Even accepting so much as a cup of coffee is viewed as unethical. On top of that the Federal employees are reimbursed for meals and incidental expenses while on assignment outside of their usual work locations, provided that they complete the necessary paperwork.

Well it doesn't say anything about receiving a cup of coffee or meal from a grateful tax paying citizen. I will continue to pay for an officers coffee or meal whenever I am in a store or restaurant. I remember how in my station some folks from the DOJ came to sit and meet with the command staff and some of the coppers were still talking around at the desk as if nothing was happening. Officer Chuck Thomas says he told the man and woman that it was OK to sit near his group and that "we won't hurt you." Back in the day my partner would eat at places where we knew the staff, they were friends, the owner took care of us but the patrons were regulars and we got to know them and be a me friends. It was our safe house where we could be left alone for a brief period. We worked with a few people who only ate at free joints and would bring the entire team to destroy the buffet and leave 3 dollar tip. The main guy is now a Lt.in 001 and a lawyer too. Hey Joe I'm talking about you. Remember you and daddy's saying? IF IT'S FREE IT'S FOR ME.

I remember this incident I worked in 010 with this officer when this happened, also remember you had beat car assigned to 4 block radius by St Anthony's hospital until you regulated your system, the place I never ever went back to it was terrible what happened just glad your ok now, it was touch and go and you were what in your late 20's, in great physical condition! There have been other incidents like when that Mexican place on 11th st put feces in coppers sandwich, just fellow officers think before you eat! When you go to say Jewel or another store and buy pre-packed food nothing is intentionally done to you it was random, but if they are serving you do you know what goes on? when some say "Let me go back to the kitchen and get your food" if everyone in that place is not 100% pro-police, you be 100% pro-leaving! The propaganda is being ramped up, and now with the push from rahm-toni-dart etc forcing businesses to hire ex offenders do you think they are happy with police?

Why doesn't the DOJ talk to the International Association of Chief's of Police (IACP)? The IACP's policy on accepting gratuities is that even though they "frown" on the practice, they do not prohibit it. That's their recommendation to police executives who belong to IACP. They realize that the police culture was built on citizens and especially businesses showing their gratitude towards the police (and expecting a little service) by giving the police discounts, free meals, free coffee, etc. It would have been unrealistic for the IACP to recommend that police departments adapt a "no tolerance" attitude towards accepting token gratuities. The obvious downside to this from the DOJ's perspective (and some other police executives) is that this leads to wide spread corruption among departments. I don't think so.

Those hotel employee cafeterias aren't giving us discounted meals because those meals aren't for sale to anyone. It's an emplyee cafeteria.

With that said, General Order or no General Order, if someone gives you a cup of coffee, or reduces the cost of your lunch then feel free to take it. There have always been rules about this, and we have never been able to take any gratuities. There are also rules set by your employer (The City) that are clearly explained in that nonsense on-line ethics training you are beat over the head with every year starting in March. The rules are clearly explained in the City Ordinance and examples given in the training. But, the bottom line is that you cannot take any gratuity, ever. HOWEVER, a gratuity or a tip, or a freebe is not a gratuity, a tip or a freebe if it is not for services rendered, or requested. If you are a paying customer and a business chooses to give you their product for free or at a reduced cost without you asking for it, there is nothing they can do about it. The rules of being an entrepreneur in this Country include an individual's free will do whatever they want with their product, including giving it away to anyone they so choose. No one, including any level of government can demand they stop their free-will gestures nor can they demand any accounting of who, what or when they give their products to. Some over-zealous bosses on this Department tried something like this in the past and were told by business owners to go screw themselves, they will give their product to whomever they want and at whatever cost of their choosing. And thank you to the business owners who took that stand. The bottom line is that you cannot request a discount, you cannot expect payment for any police service you provide, you cannot offer any police service to garner any favor inclusive of a free service in return, and you cannot perform any service in exchange for any goods or services. Plain and simple. If you go into a spot, offer to and expect to pay. If they don't take it, or they take a portion of your payment, that is their choosing. Expect to help, assist and service anyone and everyone in society, that's what we do and don't expect freebies in return. That’s not why we do what we do. If someone wants to buy you a coffee, or a meal enjoy it and say thank you. If they offer to buy you a car, decline it, and cry a little on the inside.

The original idea was to force every car on the watch to participate in a traffic enforcement mission by the end of their tour. Stops are down so Mcnaughton and Nagode are sending out emails with a PowerPoint attached to mandate traffic missions They are not happy with the lack of proactive stops to date , so they are going to attempt to force everyone to make stopst by posting up groups of cars again for seatbelt missions in the middle of the ghetto. Yup what's old is new again. Seat belt enforcement missions in the ghetto are a great idea. Put your officers on foot as target for even more risk. Are these bosses that retarded? Not to mention it's all on paper.
Anyone foolish enough to do this nonsense needs their heads examined. Supervisors too. Too many

Years ago I was working a detail, walked into a papa johns and asked to use the restroom. The dipshit college punk behind the counter told me the restrooms were not for public use. After that I vowed to avoid any stores in the city. Now I bring anything I want to eat or drink. F this city.
I know for a fact govt employees receive all kinds of discounts. Hotels, flights, rental cars, cell phones, computers, personal car purchases, gym memberships, resteraunts and auto clubs like AAA. And those are just to name a few. I'm sure a Google search could reveal tons more. And they expect us to believe they don't use these benefits? Classic do as I say, not as I do. At least most coppers only receive these perks when on duty and in uniform as thank you for the job they do and for being a crime deterrent. The Feds have to specifically ask for these discounts (which I've heard them do numerous times while waiting in line) all while off the clock.

Didn't the supreme court just decide in the McDonnell case that accepting freebies isn't a crime for public officials if they don't provide anything overt and out of the ordinary in return. So while it may be in violation of the general orders it not criminal unless you do something material and extraordinary for the "favor". Anything you would do in the normal course of your job would not be considered as something in return. I had dinner with some feds, fbi agents assigned to Leftkow investigation years ago and when the check came to our table I grabbed it and told them I would pay knowing it was half price. I was at a retirement party for a Sgt. who worked in Special Events and dealt with the Secret Service, FBI, various agencies etc. Maurer acknowledged each agency present and thanked them for cooperation etc. All except the FBI. Maurer asked if there were any FBI agents in attendance and pretended to be looking around the room for FBI agents. There was a whole table of FBI but Maurer pretended not to see them. "Is there no FBI agents here?" Maurer asked again. Then Maurer said, "Oh well, the FBI must be out practicing running away from gunfights." A groan let out but more than a little applause too.
Maurer is one of the few who would bust FBI balls in public at a function like that. This was after CPD Detective was shot in the head trying to arrest a bank robber on a warrant and the two FBI agents who were our detective's backup ran out of the apartment and called for help.

First of all, why aren't the manly men from the doj not riding around in 011, 025, 007, 015 and so on everyday.

Bring your lunch, or stop off at store and get prepacked meal, go to marianos or petes market if you can make your own tray of food serve yourself, You really think the "freebies" is the best quality? my brother works in a hotel that coppers glom onto free food,and sit in their cafeterias slopping it up do you think they respect you there? many block tables where they have 30 minutes to eat and sometimes they don't have places to sit! It is about time, we make great money and can well afford it! To the goof that brought the feds in maybe he/she was trying to show other coppers free is for me in anti-police climate is the wrong answer!

I don't think the Bureau will ever come back after Obama/Lynch/Comey/and the Ciintons.
I was there for Airhart. The fbi turned tail and ran while the bad guy grabbed him and pulled him into the apartment. Feds wouldn't let anyone go in since they wanted to negotiate with the bad guy. So I don't have to read the reports I was there.

Defaming, inflammatory, good, it was meant to me. Not at all without merit. The FBI agents themselves gave their version on TV before the bosses grabbled them and told them to shut up. Yes, I had a misspelling on Det Airhart's name. Mea culps, that's all you have, a misspelling.
Learn the facts? I stated the facts as I learned them from coppers that day, I was there, but not inside the asshole's apartment.
The FBI retreating and calling for backup, leaving our guy laying there, that came straight out of the mouths of the two FBI agents who turned tail and ran. Do you think two CPD detectives would have ran away? I went through doors of other apartments on different dates and on one day went face to face with Jose holding a .45. Now one of us was walking out and one was going to be carried out, My partner was first to tackle him and I grabbed the gun. The guy never thanked us for not killing him. Hilliard did nothing but let Airhart bleed out hoping he'd succumb to his injuries. Joe played a key role in the Austin 7 case and created many enemies (white shirts ) because of it.
