just got word that the Sergeants Association filed an FOIA request for the Inspector General's findings regarding the cheating scandal. The only way they can get the IG's report is if there is a concluded investigation, so they must know something is in the works. Maybe a PBPA lawsuit to tear down the entire list?

Really, how is tearing down the list fair to
the people who took the test honestly and without merit scum hopes. Remember there are at least 30 who deserve that promotion on score.
They have promoted a ton of lt's in record time. Next cpuple pf Lt.'s classes will be maybe a high of 30 (21 off list) people. So if you're listed as 50 or less than i'd say there is a promotion....if youre higher I'd say start praying. Highly unlikely this list will go as high as once anticipated.....once was upper 190's looks more realistically around 175-180-ish...that's like going to 500 on the sgts list.....years ago I'd say yeah but now a days.....seems very unlilely...

Would they then strip all the ones that are already LT from this list because how do you know who cheated and who didn't and then have everyone retest? It's quite the pickle.
If the sergeant union steps forward and actually addresses this KNOWN cheating scandal, my faith in Jim Ade and the union is 100% restored.

Tearing down the list is probably the only thing you can do once the test has been proven to be compromised. It is unfair to the ones who didn't cheat but you don't know who cheated and who didn't.

The FOIA request will be denied. The Pbpa will have to decide whether to sue at that point. That decision will likely be made based on what action is taken by the department as a result of the findings. Maybe the findings will be released as part of the measures to deliver consequences. We need a "leaker"
Highly unlikely that they can afford a new test. This list is just a year old and cost many millions to do.
Time to do away with promotional tests all together. No way can cheating ever be prevented and tests never show who are good leaders. Private industry doesn't use tests neither does the military. Promotions are based on proven ability not on theoretical knowledge of the job.
How long does one have to be a CPD Sergeant before they can take the Lieutenant's
examination?

Every test in the last 17 years have been cheated. Nothing will change. Why we get idiots and stooges with stripes. And 29% clearance rates. Reap what you sow.
I just heard from Heather Cherone at DNAInfo and she indicates her sources claim that the IG has not forwarded the report to CPD but she will check into the reports again.
You can contact Heather Cherone hcherone@dnainfo.com. She is trying to get to the bottom of what occurred.
There's no time table to comply, FOIA can take years & an IAD closer goes nowhere (ExamScam-1988).
The List will continue to be cherry-picked for diverse replacement Merits and only then will it be disposed.
By the time any of the info is released, Rahm will be clinging to a re-election runoff, KidneyBean Special Ed will be long gone & the Cheats will have all obtained their best of the last 4 years average salary for pension purposes. No criminal investigation or penalty because they'll be given the opportunity to quietly retire.
And what does all this matter? Go ahead, tear the old list down.

People who have taken this test in the pasy knew the cutoff on lists was /is around 150 or so. On the sgts list it USED to be around 500 then slowly knocked down to around 410-420 -ish with a real low of 365-370 a couple of tests ago. No reason this Lt. List stays up after 175 or so. And we know its NOT FAIR but people have STOLEN pronotions before its just these NOBLE people were lazy and didn't try to hide it like past groups ( secretaries, people who worked for MAUER, guys from 011 who worked with PC's kid).
Dectives exam was rife with cheaters as well. Let's not forget the tact teams and area teams (all clout jag bags) going to the bathroom so they can find the answers on their phones. I just wonder how many got their crib sheets past the merit coppers who work in personnel.
If you want an honest exam, you'd have to go to another state not connected to the Chicago machine. And even then I'm sure the crooks in uniform would still be able to cheat.
When I go to work every day knowing that my boss is a lying, cheating, double merit promoted incompetent, how much work do you think I do each day?
I've hear the IG investigation has uncovered a few more (so far un-named) individuals who were involved in the LT exam cheating.
Every one of those cheaters should be charged with felony theft, fired and lose their pensions. It's really that simple - the only problem the city has is the offenders have clout. If this scandal involved the unclouted blue shirt - every cheater would be gone by now.
Lets get real here, there are only two ways to go, the cheaters get criminally charged, or its the usual, they are investigated by the corrupt IAD and nothing happens. This is just my opinion and is based on all the past practices I've observed.
I doubt a new test if they actually punish someone for cheating. Then at the same time, pulling the list bc its compromised opens the city up for litigation......officers paid for study groups and may have scored well.......a new test won't solve this problem.
Unreal. 30% merit promotions in a police dept. CPD supervisors promoted on the basis of political clout, family relationships, cheating, and payoffs. No wonder chgo crime is out of control. Damn near 60% of cpd supervisors are given the job based on absent qualifications. How does this not violate the old shakman decree. Hello dept. of justice , this is your window to change in chgo. You listening.

My answer is simple- if you were at the top of the last exam on your own score, then you should be near the top of the list after the next exam too. If you were at the top of this list, and then drop out of contention after a new, non-compromised exam is issued- what does that say? Perhaps that points to why you want to cry to keep a tainted list up in the first place.
Anyone who fights to keep this list up has to be questioned in regards to their involvement.

THEY ALREADY PROMOTED THE CHEATERS!!! It makes no sense to tear it down now. Those who scored 100-200 studied hard with no inside knowledge and deserve to be promoted. Tearing it down will bring more lawsuits.

If they take down the list they will just have to give another test and another opportunity for the cheater subject matter experts to give the answers to a whole different group. I say fire the cheaters and let them fight their way back on
The list should be kept up. Remaining promotions should involve no merit. All the cheaters have been promoted already. It cost too much money for these tests and remember the city is broke. Another test would mean another chance to cheat, and now they know how not to get caught.

Fire pension board did it lieutenant highest pensionable rank, how about parity? Why does rahms detail get sergeants pensions and some get commanders huge pensions when they are all 9161 patrolmen talk about pension theft! Lappe hauser hello again wake up!
They tried a " legit " tests for sergeant and lieutenant in 94-95. The results were disastrous for the diversity crowd. The test would have probably been okayed by the Feds but the local pols could not handle it. If memory serves me right, they only made about 100 or so off the lieutenants list. Of course, to placate the pols, the merit promotions started at this time. All history after that. Almost all of the exempts were made by the merit process.

They didn't. There's at least one guy that has his own. He also has a vest with every pocket and gadget possible.
End gold braid pension. Nothing more then a Lt pension. No more then one bite of merit apple. 10 percent meritorious. When you figure the 30 percent crap with cheating. We ent up with 60 to 70 percent of unqualified boneheaded bosses that could not point out the dead bodies in a morgue.
Relax. They will get to 500 off the list for last sgt exam. List hasn't even been up 3 years.
I wish guys who have never been in the military would quit with the comparisons. This job is not even close to the military and nobody I know that has served has stated otherwise. I'm not a big fan of promotional tests but either way the guy who said the military does not have promotional tests does not know what he is talking about. As far as I know at least 2 branches do have promotion testing. This job is not paramilitary.

Hey I'm still waiting for my 5 veterans points the City and CPD never gave. Could have used them when I was waiting to make Sgt. But all you young guys don't know about that.Those of us who served in and during the Vietnam War got shafted by CPD and Mayor Dailey who openly violated the Federal rule that civil service employees City, County, State and Federal got 5 veterans points for serving. Yeah keep bitching keep hoping but take it from us old timers this City and the CPD are and always have been the most corrupt bunch in the country and NOTHING has or ever will be done to those who are corrupt. Grow up boys and girls this is Chicago and CPD and nothing has ever been fair, legit or done truthfully within the law ever. Good luck take care of your families and friends state safe and live to collect your pensions.

Why do you think the cheaters should be sergeants? They should be fired and charged criminally. They should be required to pay back whatever salary they gained by their cheating. They should never be allowed to do anything involving policing in Chicago, or anywhere else for that matter. You really want to have these cheaters busted down to sergeant and keep their jobs? Wow.

People who studied hard and did well on the last test don't magically retain all the knowledge they crammed into their heads prior to taking that test. They would have to waste a lot of time studying again just to have a chance to get back on the list where they had already earned a spot. Why should they have to do that when they did nothing wrong in the first place? Punish everyone for the actions of a few? Find the cheaters via whatever evidence they left of their cheating, and leave the rest of the people on the list alone.

The only thing (loophole) the CITY can do without violating the state constitution in regards to limiting the "gold braid pension" is this:
Pay every exempt their NON-EXEMPT pay. ie; lieutenants or captains pay on the 1st and 16th.
Then, on say the 22nd of the month, give them "a stipend", a "special pay for being a certain exempt rank.
This "stipend pay" would NOT be pensionable and eventually all newer exempts would only get the pension of a lieutenant or captain.
Why is it that the state of Illinois Department of Professional Registration can administer tests for some 125 professions and they have never to my knowledge had any complaints of impriorites by the administrators or test takers?
Why don't doctors, lawyers, nurses, airline pilots, engineers, psychologists, accountants give merit promotions?

Word has it that "dirty little Richie Daley" as he was called by his fellow state legislators had to take the bar exam 3 times in order to pass it. Ditto for "little Jon, Jon," Kennedy. Although he may have gotten his pilots license meritoriously. LOL
Does anyone remember Capt John Manley? The racist, womanizer, arsonist of boats who was fired by the police dept (no pension) and who's father was head of the Chicago Ports under ol man Daley. A real piece of shit but heavy, very heavy. He went to University of Michigan law school and could never pass the bar exam. Last I heard it was 5 attempts. RIP you asshole.
Just fire the 35 cheaters.
Promote everyone on the list over the next 3-5 years.

And when something comes to question, these same Sergeant's feel that they will be disciplined including being fired from the mistakes of these cheating-non-police.

If a "working sergeant" is stupid enough to follow an unlawful order then he/she is a fool. It's easier to defend yourself doing the right thing per directives than doing the wrong thing and thinking that just because your superior told you then it's okay - WRONG.
Btw, there has always been cheaters, disgruntled, bad supervisors, bad POs and idiots on this job as well as no shortage of whiners.
