SSL Fails
- Struggling to reduce its high murder rate, the city of Chicago has become an incubator for experimental policing techniques. Community policing, stop and frisk, "interruption" tactics — the city has tried many strategies. Perhaps most controversial and promising has been the city’s futuristic "heat list" — an algorithm-generated list identifying people most likely to be involved in a shooting.
The hope was that the list would allow police to provide social services to people in danger, while also preventing likely shooters from picking up a gun. But a new report from the RAND Corporation shows nothing of the sort has happened. Instead, it indicates that the list is, at best, not even as effective as a most wanted list. At worst, it unnecessarily targets people for police attention, creating a new form of profiling.
Profiling?! Profiling??? We can't have that!
In the defense of the eggheads, we don't think the "heat list" was intended to prevent murders. But it was twisted to that end. It was nothing a dedicated and intelligent officer didn't do back in the day - know the players, know the game. Some of the best coppers we knew had networks of snitches, knew who was due for a violation, and kept track of the bangers so closely, they knew when someone's grandma was in the hospital - and they made sure they asked after her, too.
Then the gangs fractured. The old order went to jail and the young kids started running out of control. The city disbanded the gang unit and it got too complicated for single specialists to keep track of twenty different splinter groups. This "heat list" is just the natural outgrowth of trying to do more with less and calling it "efficiency."

- CPD wasn’t shy about touting the importance of the list, later rebranded as the Strategic Subjects List, or SSL. In 2014, the CPD official in charge of the program, Commander Jonathan Lewin, told The Verge: "This will inform police departments around the country and around the world on how best to utilize predictive policing to solve problems. This is about saving lives."
But the study from RAND, which was granted extraordinary access to CPD when it launched the list in 2013, found that the program has saved no lives at all. The RAND researchers were allowed to view the list, sit in on internal meetings, and generally observe how the tool was being used. They discovered that CPD wasn’t using the list as a way to provide social services; instead, CPD was using it as a way to target people for arrest.
"The individuals on the SSL were considered to be ‘persons of interest’ to the CPD," according to the report. "Overall ...there was no practical direction about what to do with individuals on the SSL, little executive or administrative attention paid to the pilot, and little to no follow-up with district commanders."
How many people got promoted exploiting this "heat list"? More than a few.

Want some help signing up? We really care about you. Did you hear about your buddy, Ice? Too bad, dying/ getting shot/ sentenced to how many years, all while that young.
Third day. "Ray ray, we really want you to succeed, but you know the computer says it ain't good." "Maybe this nice Police Lieutenant will keep stopping by, making sure you stay safe."
Repeat for the first two to three weeks.
Then, "Ray Ray, dawg you look a little distressed. What feeling nervous? Maybe you need a little vaca?"
A little later, "Guess what? We have a deal for you, you know how you wanted a vacation? We have these one way tickets to LA/ Miami/ NYC... Don't you have family out there? Here's some traveling money, been nice knowing you." "Those warrants? Why would Chicago or Cook County extradite you? I bet if you stayed out of state, you won't have to worry!"
The city likes to invest in bullshit like computer analytics and algorithms.

There's nothing the police or anyone can do. They have been killing each other from the start. Just look at the murder rate for the last 50 years. All kinds of tactics have been used over the years. Nothing works. There is no answer, it's up to them to stop or it will just continue on.

The regular cop in the districts wasn't using the SSL to target anyone. Most didn't even know what the fuck SSL was. How exactly can you target someone just using their SSL number? You don't know what gave them a high number unless you look further into their arrest history, and you don't need the SSL for that. Were bosses in units telling their guys to target those with high SSL numbers? Seems like a misuse of the list, and ineffective at best. I'll save any future researchers some time and expense. There is no list that will prevent someone from shooting or being shot, unless it's an inmate list. Nobody shoots or gets shot in prison.
CPD shouldn't be providing social services. CPD is a law enforcement organization. There are plenty of social service organizations.
As for the "profiling," that's just a buzzword they decided to use to jump on the "racist police" bandwagon. "Profiling" someone by suggesting they're more likely to be involved in either end of a shooting, using their history of violent crimes, drug crimes, gang membership, being a victim of a violent crime, and other such factors, isn't profiling. It's called common sense. They just had a computer program compile all that shit together and assign a score. Strangely enough though, most of the people with high scores tend to be black males. I wonder why that is. Maybe because they're responsible for the bulk of violent crimes. Let's just call it profiling and assume it's racist though. Why admit the real problem?
They main problem with the "List" compilation is that it is created by members of the department who NEVER were actual working police officers on the street. Lewin has been a house mouse his whole career, impressing the uneducated, computer illiterate bosses with his computer skills, which amounts to nothing more than smoke and mirrors, because Lewin's computer skills are no better than my eleven-year-old daughter's computer skills. Predictive Policing, in and of itself, is comical. Yet, over the years Lewin has found his niche by suggesting implausible computer based policing to the morons who run this department, who react to Lewin's computer based ideas like cavemen looking at the wheel for the first time. Unfortunately, all of Lewin's proposals and computer based policing programs are nothing more than simple databases containing the names and addresses of the numerous assholes who inhabit Chicago. But to the morons who run the Chicago Police Department this is the "future" of policing........Good Luck

Failed? Yes, according to the RAND Corp.But, McCarthy did not dream this tactic up. Other cities have been using these computer generated lists for a few years before it came here. But, to my knowledge, no city program other then Chicago was made the object of a study. In fact, there have been articles in criminology trade journals touting this strategy.

The sergeants job is to ensure a proper preliminary investigation is completed, not "see detectives supp." That gives an implied approval to anything in the detectives supp which puts him right in the trick bag. I realize that multiple reports increase the probability that there will be some inconsistencies between them, but it is the job of the detective to address any issue with the initial case report.
Either you're retired or haven't brushed up on your orders. " see detectives supp" is what the order says to write. They got away from paper cars writing an actual narrative due to many conflicting reports in court. That went into effect 7-8 years ago. Plus it does Not put the paper car in a truck bag. Quite the opposite. The days of the paper car writing a narrative on police involved shootings is long gone.
Tracking and developing gang hierarchy is essential for good policing. But should only be done by people who know what to do with the information and kept fairly quiet.

The OP must not realize that a Detective supp also has a Sgts signature on it, a different Sgt.
When a Sgt signs a report they are simply approving the report for being done correct(boxes fill out, correct ucr, etc..

yes I heard this. I also heard that any units on the scene do not write supps anymore, relying on detectives notes.
The gangs are assisted by corrupt politicians such as Cong Danny Davis, his wife and some of her church members, Cong Bobby Rush and executives from corrupt and nuisance businesses. Arrest the members of the "super gang- The Hoodlums aka: The Hoboes and charge Danny and the rest with obstruction of justice and crime will go down as will shootings. The super gang is flooding black communities with guns and provoking shootings by playing both ends against the middle when robbing and sex trafficking. However, the cops have put some fear in these cowards as they appear to spend most of their time hiding out on Warren and Ashland and spending less time in North Lawndale and other areas on the west side and south side.

You haven't even heard the best part of all yet. Commander Jonathan Lewin has been named CPD officer of the Year by the Shomrim Society. I guess he's just done such a bang up (no pun intended) job reducing homicides with his stupid algorithms that he must've been hand picked for this award because nobody else was even nominated. The bigger the failure you are on this department, the higher up you get promoted and the more recognition you get for such outstanding service. What a crock of shit!
Was driving into Chicago down I-55 today around 1400 hours, got by bridge just east of 294 on 55 people up-top, with trump signs, many American flags (the only flag that ever should be allowed to fly in AMERICA), and a huge sign saying "Hillery mouth was not big enough to handle bill so he went elsewhere" Looking Like Trump who has a +4 point lead nationwide as of now can take that office! He is pro-police and pro_America and said the other night to the rioters live in Milwaukee "Folks this lawlessness here will not be allowed under a trump administration,aint gonna happen"
Then he went on to talk to the black community who have a 58% unemployment rate, and trying to explain to their top people how the democrats have allowed this,and how a Trump presidency will help any American with jobs which will restore pride!
And in other news the cover of the Slum Times says too many in the "community" are being arrested for weed, and that it's smoked equally across all races.
I'm sure it is, but when you stand 10 deep under a POD smoking dope, what do you think is going to happen? or cruise around 4 deep in your hooptie with the windows down ? Joe doesn't care about breaking the law on the public way. I can go at least 2 miles any direction in my "neighborhood" and not find 10 people standing on one corner doing anything; especially at 0200. Hey media, do you ever drive around "commmunities" and then "neighborhoods" and see the lifestyle differences? Maybe this has something to do with arrest rates, but the truth wouldn't bash the police or sell papers.

Fearing the police stopped murders and shootings! Back in the day they knew they would eventually end up in custody because the police never stopped looking for them. To the police it was like a sporting event, a healthy competition between different officers or units to get the savage off the street so he could do no more harm to the community. More importantly it was their job. They were the last line of defense between the wolf and the sheep. Back then coppers took pride in protecting the community by housing the savage. Today the savage knows that our modern police has had all his teeth pulled and can no longer chase the wolf because they have been hobbled. The wolf is truly in control now and until the sheepdog is given a full set of canine implants and the hobble strap is removed the savagery will continue. It's just that simple! Chicago (3 million pop.)is the laughing stock of the world, especially when they have more murders and shootings than New York and LA's who's combined population is 12 million or 4 times the size of Chicago.
So the Rand says the list didn't save lives but was just an excuse to arrest people.
How many innocent bystanders did these guys kill while they were in jail?

City paid RAND Corp. to do what City claims is "no longer relevant" study
"According to a new report from the RAND Corporation, which was provided access to the system, it's not exactly working as planned. Rather than helping the police locate at-risk residents, the system is being used more as a suspect list when officials are trying to solve shooting crimes, RAND finds.
"Chicago Police Department Superintendent Eddie Johnson and Director Anthony Guglielmi last week released a lengthy statement that argued, in part, that RAND evaluated an early version of the model.
"The paper does not evaluate the prediction model itself [and reviews] our earliest person-based predictive model," the department says. "Since that time, the SSL model has undergone extensive refinement and repeated iterations. We are currently using SSL Version 5, which is more than 3 times as accurate as the version reviewed by RAND (Version 6 is in simultaneous development). Regarding this prediction model, repeated quantitative evaluations have shown that the model produces very accurate findings."
"According to CPD, "RAND only evaluated the first few months of the program, and the findings are no longer relevant." The organization's findings do "not support a conclusion that the tools and predictive models to support the strategy are somehow deficient," the statement says."
