How it Went Down

From someone wired in:
  • There were 7 people stripped yesterday: 4 officers, 1 detective, and 2 sergeants. The detective walked out of the room and resigned on the spot. One of the sergeants and one of the officers are most likely resigning too.

    That leaves 1 field sergeant and 3 coppers from 008 to fight for their jobs. IAD informed all that were stripped that this has been fast tracked to the Police Board and separation was being sought for all and that they should expect to be in a no pay status as soon as next week.

    Most involved were served by IG's office with upwards of 15-30 allegations and see little hope in gambling with their accrued CU which in a few instances is several thousand hours which cannot be touched once placed in no pay status and will be forfeited if the police board upholds the separation.

    The sergeant from 008 was never interviewed by the Feds, states attorneys, or brought to the grand jury. He was ordered 8 hours later to approve a case report without a narrative and review TRRs so the Deputy Chief could approve them. Four weeks ago the IG decided to serve him with 20 allegations alleging he took part in a cover up. Now he is stripped and facing separation.

    It's important that we stick together and keep this story alive so that we will not continue to be used as pawns in Rahm's sick game of chess. Also, it is highly likely that all will be charged with Official Misconduct by the Special Prosecutor, especially now that the department has branded this a cover up and tainted all involved as liars and co conspirators.
Sure looks like a lot of reversible error there, along with more than a little misconduct regarding the railroading....we mean the "investigation."

And all just to distract the media so nearly half-a-dozen cheaters from IAD can get away with stealing a promotion. Amazing that reporters never ask the questions that might show how corrupt the entire organization actually is - the watchers are the ones steering the ship with one hand while they loot the place with the other. They cover for the clouted and get "promoted" so they can keep covering for the future clouted.

And the Superintendant is still in bed, literally, with one of the cheaters. The former first deputy superintendents wife was the top scorer. a few others from HQ, one who was a double merit ( det then sgt), miraculously scored in the top 10. What's going on Mr Ferguson? How transparent will your office and city hall be on this? Are you taking orders by Rahm on this one too?

Distraction from IAD? What about from the mayor? I remember when SCC first questioned the $5,000,000.00 settlement with the family without even a trial. The city won't even write a check for anything over $1000,000.00 without it going to City Council for approval and this family got $5,000,000.00 without even a trial?

Oh, come on Mr. Mayor. You knew what happened and now you're using these coppers to cover your own disgrace. And how the media whores play along is pitiful. As for the IG, you call yourself a protector of the people for the people. Shame on you.

I know from experience the people of Chicago will soon forget these coppers but I hope the rest of us don't forget them. These are coppers just like us. They have families and they worked day in and day out with just along side us. And now a they're being used to protect the clouted and powerful.

To the scabs working CTA, and VRI Labor Day weekend I hope you get into some shit and ask yourself was it worth it. I know I won't be helping you out.

Your facts are off a bit. A sgt(not merit) from Area Central was stripped and put in no pay status. A det from Area Central did retire, but he had 33 years in. What's sickening is that Cmdr McNaughton(008 at time)was allowed to retire and so was Chief of Detectives Eugene Roy(Area Central Cmdr at time)right before the little people got fired. If there was a "conspiracy to cover up", they must have been involved. The recently appointed chief of police at Northeastern University, John Escalante, was Chief of Detectives at time of McDonald shooting and was the final person to approve the justified conclusion. Nobody should be fired. Nobody shot McDonald but Van Dyke, and he's been charged with MURDER! Where is the cover up? Escalante, Roy, McNaughton got promoted after this shooting!!!!! Two sets of rules. One for the exempts and one for the little people.

Pay heed to what is happening in this department regarding misconduct or perceived misconduct. Before you make a statement, before you write a report, before you submit the report, before you approve the report, make sure that you are not rubber stamping that statement or report. Don't feel peer pressure should make you say or write something you would not otherwise say or write. Don't let a supervisor influence you to say or write what you are not comfortable with. And for you sergeants, read the damn report and if necessary kick it back for errors or corrections. To do otherwise could cost you your job. Whether intentional or not, there is now evidence that any and all suspected of a Rule 14 violation will be on the chopping block.

At the end of the day, this is a job, a career, protect your pension. Your brothers and sisters, led the path for you. Talk to them and change your leadership.

Then, when it is all done even if you win, where do you go to get your reputation back? These officers are just food for the maw of the politicians who are cowering before the revruns', BLM's, and SJW's demand for raw meat. The rights of POs all across this country are being sacrificed on the altar of false progressive narratives. There has developed in this country a prejudice against LEOs based on the false premise that all are untrained, out of control racists who target blacks and other minorities. While nothing could be further from the truth, that is the Big Lie that has gained currency and is literally tearing the heart out of law enforcement. The result of the assault on law enforcement can be seen in the rising crime rates and, especially, murder rates in Chicago, Milwaukee, Baltimore and every city where the powers that be have given in to the hue and cry of the progressive liberal movement.
To undo the damage that has been done will take a monumental effort by law enforcement and it's supporters. But even if it starts right now, a movement to turn the tide will take hundreds of millions of dollars and several years. Am I reading this correctly, The IG served the allegations?

Better look at contract, since this document has no provision for answering any questions from the IG.
only IPRA and IAD can do investigations. Now unless contract is being rewritten, there is no fast tracking of
any way in this matter.

And to strip a Sgt. without even being interviewed sounds shake too.

The IG can do all the investigating they want but the way contract and Department orders are set up, only
IPRA and IAD can do investigation on officer misconduct. To talk to the IG violates the contract and
sets up precedent for others indicating IG has authority over CPD.

SORRY but it does not sound right.

I should know I worked IAD for over 10 years and each time accused was identified as CPD the allegations were
dumped to IPRA or IAD to perform questions and findings.

This is clearly a power move to show public the city can handle this. But they fail to tell anyone
what allegation are for?

rule 14 false reports written or oral.
rule 2 conduct unbecoming member.

What this looks like is Baltimore all over. Just the Department is doing it not States Attorny.

I have been stripped, transfered to POW status and waited for three years.
Then 2 days at Police Board, where unanimous finding saying no evidence of allegation.
The system is rigged to punish member prior to any determination of findings.
But Bosses never get treated that way?

Fight it or roll over and take it.

Anybody, with any time on Da Job knows that McCarthy saw that video within 24 hours of the incident as did Rahm's Police Liaison; remember, Rahm has "Buffers", especially those that work as liaison from the 5th Fl. to CPD. If you recall a few weeks ago their "Talking Points" to Six Flags were made public in another matter. So if there is any issue of Accountability in this, which was clearly a Heater Case, just before a Mayoral Election, an Election that could have been lost by Rahm, the responsibility falls all the way up the chain of command, and the CIVILIANS WORKING FOR RAHM, WHO REALLY RUN THE DEPARTMENT. YEP, FACE THE REALITY, THE SUPT., FIRST DEPUTY ALL DANCE TO THE TUNE FROM CITY HALL. REMEMBER THE TALKING POINTS EXPOSED BY DNA INFO? Escalante and McNumbnuts, and the Bronx Bull Dog all had the authority, the morning after the incident to say this does not look right, dig some more. Escalante, McNumbnuts, McCarthy; everyone at every level above the P.O.s,and Field Sgt., could have simply kicked the reports back and not approved them. So Escalante walks away with a combined income between his pension and new job, of almost $250,000.00 a year! While the coppers in 008 lose their jobs and means of caring for their families. Where is the Accountability in CPD? Where is the Integrity? Has it become an Every Rat for Himself environment simply to protect the aspirations of the Tiny Dancer? It's up to those harmed by the cheaters to go put the cheating scandal on the front burner. Those who were passes up, those who are currently waiting on the list. It's obvious the Dept. will do nothing. Get together, Go hire a lawyer. Start filing for copies of the test, internal e mails of Dept. and those involved, personal e mails, find witnesses, etc. hire a test expert to review the actual answers to show how unlikely it is for all to have same answers etc. if not, it ain't going anywhere.

Comp time is not given in a NO pay status?

If you are fired you lose comp time that was earned under federal law as wages?

sergeant approves blank reports? Kinda like locking up somebody on a complaint that is not signed by the victim?

This fast track thing how does that work? It takes year for domestic or shoplifting cases to even be completed but when the Mayor wants people fired its fast tracked? Who decided that a case get fast tracked?

Do the exempts who quit receive their pretty gold retirement star when they are named in an investigation?
30 allegation? really does each round fired count as an allegation? If they charged the detective that took the only notes for lying why wouldn't all the other patrol officer just say i didn't say that to the dick?
When did the patrol officer 1st see the dashcam video?

City trying to make this go away fast I hope these officer hire real lawyers fast!

You're going to do work for a city and bosses that don't care about you and will use you for their gain. That poor sergeant. Jimmy O'Donnell was the Commander of 008 during the Van Dyke shooting. He stood around shooting the shit with Captain Dennis Walsh then went home BEFORE everything was brought into the area. He wasn't interested in what was going to happen at the area that night with McNaughton running the investigation. He should have been there for his guys, if for nothing more than moral support. Now 4 of his officers and 1 sergeant are stripped and will soon be fired. How do you reward such loyalty? Promote him to Deputy Chief the SAME day his guys are sacrificed in the name of politics. He also has been on extended medical for the better part of the last year. I guess being a model patient and keeping all of your appointments at the medical section now qualifies you for a promotion. By the way, the 5 former members of you command are still waiting to hear from you after getting stripped.

CU is forfeited if you are terminated for cause. Fact. If you don't believe me, call the union to verify. This is a major misunderstanding with officers in the field. I know this because I was subject to a similar proceeding.

Railroading??????? I am the police and I watched "the video". Any other agency in this country let alone this state would have hung Van Dyke out to dry. This is simply an outright bad shooting but what's happening here??? 7 officers needlessly are going to have their lives ruined because of one idiot's mistake. The "we gotta stick together and lie our asses off" bullshit is coming back to haunt 7 officers. The moral of this story is don't lie for an idiot and you won't get burned even though the jagoff laquan deserved to get capped the entire incident was a clusterfuck.The atates attorney, the DOJ, the department and everybody else are all salivating at the thought of fucking so many officers in one fell swoop and why????? Got a question about emails and such. If I use my email etc to communicate with my wife, Doctor, or attorney, shouldnt it be privileged? Are we to just hand our phone over to Lovey and Lovey so they can go through our lives? Could we do this to private citizens without a shed of proof of a crime occurring? Seems unreasonable.

Iad had nothing to do with this......this came straight from the mayor's office and the supt rolled over to take care of his cheater girlfriend. Iad was given the task of delivering this finding. That Detective should have retired 3 years ago.....No reason to go over 29 and a day. Never has been and never will. I'm retired now. I take no more orders from the city. Bad Ju-Ju for the other officers...I hope they can clear this mess over time. The city has hung them all out to dry. I imagine crime will continue to rise a little more due to this treatment of those officers involved. I don't remember ever the city calling any incident a "cover up" in public. Another baseless allegation. Now the Dean Andrews/Koschman case...That was a cover up!

Distraction from IAD? What about from the mayor? I remember when SCC first questioned the $5,000,000.00 settlement with the family without even a trial. The city won't even write a check for anything over $1000,000.00 without it going to City Council for approval and this family got $5,000,000.00 without even a trial?

IAD had nothing to do with this investigation. They are just performing an administrative duty by doing the strip for the IG at the direction of the Supt. No one is ever happy to strip another policeman. You have no idea how many policemen have been saved and helped by properly conducted investigations by IAD. You always hear in the media about the low number of Sustained cases. If IAD was so corrupt and against the working policeman the ratio of Sustained cases could go much higher.

That being said, there are a few a@&holes working there with no balls or brains, but the majority of IAD investigators are going to give a break to a working policeman who made a mistake and is not corrupt. Finally, Fenner and White were foisted upon IAD by their clout in order to hide them and pad their resumes until promotion. No one there had any respect for them, and everyone saw that they were lazy and inept investigators. Don't blame everyone in IAD for the actions of the gold stars and the few bad apples.

They're treating everyone as if they participated in some massive cover-up. No matter what paper they did, or signed, it's seen as a part of this fake conspiracy to protect an officer who supposedly murdered some poor innocent black man. It's now the duty of these officers to prove they weren't part of a cover-up. The sergeant has to prove that he didn't approve the case report in order to facilitate the cover-up. It's all rigged to screw everyone from Sgt on down while the higher ups walk away to collect their big paychecks. This will take years of legal battles and attempts to link everything to Rahm. Maybe the officers will get their jobs back. Maybe they'll avoid prison. Maybe one or two bosses will end up on the hook, despite their attempts to escape by resigning. One thing us for certain though: Rahm is untouchable in all of this. He gets to pretend the police were at fault and he knew only what they told him. He gets to pretend he never saw the video, even we know damn well he saw it almost immediately. He gets to pin it all on the police, while the truth is that he his the video, and his police bosses signed off on everything being on the up and up. Now it's suddenly some massive conspiracy and cover-up with only POs and Sgts taking the fall? When has a cover-up stopped at the lowest levels of any organization? This was all orchestrated by Rahm and his gold stars in order to avoid a scandal while he was trying to get reelected. They all signed off on it being a good shoot. Laquan deserved to die. He earned it by getting high on PCP and running wild with a knife. He's not some innocent victim of the racist police. He's a violent criminal who was killed to protect the lives of police officers and citizens. 16 shots made it look bad, despite it being a justified use of deadly force. So the video was hidden away, the "family" was paid a bunch of money, and they all hoped it would go away. It didn't, so now they're scrambling to find someone to blame. The easiest targets are the ones with the least amount of power, the POs and sergeants. So they take the hit for it all. It's complete and utter bullshit, and I hope everyone eventually comes away from it with their jobs and pensions and lives intact. Those who actually participated in the actual cover-up, hiding the video, I hope they get what they deserve too. Fuck the mayor and the department, and fuck all the morons being shuffled around to newly created or otherwise useless command positions. This department needs a good house cleaning starting at the top. That means you, Eddie.

Officers, STOP USING YOUR PERSONAL CELL PHONES FOR POLICE BUSINESS!

Make the city provide the Sgts and Lts with field cell phones.

Get your cell phone out of your name immediately.

Get a prepaid phone to carry while you work, and have the other just for family in someone else's name, and don't carry it with you while on duty.

You can go without talking to everyone for 8 hours.
we used to do it before cell phones where everywhere with a camera on them.

The Sgt will "review" the trr, the Lt will "approve" it.
That being said, all the supervisor is doing is saying the Officers use of force complied with the assailants threats/actions, as the Officer documented on the trr. Nothing more!
In 30 years, I've never seen a more dysfunctional command structure.
Look out for each other & the front-line supervisors need to make the Officers' well-being their highest priority.
This department really screwed these Officers!

I am a citizen who has watched the video and read the report online. I am unable to see what was covered up in the police report. I see the man open a knife and continue moving quickly in the direction of a police car. I see him wave the knife. I see him walking on an angle, briefly turn with the knife raised, then he is shot. I understand there are those that say 16 shots is excessive. The report says he was trying to get up. Officers say he was trying to get up. I see the man moving on the ground. Maybe he was trying to get up, maybe he was recoiling from being hit by the shots. At the time who can say. So how is anything covered up. He was a threat to life, if not stopped he could have seriously injured or killed a person. He could have submitted to arrest. I fully support the officers.
It was clear to me the officer was charged by Alvarez to avoid riots. Protests will still allowed to occur with participants allowed to violate laws. Now a officer charged with murder and others up for firing for putting themselves in harms way to stop a criminal. It is not right.
When is your union and for that matter yourselves going to stand up to this. The African-American population in this city is killing each other right and left. The elected officials are lining their and their friends pockets. Police officers are rightfully cautious about doing the job. Years of lawsuits that are not fought but paid out, now this. Start marching yourselves or go on strike. Good Luck.

This really upsets me. It's something I've been saying about clueless shaky incompetent bosses rushing things along.
Who signs off on Anything that's has not complete. Think they'll sign off on an empty IPRA investigator report?
That empty Narrative was pushed through because of an Exempt, somewhere up the chain, wanting to get out early.
"Don't worry about it, we'll do a Supp later".
Many phases of the investigation went well, but nit picked by DOJ/IPRA to make the case of Its a Police Problem.
But stupidity prevailed on many levels but discipline should have started on the Top.
The new Appointed Merit Gold Stars will be no better, only worse on the blue shirt.
So start waking up all over again and forget the police work you were sworn to perform.
This was Rahm and his handpicked Gold Stars that hushed this incident, only Rahm remains.

Many have been warned long ago about cameras, comments and pushing the limits of arrests and the follow up investigations.
What has happened here is that all those involved got the Rahm Emanuel DOJ Shaft up the ass because they did not heed common sense.

Hard-Chargers hindsight will be clear for awhile, maybe.
So I ask...Was that assignment worth the CB# or a 19P?

Fly on the Wall: I have said on numerous occasions that all of this is coming from Rahm. The Superintendent and the Head of IPRA are following orders from Rahm and the Corporation Council. Anyone should have seen this when Rahm on Wednesday stated that he is backing anything that the Superintendent does regarding this incident. Of course he is backing the actions of the Superintendent because he ordered him to do it. Rumor has it that IPRA and the Corp Council are looking into several additional shootings? This is not an end of it by any means. What really is sad in the McDonald Shooting, there were mistakes made by IG investigators. The Investigators did not follow department policy and State Law involving the conduct of interviewing PO's involved in disciplinary actions. The Attorney for Vandyke should look into how the IG's Investigators conducted their interviews of the Officers. Also, regarding the Lieutenant's test: Nothing is going to happen. Repeat, nothing is going to happen. What the IG Office is going to say is that they can not find any wrong doing on anyone part. They are going to say that the allegations are nothing more that innuendo and rumors. The only way that the IG's Office is going to find that there was cheating is one of the Lieutenants has to come forward and admit to having the questions or answers. That, boys and girls, is not going to happen.

Do you want to know why Gene Roy was promoted to Chief of Detectives a few months before he had to mandatorily retire? So did I so I checked. As long as you spend just one day in your new higher pay rank, your pension is paid on that higher pay scale.

Once you reach your exempt rank, you don't have to spend three years there to get your pension at the higher rate. Just one day and you can screw the rest of us for the rest of your life. Nice.

I was just in a situation, nothing of this magnitude, and the boss was asking me why did you do this or that. I say such and such (another boss) told me to do it. He literally came to me and stopped me one day and said do this and that. First boss says I didn't tell you to do x, y, z..who is your immediate? I say you are but what do you want me to do when I get random orders that I'm supposed to follow coming from different bosses, tell them no? And then I learned...yep, until it's cleared with my supervisor..no. Just like in the military, don't detail/assign/or take any of my bodies without my permission. Real easy concept. Getting in trouble for following a supervisor's guidance is one thing I never recall experiencing before this job.

Look at pages 22-23 of the Aug. 2016 newsletter. It’s another way Dean is trying to scam the members. Most members, if they look at his self-promoting rag, would flip past these pages. This is important stuff. At the next General Meeting, on 20 Sep, the members will vote on proposed changes in our By-Laws. These changes are the sections in bold on pages 22 and 23. One of the proposed changes is at the bottom of page 22:

Any Board of Director in order to be eligible for a monthly stipend must attend and address a minimum of two (2) roll calls (other than the Member’s own unit of assignment), or other Membership event only after receiving the pre-approval of the Lodge President as well as the Lodge First Vice-President: or forfeit of the monthly stipend per each of the two roll call or other Membership events not attend.

Does everyone remember that when Dean was campaigning he promised that all roll calls would be addressed by elected members? At first glance it would appear that this proposed By-Law change would finally address that issue. But look at it carefully. “Other Membership event” does not mean your roll call. It means that when one of the many retirees who runs our union goes to retiree lunches near his home, he gets paid. He won’t be coming to a roll call near you to answer your questions or tell you how the FOP is helping you.

Then there is this part, “after receiving the pre-approval of the Lodge President as well as the Lodge First Vice-President: or forfeit of the monthly stipend per each of the two roll call or other Membership events not attend.” Aside from being really badly written, this shows Dean’s evil genius. Let’s say that there is an elected trustee, one of the few who is not retired, and he lives and works on the north side. He says to Dean and Ray, “This month I would like to address roll calls in 24 and 19, since those districts are easy for me to get to“. Let’s say that Dean doesn’t like this guy because this guy has challenged Dean on issues. Dean says “no”. Ray obligingly shakes his head, as Ray always does. Dean tells the P.O. that if he wants his monthly stipend, he must address roll calls in 22 and 25.

See how this will work out?

Look at the other proposed By-Law changes. They are unexplained. But they are worth understanding.

Like 703am, I too have been stripped for 2 years, sent to 376, then 2 days at police board. Also won unanimously. Spent the first 6 months not knowing why I was even stripped. Finally got allegations and things worked out eventually. Got star and 50,000 check from city cause ipra had the wrong guy as "victim" said on stand which I found he had been telling ipra all along. But did it work out? Had a good reputation that was tarnished with stripping. Gained 40 pounds. Was depressed then angry. And for what? Turns out ipra thought I was part of the code of silence covering for another PO. Joke. The little guy gets screwed. And now with the board, the police board are appointed by rahm. You think the cops have a chance? Reach out to these cops. Keep them positive. They will win eventually but it's a painful couple years. Transparency is a one way street in chicago. Rahm can hide videos. Rahm kid can get mugged buying weed. No! I didn't see video! My son was talking college! Media eats it up. Eddie, you lapdog. Bow before your master like a slave. How is it that exempts walk out the door retired in good standing as the news breaks, while everyone else has to jump through paper work hoops to retire in good standing. It takes, 2-4 weeks to get the paperwork correct to the department's satisfaction. All the exempts should be loosing their pensions.

Look at those coppers on 4 getting jammed up for shooting into a vehicle when the G.O. reads no shooting into vehicles if the the vehicle is the only use of force, ok i get it. So now you are going to throw the book at those officers in 4....BUT The commander of 10 Valadez and his driver Reyes shot into a fleeing vehicle. The video was released and the vehicle did not attempt to run them over, it sped away and they unloaded into it and the occupant died as a result. So im guessing they are in trouble too...wait a minute no they aren't she got a merit promotion to sgt. and she is off in 12 pretending to be a sgt. The commander got an award. So how does that work????????????

1). Never drive over the speed limit unless a 10-1. Take note from the Chicago Fire Department.
2). Never stick your neck out. Just go to your assignment and handle best you can.
3). Never made an arrest unless it's on signed complaints by a citizen. Just be the middle man. Let the citizen be on the hook if things aren't justified.
4). Don't be in others business. Back units up only when they ask. Mind your business.
5). Don't get in a foot chase. If you get hurt, you maybe hurt for life and the medical section and department will only jack you around.
6). Good activity; bus checks, parkers and shoplifters.
7). Document the truth and articulate any bosses who starts to tell you how he wants it handled even if you agree. Later you can always fall back to he was the one who wanted it handled like that.
8). Always releave your self of responsibility. Make it an art and get the boss to take over. That's what he gets paid more money for.
9). Never talk with cameras on person. Leave them in the car at lunch. Never talk in car it's all recorded.
10). Always volunteer for; hospital detail, road closing on fires, guarding crime scenes, helping to look for missings, any where roads are needed to block street, and sitting on a victims or other people your just sitting with.
11). Always take lunch, and breaks. Everyday get car fuled. Day and or afternoon guys get car washed everyday. Always volunteer for desk assignments for food runs and dropping of mail.
12). When getting random drug test always take your time. Also when qualifying with your firearm you are allowed to go home and take a shower and change clothing unless at the end of your shift.

These 12 points are to be followed best as possible. If they are followed throughout you career you will increase you odds of making it and retiring the way you came on. This is only a job and the powers at be made it this way. I wish all good luck and happy retirement.

Hate to tell you this but that narrative was always wrong!
You see the 1st officer on scene (paper car) is certified by the state of Illinois. The officer must investigate and document what occurred in the case report. The officer is actually on scene and must determine what crime occurred/witnesses/evidence and victims.

Do you actually think putting in a narrative see Detectives reports is legitimate?
The patrol officer never even signs the Detectives reports so how would he know if something is wrong or missing? Or the Detective throws the case(koschman).

If you are the paper car you are DA MAN! laziness will get you stripped. And tell your white shirt that a narrative goes on the case report not SEE detectives report.

AND if ordered to do so? get your partner and write what they ordered you to do. Don't be a DUMBASS.

For those who don't think your comp time can be taken away check this out. It's from the current contract.
Section 26.5 — Payment of Time
An Officer covered by this Agreement who resigns, retires or dies, shall be entitled to and shall receive all unused compensatory time accumulated by said Officer including furlough time, baby furlough days, personal days, and holidays. An Officer who is separated for cause shall be entitled to receive only unused compensatory time accumulated as a result of earned overtime for hours worked in excess of 171 per 28-day period.

This has been taken to arbitration before and we lost. Basically the above says that if you work 8 hours overtime you get 4 hours added for a total for 12. If you get fired you forfeit the extra 4. But guess what ? When you take a day off it comes from the original 8 you earned. So you really have much less of your own time on the books then you think.

Did you know the CPD has Eleven (11) different violence reduction efforts?

"John S. Hollywood, one of the report’s authors, explained to The Verge that there were as many as 11 different violence reduction initiatives going on within CPD at the time the list was being rolled out. "The list just got lost," he said."

But even Lanier, despite her skills at policing and community engagement, could not do very much about a young person who is motivated to shoot someone and has the means to do it. Police chiefs aren’t mind readers. They can’t be in all places at all times. Their officers can conduct searches and arrest suspects after an attack occurs, as happened in the McDonald’s shooting, and hopefully get a conviction.

But when it comes to turning our youth away from robbing, stealing, shooting and stabbing one another, that burden doesn’t belong on the shoulders of a police chief or any cop.

They are telling everyone loud and clean don't chase. Only a fool does foot chases. My partner messed up his knees in a foot chase only to get messed around by the medical section. You might want to read section 26.5 of PO contract and 26.5 of Sgt contract termination for just cause only requires payment. Of wages in excess of 171 in 28 day period!!!! Be smart if you have a lot of time make wise decision. I'm sure if you hired a good labor lawyer he could get your hours but it will go to pay the lawyer anyway....

The City told Burge after they fired him they would not pay him for his accumulated time due. Burge's attorney, Kunkle, told the City he was filing a lawsuit demanding Burge receive compensation for what he had earned and the City caved and paid him.

Precedent was set with this case as an example.

The Sgt. really got a shitty deal. He just approved reports which did not require him to conduct formal investigation, the only requirement was to make sure that the elements of the officer's' accounts were present, notifications were made and extra copies were forwarded. He was not required to conduct a formal investigation at the time of the report. The camera footage should've been confiscated and stored away as evidence for further investigation only to be uploaded by PSIT or IAD. No one should've been allowed to view or tampered with the camera footages on the night of the incident, not even the Sgt. Are you guy saying that the Sgt. should've viewed all four in-car camera footages before approving the officer's report? Guess what EJ sgt's approve reports based on the involved officers accounts because many times they are not on scene at the time of the incident. The que is flooded with reports waiting to be approved by an available sgt's. who was not present at the time of the incident. ...and guess what EJ Sgt's from the 1st watch approve report from the 3rd watch all day long. Someone has to do it! I guess supervisors can't approve reports until they have viewed all in-car camera footages which may take some time. Better yet I guess sgt's should wait 2 1/2 years until the formal investigation is over before approve officers initial case reports.

Yes, the guy who illegally intervened after his daughter's citation (and got himself and one of his other wives arrested and convicted in the process), yes, he's the guy who should be pointing out corruption.

For all of u that dont know the officers! First get the story than Monday quarter back any of them just so everyone knows some of these officers didn't even write a report . It's all about what they observed that night . Nothing to lie about or cover anything up. Please pray for these officers and there families if u personally know them reach out to them . many of us that know these officers they are hardworking officers , that wore that uniform with pride an integrity. Now they are being sacrifice thanks to your wonderful mayor !!!!!

Once you reach your exempt rank, you don't have to spend three years there to get your pension at the higher rate. Just one day and you can screw the rest of us for the rest of your life. Nice.

As a supervisor if I am.ordered to do something I do not agree with I notate thatin the report. Shame on that Sergeant if he did not do it. He also had the option of disobeying the direct order, he would have faired much better.

Uhhh ... not exactly. Pension is based on your best four of your last 10 years. So, for example if Roy was a commander for 5 years, a deputy chief for two years and a chief for one year, he's going to get his pension based on 1 year of commander's pay, 2 years at deputy chief's pay and 1 year at chief's pay. That's the best 4 of his last 10 years. He will not solely get a chief's pension. But ... it still will be a GREAT pension!

Fly on the Wall: I have said on numerous occasions that all of this is coming from Rahm. The Superintendent and the Head of IPRA are following orders from Rahm and the Corporation Council. Anyone should have seen this when Rahm on Wednesday stated that he is backing anything that the Superintendent does regarding this incident. Of course he is backing the actions of the Superintendent because he ordered him to do it. Rumor has it that IPRA and the Corp Council are looking into several additional shootings? This is not an end of it by any means. What really is sad in the McDonald Shooting, there were mistakes made by IG investigators. The Investigators did not follow department policy and State Law involving the conduct of interviewing PO's involved in disciplinary actions. The Attorney for Vandyke should look into how the IG's Investigators conducted their interviews of the Officers. Also, regarding the Lieutenant's test: Nothing is going to happen. Repeat, nothing is going to happen. What the IG Office is going to say is that they can not find any wrong doing on anyone part. They are going to say that the allegations are nothing more that innuendo and rumors. The only way that the IG's Office is going to find that there was cheating is one of the Lieutenants has to come forward and admit to having the questions or answers. That, boys and girls, is not going to happen.

Well if the IG checks Eddie's squeeze, Lie-Tenant Fenner's, department email they'll see correspondence between Lie-Tenant Fenner and NOBLE Gene Wiliiams where Lt. Exam answers were discussed and given PRIOR to the test being given.
Yet Eddie has the balls to grandstand and try and fire coppers for Rule 14 violations?!

*This is just a rumor again* SCC, this is unf#ckingbelievable how this is unraveling in just days. CPD gets a message from the OIG saying to fire Gene Roy. CPD releases a statement announcing Gene's "age-related" retirement that same day. Too little too late. Last week Gene Roy was interrogated by the OIG. Friday Dan Herbert got an order from a judge to turn over the transcript of the interview. Roy was given a copy of a list of attendees at the post-shooting briefing after this incident and asked what each attendee said. It was an easy answer. Each attendee was asked by the chief of patrol and each attendee said "This shooting is justified." Eddie Johnson was an attendee. I REPEAT: EDDIE IS ON RECORD AS SAYING THIS WAS A JUSTIFIED SHOOTING. How the F%CK does this guy fire officers who did nothing more than appear on scene to appease the mayor? He thought this would save his girlfriend? F&CK YOU EDDIE. YOU ARE DONE. Hope you had a good time with the shortest term of a superintendent ever you dipsh*t. *This is just a rumor again*

An Officer who is separated for cause shall be entitled to receive only unused compensatory time accumulated as a result of earned overtime for hours worked in excess of 171 per 28-day period.

This means you can only get back your FSLA time which is almost never earned nowadays. So yes, you do lose your accrued CU when the police board rules against you. READ THE CONTRACT.

Changes happen all the time. If your saying a Sgt. Asked someone to lie. Then yes. - But I've kicked back TRR's for corrections. Etc. According to the stories on here the Sgt was never even asked about it ? Never called to an interview. Never accused of anything til the last minute. That smells.... Also to those who don't know, in a police involved shooting (with hits ) the Street Deputy is responsible for approving the Trr. Without hits or a dog, minor stuff - A Capt approves the Trr. NO ONE UNDER THE RANK OF CAPTIAN IS ALLOWED TO DIRECT AN INVESTIGANTION IN A WEAPONS (firearms) DISCHARGE. So the Lt's handle the maces , takedowns, taser etc.
Also. If Mc N is the fall guy who approved this all and The mayor and Supt. Are all about reform. Why did Supt. Johnson send out a Dept e mail to all PRAISING all his career achievements and thanking him for his service 1 day after he resigned ?

It all stinks ... And how does 1 cop on scene skate? While the partner goes down?

And if some bosshole tries to threaten/bully/brow-beat you
into signing something you didn't write, put his/her name
on the report and a disclaimer...

One of the more well known department "Lawyer-visors"
(Abso-fucking-lutely HATE them!) "ordered" us to make
a change in a case report after it was submitted.

We said no and explained our reasoning.
Lawyer-visor blew a gasket and acted a low-class fool.
We stuck by our answer. The report sat in the queue until >Poof!<
it went somewhere.

We found out that another Copper was ordered to cut another report.

Now of course we got fucked with...
Dancing start times, Lawyer-visor nasty-grams to OEMC that
we be given every clusterfuck assignment that crawled across the board
and all sorts of other silly "punishment" for making a lawyer-visor
look like a fool.

Sometimes you pay a price on this job for making the right call
and holding yourself above the fucked-up people who think that rank
does infer privilege.

Too much aggravation.
It would've been dandy to settle it
man-to-man but lawyer-visors are so
thin-skinned and fragile as to be unable
to take a begged-for ass-beating like
a man and leave things be.

Think for yourselves.
Stop letting these bully-assed,
no common sense having bosses
cook you in the jack-pot.
