It’s part of the administration’s Advancing Diversity in Law Enforcement initiative following a string of officer-involved shootings involving African Americans. Key to the mission is the racial diversification of local law enforcement agencies so that they “better reflect the diversity of the communities they serve.”
The article is about a month old, but correct us if we're wrong....

Milwaukee police announced that Officer Dominique Heaggan-Brown, who shot and killed Sylville Smith, has been fired in connection with a sexual assault investigation that led to criminal charges.
Heaggan-Brown was charged earlier this month in a sexual assault case, accused of raping an intoxicated man one day after shooting Smith. Before the alleged assault, the two men were at a bar where Heaggan-Brown had bragged about doing "whatever (he) wanted without repercussions" while watching coverage of the Sherman Park unrest, according to a criminal complaint.
Heaggan-Brown was fired Monday as a result of the internal affairs investigation into the sexual assault case that found he was in violation of the department's core value of integrity, according to a Milwaukee police news release.
Under those guidelines, department members are expected to obey all laws whether on or off-duty and "shall not behave in such a way that a reasonable person would expect that discredit could be brought upon the department, or that it would create the appearance of impropriety or corruptive behavior," the department said in the release.
Heaggan-Brown remained in jail on $100,000 bail Monday and is expected in court for arraignment on Friday. Heaggan-Brown made about $76,000 last year, a figure that includes overtime pay.
Milwaukee Police Chief Edward Flynn previously has said Heaggan-Brown faced "grave charges" that "go to the heart of our code of conduct and our oath to protect and serve."
The sexual assault charges are unrelated to the shooting of Smith, Flynn said during an Oct. 20 news conference.
"I'm sure many people will draw a connection," Flynn said at the time, adding: "That shooting is going to have to be decided on the lawfulness of the shooting in the context of the event in which it occurred, not the character of the individual who did the shooting."
All part of the progressive agenda to destabilize local law enforcement.

Maybe too much medicine or too little or the wrong kind or even the wrong procedures. Autopsies are rarely done because of the expense. So do people really question medical personnel on how they do their job. So why not place incompetent people there also, who would know. But in the mean time lets go with Obama's great social experiment in law enforcement. What could wrong? And that's a memo!

I thought we were held to a higher standard? And now they want lower standards. So does that mean two sets of discipline will be applied when the lower standard officers mess up as opposed to the officers hired when standards were high? I mean, those officers could not justifiably be disciplined the same since the expectations they were hired under were lower, therefor they would have to be given more leeway when it comes to discipline for, oh, I don't know, drug use, misdemeanor offenses, and lack of integrity.

The Sgt. in that scandal had previously been slinging dope on the same streets he would later police. Yes, the police SHOULD be from the society they serve. However, there are some extremely undesirable elements in society, that should not be police. It is insulting and condescending to minority groups, to say that they cannot compete on a level playing field. There are competent minority youth out there. However, those youth are often recruited by the Private Sector. Let's face reality here: If you are Black or Brown, bust your ass to compete and excel; why would you want a job that has zero opportunity for advancement, unless you are compromised politically? As a civilian, the simple fact that someone in the hierarchy of the DOJ had to approve this impending disaster scares me spitless. Mental images of the movie stereotypes of bad Mexican cops appeared while reading this posting. It's not bad enough that the criminals from Englewood, etc. have decided to come "play" in my neighborhood while many of the cops assigned to my district are sent to Englewood, etc. to help out. Now we are faced with the possibility that the cops remaining in the district will be the "friends and neighbors" of the miscreants that are commuting to the district.

How about raising standards. Doesn't the paint job theory say we are all alike? If higher minimum standards are required, would not everyone wanting to be a police officer strive to meet those standards?
You can't have it both ways. You have high standards and you get high quality people that turn in quality work. And vice-versa.

OT - The incident in Florida where a good Samaritan stopped to assist a PO being assaulted.
It appears that the citizen will not be charged, since his actions met the criteria for stopping a threat that would have resulted in serious injury or death to another person.

I watched them last week on YouTube and he nails Obama to a tee. I know you guys & gals don't have a lot of spare time to watch videos so here's some spoilers.
A lot of his 'ideas' come FROM his father, who was a real piece of work btw, and is in his book Dreams FROM my Father -- Ghostwritten by Bill Ayers. Obama sees all the Super Powers -- USA, UK, all European Countries, even the USSR -- as evil Oppressive Colonizers, who got all their wealth by stealing it from the native people, stealing *their* land, and enslaving or killing the natives.
As such, the only way to correct for this 'evil' is to bring these countries DOWN to where every country is equal; Gambia is equal to Great Britain, Uganda is equal to the USA, etc. And for this to happen he will support the 'oppressed' in their revolt (Social Justice), this includes Muslim Terrorists who are -- in his mind -- 'Freedom Fighters'. He'll also naturally favor Socialism and Communism, over the 'unjust' Capitalist system and governments. Bottom line -- Yes, he does hate America.
So whatever he can do to right the injustices inflicted on 'Black America' by their white oppressors is not only justified, it's mandatory. Like having no normal standards apply to Blacks.

I believe it was the class of 86 and there was a bunch of indictments, firings and all sorts of criminal activity from that class. How can people entrusted to enforce the law be expected to carry out their oath of office when they themselves are law breakers? When you think about it, a lot of lawmen back in the day had shady pasts, especially in the old west. In some ways it probably helped in terms of dealing with all of the low life scumbags they came across. Takes one to catch one, basically.
Fine line between being a cop and a criminal. While I'm not for just opening the door for every knucklehead out there, it's clear that in our data driven present, we've maybe gone overboard in seeking out the perfect candidates. Hell, I know a high ranking suburban officer, I'm talking getting to the chief's seat being the next step, that used to deal copious amounts of weed back in his youth before he caught on with his dept. I'm talking ounces of marijuana, and when we talk ounces for sale, we're talking pounds. The fact that he never got nailed for doing it is irrelevant, IMO. He still did it, and yet he went on to what appears to be an honest career as a cop.
Sometimes, pretty good is good enough. And if somebody has some minor legal blemish on their record from many years ago and have turned their lives around, I'm not sure that should preclude them from putting in an app.

Deja vu all over again. During the 1960's the Dept of Defense came up with "Project 100,000" (aka McNamara's 100,000) where the military was forced to take people with physical or mental (IQ around 80)conditions that would otherwise disqualify them. It did not work out well, the Army ones ended up as cannon fodder in Viet Nam. I was in the USAF and these people required constant supervision, could not read or write very well and quite frankly were safety disasters waiting to occur. I was in two units that got a few of them and all had to be discharged. Not that they were all bad people, they could not follow simple directions.
If Chicago hires a lot of ex cons you all are asking for big time problems. If you want a criminal watching you back.....oh well. We did not have criminal types, just those that should have never been in the military. May God have mercy on you all should this come to fruition. Only slightly OT, for good or ill here are the comments I submitted today regarding the proposed new Use of Force policy. Stay safe, all.
PART I
After reading the full 41 pages of the proposed new Use of Force policy and having heard both Superintendent Johnson and Chief Kirkpatrick speak at length and answer questions about the policy, I wish to express my overwhelming opposition to the proposal.
It is important to speak frankly. Toward that end, it is necessary to acknowledge at that the genesis of this proposal is Mayor Emanuel's continued effort to distance himself from the political consequences of his decision to bury the LaQuan McDonald video long enough to secure his re-election. His was a political gamble that, predictably, blew-up in his face. It was a bizarre decision for a self-described "student of history" to make given that, as we have seen since time immemorial, it isn't the original misstep that brings down individuals and governments. It's the subsequent cover-up.
Regardless, as Mayor Emanuel continues his struggle to regain some semblance of political control, he has compelled the creation of this proposal that he hopes to hold up as a symbol of "his real reform" of the Chicago Police Department. The symbolism is hollow. In actuality, the policy will bring the City, its residents, and Mayor Emanuel only further crime, grief, and disappointment.
One need look no further than how, notwithstanding its excessive length, the proposal is dangerously vague. Any two disinterested individuals assessing any given use of force scenario could objectively apply the provisions of the proposed policy and legitimately arrive at diametrically opposite conclusions. As a result, a Chicago Police Officer would be damned if he does and damned if he doesn't. It creates the perfect scenario by which a given Officer's actions could be judged in compliance with or counter to Department policy depending upon the desired political outcome. This is especially dangerous given both the propensity of the Mayor and the Department's current leadership to look for political cover first and to only then investigate the facts.
Part II
Emblematic of this is the Superintendent’s decision this summer to strip police powers from the Chicago Police Officer who kicked in the head the non-compliant suspect, 24-year-old Shaquille O'Neal, as Mr. O’Neal struggled against and assaulted the Officer's partner while the first Officer was endeavoring to keep a growing and angry crowd at bay. The decision to strip that Officer of his police powers is especially insidious given that his kick, which finally subdued the suspect, was in full compliance with -- as it should be -- the Department's Use of Force policy.
If approved, the net effect of this proposal will be to compel the men and women of the Chicago Police Department to go even more deeply "fetal," to use Mayor Emanuel's word. What is ironic and inexcusable is that even now Mayor Emanuel fails to understand, or at least acknowledge, that wasn't the Police Officers who went fetal. HE went fetal when he stopped backing up the Officers on the street who were doing their jobs lawfully, honestly, and ethically. HE is the one who chose to hang Officers out to dry regardless their lawful conduct. HE is the one who, like Mayor Richard M. Daley, cut funding for Officer training. HE is the one who, again, like Mayor Daley, failed to replace Officers lost through attrition. HE went fetal and, taking their cue from him, the men and women of Chicago’s Police Department followed their boss and his acolytes.
PART III
If this proposed policy is implemented, there is absolutely no reason why in 2017 any resident of Chicago should expect to see fewer than the 4,500 shootings and 800 homicides we're on track to have in 2016.
Drop this charade, withdraw from the agreement with the ACLU, uncuff our Police Officers, hire the 3,000 Officers by which the Department is understaffed, give them bona fide (not so-called "merit") leaders, and let them do their jobs.
Oh, and HURRY. Because the longer you delay the more dangerous Chicago becomes and the greater the risk that people will flee the city for safer environs.

Setting aside the drug war outcomes is smart (no not setting aside the violence that the black market created) is a good thing. Cmon man, someone having smoked a joint and then pissed hot is far and away not the thug killer pissed off enough to kill someone because they were "on their corner". We should be honest about that. The same is even true regarding the war on guns. I ask cops to consider the lives they have destroyed arresting and seeing people prosecuted for no more than exercising their rights, for no more than the simple act of carrying a gun. This is especially true regarding Chicago Cops. C'mon now, we are talking about three decades of arrests, jail sentences and ruined lives for "possession" idiotically equated to "unlawful use". You never know, some of those nailed on that false premise might have just turned out to be the cop that saved another cop's life. This is truth we have to face head on.
Neither though should we just ignore everything and pretend to look past it all in some pretend attempt to make the police force 16% black. For crying out loud, it is about to be 2017 and we are still saddled with trying to use skin color as a decider. as THE decider? How wicked is that? How STUPID is that?
The reality is that Chicago, much like DC has for so long been absent justice at the street level, partly BECAUSE OF the war on drugs and the war on guns, that the street has composed and imposed its OWN form of justice. Keeping it separate only serves to keep it fueled up and running strong. Of course the criminal element will always exist and hopefully the Heros among us will always be here too (Sorry, I might be biased because my son wears a badge). The painful reality we have to face in Chicago and DC and elswhere is this, the politicians have abused our Heros, made them the bad guys, mostly by making them revenue collectors but also by passing and then demanding enforcement of "laws" that not only do nto make cents, do not make sense either. Example - people CARRYING guns is not a crime in progress, but robbing a gas station is. Seems like a clear DIFFERENCE to me.
Why is it fools call 9-11 because McDonalds gets their order wrong? Because people have been programmed to call cops for every little tiny thing that makes them butthurt. Indeed, people mimic politicians - that is exactly what politicians do! Sorry, I believe cops have a lot higher value and purpose than that! In fact, I know it to be true.
Lowering standards is not the answer coming, it is the problem already here. My point is that the politicians already lowered the standards with their antics of prohibiting everything under the sun and making criminals out of otherwise good and decent people. I think that is the part cops have trouble understanding sometimes.

A mistrial was declared today in the state murder trial of former North Charleston, South Carolina, police officer Michael Slager, who was accused in the shooting death of an unarmed black man.
The jury said they were unable to come to unanimous decision. They had been deliberating since closing arguments last Wednesday.
Slager, who is white, was accused of killing Walter Scott, an unarmed black man, at a traffic stop on April 4, 2015, in North Charleston while Slager was an officer with the city's police department. Witness video that surfaced shortly after the deadly encounter appears to show the moment Slager fatally shot Scott as he ran away. The video garnered national attention, propelling Slager into the spotlight. Slager was fired from the force after the shooting, according to The Associated Press.
I say hold Fox and her crew of asa felony review accountable for the approval of charges that eventually are dropped at trial when witnesses flip and purger themselves on the record with no charges. I'm saying the same on this. What are they saying that minorities are inferior? That they are expected to be drug addicts? How offensive is that to infer. So "Affirmative Action" isn't enough? They did this shit to ISP back in the 70's. My class in 1978 was made up of half minorities and about 10 women on the first day. By the end of the academy, we lost half of the class, but two black females graduated. Both could not qualify with their service weapons during the academy and were taken to the range, by themselves, where they were finally able to "qualify" when they could never do it before during regular range time with the rest of the class. As an aside, both women were fired within two years. Lowering standards does not work out well unless your objective is to destroy the department. We even had a class in the academy called "English" because some of the new hires could barely read and write. The hiring process should weed out the idiots who cannot read or write properly. There shouldn't be a need for an English class in a police academy. WTF!
America has changed drastically under Obama. Of course elements predate him that were leftist and dangerous but appeared to be fringe concepts. Under Obama, however, we have entered the twilight zone. The fact that so many Americans are not against this monster is telling. Trump cannot reverse the course we are on. He's simply a short delay. How about we follow a proven system for qualifying applicants that show promise but don't meet minimal standards. Some applicants for the Naval Academy who show that promise but don't meet the Academy's high standards are sometimes chosen to attend the Naval Academy Prep School. It's a one-year program that brings those with weak academic preparation up to standard, and gives them a year to adapt to military life. One of the most famous products of NAPS is Montell Williams, who entered as a Marine noncom and went on to Annapolis, becoming a Naval Officer. If the Washington D.C. types want to increase representation of certain segments of society on local police forces, how about they start a program like that? No lowering of standards, but a true hand up to those who are willing to work hard to make the grade. A year to build themselves up, and become someone that could actually do the job.
As a minority that has 23 years on this job, lowering standards to hire minorities sends the wrong message. There are qualified minorities who can meet the existing standards. The department and the city needs to do a better job of finding and recruiting them. To be honest, Given the present state of affairs on this job, I can understand why many want no parts of this profession. It is a dangerous, thankless, job hat has become a "political football" and it's officers collective scapegoats. If standards are lowered, professionalism will be also. We need the best and brightest we can find. There are minorities who fit that description. I scored in the 99 percentile on the entrance exam and was in the top 5 percent academically while in the academy. The city doesn't need to lower standards. Just recruit qualified minorities and give them a equal opportunity to succeed.
