More Merit Shenanigans

This crap again:
  • Off topic:

    A few foia's have been submitted recently attempting to find out who received a merit promotion in the first detective class. So far the city is doing everything to avoid giving out the names. Makes you wonder who was merit that they are trying so hard to shield.
Someone related to somebody? Pretending to be a legit-by-score promotion, but in reality, snuck in as a favor for future favors to be rendered.

Odusi-crawl is the wife of the superintendents Admin Sgt, she was merit and they screwed up when he walked into the room with Eddie to address the class and it was realized that they were husband and wife. Whoops, it's all legit right. I have no doubt that's one of the connections they don't want released considering she was a house mouse since day one taken care of by the administration and now by her husband who is eddies right hand man.

This is where you need the media to go out and look and file these requests. If the average joe does it then they can screw around. Any news outlets wish to do something decent and file one and put some heat on the city to release them? It's real odd that the very first class is the only one they won't release the merit picks. I'm guessing there are some real scandalous ones in there. I think we would also find that all of the picks have one certain thing in common.

Let the DOJ know with this information. Go to the Union and complain, I know that people are talking and are fed up. Union will not do anything, but at least they know about it and then go over their head to the IG. This nonsense will never stop if we as Patrolman do not do anything.

Odusi-Crawl worked Narcotics as well, and just because someone has worked in an administrative role at one point of their career doesn't mean that they have never worked their ass off on the street. It's called being well-rounded. Maybe if some of you worked the desk a period you'd learn how to write a good case report, because the dicks can hardly follow up on the crappy reports you turn in. You guys know very little about people and think you know so much... It amazes me how officers who work the north side can tell you all about who are dogs on the south side, and the Southsiders can tell you all about who are dogs on the north side. You guys meet officers in passing a swear by god that you know everything about them. Lol. I'm happy to work with and to have met Odusi-Crawl who will work circles around majority of you.

2 out of every 10 DICKs is a merit hack!

Funny thing is they come into the the areas and can't even do a name search!

The females cry about having 1 or 2 kid with their husbands and don't know how to hire a sitter.

The merits come from units that move a paper around and will not mention what they did before the became detectives.

The guys cry about not going to area North because the live by OHARE.

The old timers who took the job cry about TOO many cases and that nobody want to help them do paper work. They typically type slow and were dogs in patrol.

The house mouses beg to work any office spot they can phone call there way into never wanting to be trained.

CAUTION patrol if you call and a shiny new DICK strolls in with that pretty blue folder! They will bullshit you because they don't know what the hell is going on.

Seriously, how many people on this job deserve merit, most of the people who complain about it have never accomplished anything on this job. Here's an idea, try arresting someone first then complain. Now if there are any medical role abusers who have made it, that's something to bitch about. There should be some sort of activity standard.

I cannot believe DA jr would be merit. It would be way too easy to find this information out and I've heared he tells some people that he scored under 100. Do we really think the city would protect this goofy kid or are there several others who really need big brother to watch out for......not sure but I have a feeling there are others that were merit that will raise more eyebrows than DA jr.

Hey, FOP how about just posting the Rank Order List for each Exam.
Why is FOP hiding the Rank Order List from the Membership?

Hopscotching over high scores should not be allowed.
If the City wants diversity, then separate the racial groups and genders and give high scoring individuals their equal opportunity.
There's way too many Merits without brains or street-police experience occupying desks all the will elbowing up thru the ranks.

It just "don't make any kind of sense" to have career Office House Mice promoted over the dedicated working officers.

In full disclosure, can the subject matter experts and any other contributors be publically identified. Afterall, public money was used and taxpayers have a right to know. We need to identify any and all command staff past and present, their subordinates and human resources personnel who may have reviewed promotional exams to validate the test materials and processes. This validation is a check and balance to ensure the materials contained in testing materials accurately reflect knowledge directly related to the position sought.

In addition, what ethnic and fraternal organizations reviewed testing materials to identify biases which may adversely impact protected classes. In addition, what biases where identified and were any recommendations forwarded for consideration? Any non disclosure agreements must be made public to ensure the integrity of the testing process. Sunshine it has been said is the best disinfectant.

You will never convince me that merit is ever ok anymore. It should go by rank order plan and simple. Merit promotion is a farce. I haven't met anyone worthy of a merit promotion in well over 15 years.

Sherri used to be the Forest Preserve Police, she has some tall county whack. Then she worked with little Fred in 006 and then took a scholarship to Homan. Neither one of them can work circles around anything but their opposite thumb. Now they are both merit promotees.

The phrase "working circles around you" is being used quite a bit on the blog lately. I hope the author of these posts realizes the phrase is used to describe someone who actually does work, not work a phone call to make everything go away.

Thats called race norming highest scoring whites compete against other whites, highest scoring blacks against the other black ect. US Supreme Court got rid of it 93. Struck it down as unconstitutional - that was the catalyst for these f-ed up merit promotions in the first place.

Hopscotching over high scores should not be allowed.
If the City wants diversity, then separate the racial groups and genders and give high scoring individuals their equal opportunity.
There's way too many Merits without brains or street-police experience occupying desks all the will elbowing up thru the ranks.

Thats called race norming highest scoring whites compete against other whites, highest scoring blacks against the other black ect. US Supreme Court got rid of it 93. Struck it down as unconstitutional - that was the catalyst for these f-ed up merit promotions in the first place.

Majeske v. City of Chicago (2000).
• Chicago can promote police officers to the position of detective, using race as a factor. The court held that persuasive statistical data and anecdotal evidence adequately established past discrimination by defendant, and remedying such discrimination was a compelling governmental interest that justified defendant's affirmative action plan.
• Further, defendant's plan to accept promotion candidates based upon ranking within the separate racial and ethnic groups, and promoting some minority candidates based solely on the estimated number of minority promotions affected by past discrimination, was narrowly tailored to discriminate against plaintiffs as little as possible consistent with effective remediation.
• 1989 Det. Test
o 3392 took written, of which the city wanted 650 to take oral. Of the 650, there were not enough minorities, argued the city. Therefore the “races” were separated (white, black, Hispanic) and the top 17% of each race were selected to take oral. Cutoff scores then became: white (82), Hispanic (79), and black (73). 619 ended up taking oral.
o Breakdown:
 64 were to be promoted.
• 42 in rank order (does not say what race these were)
• 22 out of order (18 black, 4 hispanic)
• 26 merit (also not sure what race)
o P’s sued based on the “out of rank order” promotions
o FOP filed grievance.
o Arbitrator ruled the merit was OK, but “out of rank order” violated the collective bargaining agreement. City responded by promoting 37 more det. in rank order.
 So this is the new breakdown, I could be wrong though:
• 42 in rank order (does not say what race these were)
• 22 out of order (18 black, 4 hispanic)
• 26 merit (also not sure what race)
• 37 after arbitration (so, even though the arbitrator rejected the “out of rank order” promotions, the city promoted them anyway.)
• 127 TOTAL PROMOTED. (Of these, 90 were in rank order. So the 37 were added to this, which probably included the original 22 “out of rank order” and 15 merit. Just a guess).
• P’s had to pay city’s costs of $38K. (City won this case).
• 56 interrogatories to jury dealing with past discrimination of blacks and Hispanics.
• Compelling government interest is a question of law.
• Dr. Mann (statistician for the city).
o Studied CPD’s hiring and promotions of blacks and Hispanics in “available work force” and number of same in patrol. Concluded hiring “lower than statistically would have been indicated.) Promotion of same to detective “substantially below what statistical analysis predicted.”
o Created statistical model to predict expected number of blacks and Hispanics there would be absent past discrimination.
 Should have been 221 black detectives (actual number 57).
 Should have been 43 hispanic detectives (actual number 9).
• Testimony
o Blacks – pretextual medical (heart murmurs)
o Hispanics – height standards.

I said it once and i'll say it again, with 30% merit and another 30 to 40% who cheat on the promotional exams(one way or another) damn near 70% of the CPD bossess havn't , doesn't and will never do/solve any police work because they never had to solve/do police work. Their promotion was given or they cheated either once or more likely on multiple occasions to obtain their rank. Think about this, society has allowed truly evil people to give away or cheat for the higher ranks of cpd law enforcement positions while murders and crime continue to spike on a year over year basis. It is these same evil people who fool society with slogans like "earned , not given. Shame on you citizens of CHGO, the blame lies at your doorstep but lets hope the violence doesn't grow too large where that violence leads to doorsteps in all neighborhoods. Afterall the evil people will tell you on a daily basis, they got a handle on it because they earned their position , it was not given.

The problem with picking merit based on race is the merit people are justed clouted people of color. PO'S are sick of the criminality of a baseless merit system where nobody knows what qualifies a person as merit. I say screw it, lets go back to the old days and just pay for rank. Working in a "D" Unit my C.O. told me my efficiency was being dropped 10 points because "being a Hostage Negotiator takes away from my effectiveness in the "D" unit"

Of course I had to say (waste of breath) I've been in the top ten in the "D" unit for 8 years and have possibly more Dept. Commendations than anybody on the Dept. I have probably saved a few lives..of citizens and cops at HBT incidents....and have been shot at during incidents. I was under the impression I was helping the Dept. No response....walked away.....I refused to sign...then the usual.. shift changed, day off group changed, a few drug tests.... Oh well....

Not a merit..and never a house mouse....never took a sick day....no CR's.
(I guess they needed the 10 points for the desk crew)

I'll help you because in the end- you're lazy and won't do it anyway, but here's how you get your list stupid...

Alpha query a few districts in general- and look at the seniority date of the 9173s. Write down those dates. Then... come back to the blog and look in the archieves at the promotion dates, then scroll backwards a month or so and you'll see the posted list.

Now, write your FOIA to the chicago police dept and request the merit on each list. You would verbalized it like,
I request a list of the meritorious individuals from the list deseminated on _____ date that produced ____ (Det/Sgt/let's) on ____ date.

For everything you need to know about FOIA Google Illinois FOIA and read Lisa madigans website. They wrote a detailed explaination for guys like you.
