- [17 March] At 12:55 p.m., a 21-year-old man was shot in West Englewood, police said. The man was walking outside in the 7000 block of South Damen Avenue when someone walked up, fired shots and ran away.
The victim was hit in his lower back and arm and was taken to Advocate Christ Medical Center, where his condition was not available but he was listed as "stable," police said.
The guy ended up paralyzed and will need probably millions of dollars in health care follow-up, equipment, therapy, etc. All paid for by taxpayers.

Zackeyius Thigpen, 18, is being held without bail on allegations he opened fire at a West Englewood gas station about 1 p.m. March 16 — striking a 22-year-old man in his lower back and arm. The victim was still hospitalized Wednesday afternoon and is now paralyzed from his waist down.
At the time of the shooting, Thigpen was free on electronic monitoring for a pending stolen-car case, court records show. Thigpen also has several Juvenile cases pending and was still somehow released by the Sheriff.
Great job there Dart - another of your "non-violent" offenders out there with a gun, blasting away at someone who, literally, looked at him wrong. And Cook County taxpayers will be footing the bill for (A) incarceration, (B) a paralyzed victim and (C) probably a lawsuit for Dart's incompetence.

Not a cop but did time in the county for a minor offense. Something has changed for the worse in the past 15 years. The release if assholes to the community needs to stop. Immediately. How the fuck does any politician not ask for Dart's immediate dismissal after this. If a third of his workforce can call in the day after the fucking Super Bowl, there are enough bodies to cover electronic monitoring. Dart has hundreds of PR people and lawyers, fire several of them to staff that bullshit. But again this is Cook County, the other thing aldermen can do here is pass taxes and post honorary street signs. If Madigan does not bring anything up for a vote it will not happen. And his daughter will not indict Dart on this. So how about this: I'm working at callback right now due to injury. I get a call from a woman in Florida. She is watching the news down there and flat out asks me "What the hell is going on in Chicago lately?" I say "Regarding what?" She replies regarding crime with shootings and the recent Facebook Live crimes. She asks me if Chicago PD and Facebook are teaming up to solve these crimes. (I'm literally LOL right now) I tell her I of course have no clue. She tells me that she and her husband made plans to visit Chicago to check out the city in the summer but have since pulled the plug on that.

Citizen reader, more police is good believer: This has been going on for years. You cannot blame Dart. You have to blame the court system and judges for their budget styled justice system. I remember a certain Downers Grove Speedway clerk near Ogden and Main Street at about 0230 one morning years ago. A nice old guy, friendly with everyone just trying to make a few bucks to have a roof over his head. I knew him from the day shift he would work at times.
As I recall, a customer is out front trying to pump gas but the pump does not clear. So he goes in the store to find out what the problem is and finds the old guy shot dead on the floor behind the counter.
Downers Police show up and are pissed off. They liked the old guy too because he popped for coffee now and again. They look at the video and see the whole thing on cameras, get a plate and I think maybe picked the asshole up before he got back to his hole in Cicero or somewhere near by. And guess what; he was supposed to have an ankle bracelet on because he IS an asshole courtesy of the Cook County Circus Court.
In Du Page County, NO bond and they had him at trial, convicted after 2 hours of deliberation by 12 angry jurors after listening to testimony from the old guys daughter and others. Even the alternates were angry and he was locked up for a very lengthy residency with IDOC within six months of the crime. That idiot was skating in Cook County for years but he messed up on his geography lesson. DO NOT LEAVE COOK COUNTY.
So you see, the problem is not all Dart, it is a court system that tolerates crime in an effort to reduce the cost of crime which is fostered by liberal social policy and programs that create poverty and crime and public schools that do not educate but institutionalize poverty, ignorance and crime so those responsible have jobs and profit from the cycle. This is where the blame belongs in my view. But...Dart is part of the problem so if you still want to blame Dart I am down with that too.
Dart has at a minimum, 500 people on Electonic Home Monitoring and has no idea where they are yet he continues to put people in the program. These are people with extensive criminal histories and are once again charged with serious offenses when he placed them in the program.He loves to complain about how he has to house people for minor offenses (which is a lie) but fails to mention that they have rap sheets with 50+ arrests. He goes on television with his 1970 styled glasses,tussled hair and tweed jacket and tries to appear as if he were a serious, competent Sheriff but the truth of the matter is he has been one of the most INCOMPETENT Sheriffs in America in the last 25 years or so. Yet the sheep in Cook County will vote for him simply because the Democratic Party tells them to and the MSM consistently gives him a pass by not asking him any hard questions or do any investigation when he makes statements which are obvious lies. He and his failed policies are one of the reasons crime is out of control in Chicago. We keep arresting them and he keeps releasing them. Crime will continue to rise in Chicago/Cook County until the voters wise up and see misfits like Tom Dart for what they are and start voting them out of office. Until then it will be business as usual.

025th District 3rd Watch News Update
So things are taking an interesting turn in the saga between Sgt. S.N. and J.S. and C.G. On 30-MAR-2017 at check off between 2340 and 2345 hours multiple sources tell me that C.G. and J.S. got in to a heated verbal dispute with Sgt. S.N. It was only a matter of time. Sgt. S.N. does not know how to talk to officers, speaks in a demeaning tone, is condescending, micro manages everything under the sun and yells at people. People can take this sort of behavior in the short term. It is understandable. But the outburst that C.G. had was only a matter of time until someone snapped back at Sgt. S.N. It was only a matter of time. So now Sgt. S.N. takes a small issue and turns it in to a huge issue. Both C.G. and J.S. were in 025 from 1605 hours to 2020 writing up a to from. Earlier I said that 60% of the watch dislikes Sgt. S.N. After this incident the number has risen to 75%. We all know that sergeants have responsibilities. There are a few sergeants on 3rd watch that are very strict--- but they know how to communicate and call you out when it is appropriate. I myself have been called out- but it was all done in a proper manner.

They have also repeatedly complained about " hyper-policing" or " over-policing", blaming these alleged police tactics as actually causing crime in the black and brown community. If you ever have heard a speech by Preckwinkle, and I have, you will immediately know it to be full of exaggerations and out and out lies.
Tom Dart has yet to deal with his pooch Deputy Chief who tried getting into last seasons World Series Game along with a relative using Major League Baseball Law Enforcement credentials.

I just happened to read one of the monthly Cook County board reports yesterday. About 90% of the settlements were against Dart and his office. Some were probably just your typical inmate beef but some were very interesting (Dart avoidable flubs) like the visitor they mistakenly locked in a room. I cant imagine Dart could ever run for higher office with how incompetently he runs the Sheriff's office. I know he gives the media jobs and they give him a major pass. However, I don't think he could survive an oppo research dump if he actually ran for a major office. Just my opinion.

This morning an acquaintance sent me the link to an article on the NPR website that was reporting a recent "study" that declared that the problems in the black community could be solved if only more affluent white people would move there. The article focused on Chicago in particular, stating that if more educated white people lived in the predominantly black areas of Chicago, blacks' incomes would rise, they would stay in school, the violence would cease and rainbows and unicorns would fly out of my butt. OK, I made up that last part, but the rest of it was in the conclusions from this supposed "scholarly" report. I about blew coffee out of my nose. I wonder how many of the professors who wrote this report live in Englewood or Austin.
So an inmate who is crazy enough to shoot someone over a "dirty look" qualifies for Tom Dart's low level offender status. That makes sense right!!! Hope the victim can personally sue the Sheriff. 22 year old entire life destroyed cause of Dart. Absolutely infuriating! And where the F is the media? To all those who have had the misfortune to imbibe Dart's hubristic beliefs, I have one thing to say: People who agree with Dart's pontifications are either stupid, drunk, on drugs, paid off by Dart, or are temeritous, raffish used-car salesmen. Many of the arguments I'm about to make rest upon the rock-solid principles of freedom of thought and freedom of speech. If it weren't for these freedoms, I wouldn't be allowed to tell you that there appears to be some disagreement in the community regarding the number of times that Dart has been seen eliminating the plebiscitary mechanisms that ensure a free and democratic society. Some say once; some say five times; some say a dozen times or more. The point is not to quibble over numbers or anything like that but rather to clarify that Dart's plan is to spit on sacred icons. Dart's secret agents are moving at a frightening pace toward the total implementation of that agenda, which includes arousing the hostility and exciting the cupidity of cranky scamps. If he truly wanted to be helpful, Dart wouldn't shackle us with the chains of conformism.
Tribalism is an inherently oppressive ideology. This is not a matter of perception but of concrete, material reality. In Dart's defense, I should point out that Dart hasn't always favored cultivating the purest breed of irresponsibility. But fast-forward to the most recent chapter of the Saga of Dart, and you'll indisputably see that Dart has somehow managed to get the media to pay rapt attention to his gormless ramblings. I don't know what sort of Jedi mind control he's been using to pull that off, but I do know that Dart shouldn't popularize a genre of music whose graphic lyrics explicitly urge impulsive, mentally deficient louts to feed us a diet of robbery, murder, violence, and all other manner of trials and tribulations. My apologies I posted earlier and left out some info. I did 6.5 months in the county for a minor offense. Fine, took it like a man, and have not fucked up since. But while I was in, you had to literally have major connections to get house arrest, let alone bond reduction, let alone walk when you are immediately charged. Now these violent assholes have over 20 convictions, 40 arrests and still get electronic monitoring or low bonds?

Retired and out shopping at Sams Club in Countryside. While in the store observe two F/1 sheriffs deputies walking around in full uniform, radios and vests,shopping and taking there time doing it. I wonder if these were the same two that watched the officers fighting with the offender high on pcp on the westside that never got out of their car.

This department has too many spineless gossips, reminds me of a bunch of broads. I hate what this department has become. Retirement can't come soon enough. More and more I'm beginning to believe the rumor that 025 was built on an old Indian burial ground, place seems cursed by wing nuts.
When the media started harping on that beef, the Deputy Chief told us nothing would come of it.
It is a complete and total shitshow at the Sheriff's Dept.
The jail has more sick, injured and scarred (not scared) Officers than at any time I could ever recall in 17 years. The Medical and FMLA is off the hinges. Rookies quit within weeks of cutting out of the academy. You could work 7 days a week with all the OT, and mandated hire backs. I will say this, our uniforms look like crap. Embarrassing. Officers are tired as hell. Hypertension and Diabetes is raging our people. SUICIDES by our people are the highest in the country.
Inmates throwing feces and urine at staff, whacking off in front of female staff. Told in the academy (heh! what is this academy thing you speak of?!?!) if you are not deescalating you are escalating. WTF is that actually?
Locks broken, radios suck, computers do not work, the place smells like rotten food, feet funk and ass. Now they just instituted a swipe system. Just wait until they start docking people because you are 7 minutes late, there won't be a sick minute much less a sick day on the books. Running late? Dock hazard? Screw it, I am medical.
2 year wonders are making Sergeant. Orders and policies no one can understand including the brass. They have 3 Superintendents on no inmate contact. How is this even possible?
Entire buildings are empty. Why they want to demolish Division 1 is beyond me.
Courts is ridiculously short. They are due for a shooting in a Courtroom like in Atlanta. Bet on it. CO's that can make the bid are dropping their seniority to go to courts. It is only marginally better there (especially if you are in the Lesbian or Nubian mafia). A lack of gag reflex does wonders I am told.
EM is run like a playground. We have no idea how many inmates are missing. They do not care.
The Police Dept is screwed too. My brothers over there tell me that when they get drafted to go into the City in 015 and 007 they can not tow cars under admin tow any longer. They are told to stay away from CPD so they do not get caught up (lest it make Dart look bad). So lots of cars out there to spike up the drive-bys. And get this, SPD has to hand out some BS flyer to each ahem, resident they contact. Might as well be a palm card for the Mayoral race.
The Merit Board is in Dart's hip pocket. A kangaroo court designed to fire Officers. The departments have no desire to punish retrain or rehab officers. You screw up, you are fired. Period. On the News tonight they were crediting the Johnson brothers with the drop in crime in their respective districts. If you take command and there is a 50% increase and then a 50% decrease are you really due any accalodes? I also took it as a direct insult that Andrew Holmes (who I always have appreciated and respected because I thought he was about doing the right thing and not all about race) was standing with "the community" demanding that all the Sgts / LTs / Captains in the district should "reflect the community" - as a M/2 who everyday has devoted his career to doing his absolute best I am insulted. Guy's Hate to ruin the party but, Sheriff Dart has nothing to do with who goes out on house arrest. Years back he saw the trend of the criminals that the judges wanted out on house arrest. Violent Criminals ! He was smart and got out of that shitstorm. He put it on the judges of Cook County ! They are the ones who order house arrest.
Sheriff Dart wants nothing to do with that and this is the reason why.
All these criminals have a court order to go on house arrest.

Was in training at the academy about a year ago and the Jail psychiatrist teaching the class started ranting and raving about Dart. He called Dart a narcissistic sociopath and backed up his claim with encounters he allegedly had with the Sheriff. He then started teaching about NS disorder like we were taking a psychology crash course. Then we were showed a youtube video where Dart was talking to college kids and bizarrely referred to Cook County as "his little universe". He actually turned Dart from hated to more of a pathetic character to a classroom of people who already despised him. Everyone was is complete shock but I guess when you have a doctorial degree you can speak your mind. Not surprisingly I heard he left a few months later.
