Morale Still Low?
- When the veteran Chicago police officer joined the department, he expected to stay long enough to earn two star patches on the lower left sleeve of his uniform, signifying 40 years on the job.
Even as he grew older, his enthusiasm was unwavering. He prided himself on continuing to work in some of Chicago's most dangerous neighborhoods, figuring that's where he could make the most difference.
Now, though, with about 20 years in uniform, he wants out, fed up with how dramatically his work life has been upended in the months since the release of the video showing an officer shoot Laquan McDonald 16 times. Like many others he works with, this cop believes his proactive style of policing has become a relic of the past because of real fears over lawsuits, firings, even indictments.
He and other officers interviewed by the Tribune say the anti-police furor that erupted over the vivid footage continues to sink morale, hamstring officers and embolden the criminal element, contributing to a shocking jump in violence this year to levels unseen in Chicago since the late 1990s.
The entire article goes on like that for a while, ending with the usual ACLU and Futterman denials that less proactive police have anything to do with the skyrocketing murder numbers. Sure, an 82% drop in street stops couldn't have anything to do with it - what a bunch of asshats.
The article, in fact, could have been distilled from the past 8 or 9 years of the blog, every since J-Fledgar and McCompStat came in and destroyed the Department, along with the current occupant who's bedmate scored amazingly high on the most recent Lieutenant exam (100% amazingly if the investigation is to be believed.)

My condolences to the men and women of the Chicago Police Department and the citizens of Chicago. Chicago was a great city once.
The decay will continue until Detroit looks good in comparison. IMO. About ten more years at the current rate of decay.
People haven't seen anything yet, wait until the recruits from this exam coming up hit the streets with the deliberate dumbing down of this department, bc a PPO who can't even hold a gun is already on the job. Not to mention when all CPD has body cams, an ASA who works with the criminals and to top it off a superintendent who runs every cop he can over with a bus so he can be the mayor's bitch bc HE gave the answers to the Lt exam away to his worthless fiancé, CPD is doomed
I'm not a big stay fetal guy but what I heard the other day at 26th street was enlightening. I was talking to a private attorney, I've known him for a while because he's a regular at 26th and for the most part a decent guy. He admitted that this morale killing of the cpd is ending up biting these civil rights law firms in the ass because the windfall of cpd cases that they use to have to choose from is dwindling down to almost a trickle. Most cases they are getting now aren't the huge million dollar type cases or big excessive force ones. Next November will be two years since laquan McDonald and when the big slow down started. They have two years to file a lawsuit and everything after that fade will be cases from fetal mode. In other words, these lawyers who sue the police all the time have only one year of pre stay fetal cases remaining that they can pick up. I could see a lot of firms having to start downsizing after next year because they aren't gonna have any quality cases left to go after anymore. So if there is one good thing about staying fetal it's that we are eventually going to start hitting the lawyers where it hurts. You would think these law girls would want us working and not laying down.. now they will see what a work slow down means for them.
Not to mention the manpower shortage. Backlogs all day. Not able to get time off. Commanders and XO's who still talk about activity. In 25 years this is by far the worst I've ever felt about the job. It's sad. But it's only going to get worse. I feel for the guys and girls with10 years on. It's a little tougher to walk away when you feel vested. To the new officers , make plans to do something else. This city doesn't care about you. Many bosses don't care about you. It's not worth it
Incompetent supervision is the root cause of the current dismal,state of the CPD. There's not a unit or distort that isnt inundated with supervisors that aren't some boot lick lackey career House mouse or political merit hack that thinks it s their birthright.
The community has become a convenient scape goat and will continue to be until the powers that be come out of their decades long coma of denial.

When contact cards changed to ISRs and became less an investigative tool and more a check on the police and which also required the handing out of receipts with your info and an explanation, even to juveniles and gang members, ....that right there.....that's when I knew I was done.

I think Eddie is the biggest piece of shit ever to run this department, but if you let someone yell inches from your face, spitting all over you and damaging your hearing, and you don't arrest him or at least push him back, that's your fault. You can't blame Eddie for you being too scared of the cowards in charge to do what you should do when faced with someone like that. I don't care who orders me not to arrest someone for victimizing me, I'm putting his dumb ass in cuffs the second I feel threatened by his actions. Absolutely correct. I know attorneys who say business is terrible. No defendants, no cops to sue. Also on a side note, the divorce law guidelines changed this year. The maintenance scale has been skewed in favor of the lesser earning spouse to such an extant that nobody can afford to get divorced.

100% correct! The anti-police sentiment in America has been propelled by Obama. Hopefully now having a "law and order" president-elect, things may get better.
Another ironic part to this story is how most of the department can see the writing on the wall and has slowed down with the pro-active policing to protect their careers and freedom, yet the tact team in 010 (where the stripped "head stomping officer" came from) probably does MORE pro-active work and running and gunning NOW than they did before the head stomp Facebook video. It's just mind boggling and it's a matter of time before more from 010 tact wind up stripped for their shenanigans. You can't tell those hard charging fools anything, they know everything, just ask one of them!
It's about career survival at this point folks. Respond to calls, do what is required when responding to those calls, and stop being proactive because Rahm will destroy anyone to save his political career. Like said in the article, pro-active policing, hunches about criminals, and an officer's "sixth sense" are dead phenomenons in Chicago.

This is very common now. I've never seen so many guys leaving/retiring early and it's not just because of the health plan. Many are seeking other employment and just want out. I'd do the same thing but still shy of 50 years old. What the politicians did to law enforcement is sick sad and deadly. And all so they can stay in power.

My morale isn't low, when we passed last years totals I thought maybe now they will get it, when we went over 100 from last year I thought ok maybe now as of this week we are +200 and they still don't get it. 800 is totally possible, hell we crossed 4000 without a peep from the media. Then I'm leaving Illinois and never coming back. I even told my son not to join. He wants to be the police but I told him save yourself don't pick Chicago.

Could not agree more. Why are any officers proactive? So you can get your tit in the wringer? You get paid well to answer jobs, write paper, make the required arrest, back up other officers, do required ISR on a curfew or school absentee. Running around after dude with a gun who shot dude with a gun......really, why? Because you're on tact/gang or want to be on tact/gang...get a clue.....do these officers read a paper or read an article on policing on the internet? Then their desire to get on these teams in essence makes it harder for the other police officers just trying to make it. This post is pure bullshit. Terry v. Ohio has not changed at all. What as changed is that now you are being required to articulate your reasonable suspicion and unfortunately most of you cannot do it. In previous years you used the case as a reason for a stop without anyone ever asking why you were suspicious. Nearly every Terry stop also consisted of at least a cursory search without any justification for believing the person was armed and might harm you as is required by Terry. It is a new world here and now you must provide reason for stops and that, since we still have a Constitution, is a good thing. Police work has changed and it is time to learn to work within the rules instead of all this "fetal" crap.

Really who made you the expert? We need to stand together and stop working proactively. Its not about work ethic, integrity, and honor. Its about common sense, unity, and survival. Excuse to be lazy and do nothing? I guarantee its harder to answer jobs for years doing paper than it is to "work" by getting an arrest every other day and leaving early almost every tour. People don't "work" for self respect......they "work" for the perks (no full tour, no traffic crash report, no domestic paper, civilian dress). Ask the Sergeant in 007 now how he feels about the importance of his work ethic and self respect.

Moral on this job is the lowest I've ever seen in 18 year on. The commander in 025 is running the district like a dictator. Hiding position's and people. Trying to force officers to racial profile on North Ave. Can someone explain why his secretary is management on midnights 2 years in a row so she can pick a better furlough? Or why he is hiding a female fto as management on days..listed as a po? The zombies stay quiet. Beatings will continue until moral improves.
