Sorry for posting comment not related to the topic. But I just gotta bring this "HunchLab" bullshit that's going on in 009 to daylight and hopefully get some attention to it.
We are now checking out a mobile phone everyday along with radios, taser, and bwc. And the mobile phone has this app call the HunchLab, which pulls up a map and real time gps of your location. It shows you boxes in the beat where you should go down on either a "high visibility car patrol" or "foot patrol" mission for the duration of 5 min of each box. On top of that, you are suppose to log your activity during the 5 min on a sheet of paper.
What exactly does this BS technology accomplished besides making POs a sitting duck inside a box area (sometimes it's LESS than a one block radius). Is it so hard to hand out mission sheets at roll call and just draw an ev# and log it with paper and pen? I am open to technology to make the job easier, but this is such a drag and literally taking attention away from POs. This is like playing pokemon Go with a stupid phone while you are driving to hit those mission boxes. It suppose to make your job easier, not making it more complicated.
In addition, we now have 2 POs sitting in that room , taking manpower OFF the street. What we need are SECURE RADIOS CHANNELS that the gangs can't listen to. I am ranting because this job is getting stupider and stupider everyday with this non-sense "predictive" technology dragging our feet. Gangbangers can always fool the shotspotter by firing off a couple round on one spot and commit to hit the actual target on another, while we are being send to the decoy location. 009 is already short on manpower, and with 2 POs sitting in the "situation room" daily, we can only hope that on one will get hurt. At least not by being thrown under the bus by the brass.
First up, why do paper for something already tracked by computer? Seems wasteful for our "green" mayor.
Second, pulling PO's off the street? This would seem like a perfect opportunity to staff an off-the-street spot with light or limited duty individuals, like Dean Angelo.
Third, is this "real-time" stuff? Because we're getting into some weird "Minority Report" type stuff, which was our main complaint with the Crystal Ball Unit. Who is determining where the "hunch" areas are? A computer? Old time gang guys with actual names and memories for what happened and when? Are they singling out individuals on the street via some sort of "algorithm" that might violate some unknown ACLU edict?

The 5th Floor does not care about Manpower when it suits their Master. Rahm has an officer 24 hours a day sitting in the garage that holds his detail vehicles. Rahm conceals the exact number of officers assigned to guard him. In addition to the Regular Detail officers assigned to guard him, and serve as flunkies and chauffeurs for his wife and children, he has officers in front and behind his house, taken from the District manpower, as is the guy guarding his vehicles. AT THE BEGINNING OF EACH TOUR, THESE SPOTS MUST ABSOLUTELY BE FILLED. EVERY OTHER BEAT IN THE DISTRICT CAN BE ADJUSTED, EXCEPT FOR RAHM'S NEEDS. I work in 009 too and this is the dumbest thing yet. Total waste of our lineup room. There is only 1 phone per beat so the midnight cars have to sign out a rapid phone. Good thing we have no rapids. But the phones are speed dialed to the beat so you wouldn't know who you were really calling.
The boxes are smaller than a block so you keep driving outside of them which stops the clock. The pokeman reference is awesome. You have to keep looking at the phone to see if your in it so you just pull over and wait for time to tick away.
The zone isn't synced with the system so you have to tell them what you're doing but that means you're not taking jobs so they aren't too happy with it.
If the po's see something on the camera, they call it out like a dispatcher even though they were given no training with the software. PSIT thinks patrol only works 2nd watch so no HQ people on 1st and 3rd watch. And they want a police hating U of C liberal in the same room. Oh, and with the 2 po's is a Sgt. So 3 officers are taken off the street. Good luck getting time off Thanks Lewin you best idea yet.
Any time they say they want more police on the street, it really means more will be inside.
The college looking "analyst" and the female LT from fucking NORWAY or the (yes, the country) were very knowledgeable during the 10 minute training session the first day of this nonsense in 010.
The simple answer is that the Department does not TRUST the copper to actually go down/be where they are suppose to be merely because it was listed on a report, especially if it is a foot patrol.
The Department will say it is to intensify pro-active patrolling in the Hot Spots.
"Sorry squad, I am 3 blocks from my vehicle conducting a foot patrol and unable to take that in-progress battery 4 blocks away. I will head back to my car and please assign the call to another unit."

Seriously though.......I'm not even close to computer or electronic savvy, but in this day and age, why the hell is law enforcement's radio transmissions accessible to the public in real time? Every criminal with 2 brain cells listens to the scanner before, during, and after committing crimes. By getting rid of public accessible police radio traffic, I guarentee that violent crime would significantly drop in Chicago. Even if they were to put like a 10-15 minute delay on the public's listening capabilities, the police would gain a ridiculous advantage. Why can't this be done????? And another thing.....this whole "WIRE" crap that supposedly updated our Intranet is the biggest waste I've seen on this dept in a while. What was wrong with it before? With all the other CPD computer/intranet issues, they picked one of the only systems that worked just fine to screw with and make our jobs even more difficult. How about fixing the I-Clear systems on the PDT's in the squad cars?? It worked just fine up until a year or two ago when some idiot decided to screw that up and now trying to ID someone on the street who is giving you a bogus name has become next to impossible because some genius decided that they needed to change something that worked just fine. With all that's screwed up on this dept administratively and electronically, the brainiacs at HQ always decide to fix/change/"update" the things that work just fine. But I suppose that's how these scaredy-cats keep their inside jobs......

I overheard one of the trainers for this room and also the chubby female Hispanic Capt. involved in overseeing "the room" and they were dropping the buzzword "algorhythym" left and right.
You are correct that it's 2 P.O.'s per watch "working" the room.... but it's also got officers and staff from the IT unit on site and available for the inevitable fuck ups and SNAFU's.
We can't get decent chairs and working computers in 009 but the city had millions to piss away on "the room".

Just used it for the first time today... the most dumb thing ever. Just threw it in the glove box and that was it.
This is prime for a YouTube skit. Copper buried in the phone trying to get the timer to work while granny gets mugged, some other guy is screaming as his car speeds away Occupied by funnin youths, local grocery store is stuck up and the clerk gets shot. All while the poor confused look on the coppers face as the timer counts down on their phone whilst just across the street (outside the box) all the above has taken place. And as the timer ends the phone chimes and says you've done a great job keeping inside the box and that NO crime has been reported in that zone since you've done your foot patrol....
Is the hunchlab staffed by Officer Quasimodo? And if so does he get keeses? (Probably not).
CPD as all law enforcement agencies are mandated in about 5 years to convert all police radios to a 800 band so people cannot monitor radios. The city has not even begun preparing for such a feat.

Recently disconnected one of these shot spotter units from a building in the 11th district. It was incorrectly installed on a private building causing a ground fault issue for our customer. We were unable to obtain information on who exactly installed the unit, we were just told the city did it. That was about a month ago and to my knowledge it is still disconnected. There's no public information available to who exactly is installing the units.
It's all a joke, just another place for commanders to hide people.
Still not as good as the old red nosed Irish Watch Commander and his pin maps.
The Hunch Lab had me sitting in the parking lot of a Walgreens. The only time I could get the timer to activate was when I parked in the pharmacy drive thru. I'm sure this is "high visibility" mission is great for community interaction as well as Walgreen's business. I didn't even bother to try parking in front of the tire shop in the alley where the mission parameters on the phone gave me the option for "foot patrol" or more "business visitation." Too bad I didn't have a car wash in my boundaries.

In general this position advocates for a return to ideas about gang truce negotiated with gang leadership. There are secure radios out there and there have been for at least 30 years. I was in Intelligence Section on the FBI task Force and we used federal scrambled radios back in the 89's. The city is too cheap and Fardon said as much when he left office. Everything on the cheap. Also back then, out unmarked covert cars were given out to wives and politicians and not for surveillance. We had to use regular unmarked cars. The mob had people in the garage at 51st street writing down license plates of all unmarked cars. The list was found in the pocket of a hood from Grand Ave. Have things changed? I doubt it. Not in this town It is all for show and patronage.
We as coppers are resistant to change but we have to adapt. Until we are able to police the way we should be this is how it has to be done. I have 15 years on and worked the street on the west side the entire time and am currently working in the "room". It is some high tech stuff and can be very effective if used right. The people working in the "room" have got to want to be there doing it because it needs to be monitored and information needs to be disseminated. There are some bugs that need to be worked and training that needs to happen but I think it's gonna help in the long run. Everything and I mean everything is on camera be aware of that. But don't worry funding will run out soon and we'll be back to doing stuff the old way.

The Department of Natural Resources has a program for sportsmen called Catch and Release. Just as fishermen use the newest lures to capture fish only to expend resources, derive pleasure, excercise bragging rights, proclaim their technical skills as new and innovative only to release their catch. Lots of technology to bag criminals only to have DNR modeled similar catch and release regulations enforced.

I have been on 26 years and this is by far the worst leadership I have been associated with on CPD. We truly do need to scrap the leadership from top to bottom and start over. It's pretty scary but I actually remember when going to work was fun and satisfying. What a complete 360 we have taken. I hate this place we call CPD now.
Interesting they call them "hunchlabs". Department training identified hunches as a prohibited reason to conduct an investigative stop. Investigative Stop Reports (ISRs) will be returned by that elite inside crew who reviews these ISRs for compliance should an officer identify a hunch as the reason for a stop. Iif a hunch is the only identified rationale as a reasonable articulable suspicion, officers are confronted with severe penalties for violation of an aclu agreement. Penalties for officers are greater than those doled out in a county courtroom to society's everyday troublemakers. CPD via the mayor has made a deal with the devil themselves, the aclu, with these ISRs.
For those readers who may not know, police officers may not conduct a protective pat down of your gun toting gang members on your corner based on a hunch. The aclu has held that known felons carrying guns on the public way may not be patted down for officer safety and by extension, the safety of tax paying paying law abiding citizens living their in constant fear.
The rights of gang bangers, felons, stick up mens and dope dealers to carry illegal guns threatening the safety of your family are more important to a civil liberty identified organization than good people. One can only conclude the aclu defends and by extension encourages the carnage and lawlessness that n your neighborhood. The aclu has been identified as that gun toting gangbangers best friend and strongest ally in the defense of their criminal behavior. In all fairness it was close, the Cook County court system was a close second. As a legal disclaimer, all of these thoughts were based on a hunch.
I can only speak for my district, but we got rid of humpers when we got the phones. These boxes are similar to the old boxes that we had when McComstat was here. The boxes are based on crime stats giving greater weight to recent events. The technology is predictive. My guess is that after a year of data (maybe sooner) analysts we be able to predict......wait for it....US! My question is who has access to this data aside from the department. Will a simple FOIA request get you Pandora's box? I can't fathom who would want to use those patterns for nefarious ends. Will it be the property of the city or the tech company providing support? After all, the city has never fucked an independent contractor on payment, right? If that were to happen, the tech company could sell that Big Data to the highest bidder. Who, in turn, could use the data to fuck us. Figures don't lie, but liars can figure. Hold on boys and girls, gonna be a long and bumpy ride. As to the question of staffing the rooms, its P.O's for now and outside analysts from U of C. This program worked in L.A., but we are dealing with a shit storm ala: DOJ, ACLU, BLM, Dart, Foxx, Prick-winkle, garbage morale, and a cheating scandal at the top of the department. So If you're interested, check out the C.O. book notice of job opportunity regarding analyst. $73 grand!!!!! Presumably to staff that room. Incidentally, not an easy gig. CPD is constantly reinventing the wheel. Criminologists theorize a small percentage of any population commit the overwhelming majority of crime. Criminologists called these repeat criminals recidivist.
CPD needs to stop rolling out new solution from their computer labs advanced by the department's brainiacs. How about just locking the identified recidivists up in the slammer. Twenty first century policing was forever changed when the short lived CAPS program rolled out their crime problem solving triangle. The three dimensions were location, victim and offenders. Booze and Allen were ahead of their time. Just upgrade the concept by adding a fourth dimension of incarceration and you can baffle the masses with a modern day CAPS parallelogram. All problems solved.
Think about it. How many homicidal murderers were on parole, probation, work release, electronic monitoring or some affordable bond act program? Citizen demand their government protect them not feed them a new line of masculine cow manure.

Thoughts from a cop who retired in '95. Just before retiring, some young puppy was busting my chops about how law enforcement has changed, and the system is improving for the best. I just smiled and gave him a little laugh.
He asked what was so funny. I told him that I felt sorry for him. When asked why, I told him, "Because in about 15 years, THIS is going to be your good old days."
We all saw the change in our jobs. I came on in 1969. I used to tell the rookies that our academy lasted 3 months. They gave us a stick, a gun, a dime, and kicked us out into the street. They told us: If you need help, use the dime. If you can't get to a phone, use the stick. If using the stick pisses him off, use the gun.
And the first order we received when we were assigned to a division was from our sergeant. His order was "Don't you EVER bother me, kid."
Law enforcement then, was much different than the current mission. We delivered babies, got rough in the alley when we needed to, made "Solomon-like" decisions at least once a tour, and often wound up being big brother to the kid we roughed up in that alley a year or so ago. And, for some reason, none of that managed to get on a report. And the department didn't really want to know. All they wanted was numbers, and no ripples in the pond.
Because of the changing times, and the evolution of law enforcement, the modern young officers will never see that form of policing, and of course this is best. The current way is the right way... Now. But it was different then (ergo, the Dinosaur Syndrome).

015 Dist. has a po on days just of his probation in December manning a hunch lab joy stick. He has no fee, or clue what the streets are like. This is after a few po's at the mid point of their careers requested to be in this new lab. Most po's refuse to turn on this device due to not being properly trained on this phone. The standard answer from up above is to "play with it," or you know how to operate a cellphone, so there is no excuse. Hell, a sop, is still being written. No other orders are in place. These labs are being rolled out as part of a kabuki theater to quiet down the public and the msm. Everything is being monitored at real time, so this will be used to over supervise the beat cop, and easily spar an officer over trivial nonsense. Heaven help you if you stop to get a cup of coffee outside these micro boxes.

Yes, the tax sale is earlier, and that's very irritating to say the least.
But the HOUSES are NOT being sold.
Tax investors buy the right to pay your taxes (which helps keep the County solvent) and to charge you interest for the privilege of clearing their lien.
If you don't redeem your taxes in 2 1/2 years, THAT is when you can lose your house.
