7,000 Cameras

  • The Chicago Police Department announced Sunday that it will spend about $8 million to buy body cameras for the rest of the force, a rollout officials unveiled though it won't be complete for years and they aren't sure who will get the new equipment next.

    The Police Department started issuing body cameras to officers as part of a pilot program in the Northwest Side Shakespeare District at the beginning of 2015, and about 2,000 cameras are now in use in seven of the city's 22 police districts. Johnson said the department will use "CPD's operating budget, as well as grant funding" totaling about $8 million to buy about 5,000 additional cameras.
Correct us if we're wrong, but Rahm keeps spouting the line that CPD is manned at 12,000 officers. Every officer is slated to get a camera - not like radios that are passed along watch to watch with a fresh battery. So that's just over half of our manpower to be equipped with a body camera.

We read once that the US military needed six soldiers at the "tail" to field a single fighting soldier at the "teeth." CPD isn't fighting an overseas battle far from friendly shores and flying in supplies, ammo, armor, etc., so that nearly 1-to-1 that CPD appears to be operating at seems a bit....inefficient.

And yes, we know about the 700 detectives. It's still a ridiculous ratio of hidden bodies.

Yes the cameras are hung up and passed from watch to watch.. Each officer doesn't get their own personal camera to play with scc. All tac, gang, sat, desk and enforcement officers in units will get cameras. This includes enforcement officers in narcotics and gangs. Uco's obviously won't have to wear them.

City to add 200 detectives, 500 blue shirts,50 LTs and 112 sgts to the budget. This is not just to fill vacancies, the are actually adding to the budgeted number. So now the budgets for Lts is 224 after the increase it will be 274. Sgts right now are budgeted at 1190 which will bump up to 1302.if your score on the sgts test is 550 or under I would say you are safe. Under 240-260 on the Lt test should be safe also. Lots of Lts to retire in the next 1-3 years. Almost half of the current Lts have more than 26 years on the job. Things will get interesting

Except it doesn't, all those pluses should be counted as subtractions.

Today the Supt laid out his "hiring plan" which proves that he really is a product of the Public school system. He starts off by saying he will hire 500 over the next two years (which doesn't even keep up with attrition but I digress). Then he says he's going to "hire" 92 FTO's, promote 200 Detectives, "hire" 112 Sergeants and promote 50 Lieutenants. Then he pulls out the old CPS abbicus and claims that this adds up to "OVER 950 additional police"
Now let's do this in REAL math. As I said, 500 new recruits over the next 2 years doesn't even come close to the number we are losing this year alone much less next two years.
Next if he hires 500 but then promotes 92 FTO's (not hires), promotes 200 Detectives, promotes 112 Sergeants (not hires them) that will be a total loss from the rank of Patrolman (9171) of 404 leaving basically 96 additional Patrolman added over the next Two years. Adding the number of Lieutenants is nonsensical because they are just going from Sgt to Lt anyway. Doesn't effect the number of 9171 patrolman.
Not sure if this guys is an idiot...or thinks WE are.

What about the Dash Cameras they sell on TV for $39.99? They aren't body cams, but I am sure the cost to put one in every police car would have been a LOT cheaper than whatever they put into the originally.

More cameras aren't the answer. More cops on the street are the answer.

In the "rock-n-rock" and heavy metal scene in Chicago, the best strategy they can come up with is "More Cowbell, More Cowbell."

To store all that data will cost more than 15 million a year and it will go up. Plus the cameras will get smashed ...accidentally or otherwise as well as accidentally fall off in foot chases. The amount of money will kill the idea soon. Plus you just know some connected Friend of Rahm will pay a bribe and get the contract. Hopefully when caught they squeal all the way back to Rahm

If they want to save money and lawsuits make everyone from the mayor down wear cameras and microphones. If their camera "accidentally breaks" they buy the replacement. Think of the millions in savings just by reducing the sheer graft in city,county and state government. Could probably fund all pensions 100% just with that reduction PLUS all the rats will jump ship when the cameras come into effect. Make elected officials record audio all the time so they cant claim bathroom and kill the audio along with the video. Make the mic a taser also so if they try to screw with it they get a large and painful shock. Then drug Daley and waterboard him for the truth

Read the articles on the body camera expansion again. It says every PATROL officer will have a camera. That means districts not anywhere else. And in the districts only off probation watch street people and tact get them, no office or desk. So if you add up the 15 districts that do not have them yet that equals around 5000.

I've got a better one for you. Cost for the body camera for police (market value) is 350$, budget is $1,142. Now, I'm not saying graft in the city is rampant, but..apparently graft has a home in the budget department. Oh wait, I know, you have to figure in maintenance cost, and holding the data, and etc... I'd like to point to the cost over runs in the NSA since passing that lovely "Patriot Act". Holding unused data is currently running $600 Billion/year and it's going up. So anyone thinking this is an economical idea is a moron. Only ones still making money, are the lawyers.

They announce that they are hiring 500 new officers over the next two years, and "hiring" 112 sergeant and "hiring" 92 field training officers, and promoting 50 lieutenants, then say that they "added" over 950 sworn members to the department. They mix the words "hiring" and "promoting" to confuse the feeble minded.

You are only adding when you hire new personnel that were not employed by you before. Promoting from within does not change the number of sworn personnel. That patrolman that is PROMOTED, not HIRED, to sergeant is still only one sworn person. Did common core really warp their brains that badly, or do they realize that any bullshit they feed to the media and public will be swallowed without question?

Now ask yourself this. How many will retire in the next two years? Will the 250 new hires per year mean we gained, or lost, manpower? Take your time, CPS victims. It'll come to you. The superintendant is pretty bad at explaining things. We know this. What he means in the email is that the budgeted strength of detectives is going up by 200, Sgts 112, Lts 50, and POs by 500. That is understood from the press releases. Why he worded it as he did is beyond me. My dog could have explained it better in that email.

well it's a little tricky but I know what they are saying. These don't include vacancies. So when they make 200 detectives and 112 sgts and 92 ftos those vacant spots will have to be filled also, along with the 500 new blue shirts. So when you add all of that up its actually 904 new blue shirts, but then again they were there to begin with. So long story short they are adding 500 to the budget. They might need to hire 900 to fill the 500 new spots but they will have to also hire 400 to replace for promotions... They were there anyways so they are using tricky math. Yes they will hire 900 people, 500 will be actually new and an addition to the department, but 400 are only replacing those promoted to dic, Sgt and Fto

I think the overlooked cost is the storage. I read at least one department had to terminate the use of BWC's because they couldn't afford the storage costs.

How about the bullshit with the hiring??? So if 200-300 retire and we hire 500 over time what does that bolster?? It barely covers attrition.

Now add the required promotions to fill spots and you deplete the P.O. position even more and never come close to gaining ground, better yet getting ahead.

Don't get me wrong, any and all hiring is good, but to act like this is some big major event is a joke. Rahm if you recall cut the old budgeted amount of P.O.'s from 13,500 to 12,000 several years ago to eliminate the "appearance" of a shorthanded police department.

Somewhat off topic but as long as we are talking about
RAHM and CAMERAS.

Drove around the corner from one main street to another and cars were passing me by and I saw flashes of a RAHM SPEED CAMERA. Now I'm wasn't sure that I got stung but I was curious and saw the sign that read,
SPEED LIMIT 20MPH ON SCHOOL DAYS WHEN CHIDREN ARE PRESENT.

No Speed Limit sign could be seen from where I where I turned.

I stopped to look at that block. It was mid-day and there were NO children present and just turning the corner my speed couldn't be any more than the normal 25-26MPH.

Maybe this is worrying about nothing but does anyone know of a defense that has worked against one of these automated tickets?

Abc7 is reporting 'nearly a thousand new police officers'. Crain's bought into it, as well.
They always hear what they WANT to hear, instead of what is said.
He said NEW POSITIONS.
He did not say NEW OFFICERS.

Wake up, media. We'll have fewer sworn members of the CPD by the end of next year, not more.
Ask how many have retired, and will retire, because of the change in retiree health care next Spring.

Figger $200 per camera plus tax and fifth party vendor fees, comes to the neighborhood of 'bout $1145.00 per unit, not incl. maintenance, setup and parts.
Sweet deal for some connected outfit. Maybe it's the same go-to guy that sells the city it's Dry Ice.
Cameras will certainly work almost as great as them PODS.
And then there's the establishment of the new Bureau of Body Camera Imagery Unit to contend with, gotta have a dedicated Merit Exempt a XO, 4 Lts, 10 Sgts and fully staffed Admin and 2 tech guys.

Actually the above post makes sense BUT this is the city speaking so I believe it's only half truths. Avcording to numerous sources the DOJ is still conducting it's INVESTIGATION. It has moved slowly but it WILL include guidelines in which the city MUST comply. One of the areas is supervision. Sources said the DOJ wants 100 new LT's and 300 sgts. They believe and have found that the dept is very, very short handed all across the board. I believe these preliminary numbers are the city's way of inching closer to the DOJ numbers. The promotions will proceed as usual but the way EJ put it in the email is equivalent to CPS math and even my 3 yr old could figure it was all bullshit.

Today the Supt laid out his "hiring plan" which proves that he really is a product of the Public school system. He starts off by saying he will hire 500 over the next two years (which doesn't even keep up with attrition but I digress). Then he says he's going to "hire" 92 FTO's, promote 200 Detectives, "hire" 112 Sergeants and promote 50 Lieutenants. Then he pulls out the old CPS abbicus and claims that this adds up to "OVER 950 additional police"
Now let's do this in REAL math. As I said, 500 new recruits over the next 2 years doesn't even come close to the number we are losing this year alone much less next two years.
Next if he hires 500 but then promotes 92 FTO's (not hires), promotes 200 Detectives, promotes 112 Sergeants (not hires them) that will be a total loss from the rank of Patrolman (9171) of 404 leaving basically 96 additional Patrolman added over the next Two years. Adding the number of Lieutenants is nonsensical because they are just going from Sgt to Lt anyway. Doesn't effect the number of 9171 patrolman.
Not sure if this guys is an idiot...or thinks WE are.


I came on in 1992, at tat time the department was budgeted for 13,500 sworn officers. Then comes along 9.5 and eliminates 1,500 sworn officers from the budget. 13,500 - 1,500 = 12,500. So now 9.5 added 500sworn officers to the budget 12,500 +500= 13,000. Then I got your back Ed says it will bring us back to stength of 13,500 I'm confused.

This hiring will take over a two year period, shit the hiring will not keep up with retirements, firings, LOA, and disabilities that will occur within that two year span. Shit in the D Unit alone you will have 200 retire before you promote the 200 he said they ate going to make.

This city is notorious for not keeping up with atrition, they have to keep hiring and promoting in par with the manpower it loses. You will never get to full strength if you wait for years to hire and promote, it is not mathematically possible.

On a side note Special Ed should pubically admit that J-Fled and Mr. Big Apple dismantled the history and the efficient way this department was operated before they became superintendent. The department should revert back to the way the command structure, areas, and districts were before their arrival.

I have a couple questions:
#1 What exactly is "real" police work
#2 Have the years of "real" police work affected ANYTHING
The south and west sides are still, if not worse, then they have ever been.
The south and west sides have more guns and drugs than ever before.
The shootings and homicides on the south and west sides are higher then in the last 20 years.
As a veteran of the south side, THE ONLY REAL VICTIMS HAVE BEEN THE POLICE who actually give a shit.
So if "real" police work means stopping shitheads in their own shithead neighborhood, what gains have WE seen.
Being the "real" police has not changed shit, we are only the pawns of politicians
WE don't write the laws, WE only enforce them
So who is really paying the price

WE are not fodder
Use the laws and general orders to your advantage
The city has become worse in my 50 plus years of living here, for all that hard working police work that OUR BROTHERS have sacrificed

The real problem with this body camera is that it is helping bad guys get back on the street. If it is not on a body camera, then it didn't happen anymore....failure to recieve felony approval if it is not captured on camera, even if camera was on but not in direction of offense and I saw it with my own two eyes. Start swearing in the camera...what did I swear in for...nothing cuz what I see doesn'5 matter...only the camera. Gun offenders are getting released without charge and all it is doing is making them realize that they can do whatever the fuck they want. They will start shooting and turn themselves in just to fuck with us soon.

Somewhat off topic but as long as we are talking about
RAHM and CAMERAS.

Drove around the corner from one main street to another and cars were passing me by and I saw flashes of a RAHM SPEED CAMERA. Now I'm wasn't sure that I got stung but I was curious and saw the sign that read,
SPEED LIMIT 20MPH ON SCHOOL DAYS WHEN CHIDREN ARE PRESENT.

No Speed Limit sign could be seen from where I where I turned.

I stopped to look at that block. It was mid-day and there were NO children present and just turning the corner my speed couldn't be any more than the normal 25-26MPH.

Maybe this is worrying about nothing but does anyone know of a defense that has worked against one of these automated tickets?

There is a current known issue at Dept of Finance that some of the cameras are malfunctioning and if people get nailed by those cameras improperly, the City has made it a requirement to dismiss the tickets issued until the contractors do the repair job.

Check your training history. I'll bet it shows you've been trained. Area North front office used to check who was working that day and list all the pc numbers of whoever was working as having been trained on whatever video training was coming up on deadline.

So, when you're sued for something, they'll say you 'were trained' on such and such a day. (And good luck proving otherwise.)

The cameras are constantly taking pictures even when they aren't flash-flashing. The person reviewing the pictures is supposed to be monitoring all the variables, like kids present, other cars moving faster than you (to determine who 'really' was going too fast). I don't know how you request the photos, but you can get more photos than just the one attached to your citation (if you even get one) and prove no children were present. And, remember, there's another camera on the opposite side of the one that tickets you, so request photos from that one, too.

Chances are, you won't even get a ticket, though. Go online to the city website and run your own plate every few days for the next couple of weeks. It'll show whether you got a ticket and you can view the photos attached to the ticket, too. This way, if you don't receive a notice in the mail, your ticket won't automatically double without you even knowing about it.
